RE: Contractual Services for the City of Santa Clarita’s Building & Safety Division

Shums Coda Associates, Inc (SCA) appreciates the opportunity to present this proposal to provide plan review, inspection, and permit-related services to the City of Santa Clarita. We are confident that SCA is the firm with the personnel, experience, and approach that will be needed to successfully provide these services to the City.

SCA is a building and life- safety consulting firm that was established in 2006 on the principle of assisting our municipal partners with staff augmentation and developmental services related to construction review, permitting, inspections and documentation procedures. Our firm continually receives exceptional reviews from our jurisdictional clients, as well as design professionals, developers, and contractors from all sizes of projects and varying complexities. Positive interactions related to our work product is centered in our desire to be more than a mere consultant firm but rather a contributing partner, functioning as an extension of the City’s staff. We are committed to a vision of service excellence that we believe the City of Santa Clarita shares.

We are constantly improving our staffing levels and efficiencies to match the complexity of each project’s scope, and this response to the proposal presents a perfect opportunity to display these strengths in improvements.

Our goal is to provide a positive outcome to the City of Santa Clarita’s Building Department needs, and we believe that SCA is the firm that can continue to make development services in the City of Santa Clarita a source of community pride. The following proposal will highlight key features and distinguishing points of the SCA team that will assist in this undertaking.

Part I – Technical Proposal
Shums Coda Associates (SCA) offers the following building life-safety services:

Plan Reviews & Inspections Conveyance Plan Review & Inspections Permit Technicians Building Department Staff Augmentation Civil Engineering Professional Education & Certification Fire Protection Engineering Energy/ Sustainability

Introduction (Section 1)
SCA was established with the philosophy of providing customizable building and life- safety services through highly qualified and experienced staff exclusively to jurisdictions. SCA reviews and inspects all facets of design construction related to code minimums and local amendments including architectural, structural, fire life -safety systems, accessibility/CASp, energy, green building, mechanical, electrical and plumbing, as well as all associated reporting for permitting, inspections and code enforcement. By selecting SCA, you will have access to our entire experienced and code knowledgeable team, with a proven track record of providing outstanding service t o communities throughout California and the nation. We utilize our code expertise to work efficiently in achieving consistent on- time delivery of our services and providing cost - effectiveness through the utilization of focused staffing. SCA is committed and ready to provide you with the same care and standard of technical excellence that has been the hallmark of our work since our inception.

SCA personnel have the experience to provide complete, accurate, and on- time plan review, inspection, and permit-related services that the City of Santa Clarita desires. We are comprised of licensed architects, civil and structural engineers, California Certified Access Specialists (CASp), and former general contractors that are now I.C.C. Certified personnel that have a wealth of practical application of code through experiences within design and/or construction- related fields. Additionally, SCA staff have well over a combined century of experience providing building and life- safety services to, and for, governmental agencies. While most of our staff started their careers with an extensive design or construction background, over the years each has shifted into municipal roles working directly for municipalities (as employees or consultants). From this expansive development knowledge base, SCA understands the importance of an experienced team of licensed professionals and certified employees that can translate life experiences into exceptional building/life- safety customer services that are practical for all our clients.

SCA provides these services to communities throughout the nation (many similar to the City of Santa Clarita), from our eight offices located in five states. SCA’s Corporate Headquarters are in Pleasanton, California, with Regional Offices in California (Irvine & Folsom), Arizona (Goodyear), Nevada (Las Vegas), Utah (St. George & Salt Lake City) and Colorado (Denver). Between all our locations, SCA employs approximately one hundred employees available to assist with plan review, inspection, and permit-related services (as needed). With such a large and experienced team, that is now in our nineteenth year of business in providing code services to our municipal partners, we continue to see the value in adapting our work product to be customized to the needs of each jurisdiction and would expect the same at Santa Clarita.

For example, SCA expanded our staffing levels and code expertise with the acquisition of the former Colorado Code Consulting (CCC) in 2020. This improved our educational service lines to provide expanded technical code training throughout the United States, as well as a more defined involvement with national building code development. With the additional team members, it also increased our abilities to handle larger and more complex projects from a larger staff and greater code knowledge/resources. However, even as SC A has expanded our staff and services, we have consistently maintained a flat organizational structure in terms of

management to foster a family -oriented business model. This intentional internal structure eliminates excess management layers in favor of direct coordination and communication with jurisdictional client staff or management. The end result allows our team’s regional managers and project leads to independently work to their strengths and provide highly customized services from the entire SCA team, to best fit our individual clients or specific project needs. SCA is excited to demonstrate how these continued increases in our services capabilities and willingness to communicate directly will be a benefit to the City of Santa Clarita community needs.

SCA’s continued growth is attributed to our sound client relationships and demonstrated value in providing contract services to municipalities of all sizes. We have enjoyed successful partnerships with numerous jurisdictions not only throughout California, but Arizona, Colorado, Idaho, Minnesota, Montana, Nevada, New Mexico, Tennessee, Texas, Utah, Washington, and Wyoming. We are proud of the superior level of assistance we provide to our clients, and we are confident in our overall company structure to com mit to the services outlined in the RFP – responsiveness, on-time delivery, local staff members, and superior code knowledge.

Project Analysis (Section 2)
SCA has reviewed the entire request for proposal from the City of Santa Clarita and understands the project to be a request to assist with three overall critical parts of the development process that exists at the City. Clearly, the first need is to provide experienced, licensed and ICC certified staff to complete requested plan reviews, inspections or in-house staffing when needed during times of peak construction or lulls in available city staffing.

The second desire is to provide on-time delivery of code services to the jurisdiction and the community of Santa Clarita, with professionalism and clarity in communications of technical information related to our reviews, inspections or any permit processing. With these minimums being provided by SCA, the goal for the third part of our services would be to listen to and adapt our services to rise to the daily current needs within the City of Santa Clarita to provide the highest level of customer service to the municipality. For example, our ability to provide expedited plans reviews, reviews of specialized systems or complex designs, and being able to utilize the City of Santa Clarita’s permitting software to record results in a manner that is visible and assists the City’s staff. All of these issues represent items we current assist well over two-hundred clients in resolving daily, and is the heart of our business model to be support to jurisdictions across the country. We are therefore excited to show how we can adapt and engage our highly qualified staff to fit the needs of Santa Clarita in these endeavors.

