City of Santa Clarita

Santa Clarita, CA 91355
RE: Proposal for On-Call Environmental Planning Services (Proposal # PL-24-25-17) Dear Ms. Arima and Members of the Selection Committee:

The City of Santa Clarita (City) needs a consultant who is a recognized leader in providing California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) services for a range of project types, with varying complexity, in support of all levels of environmental documentation, and who understands the demands placed on City staff. Kimley-Horn is that consultant, and we are excited to propose our qualified team to provide on-call environmental planning services.

Kimley-Horn has been actively involved in the City for several years and has recently opened a Santa Clarita office in order to better serve you. We are proud of our partnership with you and have completed many projects over the years, such as the Metrowalk Project, Rye Canyon Environmental Impact Report (EIR) Addendum, Newhall Avenue Bicycle Facilities, Sierra Highway Traffic Signal Interconnect and Adaptive System Project, and the recently awarded Sports Complex Buildout Project. These projects have led to strong relationships which serve as the foundation for this effort, eliminating any barriers to communication and learning curves that come with understanding City design standards and preferences.

Our Kimley-Horn team has substantial experience assisting local municipalities with all aspects of environmental review and project implementation. Our proposal demonstrates both the breadth of services that Kimley-Horn can provide to the City and the wide variety of projects for which we have prepared or peer reviewed all types of CEQA documents, ranging from Categorical Exemptions and Senate Bill (SB) 375 Sustainable Communities Environmental Assessments (SCEAs) to Initial Study/Mitigated Negative Declarations (IS/MNDs) and EIRs. We have extensive experience in leading or assisting similar cities in project scoping and programs, public outreach, and presentations in public meetings and hearings. The attached proposal outlines Kimley-Horn’s qualifications; experience on similar projects; references; program management and quality assurance/quality control (QA/QC) approach; personnel, equipment, and facilities; and our proposed sub-consultants.

Per the City’s Request for Proposals (RFP), we have included our Cost File in a separate document uploaded to the City’s procurement portal.

The required forms are provided after this Response File as well as separately on the City’s procurement portal.

In addition, Kimley-Horn brings the following key strengths:

STRONG, COMMITTED PROJECT MANAGEMENT. Project manager Jessie Barkley will lead the Kimley-Horn team, maintain communications with the City, and facilitate compliance with project scopes, budgets, and schedules. Jessie has nearly 25 years of experience in preparing and managing high-profile and complex projects throughout Southern California. At her previous firm, Jessie led the City’s previous on-call contract as project manager, so she is familiar with your staff, regulations, policies, and priorities. Jessie will be supported by strategic advisor Kevin Thomas, who will also provide QA/QC for documents submitted to the City. Kevin has more than 30 years of experience in comprehensive. Jessie and Kevin will be supported by additional task order managers, including Heidi Rous, CPP and Jessie Fan, ENV SP, who are available to assist the City as additional project managers on simultaneous projects. We offer the City the local knowledge and responsiveness of a small organization, backed by the depth of resources only a national firm can offer.

EXPERIENCED STAFF AND TEAM MEMBERS. Our in-house staff and qualified consultant resources can meet the challenges of this on-call contract, drawing from more than 800 staff throughout California. Kimley-Horn’s environmental team has years of experience working on all types of environmental projects throughout Los Angeles County and Southern California and is supported by planning and engineering specialists for peer review of technical studies. To complement our in-house team of technical specialists, we have also partnered with Ninyo & Moore for geotechnical studies and hazardous materials, Pruett Biological Resource Consulting (Pruett Bio) for biological services, and Firewise2000, LLC (Firewise2000) for wildfire support. Together, we offer the City a comprehensive team to serve you on any project that arises from this on-call contract.

