Scope of Services

PLAN OF STUDY/SCOPE OF WORK
The goals for this project are to provide guidance for the maintenance and preservation of the proposed bridges,
and more specifically, prioritize which bridges should be addressed based on types of repairs required to maximize the life expectancy of each structure.

Task - 1.0: Project Management:

At the start of the project, Tetra Tech will establish a Project Development Team (PDT) comprised of the City Project
Manager, City representatives, and the Tetra Tech team.

Representatives from other entities may be added as needed.

Tetra Tech’ s Project Manager and the PDT will communicate project decisions and commitments throughout the life of the project. The PDT’ s aim is clear and frequent communication across the group to maintain the project schedule and drive a successful project.

The project will be initiated with a PDT kick-off meeting to present and agree on the final details of a schedule and work plan. The PDT will discuss the project and receive all available project information.

After the initial kick-off, PDT meetings will occur monthly or as- needed to successfully complete the project. It is anticipated that a total of four (4) PDT meetings will be needed though to review project status and to ensure that the contract objectives and milestones are being achieved. To supplement these
meetings, Tetra Tech will maintain ongoing communications with the City and agencies identified in this scope. A detailed schedule, action item list, and decision log will be developed, maintained, and updated for control of the project and
reported through ‘Monthly Project Status Reports’.

Output:
y Monthly Project Status Reports to the City

Task - 2.0: Bridge Inspections:

In order to achieve the goals for this program, Tetra Tech will perform visual inspections of the bridges, including abutments, concrete decking, fencing supports, steel framing and other pertinent structural related items that may need repairs and/or remediation. Tetra Tech will use the “Caltrans Bridge Element” inspection guidelines as part of the visual evaluations.

For the sixty-six (66) bridges identified, Tetra Tech expects the inspections to take eighteen (18) days to complete, with three (3) to four (4) bridges completed per visit.

Output:
y Set of field inspection reports for each bridge. Notes will include photos and identified repairs needed.

Task - 3.0: BPMP Report & Construction Cost
Estimate:

After completing the field inspections, Tetra Tech will review and update the scope of work for each bridge provided in the background documents to ensure all items are included (i.e., if we are repairing spalled concrete barrier wall, we have a good estimate of the amount of concrete, rebar and associated costs in that line item) and provide an updated construction cost estimate for each bridge listed in this proposal.

A single Bridge Preventative Maintenance Plan (BPMP) report summarizing the purpose of the report and methodology
used, BPMP work items for each bridge and a summary table, proposed Maintenance Plan identifying immediate and
intermediate repair items for each bridge and construction cost estimate for each bridge and bridge inspection reports.

Arroyo Park Pedestrian Bridge Replacement, City of Santa Clarita, Santa Clarita, CA. Engineer of Record and Project Manager for the plans, specification and estimate. The City of Santa Clarita (City), in conjunction with the Landscape Maintenance District (LMD), maintains 25 pedestrian bridges and 5 under crossings that link the paseo system in the Valencia North and South neighborhoods in the City of Santa Clarita. The City proposes to replace the last timber bridge located on Arroyo Park Drive, 0.6 miles west of McBean
Parkway, with a pre-fabricated steel truss structure. Tetra Tech was hired to finalize the design and complete detailed construction Plans, Specifications, and Estimate (PS&E) of the proposed bridge replacement and additional support
services as needed by the City. The biggest challenge that faces the Arroyo Park Pedestrian Bridge Replacement project is Arroyo Park Drive itself. Arroyo Park Drive is a residential roadway and has traffic throughout the day. Coordination during the demolition of the existing bridge and during final assembly and erection of the new pre-fabricated bridge
will be key to the project success. These major construction activities will most likely require full closure of Arroyo Park Drive. Tetra Tech is experienced in the preparation of traffic control plans within the City and will work once again to minimize the impact to the public.

McBean Parkway Pedestrian Bridge Construction
Support, City of Santa Clarita, Santa Clarita, CA.

Project Engineer. Project Engineer during the design
and construction phase of the project. The City of Santa Clarita contracted Tetra Tech in 2015 to perform planning, structural design, and construction phase services to
replace the existing pedestrian overcrossing (POC) over McBean Parkway. The POC is located on the City’ s network of multi-use “paseo” pathways. Constructed in 1979, the timber superstructure showed signs of insect infestation, dry rot, and delamination of the glue laminated girders.

The project team was tasked with defining an approach
to replace the decaying structure. Tetra Tech initiated the geotechnical investigation and preparation of structural plans, specifications, and estimates to replace the structure.

Through continued partnership, Tetra Tech and City engineers delivered a project within cost that increases safety and restores alternative access to schools, neighborhood parks, and local businesses in the City of Santa Clarita. Construction commenced in spring of 2017 and was completed later
that summer. The biggest challenge encountered was the
coordination and scheduling of road closures during the demolition of the existing bridge and during final assembly and erection of the new pre-fabricated bridge Tetra Tech’ s experience in the preparation of traffic control plans within the City helped minimize the impact to the public and
allowed the contractor do perform all construction related tasks.

