NEW BUSINESS

ITEM 1

MEMORANDUM OF UNDERSTANDING REGARDING THE FUTURE PROPOSAL OF

THE SUNRIDGE SPECIFIC PLAN
A memorandum of understanding between the City of Santa Clarita and Blue Ox Holdings, LLC, regarding the potential future submittal of the Sunridge Specific Plan Project.

RECOMMENDED ACTION:

City Council approve a Memorandum of Understanding entitled “MEMORANDUM OF

UNDERSTANDING BETWEEN THE CITY OF SANTA CLARITA AND BLUE OX

HOLDINGS, LLC, REGARDING THE CITY ENTITLEMENT PROCESS FOR THE PROPOSED DEVELOPMENT OF THE 980-ACRE SPECIFIC PLAN AREA.”

Senior Planner David Peterson provided the presentation.

Addressing the City Council was TimBen Boydston.

Councilmember Weste commented on the visibility of the property and the opportunity for recreation, entertainment, and interconnection with and accessibility of trails; acknowledged the development would include new homes; and requested that the Council protect Quigley Canyon and support open space both on and offsite.

Councilwoman McLean commented she could not support a memorandum of understanding (MOU) that would include 6,500 homes to be built and the elimination of a road at this point and time without due diligence; further commenting that the City would not be doing a favor to residents by building so many homes and eliminating the road.

City Attorney Joe Montes clarified that the applicant has not yet submitted a formal application, and it is anticipated the application will include a revision to the General Plan Circulation Element to alter the roadway plans. Mr. Montes stated that the City made it clear in the MOU that if the project altered the Circulation Element or the roads that were planned with Porta Bella, the application would need to include a General Plan Circulation amendment which would be studied in the Environmental Impact Report (EIR), and the results would go before the Planning Commission and ultimately presented to the City Council for a decision.

Councilmember Weste requested, and City Manager Ken Striplin responded that quarterly updates will be provided to the full Council.

BACKGROUND

The City of Santa Clarita (City) administers 62 financially independent zones within the Landscape Maintenance District (LMD), providing landscape maintenance services through contracts with private companies. Request for Proposal (RFP) LMD-24-25-05 for the maintenance of LMD Zone 17 (Bouquet/Railroad Ave) was published and circulated via the City’s e-procurement system, BidNet, on August 1, 2024.

The City transmitted the solicitation to 823 vendors on BidNet, of which 37 vendors downloaded the Request for Proposal. Seven companies submitted proposals for consideration. Unlike a bid procurement, where the recommended contract award is based upon the lowest, most responsive bid, the RFP procurement approach utilizes multiple weighted criteria to evaluate and score proposals. This approach reinforces performance expectations and ensures that vendors dedicate adequate employees to service the contract. While the price for services is a component constituting 10 percent of the weighted evaluation criteria, 90 percent of the evaluation criteria focuses on the overall value provided, including the composition and structure of the contractor’s crew, their schedule to rotate through the maintenance areas, understanding of the specifications, and references.

An evaluation panel comprised of staff representing the City’s Special Districts division scored the responses based on a 300-point system. The following categories comprised the weighted criteria used to evaluate proposals:

• Value Provided - Includes Team Composition/Crew Structure and Rotation Schedule/Response Times (65%)
• Acknowledgement and Understanding of Specifications (15%) • References and Certifications (10%)
• Proposal Amount (10%)

Upon reviewing the proposals, Marina Landscape Services, Inc. (Marina) received the highest score from the evaluation team. The team concluded that Marina's proposal offered the best overall value for landscape maintenance in LMD Zone 17. Moreover, Marina demonstrated a robust understanding of the landscaping complexities within the zone and articulated a comprehensive approach to a rotation schedule that meets the specific demands of each maintenance area.

Each firm’s final ranking is as follows:

COMPANY LOCATION POINTS

AWARDED
ANNUAL
COST
Marina Landscape Services, Inc. Stevenson Ranch, CA 277 $22,020 Specialized Landscape Management Simi Valley, CA 265 $22,320 Stay Green, Inc. Santa Clarita, CA 258 $56,740
American Heritage Landscape Canoga Park, CA 250 $22,856 Mariposa Landscape, Inc. Irwindale, CA 248 $80,722
Oak Springs Nursery Sylmar, CA 188 $91,650
JAS Landscape LLC Oxnard, CA 145 $633,600

Staff completed a due-diligence review of Marina’s professional references and determined their work history meets the City's standards and performance expectations. Based on this review, staff recommends awarding the landscape maintenance contract to Marina.

