SUBJECT: CONTRACT RENEWAL OF BUILDING PLAN REVIEW, BUILDING
INSPECTION, AND PERMIT-RELATED PROFESSIONAL
SERVICES

RECOMMENDED ACTION
City Council:
1. Approve one-year contract renewals for JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for building plan review, building inspection, and permit-related professional services for a combined total annual amount not to exceed $500,000, effective Fiscal Year 2024-25.
2. Authorize the City Manager or designee to execute all contracts and associated documents, contingent upon the appropriation of funds by the City Council in the annual budget for such fiscal year, subject to City Attorney approval.
BACKGROUND
The City of Santa Clarita (City) uses contractual services on an as-needed basis to assist staff with building plan review, inspection, and permit-related professional services for new buildings during periods of high construction activity. Contractual support for building plan review and building inspection helps supplement staff’s efforts to reduce plan check turnaround time and manage the inspection workload as demand fluctuates. Contractual services help maintain appropriate staffing and customer service levels.
The City Council awarded contracts to JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for building plan review, building inspection, and permit-related professional services at its April 13, 2021, meeting. Each firm was selected through a Request for Proposal (RFP) and evaluated based on their ability to meet the City's specific needs in three areas: building plan review, building inspection, and permit-related
services. By utilizing the four firms selected, staff has the flexibility to assign projects to contract building plan reviewers and/or inspectors who are best suited to meet the City’s needs while retaining appropriate staffing and customer service levels.
Contracts entered into pursuant to the RFP may be renewed annually, up to four times, with City Council approval. Staff recommends awarding one-year contract renewals to JAS Pacific, Scott Fazekas & Associates, Interwest Consulting Group, and TRB and Associates for a combined total annual amount not to exceed $500,000, effective Fiscal Year 2024-25.
Fiscal Year 2024-25 will be the last year for a renewal option. Staff will prepare and conduct a RFP to solicit proposals from companies that provide building plan review, building inspection, and permit-related professional services beginning for Fiscal Year 2025-26.

FISCAL IMPACT
Upon adoption of the Fiscal Year 2024-25 budget, adequate funds will be available in expenditure account 1003800-516101 (Building & Safety-Contractual Services) to provide for the recommended action.
