BACKGROUND
In 2023, the City of Santa Clarita (City) acquired the former Young Men's Christian Association (YMCA) building on McBean to establish a new community center in the Valencia area. The 12,000-square-foot facility boasts designated areas for offices, childcare services, and group exercise activities. At the center of the building is a 4½-foot deep indoor pool designed to accommodate learn-to-swim and water exercise programs.

Before the building was acquired, City staff evaluated the condition of the building, the pool, and associated equipment. The evaluation determined that the pool had not been re-plastered since it was initially built in 1988. This finding was supported by the discoloration and cracking

throughout the pool plaster. Consequently, it was determined that upon assuming ownership of the building, the pool would require re-plastering and the mechanical equipment would need replacement. The City hired a consultant specializing in commercial pools to facilitate this renovation. The consultant was tasked with providing comprehensive construction documents and outlining the scope of work required for the pool's refurbishment.

An invitation for bids was subsequently published in the local newspaper on December 19 and 26, 2023, and posted on the City’s website. Two bids were submitted and opened on January 22, 2024. The results of the bids are shown below:

Company Location Total Bid
USA Pools, Inc. Cumming, GA $236,226
National Pools, Inc. Sylmar, CA $288,938

Upon reviewing the bids, staff determined the response from the apparent low bidder, USA Pools Inc., to be non-responsive for failure to provide the Bid Bond Form by the deadline. Therefore, staff recommends awarding the contract to the next lowest bidder, National Pools, Inc. (National Pools). The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State Licensing Board. Furthermore, the bid from National Pools was reviewed for accuracy and conformance to the contract documents and was found to be complete.

ALTERNATIVE ACTION

Other action as determined by City Council.

FISCAL IMPACT

Adequate funds were appropriated as part of the Fiscal Year 2023-24 budget in expenditure account P1018723-516101 to support the recommended contract and related administrative and miscellaneous costs for this project
