CITY OF SANTA CLARITA

AGENDA REPORT

NEW BUSINESS
CITY MANAGER APPROVAL:

DATE: April 8, 2025
SUBJECT: LOS ANGELES COUNTY SHERIFF'S DEPARTMENT VACANCIES

FIVE-SIGNATURE LETTER
DEPARTMENT: City Manager's Office
PRESENTER: Masis Hagobian

RECOMMENDED ACTION
City Council consider approving the attached letter and authorize that it be sent as a five- signature letter to the Los Angeles County Board of Supervisors.

BACKGROUND
At the February 21, 2025, Los Angeles County Board of Supervisor’s (Board of Supervisors) special meeting, Sheriff Robert Luna and Assistant Sheriff Gerardo Pinedo presented the Fiscal Year 2025-26 Los Angeles County Sheriff’s Department (Sheriff’s Department) Budget. During the presentation, it was stated that the Sheriff’s Department has an approximately 23 percent unavailability rate among sworn personnel. The unavailability rate includes more than 1,400 patrol deputy vacancies, in addition to other positions that cannot be filled due to leaves of absence or impairments.

Sheriff’s Department staff stressed that the high-level of vacancies, although not a unique issue to only the Sheriff’s Department, poses challenges in employee wellbeing and retention, as sworn personnel are mandated to work longer hours. In an effort to alleviate some of the vacancies, Sheriff’s Department staff proposed piloting a retention program and enhancing flexibility to backfill impairments, especially in critical operational areas.

At the March 25, 2025, regular City Council meeting, the City Council requested a five-signature letter be sent to the Board of Supervisors regarding deputy vacancies at the Sheriff’s Department and encouraging them to make investments in enhancing retention and strengthening recruitment efforts.

Kenneth Hahn Hall of Administration

Los Angeles, CA 90012
Dear Chair Barger and Members of the Los Angeles County Board of Supervisors:

SUBJECT: Los Angeles County Sheriff's Department Vacancies As public safety remains a top priority for the City of Santa Clarita (City) and as a City that contracts its law enforcement services with the Los Angeles County Sheriff’s Department (Sheriff’s Department), we respectfully request that greater investments are made to enhance employee wellbeing, recruitment, and retention within the Sheriff’s Department.

As it was shared with you at the February 21, 2025, Los Angeles County Board of Supervisors Special Meeting, the Sheriff’s Department is facing significant vacancies and impairments, while competing with neighboring law enforcement agencies for new recruits, resulting in many sworn personnel having to work mandatory overtime throughout the year. It is critical that the men and women that serve and protect us are provided the resources needed to maintain mental and physical wellbeing, especially given the high-stress and at times, traumatic nature, of working in law enforcement.

It is even more imperative, as the City and County of Los Angeles prepares to host the World Cup and Olympics in the coming years, that immediate action is taken on this matter.

Mayor Pro Tem Weste recused herself due to conflicts of interest; left the dais for the duration of this item; and returned at 7:27 p.m. for the remainder of the Consent Calendar.

Addressing the Council in opposition were Linda Townsley and Joe Morelli.

Addressing the Council in a neutral position was Peggy Cannistraci, representing Placerita Canyon Property Owners Association.

The Council discussed the project’s costs, entitlements, benefits to the City, funding sources, future potential, and downsides of delay.

Mr. Striplin responded that the roadway would cost approximately $50 million and commented upon the different funding levels from various sources; added that The Master’s University is responsible for grading part of a roadway, at an estimated cost of $8-12 million; and confirmed no monies are being taken from any other project for funding this project.

Mr. Striplin commented that the current design could accommodate a future project for whatever company succeeds Shadowbox; that simulations show an impact of approximately 14,000 cars per day on the roadway; and that the urgency for the project was a discretionary decision of the Council. Mr. Striplin went on to comment that the fees a new developer would pay would depend on the land use and that the impact for delay would be an increase in cost due to inflation; that the design is currently approved, and a new land use would require new approvals, including approvals from SCE and Southern California Regional Rail Authority (SCRRA), which may delay the road approximately three to five years.