Objective, Scope, Nature of Proposed Program (Section 3) SCA will provide plan review, inspection, and permit -related services in accordance with the Scope of Work identified in the City of Santa Clarita's Request for Proposal (RFP) document. SCA’s goal is to provide the City of Santa Clarita with exceptional building and life -safety customer service by providing an experienced team and fostering open communication with the city and applicants to deliver complete, accurate, and on- time services. SCA will maintain regular communication with the City of Santa Clarita’s staff to ensure that we meet the city’s expectations. We therefore provide multiple ways for the city (or the applicants) to contact our managers or staff (office and cell phones, texts, emails, and video conferencing), as we prefer to provide as many opportunities as possible to com municate and resolve issues quickly. Likewise, we recognize that sometimes we will need to alert the city staff to issues we have discovered in our reviews or inspections, or to obtain direction on how to proceed with unusual code concerns – so only through communicating with the city, will a clear and consistent message be delivered in a timely manner.

That communication begins with SCA reaching out to the City of Santa Clarita staff to have an onboarding meeting with our management team to understand all the facets of the City’s current process and finding the most advantageous points for SCA’s team to be involved with our services. Our team usually asks technical

questions related to permitting software, notification of assignments, how to input our completed contributions to the development process, as well as preferred methods of invoicing. These discussions often lead to preferences to redlining plans, how to communicate with applicants and when the city prefers to be contacted or informed of status of various work products. At the end of this initial discussion, we are able to find the methods within the contract to expedite and assist the applicants (as well as the City of Santa Clarita team) in approving plans or completing construction inspections.

From that point forward, we will provide our services as discussed in the onboarding meeting but look for the majority of the communication to be coming from the City of Santa Clarita team on how we are performing. We often say that we need that direct and sometimes very blunt description of what is not working as well as was expected, in order to correct that process on the SCA side of the contract and quickly meet all expectations of our services. SCA understands that we cannot make the necessary changes in our services unless we receive direction from the Santa Clarita team and our initial services will have a great deal of “how is that going?” questions with each project being completed.

On our end, SCA has created a customized database software to be able to track our efforts and keep all services on schedules established. This allows our internal team of supervisors to adjust resources and provide more staffing as the need arises, but before delays are encountered. It also provides an opportunity for our team to provide monthly, weekly or daily updates to the Santa Clarita team on project review status, or clarifications on comments and inspection results when needed. Again, these are our internal checks and balances, but we encourage the city team to be involved with these updates and provide corrections when needed. SCA’s goal is to maximize communication and be able to customize our approach to be the best fit for Santa Clarita’s needs.

When our services are provided at the City of Santa Clarita (plan review, inspections or permit technicians) we look to make sure that each of our employees are interviewed prior to becoming part of the onsite team, as finding the best “fit” within the existing staffing at the city is critical for our success. We have provided similar services in enough jurisdictions to know that being supportive to existing efforts and processes is the need.

Having an SCA team player that is not working consistently to follow Santa Clarita’s direction is never capable of being successful in these services, no matter how qualified our employees may be in terms of licenses, certifications or experience. Again, our overall goal is to be a benefit to the City of Santa Clarita in meeting all goals and objectives related to development services.

SCA values every client and is committed to customizing our services to meet the needs specific to the City of Santa Clarita unique. We are constantly adapting and seeking ways to provide excellent service to customers in the face of increased local expectations. This is why partnering with SCA is the ideal solution to these issues faced by the city. We will provide expert staf f to meet the City of Santa Clarita’s desired service levels, on an as-needed basis, allowing flexibility to manage your Planning and Building Department in the most beneficial manner. We will look to see that projects are successfully completed and a reflection of the city’s codes, ordinances procedures, policies, and directives. A key in those efforts is the ability of having all construction reviewed in a cooperative partnership between Building and Planning, Public Works, Environmental, Police, Fire, and other departments and divisions w ithin the city – in addition to serving the community needs with responsiveness and professionalism. We will listen to the city’s management and take our lead in their direction, hopefully building a relationship as a valued team member to the entire community. At the end of each day, it is important for us to stress that the City of Santa Clarita is not just a client, as we will strive to earn your trust by finding the best way to achieve organizational goals and showing the city what sets us apart from other firms that provide similar services.

Work Program (Section 4)
As stated earlier, SCA maintains an internal database for all jurisdictional projects that we have created specifically to track each assignment/status . All projects are assigned a unique SCA job number for tracking purposes, which the city staff or applicants can access at any time during our review cycles. It also ensures that we can manage our review team’s workloads and re- assign when needed to ensure that project deliverables remain on (or ahead) of scheduled turnarounds. Further, this allows our administrative staff to direct all review questions or inquiries to the specific review team member that created the comment initially. Again, this ensures that our team can assist in providing further code clarification to each applicant to resolve issues directly, often through Zoom/Teams or other virtual meeting software.

The following reflects our proposed process for providing the requested scope of work. We follow these processes with each project, but our philosophy is to still meet the city ’s needs with regard to our services. As such, we maintain the ability to adjust our process to accommodate the City of Santa Clarita.

Plan Review Services
SCA can perform plan reviews that cover one or more of the following disciplines:
 Building: architectural (fire/life safety), structural, mechanical, electrical, plumbing, accessibility, green building, energy conservation, and geotechnical in conformance with the currently adopted Jurisdiction Building Codes, or International Building Codes (all as modified or amended by the jurisdiction).  Public Works/Engineering: grading, drainage, geotechnical, on-site\right-of-way improvements, construction management and inspection for public infrastructure projects, and FEMA Flood Insurance Program.  Fire: fire/life safety requirements of the IBC/IFC , site reviews for hydrants and apparatus access, fire suppression, fire alarm, NFPA standards as they pertain to construction, equipment, fire protection systems, smoke control reports and hazardous materials to the currently adopted International Fire and Building Codes (all as modified or amended by the jurisdiction).

Plan Review Implementation
To begin a successful delivery of our services to the City of Santa Clarita, we intend to establish strong communication lines between our permit technician/administrative staff, to ensure that electronic plans are properly received and complete to allow us to begin our reviews. SCA staff have a system in place that verifies that all electronic files are received (correcting any corrupted files). Our team will usually reach out to the city’s staff within 24 hours, with any discrepancy in submittal documents, or even transmittals related to each review.

Internally, our Plan Check Manager meets with the Plans Coordinators to assess and understand each project received, as well as putting it into a larger database schedule that we maintain internally for all jurisdictional projects. It is at this point that our Manager and Coordinator will begin the process of assigning each project a unique SCA job number for tracking purposes, which the city staff or applicants can access at any time during our review cycles. Then each project will be assigned to a SCA plan review team member, based on experience, expertise, and complexity of the project along with the current availability of each team member. Our plan review staff is well versed and able to review all code requirements. Most smaller projects can be reviewed by a single plan examiner/engineer and for large projects, our plans coordinators will confer with our plan review manager to divide project portions into smaller systems reviews – which ensures that the project stays on schedule with multiple persons assigned to handle larger lifts. The plans coordination team will continue to check-in and update schedules during each cycle of review, and make sure that each plan review member remains on schedule or re-assigning (when needed) some work to ensure turnaround times are met.

