1. RESOLUTION RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON TUESDAY, NOVEMBER 5, 2024 - On December 3, 2024, the Los Angeles County Registrar-Recorder/County Clerk certified the results of the November 5, 2024, General Election.
RECOMMENDED ACTION:
City Council adopt a resolution reciting the fact of the General Municipal Election held on November 5, 2024, declaring the results and such other matters as provided by law.

RECOMMENDED ACTION
City Council adopt a resolution reciting the fact of the General Municipal Election held on November 5, 2024, declaring the results and such other matters as provided by law.
BACKGROUND
By Resolution 24-29, adopted on June 25, 2024, the City Council called and gave notice of the November 5, 2024, General Municipal Election, which was held in consolidation with the Statewide General Election held in Los Angeles County for the purpose of electing one Member of the City Council, District 1, for the full term of four years and one Member of the City Council, District 3, for the full term of four years.
At the close of the nomination period on August 9, 2024, there were no more candidates than District 3 offices to be elected on the November 5, 2024, General Municipal Election ballot.
Pursuant to Section 10229 of the Elections Code of the State of California, during a special meeting of the City Council on August 19, the City Council received a presentation to determine whether to move forward with the election for District 3 with only one candidate on the ballot or adopt a resolution canceling the election for District 3 and appointing Jason Gibbs, the sole nominee for that district. At the special meeting, the City Council unanimously voted to adopt Resolution 24-61, canceling the District 3 election, appointing Jason Gibbs, and saving the City approximately $120,000.
For the District 1 election, the Los Angeles County Election Planning Section conducted the canvass of all election returns and verified that all ballots have been counted and accounted for.
The Registrar-Recorder/County Clerk certified the results and submitted the Official Canvass Certificate and the Official Statement of Votes Cast. The results are marked as Exhibit A to the attached resolution.

The canvass of this election verified that the number of registered voters in District 1 for this election was 23,054; the whole number of ballots cast in the precincts excluding vote by mail voter ballots was 5,099; the whole number of vote by mail voter ballots cast was 10,409, making a total of 15,508 ballots cast, which results in a 67 percent turnout. By a majority vote, Patsy Ayala was elected as Member of the City Council, District 1, for a four-year term of office.
The City Council is required by Elections Code 10263(b) to declare the results and to install the newly elected officer no later than the next regularly scheduled meeting following the presentation of the 28-day canvass of returns or at a special meeting called for this purpose.
Once the election results have been certified, the City Council should proceed with the installation of the newly elected and appointed officers and the City Council reorganization.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA CLARITA, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD ON NOVEMBER 5, 2024, DECLARING
THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, by Resolution 24-29, the Santa Clarita City Council called for a General Municipal Election (election) to be held November 5, 2024, for the purpose of electing one member of the City Council to District 1 for the full term of four years and one member of the City Council to District 3 for the full term of four years; and
WHEREAS, at of the close of the nomination period of the election, there were not more candidates than offices to be elected in District 3; and
WHEREAS, pursuant to Section 10229 of the Elections Code of the State of California, by Resolution 24-61, the City Council appointed Jason Gibbs as Member of the City Council, District 3, for the full term of four years and cancelled the District 3 election; and
WHEREAS, a General Municipal Election was held and conducted on Tuesday November 5, 2024, for the purpose of electing one Member of the City Council, District 1, as required by law; and
WHEREAS, notice of the election was given in time, form, and manner as provided by law; that voting precincts were properly established; that election officers were appointed; and that in all respects the election was held and conducted and the votes were cast, received, and canvassed and the returns made and declared in time, form, and manner as required by the provisions of the Elections Code of the State of California for holding elections in General Law Cities; and
WHEREAS, the Los Angeles County Election Department canvassed the returns of the election and the Registrar-Recorder/County Clerk certified the results as attached and made a part hereof as “Exhibit A.”
NOW, THEREFORE, the City Council of the City of Santa Clarita, California, does hereby resolve as follows:
SECTION 1. That the whole number of ballots cast in District 1 except vote by mail ballots was 5,099. That the whole number of vote by mail voter ballots cast was 10,409, making a total of 15,508 ballots cast.
SECTION 2. That the names of the persons voted for at the election for Member of the City Council, District 1, are as follows in ballot order: Bryce Jepsen, Patsy Ayala, and Tim Burkhart.

SECTION 3. That the number of votes given at each precinct and the number of vote by mail votes given to each of the persons above named for the respective office for which the persons were candidates were as listed in “Exhibit A” attached.
SECTION 4. The City Council does declare and determine that Patsy Ayala was elected as Member of the City Council, District 1, for the full term of four years.
SECTION 5. The City Clerk shall enter on the records of the City Council of the City, a statement of the results of the election, showing: (1) the whole number of votes cast; (2) the names of the persons voted for; (3) for what office each person was voted for; (4) the number of votes given at each precinct to each person; and (5), the total number of votes given to each person.
SECTION 6. The City Clerk shall immediately make and deliver to Patsy Ayala a Certificate of Election signed by the City Clerk and authenticated; that the City Clerk shall also administer to Patsy Ayala the Oath of Office prescribed in the Constitution of the State of California and shall have her subscribe to it and file it in the Office of the City Clerk. Patsy Ayala shall then be inducted into the office of Member of the City Council, District 1.
SECTION 7. The City Clerk shall immediat ely make and deliver to Jason Gibbs a Certificate of Appointment signed by the City Clerk and authenticated; that the City Clerk shall also administer to Jason Gibbs the Oath of Office prescribed in the Constitution of the State of California and shall have him subscribe to it and file it in the Office of the City Clerk. Jason Gibbs shall then be inducted into the office of Member of the City Council, District 3.
SECTION 8. The City Clerk shall certify to the adoption of this resolution.
