Mayor Gibbs called to order the Special Meeting at 5:04 p.m.

All Councilmembers were present, with Mayor Pro Tem Smyth participating remotely.

RECESS TO CLOSED SESSION - TO BE HELD IN THE CARL BOYER ROOM Mayor Gibbs recessed the meeting to Closed Session at 5:09 p.m.
RECONVENE TO OPEN SESSION
Mayor Gibbs reconvened the meeting to Open Session at 6:29 p.m.
CITY ATTORNEY ANNOUNCEMENT
City Attorney Joseph Montes announced that no action was taken in Closed Session that was required to be reported.
ADJOURN
Mayor Gibbs adjourned the Special Meeting at 6:29 p.m.
