BACKGROUND

The City of Santa Clarita (City) administers 62 financially independent zones within the Landscape Maintenance District (LMD), providing landscape maintenance services through contracts with private companies. Request for Proposal (RFP) LMD-23-24-14, for the maintenance of LMD Zone 3 (Sierra Heights), Zone 5 (Sunset Hills), Zone 6 (Canyon Crest), and Zone T-31 (Shangri-La) was published and circulated via the City’s e-procurement system BidNet on September 20, 2023.

Unlike a bid procurement, where the recommended contract award is based upon the lowest, most responsive bid, the RFP procurement approach utilizes multiple weighted criteria to evaluate and score proposals. This approach reinforces performance expectations and ensures that vendors dedicate adequate employees to service the contract. While the price for services is a component constituting 10 percent of the weighted evaluation criteria, 90 percent of the evaluation criteria focuses on the overall value provided, including the composition and structure of the contractor’s crew, their schedule to rotate through the maintenance areas, understanding of the specifications, and references.

The following categories comprised the weighted criteria used to evaluate proposals:

• Value Provided - Team Composition/Crew Structure/Rotation Schedule (65%) • Acknowledgement and Understanding of Specifications (15%) • Proposal Amount (10%)
• References and Certifications (10%)

The City transmitted the solicitation to 693 vendors on BidNet, of which 26 vendors downloaded the RFPs. Five companies provided proposals for consideration. An evaluation panel comprised of staff representing the City’s Special Districts division scored the responses based on a 300- point system, with the results outlined below.

Proposal 3 SGD Enterprises Van Nuys, CA 225
Proposal 4 Specialized Landscape
Management Service, Inc.

Simi Valley, CA 203
Proposal 5 eLawns, LLC Mountain House, CA 128

In reviewing proposals, the evaluation team awarded the highest score to Stay Green, Inc. (Stay Green). The evaluation team determined that Stay Green’s proposal offered the best overall value to meet the landscape maintenance needs within LMD Zones 3, 5, 6, and T-31. Stay Green's proposal dedicates 32 monthly hours of management staff time to overseeing zone operations. It also provides a solid overall team composition and maintenance rotation schedule that positions them to manage landscape services in the respective zones successfully. Stay Green’s proposed 5 Packet Pg. 28

Page 3 ends

crew structure, approach for rotating personnel throughout the four assigned LMD zones, and proposed modification of operations due to seasonal changes are consistent with LMD’s standards for overall maintenance. Staff has completed a due-diligence review of Stay Green’s professional references and determined their work history meets the City's standards and performance expectations. Based on the above, staff recommends awarding the four landscape maintenance contracts to Stay Green.

To support these contracts, staff is requesting an ongoing appropriation of $109,368, which will be combined with the funds previously appropriated during the annual budget process. If approved, the total budget for recurring monthly landscape maintenance services, including additional appropriations, will be $21,586 in Zone 3 (Sierra Heights), $84,834 in Zone 5 (Sunset Hills), $79,015 in Zone 6 (Canyon Crest), and $126,134 in Zone T-31 (Shangri-La). This ongoing base adjustment is reflective of rising fuel and industry labor costs. The recommended contract amounts are required to ensure Stay Green can perform monthly landscape maintenance and repairs, maximize operational efficiencies, and ensure such work is completed promptly.

Maintenance and repairs include but are not limited to responding to emergencies, irrigation repairs, or replacement of irrigation systems that are damaged or have reached the end of their useful service life; replacement of dead plant material; addressing vandalism; and one-time beautification enhancement projects.

Finally, the increase in expenditure authority granted by the City Council does not represent any guarantee of additional compensation under the terms of the recommended contracts. Beyond retaining the discretion to utilize alternative contractors as deemed necessary, all unscheduled repair work or one-time enhancement projects performed by Stay Green under all four contracts will continue to require staff review and advanced authorization by the City’s Special Districts Division. Furthermore, to improve maintenance standards and enforce accountability, the solicitation also includes provisions to impose payment reductions for poor performance should the contractor fail to meet their maintenance obligations.