We prefer (if approved by the City of Santa Clarita ) to expedite or clarify plan review items by contacting the designers and communicating directly, using the most advantageous media available, to resolve issues. In

today’s development climate a brief phone call, or a thirty -minute online meeting can save weeks of back -and- forth delays to obtain minimum code compliance and approvals. We understand that there can be limitations in the designer’s technology or jurisdict ional inter-department review process, which sometimes prohibit these methods from being implemented completely with every project. But with any approach being implemented we can resolve code issues with SCA understanding ( and intentionally) by routing all communication/comment letters (first or concurrently) through the city , as directed by your staff. All reviewed and approved documents shall be returned to the city after the plan review process is completed, and input into the tracking software as directed by the City of Santa Clarita’s staff. We will look to the City of Santa Clarita’s staff and take your lead on how to effectively streamline communication, because at the end of the day our goal is to build a relationship as a cohesive team.

When review cycles are completed, our managers will review final products to ensure that comments are formatted properly, and clear regarding code concerns. Then our Project Coordinators will register the completed cycle and will input all reviewed and approved documents into the tracking software as directed by the City of Santa Clarita’s staff. Then as directed by the city, our Project Coordinators will send all submittal, and resubmittal reports directly to the city’s staff for distribution to the applicant(s). We can also directly/simultaneously provide the architect and/or the engineer with the same electronic list of items needing correction when directed to do so by the city.

Through our database and team of plans coordinators, SCA can provide clear and direct information to the city’s staff (or the applicants) related to plan review status, as well as provide another layer of plan submittal completeness assessments at each review cycle. When questions arise, our project coordinators will direct all inquiries to the appropriate plan review staff to respond and resolve issues. This ensures that every item related to a plan review list can be responded to and resolved with the sta ff person that created the comment initially.

We are committed to returning calls and emails promptly and with a professional approach associated with these services.

Plan Reviews and Approvals
Our standard plan review reports result in lists of comments which refer to specific details, drawing or location in the building, and reference applicable code sections for each item cited. Our comment lists should be self - explanatory, but our review team will remain available during working hours (and often off-hours) by phone and/ or video conferencing to share and discuss the code concerns with the city’s staff and/or the applicants to provide any additional clarification/discussion needed of the applicable building code section, ordinances, or regulation.

We will provide a similar list at each cycle of the review process, but typically strive to resolve reviews in two cycles, with perhaps a quick third review of a remaining comment (or two). When a review remains extensive at a third (or longer) review cycle, SCA staff will reach out to the City of Santa Clarita’s staff to discuss the overall items of concern and look for direction on any alternative methods to keep the project review moving in a positive direction. With these difficult reviews, SCA is not opposed to online video conferences to share and discuss the code concerns with the city’s staff and the applicant – hopefully to assist in receiving a more complete resubmittal with the next review.

Further, we can activate our team early in the process (usually prior to construction documents being submitted to the city), to provide general code reviews with design development plans, to assist with sensitive projects understanding larger code concerns early on in the process and hopefully allowing corrections that will reduce plan review cycles in the future. SCA prefers to review larger projects in this manner, but only under the clear direction of the city, and with the understanding that we are not designing the project but merely representing the City of Santa Clarita’s code concerns.

Part I – Technical Proposal
Once the final plan review is completed and ready for approval, SCA will stamp (physically or electronically) the plans and the supporting documents and return them to the city, along with our letter of completion. It should be noted that our approval stamp can be modified to suit the desired information needed by the City of Santa Clarita.

SCA is proficient in many versions of electronic plan review applications, and other web-based tools. SCA staff expertise and proficiency in the latest electronic plan review is not an accident, but rather a source of pride. SCA can also review paper plans when submitted and could provide in-house staff review assistance. If the reviews can be completed over the counter, we will make every effort to complete them at that point. If we cannot do a review at the City of Santa Clarita ’s offices, our plans exami ner will conduct the plan review in the SCA office and provide a report as outlined above. If paper plans are submitted, we will provide couriers to pick up and deliver the documents.

Technology
We have seen our paper plan reviews nearly disappear in favor of electronic plan reviews. Electronic plan reviews have been a strength for our team, having reviewed thousands of electronic projects. SCA can review all plans electronically and provide review letters in multiple formats. This has been a service provided to our clients prior to the COVID-19 pandemic. SCA maintains equipment for our plan review staff (i.e., dual, and larger monitors, added graphic cards and memory) to allow for plans to be properly reviewed in an efficient manner.

SCA is knowledgeable of different databases and networks and is also proficient in many versions of electronic plan review applications, and other web-based tools. We typically utilize the Bluebeam product for our reviews but can provide our review comments on any of the other comparable platforms and are able to embed the comments into the electronic plan sheets. We can also redline revisions, and mark-up plans for minor items, to ensure approval of the plans instead of an additional review cycle being performed. SCA would look to the city to provide guidance on the preferred method of electronic comments to be received. SCA staff are knowledgeable and have experience working with a variety of different software for Electronic Plan Review, Permit Tracking, and Building Inspections. SCA currently uses the following software:

Inspection Services
SCA provides building, fire, and public works inspection services as directed by the jurisdiction. These services include:
 Perform new construction and occupancy inspections for compliance to the applicable Building, Mechanical, Electrical, Plumbing, Energy, Green and Fire codes as amended by the jurisdiction.  Review of all approved plans, specifications, and documents.  Review and respond to all inspection requests and reports.  Attend mandatory meetings, including safety training and project management.

Our inspectors are qualified, certified, and licensed to conduct many different types of inspections. Our staff will work with your staff to ensure that all types of buildings will be inspected as requested by the city. The scope of inspection services to be provided will be defined uniquely for each project or as determined mutually by SCA and the City of Santa Clarita . Inspectors provided to the city will report directly to the Chief Building Official or another person designated by the city for all project -related work. Any inspector sent to the city will need to be interviewed and/or accepted by the Community Development Department staff prior to their commencement of

inspections on behalf of the jurisdiction, as we want our staff to be appropriately qualified for and clear of the City of Santa Clarita’s expectations.

To begin a successful delivery of our services to the City of Santa Clarita , we must again have strong communication between our management/inspection staff, to ensure that we are clear on the city’s expectations.

