AGENDA REPORT
CONSENT CALENDAR
CITY MANAGER APPROVAL:
DATE: April 9, 2024
SUBJECT: TRANSIT MAINTENANCE FACILITY HVAC UPGRADES,
PROJECT M1042 - PLANS, SPECIFICATIONS, AND
CONSTRUCTION CONTRACT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the Transit Maintenance Facility HVAC Upgrades, Project M1042.
2. Find the Transit Maintenance Facility HVAC Upgrades construction project exempt from review under the California Environmental Quality Act pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301.
3. Award the construction contract to Pardess Air, Inc., in the amount of $476,000 and authorize a contingency in the amount of $71,400, for a total contract amount not to exceed $547,400.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The Transit Maintenance Facility HVAC Upgrades project will replace several original pieces of air-conditioning equipment at the Transit Maintenance Facility (TMF). The upgrades will include the replacement of ten water-sourced heat pumps in the administration building and one make-up air unit serving the bus driver locker rooms in the bus maintenance building. This equipment has been in use for more than 18 years and is past its useful life. This project supports the Sustaining Public Infrastructure theme of the City of Santa Clarita’s (City) five-year strategic plan, Santa Clarita 2025.
3 Packet Pg. 21
The Transit Maintenance Facility HVAC Upgrades construction project is not subject to California Environmental Quality Act (CEQA) review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review projects that consist of maintenance of existing public facilities or mechanical equipment involving negligible or no expansion of existing or former use. Examples include, but are not limited to, existing interior or exterior partitions, plumbing, electrical conveyances, publicly-owned utilities, and rehabilitation of deteriorated mechanical equipment to meet current standards of public health and safety. This project meets the criteria for this exemption because the Transit Maintenance Facility HVAC Upgrades construction project will be rehabilitating existing HVAC components.
An invitation to bid was prepared and published twice in The Signal newspaper on February 16 and February 23, 2024, and was posted on BidNet. A total of two bids were submitted to the City and opened by Purchasing on March 19, 2024. The results of the bids are shown below:
Company Location Bid Amount
Pardess Air, Inc. Los Angeles, CA $450,000
Simco Mechanical, Inc. Glendale, CA $467,900
Staff recommends awarding the construction contract to Pardess Air, Inc., the lowest responsive and responsible bidder, for the base bid and one alternate item for select work on weekends and nights for when work must be completed with a vacant building, for $476,000. This contractor possesses a valid state contractor's license and is in good standing with the Contractors State License Board. Staff reviewed the bid response for accuracy and conformance to the contract documents and found it to be complete. The bid proposal adheres to the project’s plans and specifications and is available in the City Clerk’s Reading File.
The requested construction contingency will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings, field adjustments, additional work requested by the City, and unanticipated costs associated with nighttime work.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in project expenditure account M1042700-516101 (Transit Funds) to support the approval of the recommended action and associated project costs.

BACKGROUND
The Rink Sports Pavilion (Rink), formerly referred to as the Santa Clarita Roller Skating Rink, will be the first of its kind in the City of Santa Clarita (City) and will offer the community a new intergenerational recreation amenity. The Rink's multi-use facility will offer a roller-skating rink with overlays of a basketball court, pickleball courts, a volleyball court, spectator seating, an audio/disc jockey booth with a sound and lighting system, designated area for special events, and a commercial kitchen/concession area to meet the future needs of the community. Other improvements include landscape and hardscape enhancements surrounding the facility. The project is located at the Santa Clarita Sports Complex, adjacent to the gymnasium, as shown on the attached Location Map. This project supports the Building and Creating Community theme of the City of Santa Clarita's five-year strategic plan, Santa Clarita 2025.
The Rink will be constructed in two phases. Phase I construction includes the rough grading, relocation of the sand volleyball court to a temporary site, grading certification of the building pad, and utility adjustments. Phase II will include the construction of the Rink building, landscaping, walkways, utility connections, and parking lot improvements. Phase I construction is anticipated to begin in Summer 2024. Phase II design is anticipated to be completed and construction is anticipated to start by the end of the year.
The California Environmental Quality Act (CEQA) requirements were previously completed for the final build out (Phases IV-VI) of the Santa Clarita Sports Complex. On December 19, 2006, the City of Santa Clarita Planning Commission passed, approved, and adopted Resolution P06- 31, approving Master Case 06-114, Conditional Use Permit 06-009, and adopted the Initial Study and Mitigated Negative Declaration for the project. A Notice of Completion was posted at the State Clearinghouse Number 2006111072.
