BACKGROUND
On November 15, 2018, the City of Santa Clarita (City) incorporated the Plum Canyon area. As part of the annexation, the City would inherit the Skyline Ranch development, including the construction of the 11-acre Skyline Ranch (Park) neighborhood park. Prior to the annexation, the

Park's master plan had been approved by the Los Angeles County (County) without provisions for lighting on the sports fields or courts. The Park is near completion and is anticipated to be turned over to the City by the developer by spring 2024.

The addition of sports lighting at this Park significantly enhances the sports facilities' usability, facilitating evening practices and games. Specifically, lighting will be installed in the baseball field, practice field area, multi-use field, tennis courts, and basketball court. This project exemplifies the City's commitment to improving the quality of life of its residents and supports the Building and Creating Community theme of the Santa Clarita 2025 plan.

The Planning Commission approved the Park’s Conditional Use Permit for the lights on October 19, 2021, Resolution P21-21, and approved a Negative Declaration for the Skyline Ranch Park Lighting Project. Pursuant to CEQA Guideline section 15162(a), no subsequent CEQA review is required because there are no substantial changes to the project or the circumstances under which the project is being undertaken, and no new information of substantial importance regarding the project has come to light triggering the need for a subsequent EIR for the project.

On July 11, 1995, the City Council approved "piggyback" purchasing. This process allows the City to place orders against a competitively awarded public agency contract. The Sourcewell contract with Musco Sports Lighting, LLC (Musco Sports Lighting), was competitively solicited through a nationwide bid process, was awarded in June 2023, and is valid through June 2027.

Through the piggyback approach, the City can take advantage of the Sourcewell procurement process and purchase the sports lighting equipment from Musco Sports Lighting.

An invitation for bid to complete the installation of the sports lighting and associated equipment was published on the City’s e-procurement platform, BidNet, on January 17, 2024. A total of six bids were submitted and opened on February 1, 2024. The results are shown below:

Company Location Bid Amount
Corner Keystone Construction Corporation Covina, CA $277,000 Zuma Construction Group, Inc. Thousand Oaks, CA $307,777 RAMSA Construction Inc. Sherman Oaks, CA $328,000
H&S Electric Inc. Valencia, CA $335,400
Process Cellular Inc. Vista, CA $352,280
Capital Valley Electric Sacramento, CA $381,986

Staff recommends awarding the lighting installation contract to Corner Keystone Construction Corporation, the lowest responsive bidder. The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State Licensing Board. Moreover, the bid was reviewed for accuracy and conformance to the contract documents and was found to be complete.

ALTERNATIVE ACTION