We will conduct the required inspections for the project and inspect the buildings in accordance with the codes adopted and amended by the City of Santa Clarita. We have also worked with several different Departments to concurrently administer the codes adopted by their jurisdiction. We believe it is important to work alongside all departments on projects to present a cooperative level of code administration.

An inspection report will be provided for each inspection outlining what inspection was conducted, the result and any conditions or corrections needed. SCA’s inspection reports will reference code sections that are applicable for each comment. We will provide a similar list for each inspection cycle. It is standard practice for our inspectors to input results into the jurisdiction’s inspection/ permitting software at the end of each inspection day and/ or leave a distribution copy at the jobsite for the contractor/applicant. SCA can certainly provide either or some hybrid version as needed for the City of Santa Clarita. We will also provide stop work orders, when necessary, but our philosophy is always to communicate paths of resolution of code concerns, instead of stop work orde rs – as our role is also to keep the project on time and under budget. We believe in being service oriented and not building police.

Our correction lists should be self-explanatory, but our inspection team will remain available during working hours (and often off -hours) to provide any additional clarification/discussion needed of the applicable building code section, ordinances, or regulations. Our inspectors provide their cell phone numbers to the contractors and homeowners if a question arises in the field, as we believe it is important that the lines of communication are kept open. We will work with the contractors and homeowners to bring a building into compliance with the applicable code whenever we can. It is our philosophy that inspections are educational opportunities to explain the purpose of the code and why certain things are required by the code. We will spend additional time explaining the purpose of a code requirement whenever necessary as we see ourselves as code educators as much as code administrators. Our goal is to get to yes and comply with the intent of the code.

When inspections are slow or are consistently not ready, SCA staff will reach out to the city’s staff to discuss the overall items of concern and look for direction on any alternative methods to keep construction on track. Our inspection staff is also able to attend any necessary meetings to assist in having consistent inspection progress with each jobsite. This will require SCA staff to be available to participate in and attend inspection staff meetings and training events sponsored by the city (as needed and directed). We want to do whatever we can to ensure safe buildings while helping to get projects completed on time and under budget. We pride ourselves on being problem solvers and not problem makers.

When the final inspection is completed, we will notify the city that a certificate of occupancy can be issued for new buildings or addition/tenant improvements and will file the electronic report with the City of Santa Clarita, to close out the permit. SCA would look to the city to provide guidance on the preferred method of how this will be completed.

Permit Technician Services
SCA can provide experienced ICC certified Permit Technicians to assist jurisdictions (or large-scale projects) with document coordination related to permit submittal and issuance. Our team is familiar with numerous permit software programs that are utilized by our municipal partners and can also provide guidance to applicants related to basic zoning codes and land use law. SCA’s Permit Technician Services can cover one or more of the following disciplines:

Part I – Technical Proposal
 Assists with building and fire permit applicants and others by phone and in person.  Calculating and processes permit fees.
 Reviews, logs, coordinates, and routes various plans and permits.  Processes and reviews building permit applications, documents, and plan submittals to assure accuracy and compliance with the jurisdiction.
 Provides information to the public relating to the status of projects and permits.

Completion Dates and Turnarounds
In general, SCA’s plan review turnaround timeframe is ten (10) business days for initial reviews and seven (7) business days for rechecks and revisions; however, it is important to note that SCA will work with the City of Santa Clarita to come to an agreed upon timeframe for all review types . For example, PV systems or battery storage systems in residential construction can often be completed in a day or two (depending on notification from Santa Clari ta), and we would expect to complete in- house plan reviews over the counter when possible with redlines. Timeframes for large-size projects can potentially be slightly longer due to the complexity or size of the submittal, as we may need additional time to ensure the code items are reviewed with appropriate detail.

Our preference is to have fifteen (15) working days to complete these reviews, but again SCA will work directly with city staff to establish turnarounds for these projects prior to proceeding with the review.

Expedited plan reviews will have a separated negotiated turnaround timeframe for each project. When expedited plan reviews are requested, we will perform the plan review as quickly as SCA staff schedules will allow. An expedited review is typically completed in half of the standard turnaround time, but SCA has (at times) been able to review in shorter periods. These types of review schedules are typically determined based on the complexity of the project and the availability of the appropriate SCA staff to complete the review.

SCA will provide qualified inspectors as needed to the city, usually within one business day, if requested by noon on the previous business day. We would expect to have building inspectors or permit technicians at the City of Santa Clarita offices on a full-time basis (forty hours a week), but if the demand is less frequent we may need to discuss the availability of qualified SCA staff to be at the jurisdiction on a regular schedule, as our team members are all full -time employees and working for multiple cities during the week can present additional scheduling issues. However, we will work to meet these requests as they arise and provide the services needed for Santa Clarita.

As far as major milestones for SCA’s services, we would expect to have weekly discussions as we begin our services over the course of the first month or two of the contract. We would then anticipate having quarterly meetings between our team and Santa Clarita’s management to fine-tune the services to be better suited for the current needs. It is not uncommon for construction activities to ebb and flow to match the economic conditions or availability of contractors and materials , so quarterly meetings are often helpful in keeping service levels in tune with those changes. With the end of each fiscal year in the contract, we would expect a larger overall discussion on service level needs for the next year, and trends that we will need to adjust to match.

Finally, we would expect that if larger development projects are undertaken by SCA services, we would be attending pre -submittal meetings to provide code requirements to facilitate better prepared documents in submittals. Or for inspections to be a part of pre- construction meetings, safety training and weekly updates, to ensure that we can continue to assist in keeping the project on time and avoid costly delays.

Methodology (Section 5)
Code Knowledge
SCA works throughout the United States, enforcing various versions of the model building codes, and/or local ordinances. These assignments have us enforcing and reviewing code requirements for projects that are as diverse as the jurisdictions themselves. We spend time researching and understanding the development of new code language, which often assists all of our clients in developing performance- based approaches to achieve code minimums.

Therefore, our staff is required to have current I .C.C certifications, professional licenses, and continuing education hours in order to maintain our understanding of the ever -changing code requirements and State or local amendments. SCA believes that an understanding of how buildings are designed and constructed is an important element to providing effective code comments that are based on the realities of practical construction.

Depending on the code section, we have seen there can be a great deal of interpretation applied to how requirements are enforced, so SCA staff continues to find value in learning the history and intent of code language to assist with accurately applying it to our reviews and inspections (with the caveat that final determinations clearly come from the local municipal client staff/management). Constantly improving SCA team knowledge related to code items allows us to expedite project timelines, as we are current and proficient with new or difficult to understand code sections, and their proper applications. Our belief is that code should be understood by our staff to a level where they can explain to our clients how and why it applies to their specific project. We accept that we cannot strive to be the best unless we stay current with the regulations we are required to enforce.