An invitation to bid was prepared and published twice, on February 14 and 21, 2024, and was posted on BidNet. A total of two bids were submitted to the City and opened by Purchasing on March 12, 2024. Each of the bids included a base bid and two bid alternates. The basis for award was the total for the base bid. The results of the bids are shown below:
Company Location Bid Amount
R.C. Becker & Son, Inc. Santa Clarita, CA $460,539
Toro Enterprises, Inc. Oxnard, CA $608,173
Staff recommends awarding the construction contract to R.C. Becker & Son, Inc., the lowest responsive and responsible bidder, in the amount of $477,839, which includes $460,539 for the base bid, $17,300 for both bid alternates, and authorizing a contingency in the amount of $47,784 for a total contract amount not to exceed $525,623. The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. Staff reviewed the bid response for accuracy and conformance to the contract documents and found it 4 Packet Pg. 25
to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.
The requested construction contingency will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings, field adjustments, change order requests made by the contractor, and additional work requested by the City.
Construction Support Services
Anil Verma Associates, Inc., (AVA) was awarded a design contract for this project in April 2022 through a Request for Proposal (RFP) process. The City Council subsequently authorized contract amendments in April 2023 and November 2023 to increase the total contract amount in order to complete the design and required contract documents for the project, for a total contract amount of $1,663,300. AVA is the architect of record.
In order to provide appropriate construction and design support throughout Phase I construction, it is recommended that the existing contract with AVA be increased by a total of $49,287, including contingency. This increase will allow AVA to provide construction support at regular meetings, review submittals, respond to requests for information, and address design issues as the project is constructed.
R.T. Frankian and Associates (RTFA) was awarded a contract in June 2023 through an RFP process for as-needed services to prepare a geotechnical investigation report, for a total contract amount of $32,700. RTFA also prepared the geotechnical report for the Santa Clarita Sports Complex in 2009.
Based on RTFA's experience, familiarity with the project, and the need for geotechnical field observation services, staff is recommending that the existing contract with RTFA be increased by a total of $67,440, including contingency. This increase will allow RTFA to provide construction support at regular meetings and perform soil testing and observation services required for the construction work.
RP Development Services was awarded a contract for constructability review by the City Council in April 2023. The contract was awarded through an RFP process for a total contract amount of $274,844.
In order to provide appropriate construction management services through Phase I construction and continue the constructability review services for Phase II, it is recommended that the existing contract with RP Development Services be increased by a total of $302,405, including contingency. This increase will allow RP Development Services to provide construction management services and support at regular meetings, review submittals, respond to requests for information, address design issues as Phase I is constructed, and allow for continued constructability review services for Phase II.
The requested budget appropriations will be used for construction cost, construction support cost fees, and services associated with the project such as temporary power and project administrative costs.
4 Packet Pg. 26
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure accounts P3034228-516101 (American Rescue Plan Act Fund) and P3034723-516101 (Facilities Fund) to support the recommended contracts and project administrative costs.

CITY MANAGER APPROVAL:
DATE: April 9, 2024
SUBJECT: 2023-24 OVERLAY AND SLURRY SEAL PROGRAM - OVERLAY A, PROJECT M0153 - PLANS, SPECIFICATIONS, AND
CONSTRUCTION CONTRACT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council:
1. Approve the plans and specifications for the 2023-24 Overlay and Slurry Seal Program – Overlay A, Project M0153.
2. Find the 2023-24 Overlay and Slurry Seal Program is exempt from review under the California Environmental Quality Act pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301.
3. Award the construction contract to LCR Earthwork and Engineering, Corp., in the amount of $1,382,146 and authorize a contingency in the amount of $276,429, for a total contract amount not to exceed $1,658,575.
4. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The annual overlay and slurry seal projects are an integral part of the City of Santa Clarita’s (City) Overlay and Slurry Seal Program. Each year, streets are evaluated and identified for the need for pavement preservation and rehabilitation treatments. The 2023-24 Overlay and Slurry Seal Program is divided into five projects: Overlay A, Overlay B, Overlay C, Overlay D, and Slurry Seal, to resurface streets, seal cracks, and coat the surface of streets in various areas of the City. The overlay treatment for this project will provide a smoother ride for vehicles and reconstruct the roadway. The Overlay A project, if approved and awarded, is expected to begin 5 Packet Pg. 29
construction in various areas of the City (see attached Project Location List) in May 2024 and will be completed by the end of July 2024. Overlay projects B-D and Slurry Seal will be brought before the City Council for consideration at a later date. This project supports the Sustaining Public Infrastructure theme of the City of Santa Clarita’s five-year strategic plan, Santa Clarita 2025.
