CONSULTING EXPERTISE
Aesthetics We offer several HELIX staff who are experienced in preparing Visual Impact Assessments (VIA) that evaluate the visual impacts of a given project on the environment, including the potential for degradation of scenic views, view blockage, and related issues of light, glare, and shadow impacts. As a first step, HELIX staff often help determine viewsheds and key observation points from which to evaluate visual impacts. Our capabilities range from computer-generated “before and after” simulations of a project to narratives of potential visual impacts. Measures to reduce potential visual impacts are identified as necessary and may include suggestions related to site layout, bulk and scale of buildings, lighting, and landscape.

Agriculture/Forestry Resources HELIX provides technical and environmental evaluations of agricultural resources and related issues under the State CEQA Guidelines. This includes preparing agricultural technical studies to assess existing and potential agricultural resources, evaluate project-related impacts to and from these resources, and identify potential mitigation options where appropriate. HELIX is also experienced in preparing agricultural assessments under the California Department of Conservation Land Evaluation and Assessment (LESA) Model guidelines and Farmland Conversion Impact Rating assessments under the federal Farmland Protection Policy Act (FPPA).

Air Quality/Greenhouse Gas Studies/Energy & Climate Action Plans HELIX prepares air quality impact and air pollution analyses, including dispersion modeling, that meet CEQA/NEPA requirements. Our staff is proficient in regional air authority regulations and the conformity requirements of the Clean Air Act. HELIX has been preparing and conducting emissions analyses in this rapidly changing field following the evolving requirements for global climate change and GHG emissions accounting. We also prepare Climate Action Plans and Energy Action Plans, which guide community efforts for reducing GHG emissions.

Biological Resources, Urban Forestry, and Regulatory Permitting HELIX’s skilled biologists, botanists, arborists, and wetland scientists have the range of expertise needed to assess biological resources found within the City. HELIX conducts biological resource assessment surveys, vegetation community mapping, and other biological analyses to identify the likelihood of the occurrence of special-status species or habitats, make recommendations for further studies, and/or identify mitigation measures or permits that may be required.

HELIX’s biologists prepare reports summarizing biological resources based on the preliminary information assembled about biological resources in Los Angeles County and the data collected in the field. Our reports

7 CITY OF SANTA CLARITA| On-Call Environmental Planning Services contain information about the project site and the limit of study, baseline information (e.g., soils, California Natural Diversity Database, etc.), potentially occurring special-status species, and the field survey results.

HELIX also provides comprehensive tree management and urban forestry services. Our International Society of Arboriculture (ISA)-certified arborists are also ecologists and regulatory experts with extensive experience in local, regional, state, and federal regulatory compliance, and we use this expertise to coordinate closely with our clients to avoid and minimize project impacts on arboricultural resources. To help land managers and project applicants protect tree resources (on project sites and other locations such as urban areas or in preserved/protected areas) and/or better manage the health of their trees, our arborists use high-precision Global Positioning System (GPS) units to map arboricultural resources, create GIS-based tree inventories, and develop comprehensive tree protection and mitigation plans for long-term care.

HELIX also has extensive experience in the delineation of aquatic resources according to the 1987 U.S. Army Corps of Engineers Wetland Delineation Manual, the Arid West Supplement, and applicable local, state or federal wetlands regulations. We also track evolving permit requirements, including the 2023 U.S. Supreme Court ruling on the Clean Water Act (Sackett v. Environmental Protection Agency). We map wetlands and other waters of the U.S. and the state and facilitate the verification of aquatic resources delineation maps, both preliminary jurisdictional determinations and approved jurisdictional determinations with the U.S. Army Corps of Engineers (USACE).

Finally, our experience includes working closely with regulatory and other resource agencies, including the U.S.

Fish and Wildlife Service (USFWS), California Department of Fish and Wildlife (CDFW), Regional Water Quality Control Board (RWQCB), and the USACE in formal consultation and permitting processes. As part of on-call contracts, our staff often responds to urgent and next-day requests, including support for pre-activity surveys, meetings, and monitoring needs. In emergencies, we can provide same-day service and help crews minimize environmental damage without hindering their ability to act.

HELIX is experienced in evaluating the long-term compatibility of adjacent uses, short-term construction impacts related to noise and dust, and potential long-term and cumulative issues such as visual character, noise, and odor are also considered.