City of Ontario, CA. Structural Design Engineer. The primary objective of this project was to reduce the potential damages to the reservoirs in the aftermath of an earthquake that may jeopardize public safety both within the local Upland neighborhood and the Ontario community they serve miles away. In 2008, Tetra Tech performed a Reservoir Seismic Vulnerability Evaluation Report (Seismic Report) on all the City’ s reservoirs to determine their ability to resist current seismic code loads. The Structural Evaluation of the Report evaluated the seismic force resisting components of each reservoir and provided seismic retrofit recommendations for those found to be deficient. The retrofit recommendations for the 13th Street Reservoir consist of a cast-in-place reinforced concrete overlay added to the walls, roof, and floor. The Preliminary Engineering Design phase included the necessary engineering services that confirmed the findings and recommendations of the 2008 Seismic Report (or
recommended another less time consuming, cost-effective alternative) and resulted in the production of a preliminary design report and preliminary design drawings used as a basis for the final design and ultimately the final construction documents.

obtaining building department approval for the platform, and providing construction support such as reviewing shop drawings and RFIs, and performing structural observations to ensure conformance with the construction documents
and Los Angeles building department requirements. The
loading dock remained open during business hours while the platform was under construction.

3.1 MG Reservoir Seismic Strengthening, City of El
Segundo, CA. Structural Design Engineer. Provided the
seismic strengthening design of the reservoir in the design phase and structural observations in the construction
phase. Tetra Tech prepared preliminary and final design construction plans, specifications, and cost estimates for the seismic retrofit of an existing 3.1 MG concrete potable water storage tank, originally constructed in 1948. The seismic strengthening included the addition of reinforcing steel and shotcrete to the exterior walls, plywood roof sheathing, and structural steel shear transfer frames around the tank perimeter between the roof and the wall shell. The reservoir retrofit involves partial demolition of the existing wood roof.

Safety upgrades included the design of new roof mounted guard railings. Tetra Tech’ s construction phase services included structural observations, special inspection by a deputy inspector, and material testing.

City Project No. M0127
TETRA TECHCity of Santa Clarita

BOEHMKE, PROJECT ENGINEER
Sixth Street Park, Arts, River, and Connectivity (PARC) Project, City of Los Angeles Bureau of Engineering, Los Angeles, CA. Structural Project Engineer. Responsible for assisting in the schematic and final design, environmental and construction support services, and post-construction services for nearly 12 acres of recreational and open space beneath and around a new bridge. The project includes approximately ½ mile of improvements within the Los Angeles River. These improvements will include bike trails, pedestrian access, and softening of the existing concrete-lined channel and were originally envisioned in the Los Angeles River Revitalization Master Plan that Tetra Tech completed. The City’ s goal is to make the landscape component under the new bridge
a world class public space that will include an arts plaza, performance stages, synthetic sports fields, river terracing, and bicycle and pedestrian pathways.

Ameresco Forward Bridge HBTU, Ameresco, Inc., French
Camp, CA. Design Engineer. Responsible for providing
design services for a prefabricated steel pipe bridge,
that spans the entire length of the Little Johns Creek, to help support a new 16-inch PPRNG Gas Pipe, 2-inch dual
contained condensate line, 2-inch fiber optic conduit and 6-inch Republic dewatering line. As part of this task of work, Tetra Tech determined the feasibility of constructing the proposed pipe bridge and provided 30% level conceptual
drawings, that included a plan and profile of the proposed bridge. Mr. Boehmke was responsible for preparing
conceptual bridge layouts and coordinating with pre-
fabricated bridge manufacturers to determine the most cost effective to approach to address the needs of the client.

Rialto Channel Improvement Reach 5, San Bernardino
County Department of Public Works, Rialto, CA. Design
Engineer. Responsible for preparing plans, specifications, structural calculations, and estimates for the structural portion of the project. Interacted with the client and contractor both electronically and at the site during construction phase to address field issues and existing conditions differing from assumptions made during design phase. The San
Bernardino Department of Public Works identified the
need to provide additional flow capacity and reconstruct segments of the existing Rialto Channel between Cameron Way and the nearby Union Pacific Railroad Bridge in the City of Rialto. The design consisted of modifying an existing single reinforced concrete box culvert beneath Riverside Avenue into a double reinforced concrete box culvert,
transitioning to an open rectangular channel with a tapered debris wall down the center, and ultimately terminating with an extension to an existing double reinforced box culvert near the aforementioned Union Pacific Railroad bridge.

The construction totaled approximately 877 linear feet of reconstructed concrete channel and box culverts. Tetra Tech performed the structural detailed design as well as provided construction phase services including responding to requests for information, reviewing construction submittals, and performing site visits.

