INTRODUCTION + PROJECT UNDERSTANDING

PROJECT UNDERSTANDING
The City of Santa Clarita, in collaboration with the
Developer of the Tesoro Del Valle Community (Developer), is seeking a consultant company through a Request
for Proposal to perform comprehensive inspection and
construction oversight services for the Copper Hill Drive Bridge Widening project. This proposed bridge widening
over San Francisquito Creek (a tributary stream of the
Santa Clara River), spans from Avenida Rancho Tesoro to McBean Parkway.

I-girder structure. It is 65 feet wide and 580.23 feet
proposes to widen the bridge by 33 feet, adding four new precast girders per span. In addition, the project will add bridge substructure, including abutments and piers,
have previously been constructed to the future width.

The roadway within the project limits has already been
length. However, the roadway will need to be widened at both bridge approaches.
with a target completion date of January 31, 2025,
the construction improvements are required to be in
accordance with City, County, State, and federal standards, Construction must also meet all permit and environmental commitments, particularly while working within San
Francisquito Creek. The improvements will be constructed access. Stage 2 includes full road closures and detours requiring night work.

The project is being funded by the Developer, and
completion of the widening is needed before the
of homes. Therefore, time is of the essence. In order to accelerate the beginning of construction, the Developer has already order the precast girders, and they are
currently under construction.

CITY OBJECTIVES

work effectively with the City and Developer to deliver a successful project within the budget and schedule
NV5’s team is led by Michael Dipsia, PE, QSD/P.

PROJECT ISSUES AND SOLUTIONS
believes that the successful delivery of this project will be determined by how well your inspection and construction oversight consultant is able to handle the key elements and issues of this project.

KEY PROJECT ISSUES
After performing a constructability review, we have
successful delivery of this project. The issues are listed below, with a discussion and suggested solutions laid out • Permit/in-water work/potentially wet winter
•
• Girder construction
• Girder Camber creep
• Closure pour
• Deck forms
Permit restrictions and limitations for working in San
Francisquito Creek bed during construction: The City’s
advertised RFP for this project did not include a copy
of the environmental report or permit restrictions and
limitations for work in the San Francisquito Creek bed
during construction. This permit must be obtained from
all regulatory agencies that have jurisdiction over the watershed and creek bed prior to work beginning in the
San Francisquito creek bed. This will delay several items of work and potentially delay the start of construction.

Additionally, weather prediction models show there is a high chance of a wet winter and spring (November 2023–
Niño. The CPM Schedule shows a range of construction
activities during that period. If the pattern continues, there could be restrictions on in-water work during these rainy periods. We don’t know the full impact, as the permit has not yet been obtained, but these restrictions can cause project right-of-way delays. It is also possible that there could be restrictions on work in the creek bed beyond
to by the Contractor, and an accurate cost bid and CPM
schedule cannot be developed without this information.

These limitations could delay the project completion date, two seasons (end of 2025).

Once the permit has been obtained, NV5 will review
the permit work window restrictions, identify CPM
workarounds to keep the project on schedule and stay in compliance with the permit requirements.

A review of the CPM schedule
shows that the proposed precast post-tension I-girders
Sept 20, 2023. The CPM schedule also shows that the
precast post-tension concrete I-girders starting November 28, 2023. However, there are numerous mature trees
(three-plus trees between the pier walls – spans 2, 3 and 5) that have established roots between the piers with
deck. This will impact the work on setting the precast
post-tension concrete I-girders, as they cannot be placed until these trees are removed and the area is cleared. This could potentially delay the setting of the precast post- tension concrete I-girders if the required permit authorizing the Contractor to work in the watershed area and clear
these trees is not issued in time, as this work is currently scheduled for the week of December 19, 2023. Watershed
access is essential for the Contractor to work in the area, and strip intermediate and end diaphragms and new
bridge deck overhang.