Noise Assessments HELIX's in-house acoustical specialists prepare technical studies that help clients comply with applicable local, state, and federal environmental laws and regulations, including local noise ordinances, CEQA, NEPA, and the state and federal Endangered Species Acts. We frequently conduct studies predicting equipment, construction, and/or transportation noise impacts on sensitive uses, such as residential developments or recreational areas. In addition to evaluating the impact of noise on humans, HELIX specializes in evaluating noise impacts on wildlife, especially threatened and endangered bird species. We provide monitoring services to ensure a project's specified noise level goals are achieved.

Population/Housing For both public and privately initiated projects, HELIX environmental planners assess whether a project would induce substantial population growth directly or indirectly. Direct impact analyses often consider adopted local and regional planning documents and projections. In contrast, indirect impact analyses frequently address whether the project will extend roads or other infrastructure that could induce growth. Our planners will also address whether the project could displace people or require the construction of replacement housing elsewhere. HELIX specialists and planners conduct socioeconomic, economic, and community impact studies to support NEPA documentation. This includes but is not limited to Community Impact Assessments (CIA), Health Impact

9 CITY OF SANTA CLARITA| On-Call Environmental Planning Services Assessments (HIAs), and Environmental Justice Impact Assessments in compliance with NEPA and/or local Sustainable Communities Strategies.

CITY OF SANTA CLARITA

HELIX has provided environmental services to the City for multiple projects under direct contracts with the City and through private development contracts, with the City serving as the lead agency. Recent projects include:
+
Newhall Ranch Road Bridge & McBean Parkway Environmental Mitigation HELIX conducted environmental mitigation for road widening projects in the City. Tasks included non- native plant removal, fencing, irrigation installation, and tree planting as part of the installation phase throughout a 7-acre project area. The streambed restoration project is located within the Santa Clara River and San Francisquito Creek areas, covered by an umbrella set of environmental authorizations known as the Natural River Management Plan. A joint Environmental Impact Report (EIR)/Environmental Impact Statement (EIS) and master permits, which include a USACE 404 permit, CDFW Streambed Alteration Agreement, and Los Angeles RWQCB Waste Discharge Requirements, covers much of the Santa Clara River and its tributaries within the City of Santa Clarita. The impacts of the Newhall Ranch Road Bridge are being mitigated by removing and monitoring exotic, highly invasive vegetation, such as giant reed and salt cedar, in three locations. HELIX biological monitors performed a tree inventory and assessment for a subset of the mitigation trees in the 7-acre mitigation site. The assessment determined existing conditions in relation to performance standards. Tree height, diameter, canopy spread, and GPS location were collected for each tree. Overall tree health, as well as the presence of disease/pathogens and damage, were also assessed. HELIX also conducted non-native plant removal, fencing, irrigation installation, and tree planting. Approximately 1,000 cuttings were installed and irrigated using drip irrigation. HELIX continued maintenance for one year under this contract, which required re-planting, irrigation repair, and non-native plant removal. HELIX field biologists also provided vegetation mapping, prepared environmental awareness training materials, conducted surveys for sensitive wildlife, and conducted monitoring to help contractors avoid sensitive biological resources. Following the final approval of this contract, the City awarded HELIX a separate long-term maintenance contract for an additional 4-year period.

12 CITY OF SANTA CLARITA| On-Call Environmental Planning Services

CITY OF IRVINE
As-Needed Environmental Services

HELIX has been providing the City of Irvine with as-needed environmental services since 2016. Services include the preparation of technical studies and CEQA-related documents, as well as peer review of technical studies and CEQA documents prepared by others. Representative task orders include:
+ Irvine Planning Areas 12 and 40 General Plan Amendment/Zone Change Peer Review HELIX performed a peer review of the IS for the Planning Areas 12 and 40 General Plan Amendment and Zone Change to revise the land use designations from industrial and commercial to medium-high-density residential. The total affected area was approximately 33 acres. The project application was subsequently withdrawn.

When the application was later re-submitted, the HELIX team performed peer reviews of an applicant- prepared EIR Addendum, biological resources assessment, Phase I ESA, and geotechnical investigation.

+ Irvine Amphitheater at Great Parks Neighborhood HELIX completed a peer review of several technical studies prepared by others, managed subconsultants in their peer reviews of technical studies prepared by others and prepared an Addendum to a Supplemental EIR to evaluate the construction and operation of a temporary amphitheater. The proposed project involved using a temporary amphitheater for three years within an undeveloped portion of the park at the decommissioned Marine Corps Station El Toro.

Key issues included traffic, light, and noise impacts on future residential uses, as well as a future wildlife corridor. HELIX prepared a second Addendum to the Supplemental EIR to evaluate the construction and operation of a permanent amphitheater and conducted air quality/GHG and noise impacts modeling to support the Addendum.

