SLM Inc. opened its doors in 1990 with a philosophy of creating and maintaining beautiful, enjoyable landscapes in which families would live, work, shop, and play. Building upon SLM’s outstanding reputation, Wendy and Rene Emeterio have brought over 20 plus years of landscape management knowledge and experience to the company with the goal of continuing the original mission with an even greater emphasis on personalized customer service. Now after 17 years of hard work and dedication, SLM has created a name for itself in the landscape maintenance industry. Our mission statement, “SLM Inc., is dedicated to becoming the leader in Premier landscape Management Services, through technology, training, and Integrity. Our core business is landscape maintenance and irrigation management, with the capability to do installations and arborist work.
SLM staffs over 70 employees with a fleet of 35 vehicles, 8 trailers, Ford tractor, ride on mowers, walk behind mower from 21”- 48” to 72”, line trimmers, extended hedge trimmers, regular hedge trimmers, hand held blower and backpack blowers, hand held sprayer to backpack sprayers, chainsaws, jack- hammers and all the hand tools necessary to perform maintenance and installation needs.
We currently are servicing a wide variety of Commercial HOA’s, parks, City of Santa Clarita, SCV Water Agency, rec. centers, 3 William S. Hart schools and industrial properties. The HOA’s vary in sizes of 30+ acres of landscape to small HOA’s only having 1500 sq. ft.
We have examined the slopes and are pleased to present our approach to the service and care of these areas.
Upon contract award and prior to commencement of work, SLM, Inc. will perform a thorough site walk of the area, consisting of visual inspection of all planters, tree, mulch areas, irrigation system and most importantly any obvious hazards that may be present. Completing our inspection, any obvious hazard or breaks to the irrigation system will be reported. Any special request that was observed will be noted and properly processed for repair.
We use site maps to schedule work at each location. We section each location into quadrants, so that the entire site is gone through each month. Based on the size of each site will depend on how much of an area will get covered. Standard site inspection consists of complete, visual inspection of entire site to identify any hazards, breaks, graffiti and or excess debris. The day then begins with working in a specific area. Any major concerns will be reported to a supervisor while on-site. Field reports are filled out for the work performed each day.
1. Team Composition
Starting off with our supervisor, responsible for the day-to-day operations is, Ramon Salgado. With over 30 plus years with the company he brings a wide variety of knowledge and experience to the team.
Ramon started with SLM from the ground up, working on a crew he managed to learn everything needed to set jobs up and follow tasks and procedures to make sure the jobs get done.
The team will consist of a Crew leader with a minimum of 5 year experienced and a gardener level 1 helper that will be on the crew bi-weekly that is well-trained and experienced in all the tasks required for maintaining any of these sites. Typically a two man crew will be on site opposite weeks, but the number of crew members is based on site make-up, demands, public view, tasks and the season. An irrigation technician will perform routine inspections each month and do minor repairs and adjustments as needed. An irrigation tech consists of an irrigation truck equipped to handle any irrigation repairs and a technician able to do any type of irrigation repairs as needed. An area supervisor will be available throughout the work week to inspect or take calls whenever needed.
All trucks are equipped with GPS tracking and forward-facing cameras to see exactly where at anytime where each vehicle is located. Crews can also be called on by cell.
2. Rotational schedule
Once our pre-site inspection and irrigation inspection has been completed any notes or repairs needed, we will process with the proper procedure to move forward with any work needed asap. Sites are pre- routed and scheduled based on size and hours needed for each day. (see attachment 1 Rotation schedule). For our first initial inspection, as mentioned, site maps will be used to plan the month’s work schedule and rotation for each site. A site will be divided into quadrants so each area can be addressed monthly. Upon arrival a quick site inspection of all focal areas is performed and check for any obvious concerns. Once the site inspection is completed the day’s tasks begins with the quadrant intended for that week. Each site will have their own checklist to go off and check off the work performed each day.
This checklist is turned in daily and input into our system for your monthly report. We find that our process holds everyone accountable for what is being done each day and as a failsafe measure our supervisor in performing his inspection of what was completed.
3. Inspect what we expect (our most valued trade)
SLM Inc. supervision will be our eyes and ears to monitor each site on a regular basis. Working closely with our crew members and having close communication via cell phone, we can respond to requests quickly. Working together with City inspectors our response to any request can be accomplished in a timely manner. Our motto “Inspect what we expect” keeps us true to our work. We verify all work before responding. This has been a motto I’ve been taught years ago and feel it’s an important part of our business today. I myself as the owner still inspects each site.
4. Safety
SLM Inc. hold training and safety meetings on a regular basis. Weekly meetings are held to ensure safety is our top priority. All staff members wear highly visible vests and or uniforms to identify them with company logo. This is in addition to safety equipment needed for each particle task.
5. Irrigation
Per the RFP, SLM Inc. will comply with all the requirements needed to perform all the needed work under the section 25 through 25.7 of the RFP, Water Management and irrigation system maintenance and repairs. Our Irrigation technicians are equipped with all the necessary parts and equipment needed to do any basic irrigation repair and if for some reason a part is needed. SLM Inc. has accounts with all the local irrigation supply vendors in the area. Our staff is trained to operate the irrigation system via computers or with our mobile devices.
