Ultimately, the City chose to deny the project. Key issues of concern were related to hazards from past uses at the site and traffic congestion.

Monterey Bay Square MND Peer Review: Dudek provided peer review services to the City for the Monterey Bay Square IS/MND. The project involves demolition of an existing 2-story commercial building, surface parking lot, on-site landscaping, and other site improvements to construct a 5-story, 119,370-square-foot mixed-use building with 62 condominiums, 16,918 square feet of restaurant space, and 3,650 square feet of retail/service space on the southern half of the site. An attached six-level aboveground parking structure will be located on the northern half of the site. A single level of subterranean parking with 157 parking spaces will be provided for the full length of the site for project residents only and will extend underneath the full length of the mixed-use building and the parking structure.
1450 AR TESIA SPECIFIC PLAN EIR
Client: City of Gardena
Contract Dates: 2021 – 2025
Dudek personnel managed the preparation of the EIR for this project which involved compliance with the 1450 Artesia Specific Plan as well as construction and operation of a mixed-use development with a total building area of 268,000 square feet and an approximate height of 75 feet. The development will include a self-storage use (3 levels totaling 186,000 gross square feet [GSF] with 1,480 storage units over the bottom floor warehouse/distribution use and leasing office), an industrial warehouse/distribution use (1 level totaling 72,000 GSF with 10 loading docks), and an office/retail use (a mezzanine totaling 10,000 GSF). Additionally, associated facilities and improvements included perimeter fencing, on-site and perimeter landscaping, lighting, exterior sidewalks, and pavement for on-site parking spaces. Under the Specific Plan, the parking lot area will be used periodically for City-sponsored outdoor events outside of the project’s warehouse/distribution component operating hours (“special events”). Key project issues were the fact that the project site is actively undergoing remediation and would have long-term land use restrictions on the site.

WEST CAMPUS UPPER PLATEAU WAREHOUSE DISTRIBUTION CENTER EIR Client: March Joint Powers Authority
Contract Dates: 2021 - Ongoing
The project requests a General Plan Amendment, Specific Plan, Zone Change, Tentative Parcel Map, two Plot Plans, and a Development Agreement to redevelop the former munitions bunkers and adjacent land from the March Air Reserve Base. The project consists of a Specific Plan Area, including a Campus Development with a buildout scenario with 10 business park parcels, 6 mixed use parcels, 3 industrial parcels, 2 public facility parcels, and 3 open space parcels. These parcels would be created, designated, and graded. Buildings B and C would be constructed on two of the industrial parcels. The remaining parcels would be developed with square footages as allowed under the Specific Plan. A proposed park component of the project, consisting of a 60.28- acre park west of the Barton Street extension, is included under the Specific Plan buildout scenario. Infrastructure improvements would include the installation of utility and roadway networks connecting to and throughout the Specific Plan Area, the construction of a new sewer lift station, the construction of a new electrical substation, and the construction of a new 0.5-million-gallon reclaimed water tank. A Conservation Easement of approximately 445.43 acres of undisturbed land surrounding the Specific Plan Area would be placed under a conservation easement, consistent with prior determinations made as part of a prior Settlement Agreement. Dudek managed the preparation of the EIR, including a Final EIR effort that included responses to over 1,300 comment letters. Key project issues included the controversial nature of this project, the introduction of additional warehouses with air quality and traffic impacts, and loss of open space.

HOUSING INCENTIVE OVERLAY DISTRICT EIR
Client: City of Fullerton
Contract Dates: 2020–2025
To address housing affordability and scarcity, the City of Fullerton is utilizing California’s Senate Bill 2 grant funds to streamline housing production in the City. Dudek is currently developing a housing incentive overlay zone (HIOZ) for select parcels with underlying commercial and industrial zoning designations. The HIOZ is one of multiple programs identified in the City of Fullerton’s Housing Element update and is intended to incentivize the development of additional housing, especially affordable housing, by expanding its allowability and reducing regulatory burdens. Dudek’s scope of work entails testing the physical and financial feasibility of housing on these parcels and is updating the City’s existing multifamily and mixed-use development standards to be objective and streamlined for both Citywide and HIOZ use.