To support this contract, staff is requesting an ongoing appropriation of $12,149 specific to LMD Zone 17. This ongoing base adjustment accounts for rising fuel and industry labor costs. The recommended contract amount is essential to ensure Marina can perform monthly landscape maintenance and repairs, maximize operational efficiencies, and complete tasks in a timely manner. These tasks include responding to emergencies, irrigation repairs and replacements, addressing vandalism, and executing one-time beautification enhancement projects.

The increase in expenditure authority granted by the City Council does not guarantee additional compensation under the terms of the recommended contract. While the City retains the discretion to engage alternative contractors if necessary, any unscheduled repair work or one-time enhancement projects performed by Marina under the contract will still require staff review and prior authorization from the City’s Special Districts division. Additionally, to enhance maintenance standards and enforce accountability, the contract includes provisions for payment reductions in the event of poor performance if the contractor fails to meet their maintenance obligations.

The award of this contract is not subject to California Environmental Quality Act (CEQA) review pursuant to CEQA Guidelines Article 19 - Categorical Exemptions, Section 15301, Existing Facilities, (h) Maintenance of Existing Landscaping. This contract meets the criteria for this exemption because the scope of work falls under existing landscape maintenance.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

The recommended action requires a one-time appropriation of $9,112 in the current fiscal year and an ongoing appropriation of $12,149 beginning in Fiscal Year 2025-26 from the Landscape Maintenance District Fund (Fund 357) to support recurring landscape maintenance costs 6 Packet Pg. 39

BACKGROUND

The City of Santa Clarita (City) administers 62 financially independent zones within the Landscape Maintenance District (LMD), providing landscape maintenance services through contracts with private companies. Request for Proposal (RFP) LMD-24-25-06 for the maintenance of LMD Zone T8 (Valencia Summit) was published and circulated via the City’s e-procurement system, BidNet, on August 1, 2024.

The City transmitted the solicitation to 841 vendors on BidNet, of which 69 vendors downloaded the RFP. Six companies submitted proposals for consideration. • Acknowledgement and Understanding of Specifications (15%) • References and Certifications (10%)
• Proposal Amount (10%)

As a result, Marina Landscape Services, Inc. (Marina) received the highest score. Marina demonstrated a strong understanding of the landscaping complexities in LMD Zone T8 and presented a comprehensive approach to a rotation schedule specifically tailored to the area’s unique demands, as understood by Special District staff. Marina earned the maximum points in the categories of "Team Composition," "Acknowledgement and Understanding," and "Rotation Schedule." Additionally, Marina achieved the top ranking in the "Value Provided" category, surpassing all other submissions, as evidenced by their responses to detailed questions addressing the complexities of the maintenance areas.

Mariposa Landscape, Inc. Irwindale, CA 225 $788,808

Staff completed a due-diligence review of Marina’s professional references and determined their work history meets the City's standards and performance expectations. Based on this review, staff recommends awarding the landscape maintenance contract to Marina.

To support the contract, staff is requesting an ongoing appropriation of $54,908 for LMD Zone T8. This ongoing base adjustment reflects rising fuel and industry labor costs, as well as an increase in weekly manpower within the zones. The recommended contract amount is essential for Marina to perform monthly landscape maintenance and repairs, optimize operational efficiencies, and complete tasks in a timely manner. Maintenance responsibilities include responding to emergencies, irrigation repairs and replacements, addressing vandalism, and executing one-time beautification enhancement projects.

The increase in expenditure authority granted by the City Council does not guarantee additional compensation under the recommended contract.

CITY MANAGER APPROVAL:

DATE: September 24, 2024
SUBJECT: NO OVERNIGHT PARKING ZONE ON THE WEST AND EAST

SIDES OF RUETHER AVENUE SOUTH OF CENTRE POINTE

PARKWAY
DEPARTMENT: Public Works
PRESENTER: Joel Bareng

RECOMMENDED ACTION

City Council:

1. Adopt a resolution to establish a 510-foot No Overnight Parking zone on the west side of Ruether Avenue, south of Centre Pointe Parkway, and a 290-foot No Overnight Parking zone on the east side of Ruether Avenue, south of Centre Pointe Parkway.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

The City of Santa Clarita (City) has received complaints from residents concerning the lack of available parking on Ruether Avenue, south of Centre Pointe Parkway to access Canine Country Dog Park due to vehicles being stored and/or abandoned along the roadway.

