City Council:

BACKGROUND

In September 2005, the City of Santa Clarita (City) completed the construction of the Transit and public access Compressed Natural Gas (CNG) fueling stations. The CNG public station, which is currently maintained and operated by an outside contractor, is used frequently by residents, school districts, and fleet operators across the region. It is also a key fueling location for travelers and commercial vehicles traveling along Interstate 5 and State Route 14. Usage has grown over the years and continues to increase.

The City has nearly 100 CNG-powered buses in its Transit fleet. Additionally, the City owns and operates an extensive fleet of CNG cars, trucks, and heavy-duty equipment which are used to provide essential City services. The efficient operations and maintenance of the City’s four CNG stations are critical to the City’s operation.

The City issued a Request for Proposals (RFP) on March 29, 2024, to solicit proposals for the operations and maintenance of the CNG fueling stations for the Transit Maintenance Facility, Public Access Station, Public Works Station, and City Hall Station. The RFP closed on May 2, 2024, with 19 vendors downloading the RFP and 3 proposals received.

The proposals were reviewed and evaluated based on each company’s ability to meet the specific operations and maintenance needs of the City’s CNG fueling stations. An evaluation panel of three City staff members evaluated and scored all responsive proposals based on the following selection criteria:

Criterion Weighted Points
Contractor Qualifications, Related Experience, and References 30 Points Personnel and Project Organization 10 Points
Work Plan and Scope of Work 30 Points
Cost 30 Points

The final results of the proposal evaluations for an initial five-year contract period based on projected volumes and usage are shown in the table below:

Vendor Total Score (/100 Points) Proposal Cost
Clean Energy 97.67 $1,526,817
Trillium USA Company, LLC 82.00 $1,904,795
Ozinga 41.67 $1,837,766

City staff recommends awarding the contract to Clean Energy for the operations and maintenance of the Citywide CNG fueling stations, as they are the highest-scored company.

Clean Energy’s proposal demonstrates a comprehensive understanding of operational needs for the City’s CNG stations, as well as extensive experience in providing energy management solutions for public agencies nationwide. This contract will have an initial five-year term, with the option of three additional one-year renewals.

ALTERNATIVE ACTION