The overlay zone will rely on a hybridized approach to development standards by incorporating the easy-to- understand format of Euclidian zoning and layering in the design aspirations of a form-based code. Integral to this project is a capacity-building effort that aims to educate and inform a group of Fullerton stakeholders, the “Housing Champions,” of the economic and regulatory landscape of housing policy. In addition, Dudek is preparing the EIR and supporting technical studies for the overlay zone.

Project Approach
Dudek’s project management approach matches you with a project manager empowered to provide responsive client service and innovative solutions that improve project efficiency and delivery. Dudek staff take our commitment to client responsiveness seriously, leveraging technology to maintain productivity and keep our teams connected, both internally and externally. We provide robust virtual support for our clients, maintaining continuity in critical projects across any scenario.

Our project management philosophy for this project/contract is based on our understanding of how the City interacts with applicants, distributes task orders, and prefers regular check-in calls throughout the delivery of each project. Drawing on knowledge from these projects and our existing working relationship with the City, Nicole makes decisions that enable continuous forward project momentum. Her proven project management approach utilizes the following:

DEFINED LINES OF COMMUNICATION
Effective project management requires clear and consistent communication with the City of Santa Clarita and among project participants. Dudek believes that the most effective project manager routinely initiates the continuous flow of project information, instructions, and guidance.

Nicole will remain personally involved in any project she manages for the City. Working as a team with other technical discipline leaders, Nicole will keep all task orders on schedule and budget and will maintain the highest level of quality for all deliverables. She will communicate project status updates with other members of the consultant team and with the City by doing the following:
▪ Serving as the single point of contact
▪ Establishing regular meetings with the City project manager to discuss project milestones, activities, and issues
▪ Holding regular project management meetings with key project staff (including our subconsultants) to coordinate work efforts, check on task completion, and review budget conformance ▪ Updating the project scope, schedule, work progress reports, and inventories of available data, as necessary, so all team members are aware of information that may affect their work products and schedules ▪ Coordinating with the City at strategic junctures for public input

NIMBLE DECISION MAKING
Dudek’s organizational structure places cities at the top, with our project management directly supporting you.

There is no middle management to slow decision-making processes or hinder your project progress. Project managers are well informed, practiced, and empowered to harness the full resources of our firm. Whether it’s a quick phone call or an additional scope element, our project managers can mobilize new approaches, resources, and team members quickly to meet your needs.

On-Call Environmental Planning Services (Proposal # PL-24-25-17) 17

PROJECT MANAGEMENT TOOLS
The management team will work together to meet communication goals and keep the project on schedule and budget using the following:
▪ Project Kickoff Meeting. The management team will attend a project kickoff meeting with key team members. This meeting will be critical to the ultimate success of the project, as it provides an opportunity for all parties to discuss the project, review the scope, and formalize key assumptions. Dudek will provide a detailed agenda that addresses the project overview, requests for information, communication protocols, budget, and schedule. This meeting will also offer an opportunity to confirm document format requirements, points of contact, status report details, and any other logistical, technical, or procedural concerns. We approach every project with the understanding that attention on the front end can save substantial time and costs in the long run.
▪ Dedicated Lines of Communication. After the kickoff meeting, Nicole will distribute a key contact list to all team members, confirming communication protocols and contact information. At this time, Nicole will schedule recurring project meetings to establish an ongoing coordination channel between key team members. These meetings are a key element of Dudek’s management approach, as they foster collaboration and accountability, maintain project momentum, and allow for issues to be identified and resolved early.
▪ Master Deliverables List. Dudek will prepare a master deliverables list with key document development milestones, such as draft deliverables for review, review periods, and possible meeting dates with the City to resolve comments, if needed. Dudek will also provide the City with a customized style guide to maintain consistency of key project terms, references, format, and style. Dudek uses online meeting tools for collaborative document revisions with City staff and efficient resolution of comments, if needed. Dudek will manage and update the master deliverables list, make it available to all team members, and communicate accurate status updates to the team. Using this tool, Dudek will provide the City project manager with up-to-date status reports as requested.
▪ ·Schedule and Budget Tracking. The management team will use a schedule-tracking tool to meet important milestones for task orders issued under this contract. Similarly, we will use Deltek Vantagepoint to track all budget line items and deliver an accurate monthly balance for each. ▪ Progress Reports. Nicole will prepare regular progress reports that will include a list of tasks completed during the period, a list of tasks anticipated during the coming period, a project schedule update, a summary of the schedule, and any outstanding scope of work or information request issues.

