RECOMMENDED ACTION
City Council:
1. Conduct a public hearing for the adoption of the 2023 Los Angeles County Fire Code – Title
32. 2. Waive reading of text and consent to read by title only, as listed on the agenda, and adopt an ordinance entitled “AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, UPDATING THE CITY FIRE CODE – TITLE 22 OF
THE SANTA CLARITA MUNICIPAL CODE AND ADOPTING BY REFERENCE THE 2023 LOS ANGELES COUNTY FIRE CODE – TITLE 32.”
BACKGROUND
At the June 27, 2023, City Council meeting, an ordinance was introduced and passed to a second reading to adopt the 2023 Los Angeles County Fire Code (LACFC). At the meeting, a public hearing was set in accordance with Government Code Section 50022.3 to consider the adoption of the ordinance. Public notice was duly given for the public hearing in compliance with State of California (State) law, and a copy of the proposed codes and local amendments was made available for public review in the City Clerk’s Office.
Adoption of this ordinance is necessary to ensure the Consolidated Fire Protection District of Los Angeles County (District) will continue to safeguard life and property from fire and explosion hazards arising from the storage, handling, and use of hazardous substances, materials and devices, and from conditions hazardous to life or property in the occupancy of buildings and premises.
The 2023 LACFC is now active in all areas within the jurisdiction of the District, and it is required to be adopted/ratified by reference through official action by the governing bodies of the constituent/contracting cities of the District. If approved by the City Council, the code would become effective 30 days after approval.
ALTERNATIVE ACTION
The 2023 LACFC is required to be adopted/ratified by reference through official action by the governing bodies of the constituent/contracting cities of the District. Should City Council elect not to adopt the proposed State codes and local amendments, the City of Santa Clarita would still be required to enforce the new State codes as set forth in Health and Safety Code sections 17922 and 17958 et seq. Additionally, the updated local amendments, if not adopted, would not be enforceable.