+ Bommer Canyon Community Park HUD NEPA Checklist HELIX prepared a HUD NEPA Checklist for rehabilitating the three-acre Cattle Camp Area in Irvine's Bommer Canyon Community Park. The project included improvements to increase park access. HELIX's initial review anticipated that renovating the existing structures to be Americans with Disabilities Act (ADA)-compliant would qualify for a NEPA Categorical Exclusion under HUD's NEPA guidelines. Qualifying for the NEPA Categorical Exclusion was contingent on finding that the renovations would not conflict with Section 106 of the National Historic Preservation Act (NHPA) or the federal ESA. HELIX prepared the EA Determinations and Compliance Findings for HUD-assisted Projects and HUD NEPA Checklist and received concurrence from the California State Historic Preservation Officer regarding the finding that the Cattle Camp facilities are not considered significant historical resources.

CITY OF SAN MARCOS
On-Call CEQA Services

HELIX is providing professional consulting services on an as-needed basis for the preparation and peer-review of environmental documents and technical studies pursuant to CEQA. Task orders include:
+ Marcos Specific Plan Peer Review of Technical Studies and MND HELIX is conducting peer reviews of several environmental technical studies and an IS/MND for the Marcos mixed-use development project consisting of 102 residential units, approximately 7,700 square feet of office; 49,000 square feet of retail, and seven live-work units on a 12-acre vacant parcel bisected by Las Posas Creek in the City of San Marcos. HELIX provided three rounds of peer review of technical studies addressing air quality, GHG emissions, biological resources, cultural resources, noise, and hazardous materials, as well as an IS/MND.

HELIX has worked closely with City of San Marcos staff in reviewing the environmental documents, focusing on the scope and adequacy of the technical report to support the CEQA impact analysis for the project, as well as completeness, consistency, and accuracy.

+ Hollandia Dairy Farm/Facility Odor Remediation Plan Peer Review Hollandia Dairy is a processing facility that produces dairy products on site, including homogenizing and packaging milk, ice cream, and seasonal milk products. To comply with the requirements of the Vallecitos Water District and the Encina Wastewater Authority, the dairy is required to pretreat wastewater effluent from the processing facility before it is discharged into the sanitary sewer system. Since December 2023, the City of San Marcos and the San Diego Air Pollution Control District (APCD) have received consistent complaints about odors from the facility. To address these complaints, the City of San Marcos initiated an investigation to determine if a violation of the City’s odor nuisance ordinances had occurred, confirming the presence of odors off- site. To resolve the code compliance issues, the dairy prepared a Remediation Plan. HELIX was tasked with conducting a third-party review of the dairy’s odor remediation plan and providing recommendations on a quantitative method the City of San Marcos can use to evaluate the effectiveness of odor mitigation efforts.

Additionally, as a consultant on the City’s Qualified Consultant List, HELIX has prepared technical reports and CEQA documents for privately initiated development projects proposed in the City, including the following recent project.
+ Home2 Suites Hotel San Marcos HELIX prepared technical reports and an Addendum to a 2018 IS/MND to document how the modified project was adequately addressed in the prior IS/MND. The modified project included a site development plan review and a tentative parcel map for a newly configured hotel and supporting infrastructure that differed from the original project. HELIX worked closely with City staff, the applicant, and a third-party reviewer to complete the CEQA process to the satisfaction of all parties in a short timeframe.

PROGRAM MANAGEMENT & QA/QC
HELIX has developed a project management system based on over 33 years of leading or participating in more than 350 on-call service contracts. Once an agreement is issued and signed, the master on-call contract, scope of work, and budget are all available for any staff to review at any time in the digital project folder in the HELIX system.

Yara Fisher, AICP, will serve as the program manager and the City's primary point of contact. When the HELIX program manager receives a task order request from the contract owner, they work to determine the required services and assign an appropriate task order manager based on specific needs. The task order manager prepares the task order scope and budget with input and review by the program manager and the client. The scope of work is as detailed as possible so that both the client and HELIX clearly understand what is and is not included. The budget is prepared to address the task order scope, incorporating senior staff for those tasks that are more complex and less senior staff for more straightforward tasks to minimize costs. Once HELIX receives authorization to proceed, work begins, and any additional information HELIX needs is requested. This phase can involve conference calls, lists of information needs, in-person kick-off meetings, field meetings, and other approaches to ensure the work is completed efficiently and accurately.

To implement and manage the scope of work and budget, the task order manager provides assignments that include the approved scope, the assigned budget/hours, the schedule for completion, and other detailed directions, such as available background information, client expectations, and report format requirements. The set deadlines consider that quality assurance reviews are required before submitting any work to the client.