The 2023-24 Overlay and Slurry Seal Program is not subject to California Environmental Quality Act (CEQA) review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples include, but are not limited to, existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. This project meets the criteria for this exemption because the 2023-24 Overlay and Slurry Seal Program will be performing repairs and maintenance to existing streets.
An invitation to bid was prepared and published twice on February 21 and 28, 2024, and was posted on BidNet. A total of six bids were submitted to the City and opened by Purchasing on March 18, 2024. The results of the bids are shown below:
Company Location Total Bid
LCR Earthwork & Engineering, Corp. Jurupa Valley, CA $1,382,146 Onyx Paving Company, Inc. Anaheim, CA $1,432,731
Toro Enterprises, Inc. Oxnard, CA $1,455,821
FS Contractors, Inc. Sylmar, CA $1,601,678
R.C. Becker and Son, Inc. Santa Clarita, CA $1,611,689 All American Asphalt Corona, CA $1,643,717
Staff recommends awarding the construction contract to LCR Earthwork and Engineering, Corp., the lowest responsive and responsible bidder. This contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. Staff reviewed the bid response for accuracy and conformance to the contract documents and found it to be complete.
The bid proposal adheres to the project’s plans and specifications and is available in the City Clerk’s Reading File.
While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsive and responsible bidder.
The requested 20 percent contingency for the Overlay A contract will allow for additional streets from the City's pre-designed inventory and streets that may need treatment due to this year's rain to be added to the project if funds are available after construction of the original scope of work.
Additionally, the remaining contingency will cover costs associated with unforeseen site conditions, such as potential utility conflicts and abandoned utilities not shown in record drawings that are often discovered during construction, as well as change order requests made by 5 Packet Pg. 30
the contractor.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in expenditure accounts M0153233-516101 (TDA 8 Fund), M0153264-516101 (Measure R Local Return), M0153266-516101 (Measure M Local Return), and M0153267-516101 (Senate Bill 1) to support the recommended contract and associated project costs.

CITY MANAGER APPROVAL:
DATE: April 9, 2024
SUBJECT: CONTRACT WITH MODEL 1 BUS SALES FOR THE PURCHASE AND DELIVERY OF DIAL-A-RIDE AND GO! SANTA CLARITA
BUSES
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar
RECOMMENDED ACTION
City Council:
1. Appropriate $208,400 in Metro Access For All grant funding and $63,100 in local return revenue to account 7003702-520103, for a total of $271,500, increase revenue account 700- 462101 by $208,400, and increase revenue account 700-442207 by $63,100.
2. Authorize the City Manager or designee to negotiate and execute a contract with Model 1 Bus Sales for the purchase of two CNG cutaway buses, one zero-emission van, charger, tools, training, and spare parts for an amount not to exceed $719,744, or modify the award in the event issues of impossibility of performance arise, subject to City Attorney approval.
BACKGROUND
Santa Clarita Transit has a fleet replacement program that meets the Federal Transit Administration’s (FTA) seven-year life cycle for Dial-A-Ride vehicles. Two of the City of Santa Clarita's (City) Dial-A-Ride buses and one of the Go! Santa Clarita vehicles have reached the end of their useful life and are scheduled for replacement.
In early 2023, the City applied for and was awarded a Metro Access For All grant. The purpose of the grant is to improve access to public transportation while reducing our carbon footprint.
This grant, which covers 78 percent of the cost of the wheelchair accessible, zero-emission van, will allow the City to improve the reliability of the Go! Santa Clarita service by replacing a vehicle that has exceeded its useful life. It will also allow the City to test this technology in a confined environment.
6 Packet Pg. 33
The City intends to purchase these vehicles through the CalACT/Morongo Basin Transit Authority (MBTA) vehicle purchasing cooperative, of which the City is a member. Purchasing buses through this method expedites the purchasing process and ensures competitive pricing.
Under this cooperative agreement, product specifications were identified and prices were negotiated based on the total projected participation of the cooperative members, rather than just the vehicles scheduled to be purchased by the City.
As an added measure, staff conducted a price analysis to ensure the proposed pricing is within industry standards and is the most advantageous to the City. The use of purchasing cooperatives is common within the transit industry and is a practice accepted by the FTA.