California Environmental Quality Act (CEQA) Determination This award of contracts is not subject to CEQA review pursuant to CEQA Guidelines Article 19 - Categorical Exemptions, Section 15301, Existing Facilities, (h) Maintenance of Existing Landscaping.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

The recommended action requires an ongoing appropriation of $109,368 from the Landscape Maintenance District Fund Balance (Fund 357) to support recurring landscape maintenance costs associated with the award of these contracts. Funding for future years is contingent upon the appropriations of funds by the City Council in the annual budget for such fiscal year.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 14, 2023
SUBJECT: THE RINK SPORTS PAVILION, PROJECT P3034 - DESIGN

CONTRACT MODIFICATIONS
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett

RECOMMENDED ACTION

City Council:

1. Extend the current contract and authorize an increased expenditure authority for design services for The Rink Sports Pavilion, Project P3034, with Anil Verma Associates, Inc., in the amount of $650,000 and authorize a contingency in the amount of $97,500, for a total additional contract amount not to exceed $747,500.

2. Appropriate one-time funds in the amount of $501,061 from the American Rescue Plan Act Fund (Fund 228) to expenditure account P3034228-516101, and $246,439 from the Facilities Fund (Fund 723) to expenditure account P3034723-516101.

3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

On April 12, 2022, the City Council awarded The Rink Sports Pavilion (Rink), formally referred to as the Santa Clarita Roller Skating Rink, design contract to Anil Verma Associates, Inc. (Anil Verma), to provide conceptional designs for both an outdoor, open-sided roller rink and a fully enclosed multi-use facility for a total amount not to exceed $356,180. Anil Verma was selected through a Request for Proposal (RFP) process and is the architect of record for this project. The project will be located at the Santa Clarita Sports Complex, adjacent to the gymnasium, as shown on the attached Location Map. This project supports the Building and Creating Community theme of the City of Santa Clarita’s (City) five-year strategic plan, Santa Clarita 2025.

6 Packet Pg. 31

Page 2 ends

Based on the design options, a fully enclosed, multi-use facility was selected. On April 11, 2023, the City Council awarded the design contract amendment for an additional total amount not to exceed $559,620 to Anil Verma. The Rink's multi-use facility amenities included a roller-skating rink with overlays of a basketball court, pickleball courts, a volleyball court, spectator seating, an audio/disc jockey booth with a sound and lighting system, and a designated area for special events.

Since the award of the design contract, the proposed design for the Rink has been modified to expand the building footprint and include a kitchen/concession area, additional storage, a family restroom, and exterior improvements. These amenities will improve the functionality of the facility while addressing the current and future needs of the community. These modifications have significantly increased the scope of the project.

To accommodate for the design revisions, it is recommended that the existing design contract amount with Anil Verma be increased by a total of $747,500, including contingency; bringing the total design contract amount to $1,663,300, including contingency. This contract amount will allow Anil Verma to complete the design with the added modifications and provide the required contract documents for a fully enclosed facility. This proposal is available in the City Clerk’s Reading File.

The requested contingency will cover the costs of unforeseen design constraints such as potential utility conflicts and fees, abandoned utilities not shown in record drawings, and account for potential design modifications requested by the City and other permitting agencies during the design of the project.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

Upon approval of the recommended actions, adequate funds will be available in expenditure accounts P3034228-516101 (American Rescue Plan Act Fund) and P3034723-516101 (Facilities Fund) to support the recommended contract and project administrative costs.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 14, 2023
SUBJECT: EL DORADO NATIONAL CORPORATION AND GILLIG

CORPORATION CONTRACTS FOR THE PURCHASE AND

DELIVERY OF LOCAL TRANSIT BUSES
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar

RECOMMENDED ACTION

City Council:

1. Authorize the City Manager or designee to execute a contract with El Dorado National Corporation for the purchase of three zero-emission hydrogen fuel cell buses, training, and spare parts in an amount not to exceed $3,629,434, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.