VIRTUAL COLLABORATION
Dudek’s technological systems can help expedite projects, saving time and money. Led by an award-winning chief information officer, our expert IT team works tirelessly to help us deliver work products to our clients. Our team doesn’t just provide hardware, stable internet, and tech support; we develop software, facilitate public meetings, and maintain secure project portals.

We configure and integrate industry-leading technology solutions for our clients so they don’t have to. We offer an increasing number of tools for efficient, productive virtual collaboration with our clients, including:
▪ Secure Project Portals. To streamline the flow of information, we can develop a team collaboration site for secure use by Dudek and City staff. This portal can be used to store, organize, share, and access information. Common features include real-time document co-authoring, interactive project maps, and

On-Call Environmental Planning Services (Proposal # PL-24-25-17) 18 shared team calendars. If a project portal is not needed, we will implement a separate system to store, share, and exchange files between Dudek and the City.
▪ Custom Websites. Our technology team can quickly develop custom-built project websites set up according to client and/or project specifications. The level of sophistication and interactivity will vary based on the needs of each project.
▪ Mobile Data Collection Tools. Dudek offers industry-leading data collection and reporting tools that can deliver results and analysis directly to the City from the field. ▪ Virtual Meetings. Our project managers are experts in hosting virtual meetings and presentations using a variety of digital tools and platforms, allowing real-time, face-to-face video communication and screen sharing with the City and stakeholders.

Quality Control
At Dudek, we know our reputation is defined by the quality of our work, and we take great pride in delivering consistently high-quality work products. Meeting this standard requires discipline, which is why we implement a rigorous quality assurance/quality control (QA/QC) process for all client deliverables. The cornerstones of our program are outlined below.

DOCUMENT QUALITY ASSURANCE AND QUALITY CONTROL
Dudek’s editorial team will work closely with Nicole to apply the highest standards of quality to all CITY deliverables. For a typical Dudek work product, the following process will be used:
▪ Style Guide Development. During the start-up phase of the project, the Dudek technical editing team will create a project-specific style guide to maintain consistency of terms and nomenclature used in the project documents. This style guide will be in accordance with the City’s standard formatting requirements and will be shared with the City before preparing project documents. ▪ Technical Review. An appropriate third-party technical reviewer will be assigned to all written work products. This step in the review process is focused on the legal adequacy and technical accuracy of all deliverables, and multiple reviewers may be used depending on the complexity of the document. ▪ Editorial Review. Once the technical review is complete, Dudek editors will conduct an editorial review of deliverables following the agreed-upon style guide. Before submittal to the City, each document will be formatted by Dudek’s Publications staff.
▪ Document Production. Dudek’s Publications Production team verifies the quality of each physical deliverable before publication. Dudek’s Editorial team, in collaboration with the Publications and Information Technology staffs, will produce and publish the web versions of project deliverables.

Should the need for virtual collaboration arise, Dudek’s Publications team has a wealth of experience creating and maintaining secure project portals. These sites are project specific and can be set up quickly with levels of permissions necessary to meet the City’s needs. This allows multiple reviewers to revise documents concurrently and provides an efficient alternative to in-person live editing meetings.

