SUBJECT: CORRECTED TAX-SHARING RESOLUTIONS FOR SANITATION DISTRICT, ANNEXATION NOS. SCV-1120, SCV-1130, SCV-1132, AND SCV-1133

RECOMMENDED ACTION
City Council:
1. Rescind resolutions Nos. 23-21, 23-22, 23-23, 23-73, 23-74, 23-78, 23-79, 23-80, 23-81, and 23-82 that approved and accepted the negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation District Annexation Nos. SCV-1120, SCV-1130, SCV- 1132, and SCV-1133.
2. Adopt the Santa Clarita Valley Sanitation District's corrected resolutions approving and accepting the negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation District Annexation Nos. SCV-1120, SCV-1130, SCV-1132, and SCV- 1133.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.
BACKGROUND
The Santa Clarita Valley Sanitation District (District), provides wastewater treatment services within the District’s service area. To provide wastewater treatment service to properties located outside the District’s service area, the boundary must be expanded through the annexation process. As part of this process, a tax-sharing resolution to provide the required funding to the District is adopted by the public agency responsible for providing services to the subject property.
The City of Santa Clarita (City) adopted tax-sharing resolutions for District Annexation Nos.
SCV-1120, SCV-1130, SCV-1132, and SCV-1133 in 2023, available in the City Clerk’s Reading File. The District recently requested the City authorize corrected tax-sharing resolutions, addressing clerical or boundary adjustments of those annexations. In order to authorize the revisions, the City’s resolutions must be repealed and adopt the corrected resolutions.
Tax-Sharing Resolution Nos. 23-21, 23-22, and 23-23 for Annexation Number SCV-1120 were adopted by City Council on April 11, 2023. The original resolutions submitted by the District mis-identified the tax-rate area of a portion of the defined area. The corrected resolution correctly identifies the tax-rate areas of the locations within the annexation area.
Tax-Sharing Resolution Nos. 23-73 and 23-74 for Annexation number SCV-1130 were adopted by City Council on October 24, 2023. The original resolutions submitted by the District inadvertently omitted Antelope Valley Resource Conservation District on page one of the resolutions. The corrected resolutions for this annexation include Antelope Valley Resource Conservation District.
Tax-Sharing Resolution Nos. 23-78 and 23-79 for Annexation number SCV-1132 were adopted by City Council on October 24, 2023. The original resolutions submitted by the District inadvertently omitted Santa Clarita Valley Water Agency on page one of the resolutions.
Tax-Sharing Resolution Nos. 23-80, 23-81, and 23-82 for Annexation Number SCV-1133, were adopted by City Council on October 24, 2023. The original resolutions included one single family home. In conjunction with the revisions listed above, the District opted to take the opportunity to amend this annexation area to include neighboring parcels/tax rate areas as part of the resolution revisions.
Local agencies receiving an apportionment of the property tax from the annexing area, including cities and utility districts, must determine the percentage of tax revenues to be exchanged between the affected agencies. Listed below are the corrected annual tax increment percentages attributable to the land area involved in the corresponding annexations and to be transferred to the District:

For this total, the City of Santa Clarita is contributing the following percentage of its revenues from the annual tax increment for this annexation area:

The annexations consist of the following (see attached resolutions with corresponding maps):
Annexation No. 1120 - One proposed mixed-use commercial development, identified by APNs 2834-021-134, 2834-022-067, and 2834-001-007, and is located north of 12th Street and west of Alderbrook Avenue.
Annexation No. 1130 - One proposed shopping center, identified by APN 2844-016-009, and is located southwest of the intersection of Soledad Canyon Road and Lost Canyon Road.
Annexation No. 1132 - 348 proposed apartments and 150 proposed condominiums, identified by APN 2840-004-009, located on Lost Canyon Road, south of Humphrey’s Parkway.
Annexation No. 1133 - One existing private school, seven existing single-family homes, and four proposed single-family homes located on Placeritos Boulevard and Placerita Canyon Road, east of Aden Avenue and West of Oakcreek Avenue, identified by APNs 2833-006- 022, 2833-006-023, 2833-006-052, 2833-006-053, 2833-006-058, 2834-032-010, 2833-006- 044, 2833-006-044, 2833-006-047, 2833-006-045, 2833-006-037, 2833-006-042, 2833-002- 058.

Other action as determined by the City Council.
FISCAL IMPACT
Tax-sharing resolutions direct a small portion of property tax revenue to the service-providing agency. The associated revenue does not impact the City’s budget.