As the purchasing cooperative’s select supplier for the requested vehicles, staff recommends awarding the contract to Model 1 Bus Sales for the purchase of two CNG cutaway buses, one zero-emission van, charger, tools, training, and spare parts for an amount not to exceed $719,744. If this action is approved by the City Council, the City will be able to reduce the average age of our Dial-A-Ride and Go! Santa Clarita fleet and take advantage of recent developments in vehicle and engine technology.
ALTERNATIVE ACTION
1. Direct staff to issue a Request for Proposal for the procurement of CNG-powered Dial-A- Ride buses and zero-emission vans.
2. Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund as a result of this procurement. The City has budgeted Federal 5307 Transit Grant funds to cover 100 percent of the total cost of the two cutaway buses in expenditure account 7003702-520103 (Transit Capital-Automotive Equipment). The City has also received a Metro Grant to cover 78 percent of the zero-emission van. The remaining 22 percent will be funded using Municipal Operator Service Improvement Program (MOSIP) funds.

BACKGROUND
Santa Clarita Transit has a fleet replacement program that meets the Federal Transit Administration’s (FTA) 12-year life cycle for commuter and transit vehicles. Five of the City of Santa Clarita's (City) local buses have reached the end of their useful life and are scheduled to be replaced over the next 18 months.
As required by state law, the City Council adopted the City’s Zero Emissions Transition Plan in late 2020. This plan serves as a roadmap for the City to comply with the state mandate, which requires the City to have a 100 percent zero-emission bus fleet by 2040. In support of this effort, the City awarded a contract to El Dorado National for two zero-emission buses in April 2023 and a second contract for three zero-emission fuel cell buses in November 2023.
Due to supply chain issues and the bankruptcy of critical suppliers, REV Corporation, the parent 7 Packet Pg. 39
company of El Dorado National, decided to sell its school bus manufacturing division and close its transit bus manufacturing division by the end of 2024. The City received notification on January 29, 2024, that El Dorado National would not be able to manufacture and deliver the five buses currently under contract.
In order to maintain compliance with state regulations and the schedule outlined in the City’s Zero Emission Transit Plan, staff has requested pricing from New Flyer Corporation, the only other manufacturer of hydrogen fuel cell buses. The pricing was based on the State of California purchasing cooperative agreement. The use of purchasing cooperative agreements is common within the transit industry and is a practice accepted by the FTA.
To ensure the pricing provided by New Flyer was within industry standards, staff conducted a price analysis and compared the pricing provided to the City with other recent procurements throughout the region. While higher than the El Dorado pricing, New Flyer pricing is in line with current market conditions. Based on the available budget, staff recommends executing a contract with New Flyer Corporation for the purchase of four hydrogen fuel cell electric buses, training, and spare parts, in an amount not to exceed $6,130,050.
ALTERNATIVE ACTION
1. Direct staff to issue a Request for Proposal for the procurement of fuel cell buses.
2. Other action as determined by the City Council.
FISCAL IMPACT
There is no impact to the General Fund as a result of this procurement. The City has programmed Federal 5307 transit grant funds to cover 100 percent of the total contractual cost of the buses.
Adequate funds for this purchase are available in the expenditure account 7003702-520103 (Transit Capital-Automotive Equipment).

Subject: Cancellation of Purchase Order for Fuel Cell Electric Buses
Dear Mr. Aguilar,
I am writing to formally notify the City of Santa Clarita Transit Division of the cancellation of the purchase order for fuel cell electric buses, which was placed with El Dorado National. This decision comes in light of recent developments affecting the production and support capabilities of El Dorado National, a subsidiary of the REV Group.
Regrettably, we must inform you that the parent company of El Dorado National, the REV Group, announced the closure of the El Dorado bus building unit last month. This unforeseen event has had a profound impact on the fulfillment of your purchase order and has led us to reassess our manufacturing capabilities for the next few months our plant remains open.
One of the key factors contributing to this decision was key suppliers, particularly the Zero Emission vendors that impeded the timely start and completion of our order with your agency. This, in turn, affected El Dorado's ability to adequately support our business in the production of Fuel Cell Electric and Battery Electric models.
Considering the circumstances outlined above, we regret to inform you that the purchase order for fuel cell electric buses from El Dorado National cannot be fulfilled due to the closure of the manufacturing plant and the associated challenges in the production process.
We appreciate your understanding of the complexities involved and apologize for any inconvenience caused by this cancellation.
Please do not hesitate to reach out to us at for any additional information or clarification.
Sincerely,
Hector Flores
VP/General Manager