ADMINISTRATIVE RECORD
As a best practice, Dudek builds a thorough administrative record during the course of project development. During the writing process, the editor works closely with the writing team to catalogue references cited in an index and

On-Call Environmental Planning Services (Proposal # PL-24-25-17) 19 collects and compiles all source material. The writer and/or editor locate the reference cited, track its status in the index, and compile PDFs of each document cited. Additionally, Dudek has a Library Services team that researches difficult references and reviews the references cited matrix against the compiled source materials, verifying that each reference cited has been provided, contains the appropriate page range, and is from a reputable source.

In order to document important project studies, technical reports, and communications, an administrative record email address will be set up, which project team members and City staff can email. When an email is received at this address, a member of the Editorial staff will review, save, and catalog the email and/or document in a searchable index that can be provided to the City at any point during the life of the project.

DATA MANAGEMENT
Dudek uses password-protected mobile applications and Cloud services that are privately shared with restricted- access groups (consisting of authorized personnel only). These applications and services connect to our Cloud servers via encrypted HTTPS connections using Transport Layer Security (TLS); our TLS certificates are kept up to date and use a strong hashing algorithm. We perform monthly security patching on our servers, regular internal security audits, and third-party firewall/penetration tests to maintain the integrity of our secure network.

Confidential data on the Dudek network is managed by authorized Dudek staff and is disseminated to other parties only when express written consent is granted by the project manager and/or other authorizing agents.

Staff Workload and Availability
The Dudek team specifically chosen for this contract has the availability and capacity to provide services on upcoming City projects. Nicole has relevant, local project management experience and will make this contract a top priority. In addition, Dudek offers the City a team of accessible, committed staff members who are ready to begin work immediately.

Dudek has the capacity to attend meetings, advise City staff, prepare and present reports, and assist with any task as it pertains to the scope of services. Other Dudek staff may also support City projects and will be assigned when necessary.

Our team includes a wide range of subject matter experts with different specialties to accommodate the specifics of any project. We have a flat internal structure, meaning that our deep bench of senior staff, skilled managers, technical experts, and practitioners are available to support Nicole. Internally, Dudek focuses on hiring and retaining the most qualified specialists by taking care of our professionals. As a result, we have low staff turnover and high career longevity, providing the City with a team that will stay with this contract throughout its lifespan.

Dudek personnel will be committed to the contract and no substitution of team members will be made without prior approval from the City.

1 Nicole Cobleigh

CONTRACT / PROJECT MANAGER
Nicole Cobleigh (nick-KOHL KOB-lee; she/her) is a senior project manager with 26 years’ experience in environmental planning and land use development in Southern California . Ms. Cobleigh manages all phases of the project planning and environmental review process, including budget allocations and monitoring, project team and subconsultant oversight, scheduling, presentations at hearings, and public outreach. She has produced numerous California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) documents, including environmental impact reports (EIRs) ; environmental impact statemen ts (EISs); and technical reports for visual resources and aesthetics , cultural resources, and other environmental resources.

Ms. Cobleigh applies her comprehensive understanding of policy, planning, and environmental issues to meet clients’ needs on a variety of projects. She has extensive experience working on complicated projects involving multiple regulatory agencies.

Project Experience
Wiley Canyon Project EIR, City of Santa Clarita, California. This project would involve developing a 277,108-square-foot, four-story senior living facility; approximately 8,914 square feet of commercial space; 379 multifamily residential apartments; and a publicly accessible outdoor recreational field space on a vacant 31.8-acre site. Managed the preparation of the EIR for the project where key project issues addressed in the analysis included impacts to biological resources, transportation, and wildfire evacuation.

Clara Oaks Specific Plan Project EIR, City of Claremont, California. This project involves adopting a Specific Plan with development plans, infrastructure and public services plans, development regulations, design guidelines, and administration and implementation necessary to achieve the orderly and compatible development of the project site. The Specific Plan proposes 40 individual lots for custom residential homes, with lot sizes ranging from

0.22 acres to 2.41 acres (with an average lot size of 0.55 acres). Key project issues include providing access to water to the project site, infrastructure improvements to provide access to the project site, and wildfire concerns given the project’s location in the hills above the City of Claremont.