City of Santa Clarita | Inspection and Construction Oversight for Copper Hill Drive Bridge Widening NV5 | 4 INTRODUCTION + PROJECT UNDERSTANDING
NV5 will identify and address the permit restrictions and environmental concerns for the City and other agency
stakeholders and work with the Contractor to keep the
project on schedule and in compliance.

Girder Construction:
each bridge span would be made prior to precast post-
tension I-girder fabrication. Ordering these girders based on a theoretical dimension shown on the plans presents
pier walls were previously constructed, and any tolerable dimension (girder length) may not equate to the theoretical length of girders as designed. Consequently, if the actual potential for rejecting these girders. This would result in a right-of-way delay.
the girders as cast will meet the tolerances for the
widening.

Girder Camber Creep: In the engineers’ design, it was
intended that the bridge deck would not be placed on
precast girders until three months after post-tensioning center line of the span. At 90 days after post-tensioning of girders, the induced theoretical camber (upward camber) is around 2 inches. Once the bridge deck is placed, the the center span by 1.5 inches, resulting in a net 0.5 inch remaining camber at the center line. If the bridge deck is not poured within 90 days after the post-tensioning of the years after initial prestressing. From a construction as well as an aesthetics point of view, we do not want the camber to go below zero.

NV5 will review the CPM schedule in real time and
coordinate with the Contractor to ensure the schedule
frame.

Closure Pour: The bridge plans’ detail regarding the
overhang will need to be removed, and the horizontal rebar deck is less than 30 inches, it is recommended to use
approved mechanical couplers (with minimum of 60 psi
tensile strength capacity) to connect the horizontal rebar affect concrete bond with the embedded reinforcement if live splice is inadequate or mechanical couplers not used.

The bridge deck where the lap splice is, will be part of the closure pour. The bridge section if not completed properly can potentially cause a longitudinal crack along the entire length of the bridge (BB to EB).

NV5 suggests that the engineers’ design include an
application of liquid methacrylate on the existing side areas of the old and new bridge deck and prior to
placement of closure pour. This will help the concrete
to adhere (like an epoxy adhesive) and will not allow a longitudinal joint to develop or water to penetrate through a potential crack.
plans related to the placement of metal decking (stay-in- 30 days are allowed for the placement of metal decking
(stay-in-place forms). However, the contract Plan Sheets 2 and 3 do not include this as an option. As this contract is already out to bid, it raises a concern that bids will come in higher than necessary, as removing stay-in-place forms is NV5 will review the contract plans and look for options to save time and money. NV5 will work with the Engineer, the City and the Contractor to identify opportunities to

Reducing the speed limit to 25 mph for 28 days following concrete placement will also help allow the concrete to reach its designed compressive strength.

PROJECT APPROACH
PROJECT APPROACH – COST CONTROL, SCHEDULE MANAGEMENT AND QA/QC PLAN

COST CONTROL
We are responsible for managing our own construction
Contractor’s schedule weekly to determine the level
of construction oversight effort needed to manage
the contract effectively, and we will schedule our work budgets tightly controlled and closely monitored.

NV5 manages and monitors the hours charged through
the Deltek Vision project management/accounting system.

Accurate invoicing begins with the use of a detailed
phase/task system to delineate work directives and their charges on a regular basis. At each period’s end, our
Accounting Department will provide a billing worksheet
for the project, broken out by phase/task, and employee..

Following approval of the billing worksheet and draft
invoice, the complete invoice package is reviewed by a
project analyst who checks for accuracy and completeness of backup documentation.

The Contractor’s monthly pay estimate will be reviewed by prepares and forwards a draft progress payment invoice
for Payment to the City for processing.

INTERNAL PROJECT AUDITS
As part of our QC/QA plan, Mr. Dipsia will periodically standardized Quality Control Plan Checklist. This
attendance provides an opportunity for him to spend time understanding of job progress and outstanding issues.

It also allows him to spend time with the City’s Project Manager and gather input from him.