2. Authorize the City Manager or designee to negotiate and execute a contract with Gillig Corporation for the purchase of two compressed natural gas buses, training, and spare parts in an amount not to exceed $1,681,081, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.

BACKGROUND

Santa Clarita Transit has a fleet replacement program that meets the Federal Transit Administration’s (FTA) 12-year life cycle for commuter and transit vehicles. Five of the City of Santa Clarita's (City) local buses have reached the end of their useful life and are scheduled to be replaced over the next 18 months.

As required by state law, the City Council adopted the City’s Zero Emissions Transition Plan (Plan) in late 2020. The Plan serves as a road map for the City to comply with the state mandate that requires the City to have a 100 percent zero-emission bus fleet by 2040. The Plan calls for the purchase of two zero-emission hydrogen fuel cell (fuel cell) and three compressed natural gas (CNG) local buses to replace CNG-powered buses that have reached the end of their useful life.

9 Packet Pg. 40

Page 2 ends

This strategy will allow the City to continue to improve fleet reliability, reduce emissions within the region, and improve the overall fuel economy of the City’s bus fleet. The buses proposed for purchase have new vehicle designs and technology that will improve the customer experience.

The recommended action would also bring the City in alignment with the desired capital replacement schedule where approximately one-twelfth of the transit fleet is scheduled for replacement each fiscal year.

The City intends to purchase the fuel cell buses through the State of Virginia Contract and the CNG-powered vehicles through the CalACT/Morongo Basin Transit Authority vehicle purchasing cooperative, of which the City is a member. The use of purchasing cooperatives is common within the transit industry and is a practice accepted by the FTA. Purchasing buses through this method expedites the process and ensures competitive pricing. Under these cooperative agreements, product specifications were identified and prices negotiated based on the total projected participation of the cooperative members, rather than just the vehicles scheduled to be purchased by the City.

As an added measure, staff conducted a price analysis of both cooperatives to ensure the proposed pricing is within industry standards and is the most advantageous to the City.

Upon approval by the City Council, the City will be able to take advantage of state incentive programs for the purchase of zero-emission buses, replace a number of aging buses that have reached the end of their useful life, and implement the latest engine technology.

ALTERNATIVE ACTION

1. Direct staff to issue a Request for Proposal for the procurement of fuel cell and CNG- powered transit buses.

2. Other action as determined by the City Council.

FISCAL IMPACT

There is no impact to the General Fund as a result of this procurement. The City has programmed Federal 5307 Transit Grant Funds to cover 80 percent of the total contractual cost of the buses.

The remaining 20 percent will be funded using Municipal Operator Service Improvement Program (MOSIP) funds. Adequate funds for this purchase are available in the Transit Capital Automotive Equipment Account 7003702-520103.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 14, 2023
SUBJECT: ANNUAL PLAYGROUND RENOVATION, BOUQUET CANYON
PARK PLAYGROUND RENOVATION P4026-DESIGN AND

CONSTRUCTION CONTRACT
DEPARTMENT: Neighborhood Services
PRESENTER: Susan Nelson

RECOMMENDED ACTION

City Council:

1. Approve the plans and specifications for Bouquet Canyon Park Playground Renovation, P4026.

2. Approve the use of a “piggyback” purchase of playground equipment from GameTime through Omnia Partners contract #2017001134 in an amount not to exceed $393,204.

3. Award a contract to RE Shultz Construction, Inc., for installation in the amount of $547,300 and authorize a contingency in the amount of $54,730 for a total contract amount not to exceed $602,030.

4. Find Bouquet Canyon Park Playground Renovation, P4026, exempt from review under the California Environmental Quality Act (CEQA) pursuant to Article 19 Section 15303.

5. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.

