AGENDA REPORT
PUBLIC HEARINGS
CITY MANAGER APPROVAL:
DATE: February 25, 2025
SUBJECT: RESULTS OF THE 2025-26 COMMUNITY NEEDS ASSESSMENT
SURVEY FOR THE COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM
DEPARTMENT: Community Development
PRESENTER: Tracy Sullivan
RECOMMENDED ACTION
City Council conduct a public hearing and receive information regarding the results of the annual Community Needs Assessment Survey conducted as part of the Community Development Block Grant Program.
BACKGROUND
Each year, the City of Santa Clarita (City) receives approximately $1.4 million in Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) to assist low- and moderate-income residents in the areas of housing and expanded economic opportunities.
In order to receive CDBG funds, the City is required to develop and submit a Consolidated Plan (Con Plan), which establishes the funding priorities for a five-year period. The City’s current Con Plan covers Program Years 2024-25 through 2028-29. The City also prepares an Annual Action Plan (AAP) to detail how that year’s funding allocation will be spent to meet the priorities identified in the Con Plan. An annual needs assessment helps identify community needs and guides the development of the AAP.
Staff conducted the 2025-26 needs assessment process in the form of the online Community Needs Assessment Survey (Survey) as well as in-person outreach at events throughout the City.
The needs identified through this process are being used to develop the 2025-26 AAP, which will be presented to the City Council in a public hearing in the spring.
1 Packet Pg. 7
OUTREACH PROCESS
Staff engaged in a robust outreach process to raise awareness of the Survey and encouraged community members to participate. All material related to the Survey, such as flyers and social media content, were provided in both English and Spanish. Outreach efforts consisted of the following:
• A press release issued to local news agencies;
• An email link for the Survey sent to all current City CDBG service providers, members of the Santa Clarita Community Task Force on Homelessness, and other agency stakeholders;
• A social media campaign broadcasted on the City’s Instagram and Facebook; • A flyer distributed to City Libraries, Community Centers, Santa Clarita Sports Complex and Transit monitors;
• In-person outreach at City events and Youth Sports league games and practices; and • Collaboration with Recreation and Community Services staff who marketed the survey at Recreation events, City facilities, and via email blasts.
In-person outreach at City events included the Newhall Community Center’s Halloween Fiesta, Light Up Main Street, and Community Beautification Day held in Saugus. Staff attended a total of five Youth Sports league games and practices to speak to parents, coaches, and participating residents.
SURVEY SUMMARY
The Survey was available from October 21, 2024, through December 20, 2024, and was offered in both English and Spanish. The Survey included three categories based on the priorities outlined in the City’s current Con Plan which are 1) Affordable Housing 2) Public Services and 3) Public Facilities and Infrastructure. Respondents were asked to rate a list of needs per category based on their level of importance. In addition to scoring specific needs, respondents had the option to provide written comments.
SURVEY RESULTS
A total of 357 individuals responded to the Survey. The demographic information reflected that 34 percent of respondents reside in Valencia, 28 percent in Canyon Country, 20 percent in Saugus, 12 percent in Newhall, and 6 percent outside of City limits. Of the total participants, 53 percent stated they are between the ages of 40 and 64, while 27 percent are ages 18-39, and 17 percent are 65 years old or older. Survey respondents also identified their current employment status, with 71 percent being employed, 18 percent retired, and 5 percent currently seeking opportunities for employment. Lastly, 74 percent of participants stated they are homeowners while 20 percent identified as renters.
Respondents were asked to select the three highest needs in relation to the City’s current Con Plan priorities. Survey results concluded that the Development of Affordable Rental Housing for Seniors, Homeownership Assistance, and the Development of Affordable Rental Housing were considered to be the highest needs in relation to Affordable Housing. Participants rated Mental Health Services, Anti-Crime Programs, and Youth Activities as the highest needs for Public 1 Packet Pg. 8
Services. Youth Centers, Homeless Shelters, and Child Care Centers were considered to be the highest needs for Public Facilities and Infrastructure.
Written comments were provided by 73 individuals, with Youth Services, Senior Services, Transitional Housing, Rental Assistance, and Homeless services found to be the most commonly requested services.
NEXT STEPS
No formal action is being requested of the City Council at this time. The 2025-26 Action Plan and recommended CDBG Funding Allocations will be presented to the City Council for consideration at a public hearing to be scheduled in Spring 2025.

CONSENT CALENDAR
CITY MANAGER APPROVAL:
DATE: February 25, 2025
SUBJECT: APPOINTMENTS TO THE BOARD OF LIBRARY TRUSTEES
DEPARTMENT: Human Resources and Library Services
PRESENTER: Gina Roberson
RECOMMENDED ACTION
1. City Council adopt a resolution appointing Councilmember Patsy Ayala to the Santa Clarita Board of Library Trustees for the remainder of the unexpired term ending on June 30, 2025.
2. City Council adopt a resolution reappointing Mayor Bill Miranda and Councilmember Patsy Ayala to the Santa Clarita Board of Library Trustees for the subsequent term beginning July 1, 2025, and expiring June 30, 2028.
BACKGROUND
California Education Code (Education Code) sections 18910 through 18927 provide that a municipal public library “shall be managed by a board of library trustees” consisting of five members appointed by the Mayor with the consent of the City Council. The Education Code empowers a Board of Library Trustees with the authority to:
• Make and enforce all rules, regulations, and bylaws for the public library. • Administer trusts declared or created for the public library. • Purchase real property, erect or rent, and equip such buildings or rooms as may be necessary.
In April 2011, the City Council adopted Resolution 11-27, appointing the mayor and members of the City Council to serve as the trustees of the Santa Clarita Board of Library Trustees. Each trustee holds office for a term of three years, as dictated in the Education Code and City Municipal Code.
At the June 14, 2022, meeting, the City Council adopted Resolution 22-27, reappointing Mayor Bill Miranda and then-Councilmember Cameron Smyth to the Board of Library Trustees for a term ending on June 30, 2025. Former Councilmember Smyth has resigned 5 Packet Pg. 21
from the Santa Clarita Board of Library Trustees, creating a vacancy. To fill this vacancy, it would be appropriate for the City Council to consider and adopt a resolution appointing Councilmember Patsy Ayala to the Santa Clarita Board of Library Trustees, to fulfill the remainder of the term.
Furthermore, the City Council may reappoint Mayor Miranda and appoint Councilmember Ayala for the subsequent term, beginning July 1, 2025 and expiring June 30, 2028.
Upon adoption of the attached resolutions by the City Council, Councilmember Ayala would be appointed, effective immediately, to the remainder of the vacant term, expiring June 30, 2025.
Additionally, Mayor Miranda and Councilmember Ayala would be appointed for the subsequent term beginning July 1, 2025 and expiring June 30, 2028.
To increase public engagement in the Santa Clarita Public Library, the City formed a Community Library Forum (Forum) comprised of community stakeholders and City staff. The Forum meets quarterly to discuss partnership and outreach opportunities, available grants, and programming, to meet the needs of the community.
ALTERNATIVE ACTION
Other action as determined by the City Council.

RECOMMENDED ACTION
City Council approve and authorize the City Manager or designee to execute a three-year agreement with the Santa Clarita Community College District for an amount not to exceed $80,000 per year for the Santa Clarita Performing Arts Center at College of the Canyons, from July 1, 2025, to June 30, 2028, subject to City Attorney approval.
BACKGROUND
In 1999, the City of Santa Clarita (City) and the Santa Clarita Community College District (District) signed an agreement for what was to become the Santa Clarita Performing Arts Center (PAC) at College of the Canyons. The agreement, which was signed prior to the opening of the PAC, recognized the City's contribution of $2.4 million toward its construction. Among other items, the agreement outlines the availability of the PAC for the community's use and the timeline for community groups to reserve the venue.
The following are highlights of the PAC agreement:
• The City and District will enter into a three-year agreement, which will begin on July 1, 2025, and terminate on June 30, 2028.
• The District is responsible for coordinating and scheduling the use of the PAC by community organizations.
• The City’s contribution to the District is $80,000 annually for each year of the agreement, consistent with the current agreement.
• Community organizations will be entitled to 21 percent of the days that the College of the Canyons and the PAC are open, which is consistent with historical use patterns and past agreements. This equals the use of 70 days a year, with 40 days on weekdays (Monday to Thursday) and 30 days on weekends (Friday to Sunday).
6 Packet Pg. 27
• The City and District will work together to coordinate cross-marketing efforts, such as coverage of the PAC in the City’s Seasons Magazine, websites, publications, and brochures.
All the above terms are consistent with the current agreement, which expires on June 30, 2025.
