CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: April 22, 2025
SUBJECT: PURCHASE OF A SPECIALIZED EXCAVATOR
DEPARTMENT: Public Works
PRESENTER: Cruz Caldera

RECOMMENDED ACTION

City Council:

1. Approve the “piggyback” purchase of a new Caterpillar Excavator Model 306, using Sourcewell cooperative purchasing contract #020223-CAT in an amount not to exceed $153,762.

2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.

BACKGROUND
The City of Santa Clarita’s (City) Stormwater division utilizes large equipment, such as excavators, to maintain the City’s stormwater basins and outfalls. Retention basins are designed to manage water flow, especially in areas prone to flooding or erosion. The primary purpose of a basin is to act as a catchment area that temporarily holds water to prevent it from causing damage to surrounding land or infrastructure.

During the Fiscal Year 2024-25 Mid-Year budget process, the City Council authorized the procurement of a replacement excavator. The existing excavator has been in service for over 13 years and has exceeded its useful life. Maintenance needs and increasingly obsolete replacement parts take the excavator out of service for long periods of time.

The use of “piggyback” purchasing allows the City to place orders against a competitively awarded public agency contract. The City is using the cooperative purchasing contract with Sourcewell, which allows the City to take advantage of an existing competitive process. This contract awarded on May 24, 2023, was competitively solicited through a nationwide bid process, and is valid through 2027.

Staff has confirmed that there are no local vendors that provide this type of equipment due to the customization and specific features required. After performing a cost analysis and reviewing commercial list pricing for comparable vendors from other sources, it has been determined that the Sourcewell cooperative purchasing contract with Caterpillar Inc. provides competitive pricing, quality service, and offers the best value to the City. Using the cooperative purchasing contract results in a total sale price of $153,762, inclusive of tax and delivery.

This purchase supports the Sustaining Public Infrastructure theme of the City’s strategic plan Santa Clarita 2025.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT

The resources required to implement the recommended action are contained within the City of Santa Clarita’s adopted Fiscal Year 2024-25 budget: $153,762 is available in the following expenditure accounts: 2717208-520102 (Measure W - Equipment); 3517209-520102, 3517211- 520102, 3517212-520102, 3517213-520102, 3517214-520102, 3517215-520102, 3517216- 520102, 3517217-520102, 3517218-520102, 3517219-520102 (DBAA - Equipment); and 3567220-520102, 3567221-520102, 3567222-520102, 3567223-520102, 3567224-520102 (Stormwater - Equipment).