SCA takes this commitment to code content further as we continue to expand our involvement in various code training and education offerings. SCA’s Education Director Steve Thomas oversees a team of code educators providing technical classes throughout the United States. In addition, SCA educators serve as chairpersons, or board members on national code education committees such as: Southern Nevada ICC EduCode; Colorado Chapter ICC; Arizona Building Officials, Utah Chapter of Building Officials, and Sacramento Valley Association of Building Official ICC. We utilize this code expertise to internally train our own staff and are in the process of establishing a program to educate and train the next generation of plans examiners, building and fire inspectors.

Thus, our staff will come from a higher degree of code knowledge than provided by other similar firms in this industry.

Code expertise is the strength of our services and SCA is always willing to share this knowledge with any jurisdictional, design/construction professional, or homeowner. In the end, we are striving to build relationships with our clients so they can take advantage of our expertise to successfully manage every issue or project. Our success is based on putting into action services that enhance the value of and highlight the unique personality of each individual client or project. Being able to discuss and communicate code minimums, as well as standard means to be code compliant, is the expected customer service provided by SCA staff.

Quality Control
One of the keys to SCA’s success as a company is the commitment to quality control of our services. SCA starts with the employment of qualified and knowledgeable personnel, the use of plan check templates to match local interpretations and policy/procedures. Further, SCA is a proponent of continuing education, and internal peer reviews from our senior staff or s ystem code experts. These controls raise the quality level of our plan checks by being focused on significant code issues but also providing a consistent product to our clients. With our services remaining constantly of the highest quality, it provides our clients and their communities with a high level of confidence that their plans will be reviewed with equal consideration and thoroughness required for construction safety.

Technical Support
As with any of our clients, SCA will provide technical support for the City of Santa Clarita ’s service needs. We often have personnel in attendance at pre -submittal and in-progress plan review meetings, or pre-construction and on-site inspection meetings. SCA understands the value of operating quickly and efficiently, as is expected to complete a successful project in this marketplace. City of Santa Clarita ’s projects are unique in size and complexity but demand a team that is attentive to details to reach critical construction deadlines. Personnel working on such projects at SCA will be available via phone or email to immediately address concerns or provide additional clarification of code concerns to applicants or City of Santa Clarita staff. Commitment to providing additional technical support when needed often keeps projects on deadlines and under budget.

Project Management (Section 6)
The City of Santa Clarita will find that SCA ’s management team and service leads are very hands -on with ensuring our services consistently meet expectations. We provide many means to contact our entire team, including our CEO, David Basinger or COO, Christine Godinez, directly to resolve more significant issue that may develop during the course of our contract. However, the same can be said or our senior team of plan reviewers, inspectors, or plans coordinators, as we continue to stress the importance of direct communication with each client or applicant to our staff. Our management style is to provide qualified team members to provide services to our clients, develop strong working relationships and have each SCA employee work to their strengths in providing the best possible technical code results. SCA will therefore provide several means to communicate with each of our employees but have the City of Santa Clarita understand that our management is very flat in nature, so that it is easier to reach our senior management team quickly to resolve issues to the benefit of each project.

We provide our organizational chart (next page) to show the strength of our team . Our preference is to utilize local staff to provide the code services but have expanded our electronic capacity to be able to bring in additional team members from any of our offices. This allows our entire plan review staff (even when remote) to be available to assist with larger volumes or more complicated review projects. SCA also utilizes Facetime/Zoom/Teams meetings between our inspectors allowing us to collaborate on the best code solutions for complex construction issues. We can provide multiple experts in each building systems or field services with our internal methods of communication between SCA offices but continue to be cognizant of California specific requirements. This means that we will provide an even greater degree of expertise available for unusual systems related to engineering principles, grading, stormwater drainage, zoning, planning principals, structural, mechanical, plumbing, electrical, fire, energy, sustainability, as well as accessibility/ CASp reviews. With entirely electronic systems, we now can distribute plan reviews (in whole or in portions) to any of our staff and provide a final list of code comments that are cohesive and complete, from any combination of our regional office locations. This allows SCA to provide more staff to solve workflow issues within jurisdictions. We provide the following organizational chart to show the depth of our team but would reference the specific team members listed in previous pages as our key staff dedicated to this undertaking.

Assigned Personnel & Qualifications (Section 7)
SCA will provide experienced and available plans examiners, plan check engineers , inspectors, and permit technicians through our Southern Regional Office located in Irvine, CA. David Basinger, our CEO/ Principal and Project Manager will utilize our local staff first to service this contract but may also provide more plan review staff and inspectors through our regional office locations, as deemed necessary by the assigned workload.

We identify the following key personnel that will provide primary points of contact:
 David Basinger, Architect and Principal/CEO – will be the Project Manager and point of contact for technical code issues and provide immediate adjustments in SCA plan review staffing levels when requested by the city as well as acting as lead plans examiner for larger and more complicated projects.

Mr. Basinger is a California licensed architect and has served in multiple jurisdictions as Acting Building Official, Acting Deputy Building Official and/or Plan Check Manager, so he is able to supervise our staff and maintain balance with jurisdictional desires related to levels of servic e provided, particularly as it revolves around plan review needs. As the owner of SCA, Mr. Basinger will ensure that all services we intend to provide under this contract will be honored and supported by our entire team of professionals.  Jason Bullock, CBO, Regional Inspection Manager – will be the Inspections Manager for this contract, as he coordinates inspection services over multiple states currently, and has extensive f ield inspection experience. Jason has previously served as a Building Inspections Services Manager for another building consulting firm, where he oversaw nearly thirty inspectors. He has also served as Acting Building Official and Inspection Manager for several jurisdictions, where he has personally performed or supervised inspections on complex residential, commercial, industrial or medical facilities. Jason will also work with Stephanie Stuckemeyer to ensure that permit technicians we engage with this contract will be properly qualified and certified for the need of the city.
 Christine Godinez, COO – serves as the SCA point of contact for items related to invoicing, certificates of insurance, and managing our plan review tracking software. She has been instrumental in developing a customized database, process, and procedures at SCA that allow through our website and team of plans coordinators, the ability of SCA to provide clear and direct information to city staff related to plan review status, as well as provide another layer of plan submittal completeness assessments at each review cycle.
 Stephanie Stuckemeyer, Operations Manager – oversees our internal plans coordinators team to ensure that each plan received by SCA is logged into our database to allow for tracking of each review cycle and maintains turnarounds and delivery of completed reviews. Stephanie’s team will assess each project review at the time of the submittal and ensure that appropriate SCA plan review staff are assigned to complete the plan review. Stephanie also supervises our on -boarding process with new clients to ensure that we have all processes and procedures documented and understood prior to beginning reviews for the city.

The following personnel will service this contract as outlined in the scope of work included in the RFP. Please note that all of our plan review staff can provide complete plan reviews individually and often will review entire projects that are smaller in scale. (Resumes can be found in the Appendix):
 Kurt McMullin, P .E., Ph .D., Senior Plan Check Engineer , Educator – is an experienced design engineer and college professor, that oversees our staff of plan review engineers. He has reviewed every type of structural system and building type, as it relates to the four building materials (wood, steel, concrete, and masonry). Mr. McMullin’s wealth of theoretical engineering application and practical design experience allows for our structural reviews to be focused and on-point for only critical structural issues.  Rouhi El-Rabaa, PE, CASp, Senior Plan Check Engineer – is an experience structural plan review engineer but also reviews non-structural systems. Rouhi will provide all types of plan reviews for our core team but will be the primary contact point for any accessibility issue that may arise with particular plan reviews.

 Ryan Loh, S.E., Structural Plan Check Engineer – is an experienced structural design engineer that has also provided municipal services plan reviews. He is experienced in complex structural design systems, having worked on code reviews and peer reviews of advanced structural systems and design modeling.
 Su Fong, Plan Check Engineer – is an experienced structural plan review engineer, but also reviews non-structural systems. Su has demonstrated the ability to review and coordinate large- scale building code plan reviews, with multiple phases and complex engineering systems.  Ehab Barakat, Plan Check Engineer – has nearly five years working for jurisdictions as a plan checker, providing full reviews for residential, multi-family residential and commercial/industrial projects. Ehab will be taking his PE exam in March and looks to complete his CASp certification in the summer.  Alberto Barrios Marquez, P.E – has been in the industry for 25 years, 22 of which have been as an MEP Plans Examiner. Alberto is an electrical plans examiner that can also do various nonstructural reviews. He is also certified as a master electrician with the State of Colorado.  David Logsdon, Plans Examiner – is a complete plans examiner, but he is extremely knowledgeable in electrical reviews of medium and high voltage systems. Prior to his long career with Clark County, NV, where he served as Building Plan Review Manager; David was the project manager for the expansion of terminal 3 at the Harry Reed Airport/McClaren Field.
 Dean Kuenzi, CBO, Plans Examiner, Code Educator – reviews all systems of building plans, but has an expertise in electrical code plan review issues. Dean provides our primary point of electrical expertise when needed, as he teaches electrical classes and leads much of our large PV solar array reviews.  Myron Williams, Plans Examiner – will serve as our plan review team lead on mechanical and plumbing systems, as Myron has extensive experience with construction and inspection of these building systems.

Myron has an extensive career in complex plan review projects and coordinating team comments to provide a focus on critical code issues. Myron has reviewed prison expansions, hospital construction, large office campus construction and several large-scale multi-family housing projects.  Barbara Rice, CBO, CFM, EFO – Fire Service Manager, Code Educator – will be the point of contact for technical fire code issues. She is experienced as a building and fire code official, inspector, investigator, and plans examiner. Barbara brings the ability to apply the fire code requirements in a practical manner to ac hieve code minimums, while still being able to adapt to sensitive community concerns, as she has served at the head of both building and fire departments (sometimes simultaneously).
 Hope Medina, CBO, CSP, Plans Examiner, Code Educator – will provide complete plan reviews and will serve as our plan review co -lead on energy and sustainability systems, as Hope teaches extensive classes in energy and sustainability codes.
 Gil Rossmiller, CBO, Plans Examiner, Code Educator – will also serve as our co- lead expertise in energy and Cal Green/sustainability codes, as he also provides extensive code classes on these subjects, as well as serving on the ICC Energy Code Committee.  Steve Thomas, CBO, Plans Examiner, Education Director – began his career as a municipal inspector and plans examiner, where he was quickly promoted to CBO at the City of Glendale, CO. Steve left the jurisdiction to form his own code consulting firm and begin a code education business that provides classes across the nation. His firm was acquired by SCA in 2020, and he continues to provide education and plan review services in a similar role.

Since inspection personnel must work well with city staff to be effective, SCA will provide resumes before any inspector is sent to the city as they will need to be interviewed and/or accepted by the city staff prior to their commencement of inspections on behalf of the jurisdiction, as we want our staff to be appropriately qualified for and clear of the city’s expectations.

Part I – Technical Proposal
Our permit technicians will be our current SCA designated plans coordinators that provide remote services to multiple clients. All have extensive experience with multiple electronic permit tracking software, and we will assign one specific to be the lead of project workflows. If a permit technician is needed at city offices, then SCA will provide resumes to be interviewed and/or accepted by the city staff.

Finally, SCA has presented our vision of the primary staff needed to complete these services. W e understand that our principal and service line managers will be available on a continuous basis to service contractual needs as they arise during the course of the contract. This will mean that for consistency of our services, substitution of these project managers and/or lead personnel will not be permitted without prior written approval from the City of Santa Clarita management team. We also understand the nature of work can require full -time involvement of our staff and leads, so we will commit to providing full- time service through a combination of a single team member or in combination of many, as best needed to meet the expectations of the jurisdiction.

Schedule (Section 8)
Plan Review
In general, SCA’s plan review turnaround timeframe is ten (10) business days for initial reviews and seven (7) business days for rechecks and revisions. As stated in an earlier section, there are exceptions to these rules as smaller plan reviews (PV/residential battery storage systems) can be reviewed in two (2) days or less. For larger and more complex/phased permit reviews, the turnarounds can require up to fifteen (15) business days to complete effectively, but SCA will work with the City of Santa Clarita management to adjust any or all of these turnarounds to meet the community needs. As these reviews (except those reviewed at the City of Santa Clarita offices) will be entirely electronic, we can commit to having multiple plan review engineer/architects available for forty (40) hours or more each week , but will not invoice for overtime on plan review s. Our jurisdictional plan review team will be available for full -time work at the City of Santa Clarita, or to the extent needed by current work levels.

Expedited plan reviews, or third -party plan reviews will have a separated negotiated turnaround timeframe for each project. When expedited plan reviews are requested, we will perform the plan review as quickly as SCA staff schedules will allow. An expedited review is typically completed in half of the standard turnaround time, but SCA has (at times) been able to review in shorter periods. These types of review schedules are typically determined based on the complexity of the project and the availability of SCA staff to complete the review.

