BACKGROUND
The City of Santa Clarita (City) has long partnered with SCVTV through the Santa Clarita Public Television Authority to provide operational management, production, and oversight of video programming for the City’s Public, Education, and Government (PEG) Channel. SCVTV’s production and operations are currently conducted in an approximately 3,542-square-foot facility located at 22505 14th Street. While the facility has been home to SCVTV for several decades, SCVTV has expressed the need for a larger, more modern facility for several years, as the current studio is approximately 670 square feet. A larger studio space would allow SCVTV to offer greater opportunities to collaborate and offer studio space for local schools and universities, as well as local professionals.
With the current six-year lease on the 14th Street facility expiring this year, City staff and SCVTV have actively looked into various rental opportunities for a potential relocation for SCVTV. Several sites were explored early in the year, however, the rental costs deemed them infeasible. In May 2023, City staff were notified of a vacant 9,500-square-foot suite located on Citrus Street adjacent to Westfield Valencia Town Center, just north of City Hall. The facility (Citrus Building) is owned by, and is the current headquarters of, Lundgren Management (Lundgren), a long-standing, local construction management firm who played a critical role in the construction of Valencia High School and several buildings at College of the Canyons.
The entire facility totals approximately 15,000-square-feet and is currently subdivided into three units. Approximately 5,500-square-feet of the frontage of the building is currently leased to two tenants, MEND Health & Wellness and a local dentist office, with both tenants having executed 10-year leases. The remaining 9,500-square-foot unit, located in the rear of the facility, currently houses Lundgren’s administrative staff. The unit is an open warehouse format, with 14 offices, large removal cubicles, several conference rooms, and plenty of storage area.
City staff across several departments completed inspections of the facility and have found it to be well-maintained and in excellent condition. In addition, SCVTV toured the suite on several occasions and deemed it suitable for its operations. Further, based on preliminary design plans provided by SCVTV, the facility would need minimal tenant improvements (TI) and would provide a much larger studio space that would allow for more effective and efficient use of the studio. While the suite was posted for lease, Lundgren expressed its desire to sell the entire facility at a sale price of $5.8 million. Upon receiving this information, City staff completed initial due diligence for the property, including an appraisal, which valued it at $5.72 million.
In July, the City Council provided direction to pursue the purchase of the facility. Since then, City staff have been actively negotiating with Lundgren representatives for the purchase of the facility as well as completing additional due diligence, as done with all acquisitions. In early September, a conditional offer was accepted by Lundgren, pending City Council approval, for a sale price of $5.55 million, in addition to a few other detail points.
Purchase Agreement
In addition to a sale price of $5.55 million, Lundgren and City staff worked out three deal points.
The first is associated with the tenant improvement allowance (TIA) owed to the dental office as part of the executed lease agreement. The dental office is currently completing the TI work to 1 Packet Pg. 13
become operational, with an anticipated completion timeline of late 2023. Given that the TIA is part of the existing lease agreement and work is underway, Lundgren has agreed to satisfy the TIA obligation, estimated at $72,000, directly with the dental office through a separate agreement.
Lundgren is in the process of ceasing operations permanently and has requested to lease back the suite through December 31 at no cost. Given that the TI needed for SCVTV will not be completed for several months, as they will require the City to go through a bidding process and present a contract for City Council approval, City staff agreed to the lease back. While no rent is being assessed for the unit, Lundgren will be responsible for covering any standalone expenses associated with operating the facility. Lastly, the facility is located within a larger plaza that has shared maintenance expenses managed through an association. As part of the deal, Lundgren has expressed its desire to receive a credit for its share of the reserves in the association, which amount to $25,373.
Funding for the Citrus Building
In January 2018, the City Council authorized the purchase of the old Roger Dunn building along Main Street for $1.4 million using PEG Funds, with the intent of relocating SCVTV to that location. However, after conducting an analysis on the TI needed to complete the move and adequately meet the needs of SCVTV, the site was deemed infeasible and cost prohibitive. For this reason, City staff is recommending to reimburse the PEG Fund in the amount of the original purchase price.
With a reimbursement to the PEG Fund, staff is also recommending the City Council use the same $1.4 million that has already been committed to public television and use it towards the acquisition of the Citrus Building, as SCVTV will use the majority of the facility. The approximate $4.175 million contribution from the General Fund will be provided in the form of an internal, one-time loan to be repaid using rental income from tenants of the Citrus Building, inclusive of interest at a rate of three percent.
Next Steps
Upon approval of the recommended actions, City staff would work with Lundgren to finalize the purchase of the Citrus Building, while also assisting SCVTV with its current lease at 14th Street.
In addition, staff will work with SCVTV to complete architectural designs for the TI needed and complete a formal bid process. An agenda item to approve the construction contract and funding needed to facilitate the move for SCVTV will be brought forward for City Council consideration at a future date.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, sufficient funds totaling $5,590,373 will be available in the Property Acquisition Expenditure Account 1309008-520105 (Citrus Facility Fund, Fund 130) to facilitate the acquisition of the facility. Funding will be used for the purhcase 1 Packet Pg. 14
of the building and associated land, administrative costs associated with the acquisition, and reserves owed to the seller. Additional funding necessary to maintain and operate the facility will be requested at a future date, once the City takes ownership of the facility and completes a full assessment.

CITY OF SANTA CLARITA
AGENDA REPORT
CONSENT CALENDAR
CITY MANAGER APPROVAL:
DATE: October 10, 2023
SUBJECT: PROFESSIONAL FINANCE AND ACCOUNTING SERVICES
CONTRACT
DEPARTMENT: Administrative Services
PRESENTER: Brittany Houston
RECOMMENDED ACTION
City Council:
1. Amend the existing contract with Robert Half International Inc. to increase the scope of work for professional finance and accounting services and authorize an expenditure authority increase in the amount of $50,000 for a total contract amount not to exceed $100,000.
2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) regularly uses professional services on an as-needed basis to assist staff during periods of high activity and staff vacancies. Professional finance and accounting services help supplement staff's effort to maintain the City's financial records efficiently and effectively. The efficient and effective maintenance of the City's finances and financial records have resulted in the City maintaining a AAA credit rating with S&P Global, as well as receiving the prestigious Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the United States and Canada for 34 consecutive years.
In an effort to fulfill the City's need for professional finance and accounting services, an external Part-Time Seasonal (PTS) Financial Analyst recruitment was conducted. The recruitment received only fourteen applications over a four-month period and candidates did not possess the skill level required. The City then contacted three temporary staffing firms: Creative Financial Staffing, MV Cheng & Associates, and Robert Half International Inc. Creative Financial Staffing could not identify a qualified candidate. MV Cheng & Associates could only identify candidates 4 Packet Pg. 25
who could work limited hours per week. Robert Half International Inc. was the only firm that could provide qualified candidates who could work the hours required.
Based on the results of this process, staff entered into a not to exceed $50,000 contract with Robert Half International Inc. to provide professional finance and accounting services to the City on an as-needed basis. By utilizing the firm selected, staff has had the ability to assign projects to contract finance and accounting professionals who are best suited to meet the City's needs, while retaining an appropriate level of staffing. The recommended action would increase the existing contract with Robert Half International Inc. from $50,000 to $100,000 to provide professional services necessary to efficiently and effectively maintain the City's finances and financial records.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Funding for professional finance and accounting services are available in Accounting Contractual Services expenditure account 1002101-516101 (General Fund). 4 Packet Pg. 26

5 Packet Pg. 27
BACKGROUND
The City of Santa Clarita (City) administers 62 financially independent zones within the Landscape Maintenance District (LMD), providing landscape maintenance services through contracts with private companies. Request for Proposal (RFP) LMD-23-24-7, for the maintenance of LMD Zone T-17 (Rainbow Glen) and RFP LMD-23-24-06, for the maintenance of LMD Zone T-29 (American Beauty) were published and circulated via the City’s e- procurement system, BidNet, on August 3, 2023.
Unlike a bid procurement, where the recommended contract award is based upon the lowest, most responsive bid, this procurement utilizes multiple weighted criteria to evaluate and score proposals. This approach reinforces performance expectations and ensures that vendors dedicate adequate employees to service the contract. While the price for services is a component constituting 10 percent of the weighted evaluation criteria, 90 percent of the evaluation criteria focuses on the overall value provided, including the composition and structure of the contractor’s crew, their schedule to rotate through the maintenance areas, understanding of the specifications, and references.
The following categories comprised the weighted criteria used to evaluate proposals:
• Value Provided - Team Composition/Crew Structure/Rotation Schedule (65%) • Acknowledgement and Understanding of Specifications (15%) • Proposal Amount (10%)
• References & Certifications (10%)
The City transmitted the solicitation to 650 vendors on BidNet, of which 56 vendors downloaded the RFPs. Eight companies provided proposals for consideration. An evaluation panel comprised of staff representing the City’s Special Districts division scored the responses based on a 300- point system, with the results outlined below.

Proposal 8 JAS Landscape LLC Oxnard, CA 186
Marina Landscape Services Inc. (Marina Landscape) achieved the highest score on both RFPs, with the evaluation team determining their proposals offered the best overall value. While all companies dedicated comparable crew man-hours for the recurring maintenance, Marina Landscape’s proposal represents the greatest overall value. Marina Landscape’s proposed crew structure, approach for rotating personnel throughout the two assigned LMD zones, and proposed modification of operations due to seasonal changes are consistent with LMD’s standards for overall maintenance. Staff has completed a due-diligence review of Marina Landscape’s professional references and determined their work history meets the City's standards and performance expectations. Based on the above, staff recommends awarding both landscape maintenance contracts to Marina Landscape.
To support these contracts, staff is requesting an ongoing appropriation of $12,012, which will be combined with the funds previously appropriated during the annual budget process. If approved, the total budget, including additional appropriations, will be $34,000 in Zone T-29 (American Beauty) and $19,820 in Zone T-17 (Rainbow Glen). This ongoing base adjustment is reflective of rising fuel and industry labor costs. The recommended contract amounts are required to perform monthly landscape maintenance and repairs, maximize operational efficiencies, and ensure such work is completed in a timely manner. Maintenance and repairs include, and are not limited to, responding to emergencies, repairs, or replacement of irrigation systems that are damaged or have reached the end of their useful service life; replacement of dead plant material; addressing vandalism; and one-time beautification enhancement projects.
Finally, the increase in expenditure authority granted by the City Council does not represent any guarantee of additional compensation under the terms of the recommended contracts. Beyond retaining the discretion to utilize alternative contractors as deemed necessary, all unscheduled repair work or one-time enhancement projects performed by Marina Landscape under both contracts will continue to require staff review and advanced authorization by the City’s Special Districts Division. Furthermore, to improve maintenance standards and enforce accountability, the solicitation also includes provisions to impose payment reductions for poor performance should the contractor fail to meet their maintenance obligations. 5 Packet Pg. 29
California Environmental Quality Act (CEQA) Determination This award of contracts is not subject to CEQA review pursuant to CEQA Guidelines Article 19 - Categorical Exemptions, Section 15301, Existing Facilities, (h) Maintenance of Existing Landscaping.
ALTERNATIVE ACTION
1. Do not award contracts to Marina Landscape Services Inc.
2. Other action as determined by the City Council.
FISCAL IMPACT
The recommended action requires an ongoing appropriation of $12,012 from the Landscape Maintenance District Fund Balance (Fund 357) to support recurring landscape maintenance costs associated with the award of this contract. Funding for future years are contingent upon the appropriations of funds by the City Council in the annual budget for such fiscal year.

BACKGROUND
The Final Tract Map for Tract No. 53074-01, an exhibit of which is attached hereto, has been reviewed by staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Tentative Tract Map No. 53074 was approved by the City’s Planning Commission on June 6, 2017, under Master Case MC14-077. This Final Tract Map for Tract No. 53074-01 consists of the subdivision of
55.66 acres into 16 lots. The proposed development is for a mixed-use project consisting of up to 461 residential dwelling units, 45,000 square feet of retail commercial (including restaurants), and a 147,000 square-foot (up to 140-bed) assisted living facility. The proposed project will also include three private recreation areas, commercial plaza areas, various private streets, driveways, parking, and landscaped areas. The subject property is located east of the intersection of Sand Canyon Road and Soledad Canyon Road.
Lot 11, shown on the attached location map exhibit, will be developed into a debris basin for flood control purposes and will be owned in fee by the Los Angeles County Flood Control District (LACFCD) after the storm drain improvements are constructed. The City of Santa Clarita (City) is rejecting the irrevocable offer of dedication on this map to limit liability during construction. Following construction, the fee ownership will be accepted by the City and then quitclaimed to the LACFCD as part of the storm drain transfer process.
Existing easements for public road and highway, flood control, slope, and slope and drainage purposes were previously dedicated per deed recorded April 7, 1936, in book 14058 page 234, deed recorded August 16, 1960, as instrument number 3749 in book D946 page 543, document recorded December 19, 1980, as instrument numbers 80-1279084 and 80-1279087. The easement for slope and drainage purposes was recorded January 12, 1962, as instrument number 5338 in book D1478 page 602. Due to the site’s modified 6 Packet Pg. 32
topography, these easements are being abandoned by this map. These easements are shown on the attached Easement Abandonment Exhibit.
The Final Tract Map for Tract No. 53074-01 was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved tentative tract map. The conditions of approval adopted by the City have been met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Final Tract Map for Tract No. 53074-01 is ready for City Council approval, acceptance/rejection of dedications, and abandonment of easements described thereon.
