BACKGROUND
Copper Hill Drive bridge over San Francisquito Creek is located near the Tesoro Del Valle community, a location map is attached hereto. On May 24, 2022, the City Council approved a Pre-Annexation Agreement between BLC Tesoro, LLC and the City of Santa Clarita (City) as part of the Vesting Tentative Tract Map 51644-1 (Tesoro Highlands) approved by County of Los Angeles on November 7, 2018. The Copper Hill Drive bridge widening was a component of the Pre-Annexation Agreement and a condition of approval for the Tesoro Highlands development with the developer administering all construction-related contracts.
The proposed project includes widening of the north half of the existing bridge by approximately 33 feet to allow for three lanes in each direction, other improvements will be constructed as part of the project which include Class 1 trails and trails connections, sidewalks, landscaped median islands, traffic signal modification, storm drain system, and street lights. Due to the complexity and the unique character of the work being performed on this project, the services of a full-time bridge inspector are necessary to oversee the construction.
On July 17, 2023, a Request for Proposals (RFP) for inspection and construction oversight services was advertised on the City’s website. The RFP requested firms to identify proposed staffing and their relevant construction experience with similar projects and to specify their qualifications for the project.
On August 17, 2023, the City received three proposals. All proposals were reviewed and evaluated by staff. Based on the evaluation criteria set forth in the RFP, the following is a summary of the firms’ rankings:
Rank Company Score Location Cost
1. NV5, Inc. 93.67 Ventura, CA $552,911.40
2. MNS Engineers, Inc. 90.33 Thousand Oaks, CA $553,686.08
3. Ghirardelli Associates, Inc. 81.67 Santa Clarita, CA $621,076.00
The rating system heavily emphasized the firms’ staff experience and technical qualifications as they relate to bridge construction projects and their in-depth understanding of the scope of the proposal. Based on the technical experience and the completeness of their proposal, staff recommends the City Council award the professional services contract to NV5, Inc.
The requested budget supports the recommended professional services contract and provides a contingency in the amount of $55,291 to cover costs for additional services that might be required as the project progresses and potential issues arise.
California Government Code 4526 prescribes selection of architectural and engineering services to be based on demonstrated competence and professional qualification necessary for the satisfactory performance of the services required, and does not authorize the selection of professional architectural and engineering services based on cost. City staff was able to reach an agreement with NV5, Inc. at a fair and reasonable price for the services requested in RFP.
ALTERNATIVE ACTION
Other actions as determined by City Council.
FISCAL IMPACT
Adequate funds are available in expenditure account S1050306-516101 (Developer Fee Fund) to support the recommended contract and associated project costs.
