CALL TO ORDER
Mayor Gibbs called to order the Special Meeting at 5:43 p.m.

All Councilmembers were present.
PUBLIC PARTICIPATION FOR AGENDIZED ITEMS
Addressing the Council was Douglas (no last name provided) regarding anticipated litigation.
CLOSED SESSION
Joseph Montes, City Attorney, announced that Councilmember Weste would not participate in the matter relating to the letter regarding Shadowbox Studios due to the proximity of her property to the subject matter; announced that the anticipated litigation matter does not involve manufactured housing, and the City is a potential defendant; and advised of the need to conduct a Closed Session for the purpose of holding a:
