Subject: Vista Canyon Water Factory Water Monitoring and Reporting Services Dear Ms. Arima,
The City of Santa Clarita (City) is seeking a qualified operator to perform water testing services in compliance with the Los Angeles Regional Water Quality Control Board's Water Discharge Requirements (WDRs) and Water Recycling Requirements (WRRs) for the Vista Canyon Water Factory. As local and national leaders in groundwater monitoring, data analysis, and compliance reporting, Geosyntec Consultants, Inc. (Geosyntec) proudly submits this proposal to provide the services requested by the City in the most effective manner.
We believe that our seamless continuation managing this project, our extensive experience with the WDR/WRR permit requirements and the historical datasets, and our local monitoring and groundwater expertise will provide the City with the following benefits:
• Ability to meet imminent deadlines: Utilizing our strong relationships with PERC Water (the water factory operator) and Santa Clarita Valley Water Agency (SCV Water), we are uniquely positioned to rapidly request, compile, review, and summarize the required datasets and submit the annual monitoring report prior to the March 1, 2025 deadline;
• Save the City money: Having already developed eight annual reports and dozens of quarterly reports for the Water Factory, we have streamlined data management and analysis approaches to efficiently generate data summaries, trend figures, and report conclusions aligning with the WDR/WRR requirements. We are also providing a discount to the City, by only including four sampling events in our budget for Year 1, even though we have five events scheduled; and
• Confidence in data interpretation and permit negotiations: Leveraging our extensive understanding of the groundwater conditions in the Upper Santa Clara River groundwater basin and our reputation and relationships with Los Angeles Regional Water Quality Control Board staff, we will bring credible adaptive management approaches and monitoring negotiations.
With practitioners having worked locally for over 20 years and a proven track record performing high-quality groundwater consulting work for the Vista Canyon Water Factory, the City, SCV Water, and the Newhall Ranch development, we are a local team that the City knows and can trust to provide consistently excellent consulting service. Project Objective
The City of Santa Clarita, incorporated in 1987, inherited several problem drainage areas from prior development.
These included rising groundwater during extended periods of flow within the Santa Clara River, which bisects the City, as well as several neighborhoods built on stabilized ancient landslides. These areas, called Drainage Benefit Assessment Areas (DBAAs) require pumping and disposal
of groundwater. Permitting of the disposal of groundwater originally occurred through National Pollutant Discharge Elimination System (NPDES) permits regulated by the
local Regional Water Quality Control Board. The discharge was subsequently changed from discharge to the Santa
Clara River (covered by NPDES permits) to discharge to the Aerial image of DBAA 6 and 18 NPDES discharge to Santa sanitary sewer, which is covered by permits with the Los Clara River prior to conversion to sanitary sewer discharge.
Angeles County Sanitation Districts.
Geosyntec's Scope of Services
Geosyntec has provided a wide range of services to Special Districts over the nearly 20 years of regulatory support. This includes NPDES permit compliance review, water quality evaluation, analysis of possible alternative use of groundwater, grant proposal preparation, and regulatory and permit support for the switch from NPDES to County Sanitation District discharge.
The primary technical support provided to Special Districts over the past 10 years has been review of groundwater water quality, discharge flow calculations, and required permit reporting to the Los Angeles Sanitation Districts.
Notable Accomplishments
After implementation of the chloride TMDL on the Santa Clara river discharges from permitted outfalls were required to meet strict chloride concentration requirements. The DBAA groundwater is not contaminated but has high total dissolved solids, in particular chloride. Geosyntec assisted the City with navigating compliance for NPDES permits for the DBAA discharges, but ultimately proposed discharge to the sanitary sewer rather than to the river. This eliminated significant fines for out of compliance discharge allowing the DBAAs to better manage meager budgets. In addition, as part of negotiations with regulators to reduce accumulated prior fines, Geosyntec successfully developed work plans to implement a Supplemental Environmental Project (SEP). Geosyntec continues to provide water quality evaluation and Los Angeles Sanitation Districts reporting for several DBAAS.

Project Objective
The City of Santa Clarita obtained the Drainage Benefit Assessment Area (DBAA) 24 project from the County of Los Angeles and requested Geosyntec to conduct a document
review and well and system condition assessment to plan for operations and maintenance of the DBAA.
Geosyntec's Scope of Services
Geosyntec reviewed the historical documents related to
the DBAA to obtain and summarize the well construction
information, groundwater level limits and other relevant information for operation and maintenance of the DBAA.
Geosyntec conducted well assessments that included
comparison of construction information to quarterly Downhole Logging of DDBA24 Wells monitoring information conducted since the 1990s.
Following categorization of the 22 wells and piezometer according to likely condition, field investigations were conducted, including downhole video surveys of representative wells. Various conditions were found, including root intrusion, natural fill in the bottoms of wells, and casing wear. Geosyntec prepared a planning-level cost estimate for further investigations, well rehabilitations, and well replacements.
Based on the results of these efforts and discussions with City staff, Geosyntec prepared technical specifications for two phases of work with the objective of bringing all of the wells back to working conditions and providing a implementation ready plan to be incorporated into the City's CIP. In 2025, Geosyntec will be supporting the City with implementation of the first phases of the work.

Dates of Contract: 2015 - 2025
Project Objective
Geosyntec was contracted by a confidential spring water bottling client to assist with development of a spring water site in eastern California. The client proposed to certify spring water bottling operations using production wells hydraulically connected to adjacent springs. Certification of the spring source for bottling purposes was completed through the State of California Department of Public Health (DPH) and the Federal Food and Drug Administration.
Geosyntec's Scope of Servicess
Geosyntec evaluated spring seeps at the subject property to and installed cutthroat flumes to evaluate approximate Production well field in support of spring water bottling spring water flow rates. Test borings were completed to certification under State and Federal regulations better understand the geohydrology. Geosyntec designed a production well field and supervised installation, development, and aquifer testing of 10-inch diameter production wells. The aquifer testing program included monitoring of 18 wells using data logging transducers and monitoring of spring flow. Water quality samples were collected during aquifer pump testing as part of the "50-state compliance" analytical suite for bottled water. The aquifer pump test data was used to estimate aquifer parameters of hydraulic conductivity, transmissivity, and storage coefficient. The well completion data as well as the aquifer testing results were used in development of a hydrogeological conceptual site model. The conceptual site model and aquifer parameter estimates were used to predict short and long-term yield of the aquifer for the proposed production rates. Groundwater flow was simulated using MODFLOW (USGS) through the graphical user interface Groundwater Modeling System (GMS) 7.0 from Aquaveo. The model simulated the faults identified in the subject property, springs, evapotranspiration, pumping wells, and observation wells. The model was used to predict the potential impacts to groundwater resources and groundwater quality on the property as well as to neighboring groundwater users. Geosyntec collected data to assist the client with spring water certification with the DPH. Spring water certification is accomplished using production well data to document hydraulic connection between the springs and production wells through evidence of spring flow-reduction during pumping, and hydrogeochemical fingerprinting analyses. Following spring certification, Geosyntec supported the client in obtaining and maintaining waste discharge requirements compliance with their quality assurance project plan.
Notable Accomplishments
The proposed spring site was subject to an extensive Environmental Impact Report (EIR) and California Environmental Quality Act (CEQA) review process. The subsurface hydrogeological model and investigation results included in the EIR were accepted by the local County Environmental Health Department, without issue. Geosyntec's support on this project through data acquisition and analysis resulted in a successfully completed spring water certification and bottling facility construction.

The AMP included a comprehensive monitoring program, annual Education data analysis and reporting to stakeholders, and mechanisms to update the monitoring program and to implement potential future BA, Geology and Environmental mitigation activities. AMP implementation included coordination Studies, Occidental College, Los with stakeholders to collect existing data, the installation of 16 Angeles, California, 2002 piezometers at nine locations, and ongoing collection of data for the monitoring program. Ms. Rolfe coordinated with the Prado Registrations & Basin Habitat Sustainability Committee stakeholders to review Certifications
and approve the adaptive management plan.
Professional Geologist, California, Ground-Level Monitoring Program, No. 8546
Watermaster, Chino Basin, CA. Ms. Rolfe served as Project Certified Hydrogeologist, Manager for the on-going Ground-Level Monitoring Program.
California, No. 992
The project included a comprehensive monitoring program for aquifer system stressors and the resulting strain that contributed to elastic and inelastic land subsidence, data analysis and annual reporting to stakeholders, as-needed updates to the monitoring program, and implementation of focused investigations and mitigation activities. The monitoring program included InSAR data; collection of data from six vertical extensometers; groundwater levels by pressure transducers at over 70 wells; well production; basin recharge and ground-level surveys within the designated Managed Area and four additionally identified City of Santa Clarita | Vista Canyon Water Factory Water Monitoring and Reporting Services 31 Geosyntec®

Areas of Subsidence Concern. The data were analyzed and summarized in annual reports for the stakeholder group. Ms. Rolfe also prepared annual budgets and presented results and recommendations.
When ground-level measurements showed an increase in land subsidence rates in one area, Ms. Rolfe was the Project Manager for the development of a five-year work plan to investigate the mechanism(s) contributing to the land subsidence and develop an adaptive management plan.
Groundwater Monitoring Program, Rancho Mission Viejo, CA. Ms. Rolfe managed the groundwater level and production monitoring and reporting program which included monthly recording of production, hour, and power meter readings at over 50 sites and measurement of groundwater levels at eight wells.
Ms. Rolfe provided monthly production reports to the client for water accounting purposes and prepared annual reports for basin management. When the client's needs changed, Ms. Rolfe replaced a monthly groundwater level measurement program with pressure transducers that record groundwater levels at 15-minute intervals and training the Ranch staff to record meter readings. The pressure transducers provide higher temporal resolution data which allows for a greater understanding of causal relationships between climate, groundwater production and recharge, and groundwater storage changes.
Chino Basin Recycled Water Groundwater Recharge Program: Title 22 Engineering Report, Chino Basin Watermaster, Chino Basin, CA. Ms. Rolfe served as the Project Geologist and oversaw the drilling contractor's activities for the installation of eight dual-nested piezometers, two triple-nested piezometers, and four lysimeter clusters of six lysimeters each in the Chino Basin to monitor the impacts of recycled water recharge on down-gradient groundwater and to determine regional groundwater levels in the three- aquifer system. She oversaw installation of the wells from mobilization to completion and continued to manage data collected during a groundwater infiltration tracer study.