Caruthers Park Stormwater and Urban Runoff Capture
Project, City of Bellflower, Bellflower, CA. Structural Project Engineer. Assisted in providing design and construction phase services including plans, specifications, estimates, and structural observations. Tetra Tech was contracted to perform design services on the reconstruction of a local flood control channel and site improvements to the public park. The project components included a diversion structure to divert water from one of the major flood control channels, a pretreatment structure to remove debris from the runoff, an underground structure to infiltrate or capture the water that will be treated for landscape irrigation use, and a rehabilitated park surface with new picnic areas. The goal of the project is to not only help the City alleviate the channel’ s total maximum daily loads, but also provide additional benefits, such as revitalized park infrastructure and augmentation of local water supplies.

The adjacent storm drain channel fell within the jurisdiction of the Los Angeles County Flood Control District meaning all construction documents required additional review and approval from the LACFCD.

El Dorado Regional Stormwater Capture Project, City of
Long Beach, Long Beach, CA. Structural Project Engineer.

Responsible for preparing plans, specifications, structural calculations, and estimates for the open channels and buried concrete vault structures. Tetra Tech is providing pre-design, design, and bid support services for the development of this multi-benefit regional BMP . This project represents a major opportunity to enhance an undeveloped parcel within the City to achieve pollutant load reductions for the Lower San Gabriel River Watershed. The site has the potential to provide significant water quality benefits for multiple jurisdictions due to its drainage area, location of the adjacent drainage system, and available development space. The drainage area for the project (2,924 acres) covers portions of the Cities of Norwalk, Cerritos, Artesia, Hawaiian Gardens, Lakewood, and Long Beach. This project has the potential to offer runoff storage and water. The proposed site improvements consist of the construction of a wetlands north of the Long Beach Water Reclamation Plant, a diversion structure at the Artesia-Norwalk Channel at Wardlow with a pump stations, and approximately 2,000 feet of new 24-inch storm drain on Wardlow Road,
Lama Avenue, and Tarma Street. The new storm drain serves to divert up to 15 cfs of stormwater from the Artesia-Norwalk Channel into a channel that drains into the proposed wetland. - 6 -

EXPERIENCE
Huntington Beach Bridge Preventative Maintenance, City of Huntington Beach, CA. Project Engineer. Responsible for providing civil engineering design for preparation of plans, specifications, and estimates (PS&E) to rehabilitate the Golden West Street bridge (No. 55C0124). The project involved various work items including joint seal assembly replacement, methacrylate application to bridge decks, epoxy injection of concrete cracks, and spalled concrete repair with polyester polymer patching systems.

The repair plan for each structure was field verified with City representatives to confirm County recommended repairs and identify any additional repair items to be included in the work plan. Tetra Tech staff worked closely with City staff to accelerate the design process and meet the City’ s budgetary needs. The City has awarded construction contracts to rehabilitate several sets of bridges in the last few years. Repairs were completed successfully. Tetra Tech is currently providing construction support through field meetings, clarification to the contractor, and submittal review.

Anaheim Resort Mobility Plan and Pedestrian Bridge Engineering Feasibility Analysis, City of Anaheim Public Works, Anaheim, CA. Project Engineer. Responsible for preparing conceptual site plan drawings, opinions of probable construction costs, and a technical memorandum for the City of Anaheim Public Works Department. The feasibility study was commissioned to study solutions to alleviate very high levels of pedestrian and vehicular traffic in the surrounding area of the Anaheim Disneyland Resort. These are the minimum required and do not in any way represent or imply that such coverage is sufficient to adequately cover the Contractor’s liability under this agreement. The full coverage and limits afforded under Contractor’s policies of Insuranc e shall be available to Buyer and these Insurance Requirements shall not in any way act to reduce coverage that is broader or includes higher limits than those required.

The Insurance obligations under this agreement shall be: 1—all the Insurance coverage and limits carried by or available to the Contractor; or 2 —the minimum Insurance requirements shown in this agreement, whichever is greater. Any insurance proceeds in excess of the specified minimum limits and coverage required, which are applicable to a given loss, shall be available to City.

c. Such obligations to defend, hold harmless and indemnify any Indemnitee shall not apply to the extent such Liabilities are caused by the sole negligence or willful misconduct of such Indemnitee, but shall apply to all other Liabilities. The foregoing shall be subject to the limitations of California Civil Code section 2782.8 as to any design professional services performed by CONSULTANT and in particular the limitation on CONSULTANT’s duty to defend whereby such duty only arises for claims relating to the negligence, recklessness or willful misconduct of CONSULTANT as well as the limitation on the cost to defend whereby CONSULTANT will only bear such cost in propor tion to CONSULTANT’s proportionate percentage of fault (except as otherwise provided in section 2782.8).