4 Our capabilities within the City’s preliminary scope of services for which our team is qualified to perform include:

Environmental Analysis
Kimley-Horn has a proven record of success in preparing legally defensible environmental documents that comply with CEQA and NEPA. Our environmental staff has provided CEQA and NEPA documentation and environmental technical studies for land development, transportation, public works, and federal aid projects, and environmental clearances for regulatory and policy documents such as general plans and specific plans. In addition, our staff has provided public agencies with on-call planning and environmental assistance, public outreach and public involvement support, and review of development proposals. Our client-focused approach results in the clear presentation of potential impacts and key findings to decision-makers for project determination and certification. For a successful CEQA review process and the preparation of a high-quality environmental document, our approach includes • Facilitating open communication and developing an understanding of project needs with our client to guide the overall approach and successful issue resolution
• Conducting a critical initial project screening to enable project modifications, identify potentially significant issues, and assist with document preparation (scope, level of review, and type) • Carefully scoping and pricing commensurate with the level of review and technical evaluation • Using the latest and most defensible industry standards, technology, and models • Including substantial evidence to support assumptions and conclusions • Using adopted thresholds, standards, and planning resources, as well as the most current CEQA guidelines and statutes • Identifying the project’s direct and indirect, short- and long-term, cumulative, growth-inducing, and unavoidable impacts as well as the extent/magnitude of such impacts
• Developing mitigation that includes key elements (who, what, when, where) and is effective and enforceable • Assigning a project manager committed to continuously monitoring the status of project costs, cost-control effectiveness, and schedule Environmental Document Preparation
Our environmental compliance managers have worked on numerous complex multidisciplinary projects requiring technical experience, creative solutions for design modifications or mitigation, and a thorough understanding of local, state, and federal regulations. Whether our role is to prepare CEQA documents and technical studies, or to peer-review this information, we understand the inherent complexities of processing projects through the environmental processes. On all environmental projects, we work extensively with our internal partners, agency staff, and clients to create the appropriate technical approach for the document and scope of related technical studies.

Techniques to Simplify and Expedite the CEQA Process
Through our experience in CEQA and NEPA documentation and compliance, we have developed various techniques to simplify and expedite the compliance process. These include:
• Designation of a project manager to establish Kimley-Horn as an extension of your staff; maintain continuous, responsive, and open communication; and provide the highest level of document quality and schedule/budget compliance • Development of analytical methodologies and thresholds of significance that clearly articulate conclusions • Documentation of site visits and field reconnaissance to maximize data recordation and identification, minimizing potential data errors • Early disclosure of the nature and degree of potential environmental impacts, allowing for early development of environmental solutions • Online participation in monthly case law updates as provided by our CEQA-recognized legal community and partners • Retention of strong and ongoing relationships with state and regulatory agencies with jurisdiction over natural resources Staying Informed of CEQA Issues and Legal Decisions
CEQA is a dynamic legislative requirement that is constantly changing. Interpretation of intent and process are regularly challenged in the courts. Maintaining legal adequacy and technical accuracy requires diligence and professional collaboration on many fronts. Kimley-Horn staff are active in the California Chapter of the American Planning Association (APA) and the Association of Environmental Professionals (AEP). Our engagement through board participation, CEQA Advanced Workshops, and monitoring legal and technical reviews helps to make sure that we are current in all things CEQA.

5 Identification of Concise Mitigation Program
Establishing a nexus between the project-specific/cumulative impact and the recommended mitigation is critical. Project design features that could avoid or lessen a significant impact will be identified in the project description and then accounted for in each relevant impact analysis.

Project-specific mitigation measures will be developed in close collaboration with the City. Particular attention will be given to streamlining the regulatory permitting process. Measures will clearly state the issue/resource, milestone for implementation, location/area if needed, and the party responsible for implementation.

Local Staff Working with Local Governments
Kimley-Horn prides itself on being a successful consultant for local government. We have served cities and counties for many years and are currently serving numerous cities and counties throughout Southern California. We consider ourselves to be an extension of our client’s staff and are committed to the success of a city’s projects as if they are our own projects. We are accessible for staff meetings and work sessions on short notice, and we can offer knowledge of local conditions because we are a local team. Our team’s combined experience in design, environmental, and construction phase services gives us the specific understanding of how to work with local governments and other regulatory agencies, elected officials, various stakeholders, and the local community to negotiate support and buy-in, and also effectively achieve your objectives.

We Know What It Means to Be “On-Call”

6 On-call contracts require a different approach from typical project-specific contracts. Each project assigned under an on-call contract will need an individualized approach that includes the various disciplines necessary to complete the assignment as efficiently and effectively as possible.

One of the many advantages Kimley-Horn offers is our ability to assemble the right team and assign the right staff to each project. Because we have ample resources in our local offices, we can draw from a multitude of disciplines and specialists to complete each assignment— whether the project is straightforward and requiring only a few people in a single discipline, or complex and requiring numerous people and multiple disciplines. Our approach to on-call contracts is based on developing a team-oriented approach to the project review process. Key characteristics that distinguish Kimley-Horn include:
• Rapid mobilization of staff for each agency request, including immediate identification of key personnel and sub-consultants needed for each project. The availability of in-house environmental and engineering staff provides efficiency and consistent quality of the technical analyses.
• Ongoing communication and consultation to address issues that arise during the project review process. The collaborative process maintains project progress and results in user-friendly planning documents and legally defensible environmental documents. • Commitment of senior level management to the project to provide close coordination with the City for technical accuracy and careful monitoring of budget and schedule compliance.
• Responsiveness to issues of concern raised by responsible and regulatory agencies and the public. • Flexibility to tailor our approach to meet the specific needs of each project and client.

