BACKGROUND
The City of Santa Clarita’s (City) current earthquake insurance policy, expiring on July 1, 2023, provides building, structure, and contents coverage for multiple highly-valued, City-owned 9 Packet Pg. 162
facilities.
In preparation for the Fiscal Year 2023-24 renewal, staff worked with the City’s earthquake insurance broker, Alliant Insurance Services, Inc. (Alliant), to analyze the City’s current property schedule and determine which facilities should be considered for coverage. Various factors contribute to the decision-making process, including facility replacement value, operational importance, and location. In an effort to secure the lowest cost renewal premium, Alliant solicited bids from the earthquake insurance marketplace. Following correspondence with multiple carriers, Arrowhead General Insurance Agency, Inc., the City’s incumbent carrier, provided a competitive proposal.
Staff evaluated the costs and elements of the proposal and recommends renewing the City’s earthquake insurance policy for Fiscal Year 2023-24 with Arrowhead General Insurance Agency, Inc., for a total policy amount of $35 million, with a 15 percent deductible for a total premium cost of $503,420. The coverage will ensure that 17 of the City’s critical facilities, including the Sheriff’s Station, City Hall, The CUBE, Transit Maintenance Center, Vista Canyon Parking Structure and Water Factory, Libraries, and Community Centers, are protected in the event of a significant earthquake.
ALTERNATIVE ACTION
Other direction as determined by the City Council
FISCAL IMPACT
Upon approval of the recommended action, ongoing appropriations commencing in Fiscal Year 2023-24 will include: $71,762 from the Self Insurance Fund (Fund 721) to expenditure account 7212306-516101; $25,000 from the Vista Canyon Wastewater Standby Fund (Fund 368) to expenditure account 3687418-516101; and $1,635 from the Cooper Street Parking Structure Fund (Fund 369) to expenditure account 3697409-516101. Contingent upon the approval of the Fiscal Year 2023-24 annual budget, adequate funds will be available to support this action. 9 Packet Pg. 163

SUBJECT: SECOND READING OF AN ORDINANCE DETERMINING THE
ANNUAL STORMWATER POLLUTION PREVENTION FEE FOR
FISCAL YEAR 2023-24
DEPARTMENT: Neighborhood Services
PRESENTER: Darin Seegmiller
RECOMMENDED ACTION
City Council waive reading of the text and consent to read by title only, as listed on the agenda, and adopt an ordinance entitled, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF SANTA CLARITA, CALIFORNIA, DETERMINING THE ANNUAL STORMWATER POLLUTION PREVENTION FEE FOR FISCAL YEAR 2023-24."
BACKGROUND
Pursuant to Section 15.50.070 of the Santa Clarita Municipal Code, the City of Santa Clarita (City) shall annually hold a public hearing or meeting where an oral and written presentation may be made in connection with the Stormwater Pollution Prevention Fee (Fee). The City Clerk has published notice of such annual public hearing as provided by law. On June 13, 2023, The City Council conducted a public hearing to consider the Fee.
The Fee supports the requirements of the 1972 Federal Clean Water Act and National Pollutant Discharge Elimination System Permit (NPDES Permit)
In 2009, the City Council adopted Ordinance No. 09-14 (Ordinance), establishing a new methodology to calculate the Fee. Pursuant to Section 3 of the Ordinance, the City Council shall annually determine the rates of the Fee subject to the maximum Fee authorized by the Ordinance.
The City Council may determine to do any of the following: a) discontinue the Fee; b) reduce or maintain the actual Fee rate imposed below the maximum Fee rate authorized; or c) adjust the rate up to or below the maximum voter-authorized rate if it has been previously set below such rate. The City Council is not required to include an inflation increase annually but may choose to accumulate the inflationary increase and enact the cumulative amount.
10 Packet Pg. 164
Staff recommends increasing the Stormwater Fee by an amount equal to the Consumer Price Index (CPI) for All Urban Consumers for the Los Angeles, Long Beach, and Anaheim areas for the preceding year ending December 2022, at 4.93 percent. If approved, the Stormwater Fee for Fiscal Year (FY) 2023-24 would be levied at $30.63 per Equivalent Residential Unit (ERU), which is equal to the maximum fee allowable under the guidelines of Proposition 218.
The FY 2023-24 Stormwater Pollution Prevention Fee Engineer’s Report and a preliminary list of the rates for all properties subject to the Fee is attached as reading file material to this item.