B-2 Hotel Resort Project EIR, City of Garden Grove, California. An Initial Study/Mitigated Negative Declaration (IS/MND) was prepared for the project in 2022. Thereafter, opponents filed a CEQA lawsuit challenging the City’s MND. (Perez et al. v. City of Garden Grove et al. OCSC Case No. 30-2022-01281816-CU-WM-CC.) On February 13, 2024, a stipulated Writ of Mandate (“Writ”) was entered in that matter directing the City to “prepare a focused review under CEQA of the Projects’ […] potentially significant Vehicle Miles Travelled (VMT) and Greenhouse Gas Impacts.” (Writ, ¶ 1(a).) All other claims were waived and dismissed with prejudice. The Writ further directs the City to assess whether any modifications are needed to the Project approvals, including any mitigation measures

2 and conditions of approval. Finally, the City must approve, approve with modifications, or deny the Project’s Planned Unit Development amendment (PUD-141-01[A]) during a publicly agendized meeting of the City Council.

Currently working with the City in managing the preparation of the Subsequent EIR to address the Greenhouse Gas and Vehicle Miles Traveled impacts of the project in compliance with the Writ and pursuant to CEQA Guidelines Section 15163.

Central Park Buildout Project MND, City of Santa Clarita, California. The City’s Central Park was 90 acres and included baseball diamonds, basketball courts, a children’s playground, a disc golf course, a dog park, a fitness zone, multipurpose fields, and other park amenities. The park is highly utilized by youth, league, and recreational sports groups from throughout the Santa Clarita region. Both the City’s 2008 Parks, Recreation, and Open Space Master Plan (2008 Master Plan) and the City’s 2011 General Plan and accompanying General Plan EIR envisioned and discussed the ultimate buildout of Central Park and identified undeveloped land immediately adjacent to the 90-acre Central Park as “Potential Active Parkland.” Managed the preparation of an IS/MND on an expedited schedule so that the City could secure funding to implement planned park expansion and improvements. Key project issues included noise-generating uses near residential uses and potential tribal cultural resources on the project site.

Santa Clarita Riverwalk Project Negative Declaration, City of Santa Clarita, California. This project involves constructing 136 multifamily units and an approximately 10,000-square-foot commercial building on a 5.4-acre site located at 18300 Soledad Canyon Road within the City of Santa Clarita. The commercial building would be two stories (34 feet) in height, and the residential buildings would be three and four stories in height (up to 50 feet). The project also includes construction of covered carports and a recreational area for the residents.

Managed the preparation of an IS/Negative Declaration (ND) for this project.

Old Town Newhall Specific Plan EIR Addendum, City of Santa Clarita, California. The Santa Clarita City Council adopted the Downtown Newhall Specific Plan in 2005, now known as the Old Town Newhall Specific Plan and certified the Final EIR with the approval of City Council Resolution 05-133. The Originally Approved Plan consists of an approximately 271-acre area and proposed the development of up to 1,092 new residential units and nearly 1 million square feet of new commercial space over a 20- to 25-year horizon. The City updated the Old Town Newhall Specific Plan to continue the implementation of the Originally Approved Plan and its subsequent amendments, refine land use designations, and update development standards for the planning area. Managed the preparation of an Addendum to the previously certified Final EIR for the Old Town Newhall Specific Plan to address the incorporated revisions.

Sand Canyon Resort Project EIR, City of Santa Clarita, California. Located in the City of Santa Clarita, this project would have involved redeveloping a former golf course into a resort hotel project. Key project issues included potential impacts to sensitive biological resources, development within a Very High Fire Hazard Zone formerly subject to wildfire and mud and debris flows, and the rezoning of Open Space to Commercial within in a community sensitive to the loss of Open Space. Served as the project manager for the EIR and supported technical analyses for the proposed project.