STAFF TRAINING & KNOWLEDGE SHARING
NV5 invests in employee education and development to
ensure our staff is well trained and prepared. We use
a variety of tools to cultivate consistency and reliability, including a training program and coaching plan for each individual staff member. Each individual’s performance
is evaluated annually, and a customized training program is then developed based on personnel and project needs.

Included in our training program are NV5’s annual CM
Workshop and CM Discipline Forum. These workshops
include instruction on technical matters, management
issues, claims assessments, safety training, and team
building.
contains resources such as action plans, core processes, lessons learned, safety information, current forms, process and procedures documents, as well as access to outside
training information.

SCHEDULE MANAGEMENT
Coordination, Communication and Collaboration
establishing advance coordination and weekly meetings
with the Contractor to discuss ongoing issues and
understand the Contractor’s future look-ahead schedule.

We believe successful project delivery begins and ends with coordination, communication and collaboration. To that end, we will set up a partnering session with the Contractor and and the Contractor’s concerns. We will identify early on the solutions to any impacted items of work. Appropriate and timely outreach to the stakeholders, including the public, the Developer, and the City, when issues arise will go a long way in eliminating potential delays.

Reduced impacts to the schedule and/or order of work
equal reduced costs. Reduced costs will lessen the
chances of the Contractor taking issue or presenting a
claim.

NV5 pledges to take ownership of the project delivery while City of Santa Clarita | Inspection and Construction Oversight for Copper Hill Drive Bridge Widening NV5 | 7

PROJECT APPROACH
working to minimize delays and costs, including making
sure that the work is being done in accordance with the providing all required resources and to work within any schedule and meet any project challenges, maintaining a positive public image for the City while minimizing project administrative costs.

CPM SCHEDULE
The Copper Hill Drive Bridge Widening project is currently planned for project award on August 31, 2023, with
completed by January 31, 2025. We have developed
a 112-activity comprehensive baseline schedule to
understand the critical path, identify key issues, and
anticipate the Contractor’s approach to the work. It is included on pages 9-11 for your review.

The CPM/work schedule will need to be prepared by the
Contractor. NV5 will review the schedule, making sure that the Contractor’s schedule is logical and that the work will be completed within the allocated number of working days.

Our construction support services team gives considerable attention to monitoring project schedules. We will
coordinate, review and make recommendations for
changes to the Critical Path Method (CPM) schedule
generated by the Contractor. As changes or discrepancies occur between the CPM schedule and as-built conditions, the project schedule and cost estimates will be updated.

We will review the Contractor’s schedule on a weekly basis.

We will track critical milestones, and if the Contractor has missed or is tracking to miss a particular milestone, we will work closely with the Contractor to formulate a recovery plan so as to minimize any potential impacts.

PROJECT APPROACH
Although the project documents show that the construction to January 31, 2025), we believe that this project can
be completed in a shorter duration by including a clause offering the Contractor a monetary incentive per day to complete the project ahead of schedule.

Alternatively, for the construction of the bridge deck, the early concrete strength for the construction of intermediate and end diaphragms, bridge deck, barrier rail and approach requirements. This will shorten the concrete curing duration each by 20 days for intermediate and end diaphragm plus 20 days for the bridge deck and 10 days for the concrete barrier rail, resulting in a total savings for the number of working days for the project by 50 working days.

The above proposed savings in the number of working days by either offering the Contractor a monitoring incentive per day or by specifying high early strength concrete could also be useful to keep the project on track in case the up to also be a continuation of the El Niño of 2022 with potential permit restrictions of in-water work during the rainy period, as discussed on page 4, Permit restrictions and limitations for working in San Francisquito Creek
bed during construction.

Completing the project ahead of schedule would provide
•
noise, and general inconvenience to the residents,
businesses and traveling public during construction
• Allow the Developer to receive its occupancy
delays and costs and allow the City to collect fees and The location of this project is in a visible and heavily traveled area of the City. Copper Hill Drive and McBean Parkway are two main arteries to the I-5. This project could inconvenience local residents who are accustomed to