BACKGROUND
The Bouquet Canyon Park Playground Renovation project is intended to replace the existing playground equipment at Bouquet Canyon Park and enhance access within the play area. The current equipment, which was installed in 1996, consists of a 2 to 5-year-old area, a 5 to12-year- old area, and a swing structure. The playground has endured significant wear and tear, and finding replacement parts has become increasingly challenging. The new playground will feature 10 Packet Pg. 47

Page 2 ends

brand-new play equipment with inclusive elements, a shade structure over the play areas, rubberized pour-in-place safety surfacing throughout, and access improvements adjacent to the play area. This project supports the Santa Clarita 2025 Strategic Plan of Building and Creating Community and Sustaining Public Infrastructure. The funding for this project was approved with the Fiscal Year 2022-23 annual budget submittal.

In an effort to increase community engagement and gather input on the playground’s design, staff held a public outreach campaign via Survey Monkey. The survey was advertised through the City of Santa Clarita's (City) social media platforms and on-site signage allowing community members to share their thoughts on the playground’s design. Feedback was incorporated into the final design (attached).

On July 11, 1995, the City Council approved "piggyback" purchasing. This process allows the City to place orders against a competitively awarded public agency contract. The Omnia Partners contract with GameTime was competitively solicited through a nationwide bid process, was awarded in July 2017, and is valid through June 2026. Through the piggyback approach, the City can take advantage of the Omnia Partners procurement process and purchase the playground equipment from GameTime.

An invitation for a bid to complete the installation of the playground equipment was published on the City’s e-procurement platform, BidNet, on September 13, 2023. Ten firms downloaded the bid specifications, and one bid was submitted to the City and opened by purchasing on October 12, 2023. The results of the bid are shown below:

Company Location Bid Amount
RE Schultz Construction, Inc. Orange, CA $547,300

Staff recommends awarding the construction contract to RE Schultz Construction, Inc., the lowest responsive and responsible bidder. RE Schultz Construction, Inc., possesses a valid Class A State Contractor's License, is a certified installer of GameTime equipment, and is in good standing with the Contractors State License Board. Moreover, the bid has been reviewed for accuracy and conformance to the contract documents and was found to be complete.

Bouquet Canyon Park Playground Renovation, P4026 is not subject to CEQA review pursuant to Article 19 Section 15303, which exempts from CEQA review projects that are exempt under Class 1 and Class 3. Class 1 excludes the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of an existing private structure involving no-use expansion. Class 3 exemptions consist of the construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another. This project meets the criteria for this exemption because there are no changes in use or size.

ALTERNATIVE ACTION

Other actions as determined by City Council.

The purpose of Play On! is to promote physical activity and fun through the use of thoughtfully designed outdoor play environments and creative playground learning activities. The Play On! program provides educators and recreation professionals evidence-based best design practices to promote health and wellness — maximizing the value and potential of school and community playgrounds. PlayCore is proud to partner with physical activity experts, SHAPE America, to provide a valid solution for intentionally increasing physical activity on playgrounds through six key elements of play to promote fitness.

Play On! can be used to enhance recess, physical education, before/after school programs, special events, camps, and other programming efforts that focus on combating sedentary lifestyles and childhood obesity. The Play On! curriculum contains 125 activities for grades PreK-5 that align with national physical education standards. The program includes assessment tools, equipment lists, playground funding opportunities, send-home family resources, and design best practices. Play On! can become a vital component in efforts to strengthen, educate, and build healthier communities through play and recreation.

High-quality play environments have a critical role in promoting community health. Research indicates that when evidence-based design principles are implemented within the built environment, positive outcomes occur.

Your National Demonstration Site ensures that your community maximizes the value of your investment.

Your project thoughtfully meets the following design best practices:
• Incorporates six key elements of play that promote your physical activity — balancing, brachiating, climbing, spinning, sliding, and swinging.
• Provides a developmentally appropriate progression of skill opportunities through beginning, intermediate, and advanced playground activities.
• The overall design encourages movement and moderate to vigorous levels of activity.
• Playground programming utilizing your Complementary Play On! curriculum can further encourages active play! The program includes 125 playground activities for PreK-5th grade.
• Signage on site includes a QR Code directing visitors to share their experiences.