In the last two years, the City’s Parking Enforcement Officers have issued two dozen citations and nearly 50 warnings for vehicles in violation of parking more than 72 consecutive hours at this location (Santa Clarita Municipal Code 12.64.200). City staff have additionally observed more than two dozen vehicles parked overnight on multiple occasions, which remain the following day.

To assist with the availability of on-street parking to access the Canine Country Dog Park, as well as other venues at the Santa Clarita Sports Complex and nearby businesses, a No Overnight Parking zone could be established. This zone would prohibit parking from 12:00 a.m. to 4:00 a.m. on the segments listed below and shown in the attached Exhibit A:
9 Packet Pg. 50

Page 2 ends

• West side of Ruether Avenue from 30 feet south of Centre Pointe Parkway to 540 feet southerly.
• East side of Ruether Avenue from 250 feet south of Centre Pointe Parkway to 540 feet southerly.

The proposed No Overnight Parking zone on Ruether Avenue south of Centre Pointe Parkway is consistent with the existing No Overnight Parking zone established in 2005 on Ruether Avenue north of Centre Pointe Parkway.

Adjacent property owners were notified of the proposed parking restriction in August 2024. Staff has received no objection to the proposed No Overnight Parking zone.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT

The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2024-25 budget: adequate funds are available in Gas Tax Fund (230) Street Maintenance - Traffic Signs and Markings expenditure account (2304504-514108).

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: September 24, 2024
SUBJECT: BUS STOP IMPROVEMENT PROJECT CONTRACT
DEPARTMENT: Economic Development
PRESENTER: Adrian Aguilar

RECOMMENDED ACTION

City Council:

1. Authorize the City Manager or designee to execute a contract with R.C. Becker, Inc., for the purchase and installation of new and replacement bus stop furniture at twenty-five (25) bus stops in an amount of $236,381, and authorize a contingency in the amount of $23,638, for a total contract amount not to exceed $260,019.

2. Authorize the City Manager or designee to execute all documents or modify the award in the event that issues of impossibility of performance arise, subject to City Attorney approval.

BACKGROUND

The City of Santa Clarita (City) strives to provide safety and accessibility for our patrons. A Bus Stop Improvement Project (Project) has been ongoing over the past few years. Improvements have been made to the City’s bus stops that have included improved access, real-time bus arrival information, new passenger amenities, and in-street concrete pads to extend the life of our roadways.

This project exemplifies the City’s commitment to improving the quality of life for its residents and meets the goal of the Sustaining Public Infrastructure theme of the City’s five-year strategic plan, Santa Clarita 2025. The goal is to implement a phased bus stop improvement program focused on improving customer amenities, access to bus stops, sidewalks, ADA ramps, wayside signage, and the enhancement of lighting and displays.

The project will improve 25 existing bus stops Citywide by replacing damaged and worn bus shelters, benches, and trash receptacles. Improvements will also include new leaning rails, designed specifically for bus stops that have limited sidewalk space and cannot accommodate a 10 Packet Pg. 55

Page 2 ends

traditional bench. The leaning rail provides riders an opportunity to rest and lean on the rail while waiting for a bus to arrive, making the bus stop more inviting and comfortable. In 2019, Transit staff installed a leaning rail at one of the bus stops as a demonstration unit, which has proven to be effective.

An invitation to bid was published twice, on July 5 and July 12, and was posted on the City’s e-procurement system, BidNet. Notifications were sent to 1,855 vendors on BidNet, of which 43 vendors downloaded the bid package. Three bids were submitted and opened on August 6, 2024.

The results of the bids are shown below:

Company Location Bid Amount
R.C. Becker, Inc. Santa Clarita, CA $236,381
FS Contractors, Inc. Sylmar, CA $315,030
Corner Keystone Construction Corporation Covina, CA $603,150

Staff recommends awarding the contract to R.C. Becker, Inc., the lowest responsive and responsible bidder. The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

The City has budgeted Federal 5307 Transit Grant Funds to cover 80 percent of the project costs.

The remaining 20 percent will be funded using Municipal Operator Service Improvement Program (MOSIP) funds. Both funding sources have significant restrictions and can only be used for transit-related capital projects. The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2024-25 budget, in expenditure account 7003702-516101 (Transit Capital Outlay – Contractual Services).