Councilmember Ayala commented upon the investment benefit of having an additional roadway for emergency purposes.

Councilwoman McLean stated she does not oppose any new road or development as long as it does not negatively impact any neighborhood.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: April 8, 2025
SUBJECT: REVISIONS TO THE TESORO ADOBE RECIPROCAL EASEMENT

AGREEMENT
DEPARTMENT: Administrative Services
PRESENTER: Andrew Adams

RECOMMENDED ACTION

City Council:

1. Approve revisions to the Reciprocal Easement Agreement with the Tesoro Del Valle Homeowners Association, associated with the Tesoro Adobe Park.

2. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval.

BACKGROUND
In May 2005, Montalvo Properties LLC (Montalvo) transferred ownership of Tesoro Adobe Park to the County of Los Angeles (County). Subsequently, the County, Montalvo, and the Tesoro Del Valle Master Homeowners Association (Master Association) entered into a Reciprocal Easement and Joint Use Agreement.

On August 23, 2022, as part of the Tesoro Del Valle annexation, the City Council approved the Park Transfer Agreement and an Amended Reciprocal Easement and Joint Use Agreement, replacing the County with the City of Santa Clarita (City). The agreement included provisions for joint use of the park and required the Master Association to contribute monthly dues for recreational programming.

At their meeting on April 25, 2023, the City Council authorized the execution of a revised agreement, narrowing the scope to solely focus on maintaining reciprocal access for parking and ingress/egress and removing the "Joint Use" provision, thereby eliminating the obligation for individual Tesoro property owners to pay monthly fees for recreational programming or be involved in programming initiatives.
5 Packet Pg. 25

Page 2 ends

The Master Association has since requested minor changes to the agreement, necessitating further City Council approval. The primary changes requested by the Master Association include updating the insurance and indemnification clauses to ensure reciprocal requirements for both parties, memorializing that the City will not assess the monthly dues for recreational programming associated with the previous agreement with the County and clarifying the acceptable use of the Historic Site in relation to the City Noise Ordinance.

These changes have no material impact to the agreement approved by the Council in April 2023.

As a result, staff recommends approving the requested revisions as detailed in the attachment labeled “Revised Agreement.”

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT
Sufficient funds for the operation, maintenance, and programming of Tesoro Adobe Park were appropriated through the adoption of the annual budget.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: April 8, 2025
SUBJECT: ENVIRONMENTAL IMPACT REPORT FOR WILEY CANYON
DEVELOPMENT PROJECT (MASTER CASE 20-238) - CONTRACT

MODIFICATIONS
DEPARTMENT: Community Development
PRESENTER: Erika Iverson

RECOMMENDED ACTION
City Council:

1. Authorize an increased expenditure authority for the environmental consultation with Dudek contract for the preparation of the Wiley Canyon Development Project Environmental Impact Report (Master Case 20-238) from $335,200 to $371,450 and include a contingency in the amount of $18,572, for a total contract amount not to exceed $390,022.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND
The Wiley Canyon Development Project (Project), Master Case 20-238 is a request by Wiley Canyon, LLC, (applicant) to develop a mixed-use project consisting of a four-story senior living facility, ground-floor commercial, and 379 apartment units within three planning areas on an approximately 31-acre site east of Interstate 5 and west of Wiley Canyon Road, between Hawkbryn Avenue and Calgrove Boulevard in the community of Newhall, as shown on the attached aerial map. The property is located in the Mixed Use Neighborhood zone and is within the Calgrove Corridor/Smiser Ranch area, which has a maximum allowable development of 830,000 square feet, as identified in the City of Santa Clarita’s (City) General Plan.

The Project was formally submitted on October 28, 2020, and requires an environmental review under the California Environmental Quality Act (CEQA). Based on anticipated impacts associated with the Project, and CEQA requirements, an Environmental Impact Report (EIR) was deemed necessary. Since the City does not have the in-house expertise or resources available 6 Packet Pg. 41

Page 2 ends

to complete an EIR. City staff solicited proposals from qualified firms to prepare the EIR in August 2021.