6. Enhancement
SLM inc. can perform special projects such as new planting installations, irrigation improvements, or tree care. Supervisors will inspect each site on a regular basis during regular maintenance time or after.
In addition, the supervisor in this area has direct contact with all staff for each crew via phone to expedite any emergency needs or onsite questions. All staff is properly trained for all the equipment they are using. All communications and requests will go through the supervisor and relayed to the onsite crew.
7. Tree Care
SLM Inc. has on staff a Certified arborist and QAL to handle most of any Arborist questions that may arise. We team up with Green Valley Tree Care to handle any of our larger tree care needs.
8. Customer Service
In addition to our supervision and hands on owner operator Rene Emeterio, customer service is handled quickly and effectively within a timely manner the same day any requests are sent over. After-hours requests are passed along to the appropriate supervisor and delt with right away per the RFP. SLM will provide all appropriate numbers for their direct supervisor, office, after hours contact and SLM president contact. We believe a quick response to any request is our number one goal.
Lastly you will find samples of our site map on how we quadrant our sites to make sure nothing is skipped at each site with a few samples of our weekly tasks list and periodic tasks.
Thank you again, and we look forward to working with you and joining your team.
Sincerely,
Rene Emeterio

Proposal # LMD-23-24-15
Zones T20, T44, T48, T63, T67 and T71
To Whom It May Concern,
Specialized Landscape Management (SLM) is pleased to submit a proposal for RFP LMD-23- 24-14. I have read and understood all requirements and specifications of this request for proposal.
SLM is a family owned and operated company with decades of landscape maintenance experience. I founded this company with one goal: to provide a full range of superior landscape maintenance services.
We are dedicated to establishing long-lasting relationships with our clients, we believe the best way to achieve this is by remaining committed to our partnerships with our clients.
SLM has long-sought to become a partner to the City of Santa Clarita, we have positioned our operation in a way that will allow us to provide the best landscape maintenance services, with a dedicated team of experts, from the supervisor assigned to these zones, to the foremen and all field staff, SLM is committed to providing all resources necessary to be successful.
We are confident our proposal includes sufficient staff hours to provide the services necessary for each zone, and that our cost of services represents a fair value.
Respectfully,
Rene Emeterio
President
Rotation Schedule
All sites consist of mostly slopes, with a few turf areas. The day of the week will be selected once the RFP is awarded. A sample schedule based on our recommendation is set below. This schedule can change once we see how the rotation is going. Locations per week are noted on each map, so crews can be found in each area for each week. We also have GPS tracking for each vehicle making it very easy to locate each route. Crew leaders can be found by cell service also.
Sites are pre-routed and scheduled based on size and hours needed for each day. During our first initial irrigation inspection, a irrigation site map will be created. As mentioned, site maps will be used to plan the month’s work schedule and rotation for each site. A site will be divided into quadrants so each area can be addressed monthly or in some cases on a two month rotation.
Upon arrival a quick site inspection is performed to check all focal areas for each site and for any obvious concerns to be reported, Graffiti, car damage, mainline break etc.. . Once the site inspection is completed the day’s tasks begin with the quadrant intended for that week. Each site will have their own checklist to go off and check off the work performed each day. This checklist is turned in daily and input into our system for your monthly report.
We find that our process holds everyone accountable for what is being done each day and as a failsafe measure our supervisor in performing his inspection of what was completed.

Landscape Maintenance for Zones T20, T44, T48, T62, T67 and T71 City of Santa Clarita, California
Please explain what policies or procedures you and your company will provide to ensure your team will proactively identify deficiencies, suggest solutions, and execute resolution? What makes your company the best for this service area and how does your company stand out from others?
The following is SLM’s proactive approach proposal:
Policy
“Inspect what you Expect”
SLM operates under the policy of inspecting what we expect: We expect to provide the highest quality landscape services to our clients; we expect our crews to produce high quality service.
We achieve this expectation by proactively inspecting our crews’ work, ensuring they are following a work plan and rotation schedule tailored for success.
Procedures
Upon contract award, SLM will prepare a binder with details specific to this zone. It will contain a site map, irrigation maps, the scope of work, the rotation schedule, safety information, city and emergency contacts; it will summarize the city’s standards and expectation, and list any DOs and DONTs specific to this zone.
A team for success
The team assigned to this project is well trained with years of landscape maintenance experience. Our field staff will perform not only the basic maintenance, it will proactively identify areas where improvements are needed and take action to make those improvements. If a quality deficient item is identified the work crew will immediately take action and improve to acceptable condition. If an item is identified where a major improvement or enhancement is needed the crew will report it to the supervisor, the supervisor will then contact city staff, report the issue, and propose a solution.
The best choice – SLM
SLM is the best choice for this project. Our policies, procedures and experienced teams have a track record of proven success.
Commitment
All work performed by SLM will meet or exceed industry and city standards. We will provide a crisp look by keeping the area weed-free, trash and debris free, replenish much as needed, perform proper pruning techniques. We will efficiently manage the irrigation system by ensuring our crews are up to date with the latest updates and technology, perform irrigation audits, and making immediate repairs.