Should Council adopt the ordinance determining the rate, Willdan Financial Services is directed to prepare and file the final list of rates with the Los Angeles County Auditor-Controller to be placed on the tax rolls and collected with regular City and County taxes.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund with this action.

SUBJECT: CITYWIDE FIBER OPTIC CABLE CAPACITY UPGRADE, PROJECT C0068 - PLANS AND SPECIFICATIONS AND CONSTRUCTION
CONTRACT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Citywide Fiber Optic Cable Capacity Upgrade, Project C0068.
2. Find the Citywide Fiber Optic Cable Capacity Upgrade project exempt from review under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations Article 19, Section 15301.
3. Award the construction contract to Crosstown Electrical & Data, Inc., in the amount of $3,289,432 and authorize a contingency in the amount of $164,472, for a total contract amount not to exceed $3,453,904.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) currently uses its fiber optic network to connect traffic signals to the traffic operations center and monitor traffic to provide for efficient traffic flow. As the City continues to grow and develop, ensuring the infrastructure is established to support emerging technologies is essential to the City’s success and future prosperity. Investing in the fiber optic network will not only meet the City’s needs but will also provide additional capacity that can be leased to internet providers. Current internet providers have not shown plans to advance in their infrastructure at the scale, speed, or manner necessary to ensure residents and businesses have 11 Packet Pg. 170
access to technologies enabled by a widespread and reliable fiber optic network. Expansion and protection of the City’s fiber optic cable network will improve the livelihood of residents by supporting faster speeds, competitive pricing, and more choices in high-speed internet service.
Fiber optic technology remains the most effective medium to support emerging technologies and solutions, including high-speed internet, autonomous vehicles, 5G, and other smart city applications. The Citywide Fiber Optic Cable Capacity Upgrade project will expand the City’s fiber optic network by adding approximately 132,000 linear feet of new fiber optic cabling in various areas throughout the City (see attached Fiber Optic Cable Location List). The new fiber optic cable will be installed within a microduct, inside existing conduits, which insulates the fiber optic cabling and extends the useful life of the existing conduit. A communication cabinet hub at Valencia Boulevard and Bouquet Canyon Road will also be upgraded to accept termination of the new fiber optic cable branching out to all four communities in the City; Valencia, Newhall, Canyon Country, and Saugus. This project also supports the Enhancing Economic Vitality theme of the City’s five-year strategic plan, Santa Clarita 2025.
The Citywide Fiber Optic Cable Capacity Upgrade project is not subject to CEQA review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts projects from CEQA review that consist of minor alterations of existing public or private structures and facilities involving negligible or no expansion of existing or former use.
Examples include existing publicly-owned utilities. This project meets the criteria for this exemption because it will be installing new fiber optic cable in existing facilities and replacing existing fiber optic cable in support of upgrades to the existing system.
Construction Solicitation Process
An Invitation to Bid was published twice in The Signal newspaper on April 27 and May 4, 2023.
A total of five bids were submitted to the City and opened by Purchasing on May 30, 2023. The results are shown below:
Company Location Bid Amount
Crosstown Electrical & Data, Inc. Irvine, CA $3,289,432 Henkels & McCoy, Inc. Pomona, CA $3,695,347
HHS Construction LLC Ontario, CA $3,870,851
Elecnor Belco Electric, Inc. Chino, CA $3,944,780
HP Communications, Inc. Corona, CA $8,256,189
Staff recommends awarding the construction contract to Crosstown Electrical & Data, Inc., the lowest responsive and responsible bidder. This contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. Staff reviewed the bid response for accuracy and conformance to the contract documents and found it to be complete.
The bid proposal adheres to the project’s plans and specifications and is available in the City Clerk’s Reading File.
The Citywide Fiber Optic Cable Capacity Upgrade budget will fund the construction and construction support services. The budget will also provide for labor compliance services, staff oversight, inspection, project management, utility fees, and miscellaneous project administration 11 Packet Pg. 171
costs.
The requested construction contingency will cover the cost of unforeseen conditions such as potential utility conflicts, abandoned utilities not shown in record drawings, and additional work requested by the City.
ALTERNATIVE ACTION
Other actions as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in expenditure account C0068228-516101 (ARPA Fund) to support the recommended contract and associated project administration costs.