HELIX’s project managers are highly effective at tracking schedules and implementing measures to ensure projects are completed within scheduled milestones. To achieve a successful outcome, HELIX prepares clear, tailored schedules for each project that specify key milestones for deliverables and connections between tasks. If potential bottlenecks are identified, we provide solutions to avoid schedule delays. We create task schedules using Microsoft Project, which indicates task predecessors, concurrent tasks, and critical milestones. If certain tasks take longer than expected, we look for ways to expedite other tasks to keep the project on track. We build in extra time in the planning stage as a contingency to address unforeseen delays. These management and scheduling tools result in efficient and successful completion of project tasks.

HELIX also employs several management tools tailored for the completion of field-oriented tasks. A successful day in the field relies on preparation in the office. Before any field activity, HELIX staff review the scope of work and budget. Any questions are vetted well before the actual field visit, and the field team prepares an action plan. Preparation for a field visit may include collecting field maps (both hard and digital copies), discussing access to the site, evaluating any safety-related items, and consensus regarding data collected and how it will be recorded. Following each field activity, associated staff reconvene to ensure that everyone is safe and the required data has been successfully collected in the desired format. The technical staff processes field data in the desired format and passes it to the task order manager for review.

As a project moves forward, HELIX uses Deltek Vantagepoint, an integrated cost tracking and invoice billing software. This system incorporates the agreed-upon billing rates for the contract, allowable expenses, and subconsultant budgets. Staff enter their time daily, allowing managers to track project budgets in real time and quickly react to any issues. Invoices are customized to provide essential information, including the names and billing rates of each assigned staff member, the nature of the work completed, the percentage of work completed, and the remaining budget. Deltek Vantagepoint has a robust accounts payable tracking system, an electronic invoice tracking system, and an electronic accounts receivable system that allows for detailed project

21 CITY OF SANTA CLARITA| On-Call Environmental Planning Services budget management. HELIX has customized reports that enable a project manager to track and provide information to the client on specific billing aspects of the project with high-level detail and without delay.

Customized invoice forms can also be created. HELIX project managers can create backup informational reports and graphics to accompany invoices often needed on construction and maintenance projects to verify unit billings and work completion. All invoices and expenses are reviewed and approved by the assigned project manager in our online system. Invoices for each task order are reviewed by the task order manager and the program manager. A summary of services provided during the month and the status of task order budgets are provided in a format preferred by the client.

Quality Assurance/Quality Control (QA/QC) Process To ensure the high quality of our analytical and documentation processes, HELIX has developed a comprehensive QA/QC program that applies to our activities and work products. The fundamental objectives of HELIX's QA/QC program are to ensure that work products fulfill the scope of services and that the City's specific needs are both fully defined and met. HELIX's quality assurance policies are integrally connected to our project management approach. Our quality assurance approach also integrates elements such as following the appropriate "style guide" for each work product, either using our template or an agency's, which ensures a high-quality and consistent look and feel to our work products.

All HELIX-written products are reviewed by the task manager and a separate quality control (QC) reviewer. The QC reviewer is typically the program manager but may also be another senior staff person (e.g., principal planner or senior scientist). The assigned task manager will first thoroughly edit work products completed by technical staff. Then, the assigned QC reviewer reviews and edits the document. The task manager will then ensure all revisions and edits are made before submission.

No draft document will be submitted to the City without this QC review. Documents are reviewed for content, grammar, spelling, format, and accuracy. Appropriate significance guidelines, acronyms, project naming conventions, etc., are agreed upon upfront with the City and communicated to the HELIX staff to ensure consistency throughout the project documentation. A technical editor also reviews and edits reports for writing clarity, spelling, word use, grammar, etc. The technical editor and/or a word processor also review the final product for formatting, including page endings, table formats, and heading levels. The technical editor also ensures that documents intended for public distribution are consistent with the accessibility requirements of Section 508 of the Rehabilitation Act (29 United States Code Section 794d) and California Government Code Section 7405 et seq. Graphic work products, such as maps, are checked by a senior GIS specialist and the assigned program manager to ensure that graphics portray the required information in an attractive format; information sources are clearly identified; an accurate scale and north arrow are provided; legible and informative labels are used in the map and its legend; color coding or patterns (if used) are distinguishable; figure and report titles are provided and are accurate; and the map fulfills the scope of work and adheres to the City's specifications and requirements. A final check of the finished hard copy and/or electronic files is also conducted before a submittal goes out our door. This multiple-step internal QA/QC system will ensure that submitted documents and support materials are of the highest quality and meet the City's and other applicable agency requirements and expectations.