At the Joint Study Session with the City Council and the Arts Commission held on September 10, 2024, an inquiry was made about how much the community is utilizing the PAC through this agreement. For the 2024-25 school year, 32 of the allotted weekdays have been or are scheduled to be used, and all 30 of the allotted weekend days have been or are scheduled to be used. This leaves eight remaining weekdays available for community use.
The PAC continues to serve the community as a vital part of the artistic and cultural landscape and as a venue that allows many community groups to offer performances for the benefit of the entire community.
At their meeting on January 9, 2025, the Arts Commission reviewed and recommended approval by the City Council for the Santa Clarita Performing Arts Center at College of the Canyons agreement.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funding to implement the recommended action will be available in the Arts and Events Fiscal Year 2025-26 Professional Services Expenditure Account (1003600-516102), contingent upon the appropriations of funds by the City Council in the annual budget. RECOMMENDED ACTION
City Council approve and authorize the City Manager or designee to execute a three-year agreement with the Newhall School District for an amount not to exceed $75,000 per year for the Newhall Family Theatre for the Performing Arts, from July 1, 2025, to June 30, 2028, subject to City Attorney approval.
BACKGROUND
After the Northridge Earthquake in 1994, staff from the Newhall School District (District) and parents of Newhall Elementary School students toured the campus to determine the damages, along with the school’s auditorium, which had been closed to the public since the 1970s. After seeing the auditorium, interest was expressed in restoring it for use as an arts venue for the community. After almost 24 years of efforts made by multiple individuals and nonprofit organizations, the restoration of the auditorium was completed in late 2017 and was named the Newhall Family Theatre for the Performing Arts (Theatre). The District was able to achieve this through the support of the community, who voted to include the restoration project as part of a bond measure.
In the City of Santa Clarita (City) Arts Master Plan, which was adopted by the City Council in March 2016, Recommendation 2.1 states:
“The City should explore taking management of the renovated Newhall Elementary School auditorium and actively program it.”
In meetings between the City and District staff, it was determined that the District would take the lead in managing the venue. A Theatre Manager was hired to oversee the day-to-day operations.
It was recommended that the City could support this effort and meet the essence of the Arts 7 Packet Pg. 34
Master Plan recommendation by entering into an agreement that offered financial support to the District to augment the Theatre operations. The agreement was modeled after the City’s agreement with the Santa Clarita Community College District for the Santa Clarita Performing Arts Center at College of the Canyons.
The following are highlights of the Theatre Agreement:
• The City and District will enter into a three-year agreement, which will begin on July 1, 2025, and terminate on June 30, 2028.
• The District is responsible for coordinating and scheduling the use of the Theatre by community organizations.
• The City's contribution to the District is $75,000 annually for each year of the agreement. • Community organizations will be entitled to the use of 80 days a year, with 40 days on weekdays (Monday to Thursday) and 40 days on weekends (Friday to Sunday). • The City and the District will work together to coordinate cross-marketing efforts, such as coverage of the Theatre in the City's publications, websites, and brochures.
All the above terms are consistent with the existing agreement, which expires on June 30, 2025.
At the Joint Study Session with the City Council and the Arts Commission held on September 10, 2024, an inquiry was made about how much the community is utilizing the Theatre through this agreement. For the 2024-25 school year, 36 of the allotted weekdays have been or are scheduled to be used, and 34 of the allotted weekend days have been or are scheduled to be used.
This leaves four remaining weekdays and six remaining weekend-days available for community use through the end of the agreement. It should be noted that the Olive Branch Theatricals organization has traditionally produced a musical during the summer. This year they used their own facility at the Valencia Town Center, reducing the number of days used at the Theatre.
The City looks forward to continuing to support this historic venue, as it is an essential part of the Old Town Newhall Arts and Entertainment District and contributes to the artistic and cultural landscape of the entire Santa Clarita Valley.
At their meeting on January 9, 2025, the Arts Commission reviewed and recommended approval by the City Council for the Newhall Family Theatre for the Performing Arts agreement.
ALTERNATIVE ACTION
Other actions as determined by the City Council.
FISCAL IMPACT
Adequate funding to implement the recommended action will be available in the Arts and Events Fiscal Year 2025-26 Professional Services Expenditure Account (1003600-516102), contingent upon the appropriations of funds by the City Council in the annual budget. The City Contribution shall be in the amount of $75,000.00 (seventy-five thousand dollars) for each year of the agreement, and the City shall provide the City Contribution to the District not later than July 31 of each year of the agreement.