Inspection and Permit Technician Services
SCA will provide qualified inspectors as needed to the city, within one business day, if requested by noon on the previous business day. We will be able to provide multiple building inspectors if needed by the City of Santa Clarita, if the inspections were full -time each week. If the inspection work to be conducted was only part -time during the week, SCA would attempt to provide as much inspection assistance as possible, but splitting inspectors time between jurisdictions is often difficult to ensure, unless we utilize part-time/retired personnel that have that flexibility in their weekly schedule. As inspectors have been more difficult to find in recent years, part- time inspections does pose potential challenges that we would need to work through with the city.

SCA permit technicians can be full-time at the City of Santa Clarita offices, or on a hybrid schedule if allowed by the jurisdiction. We find that the hybrid schedule is sometimes more beneficial for our clients, as we can utilize our most experienced permit technicians to assist with workloads from further away locations but still be extremely helpful with workflows due to their capabilities. We look to discuss City of Santa Clarita’s preferences on this approach and will work to meet your desired service needs.

Program Monitoring (Section 9)
SCA provides constant internal monitoring of our process that can potentially begin prior to submittal (if allowed by the City of Santa Clarita) and continue through to the final Certificate of Occupancy on completed permitted construction. Our internal monitoring involves our database that tracks submittals, staff involvement and maintains meeting turnaround schedules. There is often senior staff peer reviewing reviews prior to them being completed and constant communication between our team and the City of Santa Clarita management. If we are involved with the intake process through our permit technicians, we would input review and results directly into the city permitting software, and often we would do so on behalf of the city team (if allowed). Our review team would then prefer to reach out and communicate with the homeowner/design team directly to provide a code resolution meeting to ensure that the resubmittal will have the best information to be approved with the second submittal – eliminating unnecessary turnaround cycles. When plans are approved, we would stamp in a manner that is acceptable to the City of Santa Clarita and engage our inspectors as directed. Again, this may require pre-construction meetings to establish minimum expectations of City standards and work hours , as well as coordination with other departments. We would then proceed with inspections until all items were completed and final certificate of occupancy/final was achieved.

Throughout this entire process we would anticipate constant communication to relay our code concerns, provide feedback on means to resolve issues, and continually update both the City of Santa Clarita and any person involved with the overall project. Our project leads and CEO are always aware of the project status and can intervene or provide additional direction to our staff when needed.

City Resources (Section 10)
SCA’s team is highly qualified and provides all resources that are typically needed to complete their work assignments for the City of Santa Clarita. For example, our plans examiners are provided with multiple large- sized monitors to be able to easily review electronic submissions. We also provide high- speed internet connectivity, phones, Zoom or other virtual meeting subscriptions, and access to premium ICC electronic codes for their reviews. Similarly, our inspectors are provided with safety gear and tools necessary to complete all inspections (i.e., smart levels, tape measures , voltage meters, etc.). We can supply any electronic pads or phones needed and utilized by the City of Santa Clarita, as many jurisdictions now take advantage of electronic equipment to photograph and document inspections into the City systems or email to applicant/owners – we would look to your lead in regards to your preferences on these matters. For the most part, our staff is s elf- sufficient in our tools needed to complete the assignments.

The items that sometimes vary with our services are equipment that the jur isdiction requires, or items that are preferred to be utilized by our team. These would usually be items such as city vehicles (if our team is allowed to use them to complete daily inspections), business cards or name tags to associate our team as consultants to the jurisdiction , or special access/equipment to input results into the City of Santa Clarita’s permitting software. Again, these are not unusual items to be discussed and negotiated prior to SCA’s team beginning to provide needed services.

Subcontractors/ Subconsultants (Section 11)
SCA does not anticipate utilizing any subcontractors and most of our staff members are able to review and inspect across all trades and systems (i.e., building, accessibility, structural, mechanical, electrical, plumbing, energy, and green codes). Our team has specialist within each code or building systems, and intends to utilize these internal expertise when the project review or inspection dictates the need for a more detailed review or inspection.

Contractor Capability and References (Section 12)
To highlight project experience with other public municipalities, we have provided similar services to, SCA provides the following public sector contract examples from some of our current municipal clients to demonstrate our capabilities to fulfill the Scope of Work within the RFP.

Direct:(805) 677-3963 | Office:(805) 654-7869 | [email protected] 2021 – Present | Services Provided: Building, Fire, Land Development Plan Review, Inspection, and Permit Technician Services
SCA was originally brought on board with the City of Ventura under an emergency plan review contract, as the jurisdiction transitioned to a new Building Official and management team. We performed over 300 plan reviews in a four-month period and were retained under a response to an RFQ to expand services. Our plan reviews are unusual from a development services perspective, as we are tasked with providing plan reviews that cover multiple disciplines outside of the standard building code reviews. Our services include fire systems, land development and stormwater systems, as well as occasional CASp reviews. We are also under contract to provide as needed inspection and permit technician services. To date we have reviewed over 2,000 projects (residential, multi-family residential, commercial, retail, restaurants, medical and industrial uses), as Ventura continues to rebuild from the devastating Thomas Fire as well as update city infrastructure.

Direct:(650) 903-6477 | Office:(650) 903-6313 | [email protected] 2006 – Present | Services Provided: Building Plan Review, Inspection, Permit Technician, and Building Official Services (at times – Housing Inspectors, Planners and Community Development Directors) SCA (with lead contact, David Basinger, Principal/CEO), has provided all facets of Community Development services to the City of Mountain View since 1994 (under the contract of another consulting firm), or through SCA contract that began in 2006 (the past 18 years). During these numerous years of continual service, we have provided in- house and remote/electronic plan reviews, on- site inspections, and provided various permit technicians, administrative staff, planners, housing inspectors and even a brief per iod where we assisted with an interim CDD. On two separate occasions, Mountain View has asked Mr. Basinger to serve as Acting Building Official (for roughly two, one-year stints), and he recently completed another term as the Acting Deputy Building Official. Although the city is roughly 83,000 in population, there is a great diversity in the types of construction projects that continue to be built in the jurisdiction. SCA staff has been responsible for review, inspections and permitting of the large-scale commercial and multi-family developments, as well as smaller projects in the historic downtown Castro Street district (the heart of the city). We have assisted with Code adoptions, recently adopted Reach Codes (for full electrification of new construction), difficult code enforcement cases (taken to court for final judgement), and long- term pre-submittal meetings or planning reviews to create conditions of approval. Our greatest achievement is that numerous members we have placed within the City of Mountain View have been offered and accepted long- term positions with the jurisdiction – showing that we have a strong working relationship with the overall city, as well as understanding the type of good “fit” in our staff that can ultimately be hired directly by Mountain View.