SUBJECT: SAND CANYON TRAIL - PEDESTRIAN BRIDGES, PHASE IV, PROJECT T3024 - PLANS AND SPECIFICATIONS AND
CONSTRUCTION CONTRACT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council:
1. Approve plans and specifications for the Sand Canyon Trail – Pedestrian Bridges, Phase IV, Project T3024.
2. Award the Sand Canyon Trail – Pedestrian Bridges, Phase IV construction contract to Wright Construction Engineering Corp., in the amount of $814,814 and authorize a contingency in the amount of $162,963, for a total contract amount not to exceed $977,777.
3. Extend the current contract and authorize an increased expenditure authority for construction support services for the Sand Canyon Trail – Pedestrian Bridges, Phase IV project with Tetra Tech, Inc., in the amount of $48,499 and authorize a contingency in the amount of $7,275, for a total additional contract amount not to exceed $55,774.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The Sand Canyon Trail project will provide an approximately 2.8-mile multi-use trail along the west side of Sand Canyon Road from Placerita Canyon Road to Lost Canyon Road. The construction of this project has been separated into six phases. To date, trail segments for Phases V and VI have been completed. Phases I, II, III, and IV are substantially complete, and the remaining segments will be constructed once the necessary easements from property owners have been obtained.
12 Packet Pg. 174
This component of Phase IV of the Sand Canyon Trail project will construct two prefabricated steel truss pedestrian bridges along Sand Canyon Road, within the segment of Sky Ranch Road to Iron Canyon Road, as shown on the attached Location Map. Improvements include excavation and placement of bridge footings, placement of pedestrian bridges, and minor grading improvements. The proposed enhancements will provide trail users with a safe path of travel outside the vehicular travel way and offer the community a continuous trail segment connection over existing drainages. This project supports the Building and Creating Community theme of the City of Santa Clarita’s (City) five-year strategic plan, Santa Clarita 2025.
On July 29, 2021, City staff determined Phase IV of the Sand Canyon Trail project to be exempt under the California Environmental Quality Act, Article 19, Sections 15301, 15303, and 15304.
The project is exempt under Classes 1, 3, and 4. Class 1 exemptions include alterations to existing bicycle and pedestrian trails, Class 3 exemptions include a limited number of new small structures, and Class 4 allows for minor grading without removing healthy, mature, and scenic trees. A Notice of Exemption was filed with the Los Angeles County Registrar Recorder who posted the notice between August 3, 2021, through September 2, 2021.
As a part of Phase IV, this project meets the criteria for these exemptions because it will address sections of the existing trail, add lodge pole fencing, construct two new pedestrian and equestrian trail bridges, and perform minor grading for bridge abutments, sections of the trail, and other minor grading and activities.
Solicitation Process
An invitation to bid was prepared and published twice in The Signal newspaper on May 12 and 19, 2023, and was posted on BidNet. Five bids were submitted to the City and opened by Purchasing on June 7, 2023. The results of the bids are shown below:
Company Location Total Bid
Taylor Jane Construction Nipomo, CA $777,619
Wright Construction Engineering Corp. San Marcos, CA $814,814 NoHo Constructors Studio City, CA $966,000
Toro Enterprises, Inc. Oxnard, CA $1,160,814
Bedrock Group, Inc. La Canada, CA $1,277,200
Upon reviewing the bids, staff determined the response from the apparent low bidder, Taylor Jane Construction, to be non-responsive for failure to provide required documentation.
Therefore, staff recommends awarding the project to Wright Construction Engineering Corp., the second lowest bidder.
The requested contingency will cover the cost of unforeseen conditions such as potential for adjustments to engineer grades, utility conflicts, abandoned utilities not shown in record drawings, environmental measures, and additional work requested by the City. 12 Packet Pg. 175
Construction Support and Monitoring Services
In December 2021, the City contracted with Tetra Tech, Inc. (Tetra Tech) to update the design for the bridge component of the Sand Canyon Trail project, with a current contract amount of $27,504. Tetra Tech serves as Engineer of Record and their knowledge and expertise are necessary for successful completion of the project. Staff has negotiated a fair and reasonable price with Tetra Tech for the work required to complete this project.
The recommended action to extend the current contract and increase expenditure authority by $55,774 including contingency will ensure the project’s successful completion. This increase will allow Tetra Tech to provide the necessary construction support and monitoring services associated with the construction of the project, ensuring compliance with the design plans and specifications.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in expenditure accounts T3024233-516101 (TDA Article 8 Fund), T3024238-516101 (TDA Article 3 Fund), T3024305-516101 (Park Dedication - Quimby Fund), and T3024601-516101 (General Fund - Capital Fund) to support the recommended contracts and project administrative costs.