On November 9, 2021, the City Council awarded the environmental consultation contract to Dudek for a total contract amount not to exceed $263,956.

Dudek has since prepared a Draft EIR, which has been circulated for public review and presented/discussed at two public hearings held by the Planning Commission. At the last Planning Commission hearing, held in June 2024, the Planning Commission continued the public hearing to a date uncertain to allow the applicant time to address their requests for more information and to complete responses to public comments on the Draft EIR.

Due to the high number of individual comments that were submitted on the Draft EIR, additional work was necessary, which required the Dudek contract to be updated. On August 27, 2024, the City Council approved an amendment to the Dudek contract, increasing the contract amount to $335,200 plus authorization for a ten-percent contingency of $33,520.

Since that time, the applicant team, inclusive of the technical consultants, has been unable to provide responses to comments on the technical reports that must be addressed as part of the Final EIR. Additionally, the applicant has decided to revise the Project in response to Planning Commission comments, as well as comments received by the public. As a result, the scope of work for Dudek needs to be amended, as described below, to address all outstanding comments and to finalize the EIR.

CONTRACT AMENDMENT
The original proposal for the preparation of the EIR, and the subsequent contract amendment, assumed that responses to comments on the technical studies prepared by the applicant team would be addressed by the technical consultants who prepared the reports; however, the applicant team is unable to provide responses to comments on their technical reports. The City’s consultant, at the cost of the applicant, will have to prepare responses that the applicant’s consultant team is unable to address, including Air Quality and Greenhouse Gas Emmission, Biological Resources, Jurisdictional Resources, Geology and Soils, Hazards and Hazardous Materials, Hydrology and Drainage, and Noise.

Additionally, further site plan changes were not contemplated when the previous amendment was considered. Another project alternative will be analyzed as a result of the applicant’s latest changes to the Project. This additional work cannot be completed within the available contingency funds that have already been authorized by the City Council.

The applicant’s project changes, the Final EIR with responses to all the comments received on the Draft EIR, and the additional analysis for another project alternative will be considered by the Planning Commission at a future hearing if this amendment is approved.

The outstanding comments on technical reports require a response in the Final EIR and the revisions to the site plan, resulting in the additional work to be done by the consultant and therefore, the need to update the contract with Dudek. The updated total cost of the Dudek 6 Packet Pg. 42

Page 3 ends

proposal is $371,450, an increase of $36,250. City staff has included a five-percent contingency for $18,572, for a total contract amount not to exceed $390,022.

The applicant is responsible for all costs associated with the preparation of the EIR, including the additional costs of this proposed amendment. The applicant will deposit the additional funds into a trust account to be maintained by the City. Any unspent funds would be returned to the applicant following completion of the Project review and public hearing process.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT
There is no fiscal impact associated with this item. All costs associated with the preparation of the EIR for the Wiley Canyon Development Project will be the responsibility of the applicant.

City of Santa Clarita Planning Division

Santa Clarita, CA 91355
Subject: Change Order Request No. 2 the Wiley Canyon Project EIR Dear Erika Iverson:

This letter provides Dudek’s requested Change Order Number 2 (CO-2) to reflect the following: 1) additional effort required to support the Environmental Impact Report (EIR) pursuant to the California Environmental Quality Act (CEQA) for the proposed Wiley Canyon Project (Project); and 2) evaluation of a fifth project alternative for inclusion on the Final EIR. This CO-2 requests an augment to Task 5 related to the Responses to Comments effort required for the Final EIR.

In the proposal prepared for the Project, dated September 2021, for purposes of cost estimation Dudek assumed that comments received on technical items prepared by other team members would be addressed by the appropriate individual or firm who prepared the initial technical items for incorporation into the Final EIR. However, Dudek understands that the technical team members and firms who prepared a number of the technical analyses are not able to support this effort. As such, the City has requested that Dudek technical staff take over the responsibility for completed the technical analyses to support the Response to Comment and Final EIR effort.