Sub-Consultant Qualifications
Kimley-Horn has partnered with Ninyo & Moore, Pruett Bio, and Firewise2000 to provide support services for this on-call contract. Sub- consultant qualifications can be found in Section 1.1.7. of this proposal.

12 1.1.5. Program Management and QA/QC

PROGRAM MANAGEMENT APPROACH
As needed, Kimley-Horn’s project management team and technical will work closely and collaboratively with the City to provide project management oversight of various environmental documents, technical documents, and special studies. Our knowledge of technical issues, applicable regulations, and the City’s regulatory processes allows us to provide responsive and solution-oriented advice and management.

Kimley-Horn staff will also assist with the preparation of agenda and meeting minutes, notes, tracking of action items for the City and in- person meetings, including coordination with City Divisions, internal and external stakeholders, agencies, tenants, operators, the City Attorney’s Office, outside legal counsel, and consultants as needed to facilitate effective and efficient progress. All these tasks will be led by the Kimley- Horn project manager, Jessie Barkley, with support from Kimley-Horn technical staff as needed.

SCHEDULE CONTROL
Kimley-Horn has a proven record of performing on time and within budget. The key to our success is managing the right resources at the right time. We emphasize project management using bi-monthly effort reports that give our project managers up-to-date staffing and expense information related to their projects. This information enables them to continuously monitor the status of project cost, cost control effectiveness, and schedule. In addition, Kimley-Horn often schedules bi-monthly telephone progress meetings with our clients to communicate progress to date and the next steps to be taken.

Frequent communication and clear definition of the responsibilities of team members are critical elements in maintaining schedules. With that in mind, our project-specific work plan identifies critical project milestones and deliverable dates. We then will actively manage our team resources to meet the agreed-upon schedules and keep your project on track.

To monitor our staff workload, Kimley-Horn employs an intensive forecasting technique known as our Castaheads process. This effort involves assessing our project milestones and staff loading on a weekly, monthly, and six-month basis, drilling down to the project team level. Individual staff member loading is assessed to the person level in the one-week and one-month time frames and the operating unit level in the six- month time frame. A database is used to track all project commitments/milestones and staff commitments firmwide. Using this intensive process, we can identify overloads and shortfalls many months in advance and develop strategies to overcome them. By having a clear picture of staff workload at all times, Kimley-Horn will be optimally positioned to meet the City’s expectations for all projects stemming from this on-call contract.

PROJECT MANAGEMENT
Kimley-Horn has a client-centered management style oriented toward maintaining the high levels of quality and communication that our clients expect. Our approach to project management includes the following components:

1. Collaboration – We engage with clients to clearly understand goals, constraints, and key project considerations.

2. Comprehensive Work Planning – We understand the importance of developing a living document that details the steps/efforts needed to reach project milestones and exceed our clients’ expectations.

3. Quality – We recognize that quality is more than words, and we are committed to providing quality service from design through construction through implementation of a specific QA/QC program.

4. Lessons Learned Culture – We reinforce a practical approach to quality, which we define as “doing something better today than you did yesterday, and then sharing that success with others to raise performance and fuel improvement.” You can be confident that the lessons we have learned from our previous work have helped us become stronger planners, designers, engineers, and consultants.

5. Risk Management – Kimley-Horn incorporates risk management strategies to identify and mitigate potential project risks that could impact timelines and budgets. This involves conducting risk assessments, developing contingency plans, and proactively addressing issues as they arise.

Before developing a project approach, we spend time with our client to listen so that we understand program goals, constraints, and key considerations. We build a project-specific approach to deliver the program in line with these program-specific measures of success. We deliver our work in a highly responsive manner with high-quality deliverables.

Kimley-Horn work plans every project and can share those plans with our clients. Our work plan is a dynamic document that shows specific steps and associated effort needed to reach each milestone. Every Kimley-Horn work plan contains QA/QC components.

PROJECT MANAGEMENT APPROACH
Proactive Communication
Kimley-Horn’s professionals are experienced in both small- and large-scale projects that demand close coordination among multiple stakeholder groups, including community groups, agencies, developers, and City staff. Our clients expect a high level of responsiveness, communication, and quality. These high standards have been engrained in Kimley-Horn’s staff through our continued service to clients who must adhere to demanding schedules, a strict quality assurance program, and open lines of communication.