One of the main assigned duties was to manage all plan reviews being undertaken by Tesla within the city, as well as a weekly meeting were one- stop/over-the-counter reviews could be completed or discuss upcoming projects and coordinate city department concerns. Although the Building Official position was filled, Mr.

Basinger continued to manage numerous Tesla projects and special events. Over the course of a year, projects have included the North Paint T.I., North Paint Expansion, 901 Page (Seats Manufacturing, High- pile product storage racks and offices – also site of special Model X temporary event permit), Kato/Westcore (new building/T.I.), Spinnaker (New parts building), and weekly plan review/meetings (approximately 400 permits completed – 95% approved directly at the meetings).

Google / NASA Bayview Project
Mountain View, CA
A five-year project to assist NASA with over 4,000,000- sq. ft. of site/infrastructure improvements, office, restaurants, assembly spaces, events center, parking, and residential guest hotel project for a new Google complex located at NASA-Ames Research Facility. As a federal agency, NASA has a Building Department that does not process permits as done at a typical jurisdiction, but rather operates as construction management for improvements at the base. The Google site is a land- lease/joint-venture with Ames Research that involved a complex design on previously incorporated City of Mountain View property where SCA served in the governmental role of plan review and inspection services. The design was extremely innovative in its approach and utilized advanced engineering systems (non-dynamic linear design), as well as being in a flood plain, having underground vapor mitigation system, deep geothermal heat system, large -scale integrated photo -voltaic roof system , recycled and black water systems, water tank installation, and several alternative materials and method requests. SCA was initially brought in to review the primary building of the campus that comprise three separate structures over a common basement level, while other consulting firms were utilized to review sit e/civil improvements and future housing/garage structure.

However, SCA was so much more successful and responsive to both the owner/design schedule and NASA’s code concerns, we were quickly promoted to complete the entire project reviews, as well as continual inspections. In fact, SCA’s involvement was so well received in this capacity, that we are now providing reviews for the historic hanger 1 renovation and re -use, as well a base infrastructure (such as roadways and bridges).

These reviews are exclusively performed electronically, with document control through our administrative staff until approval and release for printing by the design team, and subsequently submitted to the base. Initially NASA had never undertaken such a large and dynamic process, and they didn’t understand how to streamline and maintain design/construction schedules. However, SCA worked with their management team, as well as Google/Whiting Turner and the designers, to guide the process into a jurisdictional model that is modifi ed to accommodate the aggressive construction schedule. We provided preliminary code review of design development plans for the project, complete plan review and oversight of structural peer reviews, as well as continuing inspection team for on-going phased permitting and construction.

Google Headquarters
Mountain View, CA
As Google continues to expand its workforce, so has there been the need for additional office space. To date, we have completed plan reviews on over forty existing mid-rise buildings (one to five stories), with major renovations to accommodate the new high-tech office uses associated with the Google service lines. Most of the structures have included major renovations to exiting systems, as well as installations of A -2 and A -3 assembly occupancies, and recent lab space renovations. SCA also reviewed one of the largest free -standing photovoltaic carport structures (over num erous sites). As Google has purchased many of the building sites in the North Bayshore area of Mountain View, many of these full tenant improvements have occurred in buildings that were reviewed (when new construction) by SCA staff. As Google continues to expand the boundaries of their present campus, we continue to provide additional plan review services.

Microsoft Campus
Mountain View, CA
Microsoft campus demolished four of five original two-story office buildings and cafeteria/events center and constructed a combined two-story building with extensive roof decks and landscape features. The goal of the project was to create a more integrated and green structure that would be self - supporting. This involved replacing surface parking with a parking structure, exposed CLT structural systems, recycled and black water on-site treatment facility, as well as emphasis to transition from the structure to the natural watershed/creek on the south side of the property. The final structure was type III-B construction under the mall provisions, and included Group B, A-3, A-2, S-1, and S-2 occupancies.

Google – Charleston East
Mountain View, CA
Google’s first out of the ground/new building in Mountain View was the Charleston East building, located adjacent to their main campus/headquarters. This type II -B construction was a full -basement (below the flood plain), with two- stories above grade and a tubular steel suspension structure that is 165- ft. at the middle of the roof. The unique design utilized several AMMR’s, most notably the ASCE 41 and LA Basin Tall Building Codes to analyze the seismic stability of the roof and column structure. The final building is nearly 1 million square feet of Group B, A-2, A-3, S-1, and S-2, with a public paseo through the center of the building.

The roof structure is entirely a PV system array, on a bent-plate roofing material.

Part I – Technical Proposal
Alternative Proposal (Section 13)
SCA has the capacity to provide additional services to the City of Santa Clarita (not mentioned in the RFP) that could assist with providing more assistance to the staff and community. We have the capabilities to provide fire plan reviews and inspection services to the jurisdiction, which often streamlines the development review and inspection timelines through having building and fire working in conjunction with one another. We can provide similar supporting services for land development, as we often are tasked wit h reviewing engineering and landscape standards with more involved construction projects. We would look to the City of Santa Clarita to determine if these would be useful under this contract and can negotiate these separately as needed.

Further, SCA staff provide technical code training services across the nation and can provide focused training for the city staff and/or public when deemed necessary. We have found that keeping jurisdictional staff well educated on the code nuances makes your team more productive in applying it to their reviews and inspections, while also reducing expenses on training budgets (as our team can teach without your team traveling to a venue). Likewise, our education can extend to the local community and/or management to assist in improving understanding and the importance in meeting minimum code. In many instances, we have also assisted in code adoptions and discussions on how other jurisdictions have created local amendments.

Conflict of Interest (Section 14)
SCA does not have any actual, apparent, direct, or indirect, or potential conflicts of interest that may exist with respect to the firm, management, or employees of the firm relative to the services to be provided under the Agreement. SCA was established and continues to work only for local jurisdictions in the role of code plan review or inspection services. Although many of our staff have background in design and construction, we do not provide those services to eliminate any conflict of interest.

Additional Data (Section 15)
SCA is also adept at reviewing a great deal of smaller projects. For example, in a six month period (while completing larger plan review projects), we performed nearly 1,000 mostly residential plan reviews for Ventura, CA; over 300 small reviews for Centennial, CO; and over 1,000 plan review and inspections for Hurricane, UT.

Our staff is large enough to accommodate whatever plan review or inspection needs that might evolve during this contract. The following pie chart shows our success rate in getting reviews completed in three or less review cycles, as our goal is always to move projects forward with additional communication to resolve issues.