Section 7. Term
This term of this Agreement (“Term”) shall commence on July 1, 2025, and shall terminate on June 30, 2028.
Section 8. Negotiation of Future Agreement
Commencing in November of 2027, the Parties shall begin discussions to develop a new agreement relating to City and Community Organization use of the Theatre, to be applicable upon expiration of the Term. The Parties shall make good-faith efforts to complete such negotiations and enter into such new agreement by March of 2028. If for any reason the Parties do not enter into any such new agreement, then, upon expiration of the Term and with respect to this Agreement, neither Party shall have any further obligation to the other Party other than for any obligations pursuant to Sections 10 or 11 herein that survive termination of this Agreement.
Section 9. Termination
a. This Agreement shall terminate upon expiration of the Term.
b. Either Party may terminate this Agreement, without need for cause, by giving written notice of termination to the other Party and, in such event, the termination shall take effect on the date that is ninety days after receipt of the termination notice by such other Party.
c. A Party (“Terminating Party”) may terminate this Agreement for cause, if the other Party (“Defaulting Party”) has defaulted with respect to any of its material obligations pursuant to this Agreement and has not corrected or cured such default within twenty days following notice from the Terminating Party to the Defaulting Party that describes the default in reasonable detail and, to the extent possible or known, specifies what the Defaulting Party must do to correct or cure such default (“Notice of Default”). In the event a Defaulting Party has not timely corrected or cured the default specified in an applicable Notice of Default, the Terminating Party may terminate this Agreement by giving written notice of termination to the Defaulting Party, and such termination shall be effective immediately upon receipt of such notice by the Defaulting Party or as of any later date specified in the notice.
d. The District may terminate this Agreement if, as determined by the District in its reasonable discretion, it becomes impossible, impracticable, or impolitic for the District to operate or permit use of the Theatre pursuant to this Agreement

(including, without limitation, because of damage caused to the Theatre in connection with use by any Community Organization, unruly behavior by those attending any Community Organization performance, et cetera), and, in such event, such termination shall be effective immediately upon receipt of such notice by the City or as of any later date specified in the notice.
Section 10. Insurance

The following insurance coverage, and coverage terms and conditions, shall apply:
(i) Commercial General Liability Insurance, written on an occurrence basis, with limits of not less than two million dollars ($2,000,000) per occurrence and two million dollars ($2,000,000) in the aggregate and covering, without limitation, bodily injury, property damage, personal and advertising injury, and blanket contractual liability;

The City shall cause the policies reference in (i) and (iv) to name or be endorsed to name the District, its Governing Board and each member thereof, and its other officers, employees, and agents, as an Additional Insured under such policies. The policy reference in (ii) and (iii) shall be endorsed to waive any right of subrogation the City may have, or the insure may have, against the District in connection to claims or losses paid under the policy. As a condition precedent to any use of the Theatre pursuant to this Agreement, the City shall deliver to the District such Certificate(s) of Insurance and Endorsement(s) referenced herein as evidence the required coverage, which shall be subject to the District’s approval for adequacy of protection. The Certificate of Insurance shall provide that the insurer must give written notice to the District not less than thirty (30) days prior to any change in coverage limits, cancellation, or expiration of any required insurance, except in the case of termination for failure to pay premium, in which event the insurer must give notice not less than ten days prior to termination. If the City is self-insurance or obtains coverage through a public entity joint powers authority (JPA) risk pool for any of the insurance required above, the program of self- insurance or coverage provided by the JPA shall provide coverage to the same extent as if the above items were covered by an insurance policy.

Using legal counsel reasonably acceptable to the District, the City shall defend the District with respect to each and every complaint, charge, claim, action, or other proceeding of any nature that alleges District responsibility, whether in whole or in part, for any Liability or Liabilities within the scope of this provision. b. District shall indemnify and hold harmless the City, its City Council and each member thereof, and its other officers, employees and agents, and each of them, with respect to any and all Liabilities, to the extent (and only to the extent) those arise from any negligent act(s) or omission(s), or any willful misconduct, of the District or any of its officers, employees, agents, or contractors in connection with the exercise or performance of, respectively, the District’s rights or obligations pursuant to this Agreement. c. In the event a final judgment issued by a court of competent jurisdiction (or, if the Parties have agreed to binding arbitration, an arbitrator’s decision) determines that this Agreement is an agreement within the scope of Government Code Section 895 and, in connection therewith, imposes liability on a Party in connection with any Liability or Liabilities solely by virtue of Government Code Section 895.2, that Party shall be entitled to reimbursement of any and all of the costs and expenses that it reasonably incurred in connection with such Claim (including, without limitation, attorneys’ fees and costs) from the responsible Party or Parties. In the event Government Code Sections 895 and/or 895.2 are altered or repealed, the requirements of this Section shall apply with respect to any similar, successor or superseding law that imposes liability on a Party consistent with provisions of Government Code Section 895.2 in effect as of the Effective Date.
d. A Party’s liability or responsibility pursuant to this Section 11 shall not be deemed or construed to be limited to the coverage limits of any insurance maintained by any of the Parties (pursuant to this Agreement or otherwise) or by the amount of any proceeds of such insurance.
e. With respect to acts or acts and incidents that occur prior to expiration of the Term or other termination of this Agreement, each Party’s rights and obligations pursuant to this Section 11 shall survive such termination.

VACATION OF AN OFFER OF DEDICATION FOR FUTURE

CANYON ROAD AND ACCEPTANCE OF AN EASEMENT FOR
TRAIL PURPOSES
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council:
1. Adopt a resolution for the summary vacation of an offer of dedication for future street purposes along Sultus Street and Sand Canyon Road, as described and shown on Exhibit “A” Legal Description and Exhibit “B” Exhibit Map of the attached resolution.
2. Authorize the City Clerk to record the certified original resolution in the Los Angeles County Registrar-Recorder’s office.
3. Authorize the City Manager, or designee, to accept the dedication and grant of easement for public use and trail purposes along Sultus Street.
4. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval.
BACKGROUND
Offer of Dedication for Future Street Purposes Vacation
The offer of dedication to be vacated, shown in blue on the attached Location Map, is a portion of Parcel 1 of Parcel Map No. 7909, originally dedicated to the County of Los Angeles on May 11, 1978. The offer of dedication on Parcel Map No. 7909, as described and shown on Exhibits “A” and “B” of the attached resolution, was for future street purposes. The dedicated future 8 Packet Pg. 46
street traverses through a private residential lot located on the west side of Sand Canyon Road south of Sultus Street. The existing paved improvements are not within the vacated area. The dedicated future street is not needed for future public road purposes. The existing private and public roads are adequate to serve the existing residential parcels within its vicinity.
Per Section 8331 of the Streets and Highways Code, the legislative body of a local agency may summarily vacate a street or highway if both of the following conditions exists:
1. For a period of five consecutive years, the street or highway has been impassable for vehicular travel; and
2. No public money was expended for maintenance on the street or highway during such period.
Both of the aforementioned conditions exist; therefore, staff is recommending the offer of dedication as described and shown on Exhibits “A” and “B” of the attached resolution be summarily vacated by adopting the resolution.
In compliance with Section 8340 of the Streets and Highways Code, City staff coordinated with public utilities and determined that there are no public utility facilities in place that would be affected by this vacation, and no reservation of easement is necessary for prospective public use.
Trail Dedication
The property owner at 26949 Sand Canyon Road has offered to dedicate an easement for public use and trail purposes within the property frontage along Sultus Street as shown in green, on the attached Location Map. The trail easement will allow for a trail segment to be constructed along Sultus Street, providing a continuous trail connection from Sky Ranch Road to Placerita Canyon Road.
ALTERNATIVE ACTION
Other action as determined by the City Council.

CITY MANAGER APPROVAL:
DATE: February 25, 2025
SUBJECT: CENTRAL PARK BUILDOUT, PROJECT P4019 - PROJECT
CLOSEOUT
DEPARTMENT: Public Works
PRESENTER: Shannon Pickett
RECOMMENDED ACTION
City Council appropriate $245,175 from the Site Improvements Fee Fund (Fund 431) to Central Park Buildout Project expenditure account P4019431-516101.
BACKGROUND
The Central Park Buildout project was constructed at the southwest corner of Central Park near the intersection of Bouquet Canyon Road and Alamogordo Road, as indicated on the attached Location Map. The scope of work included the addition of four full-sized multipurpose fields; the installation of sport field lighting landscaping, and irrigation; various site furnishings; a restroom building; upgrades to the adjacent dog park, including a lighted accessible walkway from the new parking lot to the dog park; 268 additional parking spaces; exercise stairs; and the construction of an emergency access road from the existing parking lot to an adjacent street. This project supports the Building and Creating Community theme of the City of Santa Clarita’s (City) five-year strategic plan, Santa Clarita 2025.
On September 28, 2021, the City Council awarded a construction contract to Spectrum Construction Group, Inc. (Spectrum), the lowest responsible bidder, to construct the Central Park Buildout project. Construction began on January 10, 2022, and proceeded until April 29, 2022, when City staff terminated Spectrum’s right to proceed for default. Staff coordinated with the City Attorney’s Office to work with Spectrum’s surety company, Great American Insurance Company (GAIC), to find an acceptable contractor to complete the project.
On May 23, 2022, GAIC administered a Solicitation for Offers (SFO) requesting offers from two construction companies, AMG & Associates and Urban Habitat, to complete this project. Upon review, GAIC selected Urban Habitat as the offeror to present to the City for completion of the project.
9 Packet Pg. 54
On September 13, 2022, the City Council approved a tripartite tender agreement between the City, GAIC, and Urban Habitat. The agreement authorized a new construction contract with Urban Habitat in the amount of $11,002,623, including contingency, to complete the construction of the Central Park Buildout project. Construction began on October 18, 2022, and proceeded until October 23, 2023, when City staff determined Urban Habitat had completed the project to the satisfaction of the Director of Public Works.
On January 23 and April 22, 2024, Urban Habitat submitted change order requests contending that they were owed additional compensation for soil import delays caused by inclement weather and disputed construction quantities. City staff negotiated a resolution of the proposed change orders with Urban Habitat, with the City agreeing to pay Urban Habitat $320,000 for the disputed items.
Although the proposed resolution is within the overall project spending authority, the requested budget appropriation addresses the difference between the remaining project funds and the negotiated resolution amount. Adequate funds are available in the Site Improvements Fee Fund (Fund 431) to support this request.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, adequate funds will be available in expenditure accounts P4019723-516101 (Facilities Fund) and P4019431-516101 (Site Improvements Facilities Fee Fund) to satisfactorily complete negotiations and support the recommended project closeout.

PRESENTER: John Caprarelli
RECOMMENDED ACTION
City Council approve and authorize the City Manager or designee to execute a five-year renewal of the Industrial Waste Service Agreement between the City of Santa Clarita and the County of Los Angeles, Department of Public Works, for an amount not to exceed $650,000 per year for the enforcement of the City’s Wastewater Ordinance, from July 1, 2025, to June 30, 2030, subject to City Attorney approval.
BACKGROUND
The County of Los Angeles (County) Department of Public Works has serviced the City of Santa Clarita's (City) Industrial Waste Program since the City was incorporated in 1987. The City has a formal agreement in effect with the County to perform industrial waste permitting, inspection, and enforcement consistent with federal law, state law, and the Santa Clarita Municipal Code.
This program is intended to prevent damage to the City’s sewer system caused by hazardous materials such as industrial chemicals, fats, oils, and greases. The discharge of these materials is regulated through the operation of properly designed and installed equipment. The City does not have certified personnel on staff to perform the services covered by this agreement. The County bills the City for the cost of these services.
The County’s Industrial Waste Unit has jurisdiction over all unincorporated areas of the County of Los Angeles and regulates industrial waste discharges into over 3,000 miles of local sewers within the unincorporated areas of Los Angeles County and 37 contract cities.
In 2009, the City Council adopted Ordinance 09-8, adopting by reference the County of Los Angeles Code Title 20, Utilities, Division 2, Sanitary Sewer and Industrial Waste. As a result, the City's fee structure and any other amendments to the Industrial Waste Program remain in alignment with the County. The current five-year agreement expires on June 30, 2025, and the proposed five-year agreement will expire on June 30, 2030. The current agreement places a limit 10 Packet Pg. 57
on expenditures. The proposed annual cap will be increased from $500,000 to $650,000 based on the rate of increase in permit activity over the past five years. All expenditures are offset by revenue, which is collected by the County and transmitted to the City on a quarterly basis.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funding to implement the recommended action will be available in Building & Safety’s Fiscal Year 25-26 Contractual Service Expenditure Account (1003800-516101), contingent upon the appropriations of funds by the City Council in the annual budget. All costs associated with this agreement are recoverable and offset by revenue which is collected by the County and transmitted to the City in the General Fund Industrial Waste Revenue Account (100- 411108). Funding for future fiscal years are contingent upon the appropriations of funds by the City Council in the annual budget for such fiscal year.