Our experience has shown that there is no such thing as “over-communication.” Effective communication begins with listening to our client’s ideas and goals for each project. Making certain that our team and our client’s staff are on the same page throughout the project will help avoid or mitigate potential problems or issues that might arise. To do this, we will:
• Keep the City informed through progress meetings and progress reports • Hold meetings in-person or virtually through teleconferencing/videoconferencing applications. Whether it is through virtual video meetings, calls, messages, and/or in-person meetings, we will not only be able to keep things moving on a project, but we will also be available to meet with City staff at a moment’s notice if something critical needs to be discussed. • Provide the City with regular conference calls to keep you aware of critical issues as they arise and assure your continued input throughout the process
• Encourage ongoing electronic communications among all members of the project team, including email and an Internet ShareFile site. This will grant team members convenient and fast access to information and serve as a tool to keep everyone up to speed with the progress of the project and upcoming meetings and activities.

In addition to having effective communication with our clients, other consultants, and sub-consultants, Kimley-Horn has learned through experience on similar projects that success is best assured through involving those people who have a vital interest in making the project successful—and for your projects, we want to allow those stakeholders to help us create the right solutions for you.

14 Our client’s staff, local municipalities, citizens and residents, business owners, neighbors, business associations, the traveling public, and your consultant team each bring a different perspective that can enrich the project. Proactive and effective communication allows for each perspective to be considered and incorporated, which leads to successful project outcomes.

Project Manager
Project manager Jessie Barkley will be the main point-of-contact for the City throughout the length of this contract. Jessie is an environmental planner with more than 20 years of experience. She is a skilled CEQA and NEPA practitioner who has led and contributed to numerous projects for a variety of project types, including mixed-use, entertainment, educational, medical, infrastructure, commercial, energy, and long-range community plans. Jessie’s responsibilities include directing project teams; preparing and managing project work plans, scopes, schedules, and budgets; conducting senior-level review of draft work products; interfacing with clients, sub-consultants, and agency staff; and marketing services among existing and prospective clients. Throughout her career, Jessie has supported a wide array of complex environmental documents (Program EIRs, Project EIRs, EIR Addendums, Supplemental EIRs, SCEAs, and MNDs) for all project types, including specific plans, general plans, area plans, and project level mixed-use and transit-oriented development (TOD).

Jessie manages several environmental on-call contracts for lead agencies including the City of Simi Valley, University of California, Irvine, and the City of South Gate. Jessie has served as project manager or task leader for a number of mixed-use infill projects in Southern California.

Examples of projects include the Metrowalk Project and Rye Canyon Addendum in Santa Clarita, Tapia Ranch Project in Los Angeles County, the Bella Terra Commercial Center Mixed-Use Housing Project in Huntington Beach, and the Figueroa Street Residential Project in Los Angeles.

Her contact information can be found in Section 1.1.1. as well as on the back cover of this proposal.

QA/QC
Quality Control
Kimley-Horn aggressively pursues its commitment to quality for every task, deliverable, and service provided by the firm. Our procedures will provide high- quality services that satisfy your needs. There will be no learning curve relative to quality for our team. Our program is based on the philosophy that:
• Quality Is Achieved by adequate planning, coordination, supervision, and technical direction; proper definition of project requirements and procedures; understanding the scope of services; and the use of appropriately skilled personnel performing work functions carefully. • Quality Is Secured through the careful surveillance of work activities by individuals who are not directly responsible for performing the initial efforts.
• Quality Is Controlled by assigning a manager to evaluate all work and procedures followed while providing the services.
• Quality Is Verified through independent reviews by a qualified staff member of the processes, procedures, documentation, supervision, technical direction, and staffing associated with the project development.

Our internal QA/QC program includes a kick-off meeting with our internal key team members to clearly define the scope, outline subtask responsibilities, establish schedules, and identify project milestones and goals. At the project manager level, the quality review is continuous so that deliverables meet your needs. At the end of each phase, a QA/QC review will be conducted internally (within the project team) or through a peer review process as one of several checks to make sure that the project deliverable is not only technically

15 correct, but also consistent with the project objectives. • QC Review: Project processes, work plans, documents, and deliverables are reviewed by senior staff not necessarily involved with the project on a day-to-day basis. This peer review is routine for all projects, and it becomes a formal process for larger projects. Kimley- Horn’s formal QA/QC program is based upon assigning experienced, senior professionals who are otherwise qualified to manage a similar project to serve in this independent quality control role. The depth of our firm allows us to provide such personnel, who provide a fresh perspective and critical eye.
• CQI Initiatives: Quality projects do not happen by accident at Kimley-Horn. Quality standards are a major subject of each person’s orientation, annual review, and ongoing training program. QA/QC means much more to us than a cursory review. Along that line, we implemented a program years ago called Continuous Quality Improvement (CQI). Each person in the company endeavors to identify a formal CQI task every year; each person’s task is to involve clients and identify improvements that will increase client benefit.

Our QA/QC program will include the review of project documents and supporting data by our task managers and key staff who will direct individual tasks. Our QA/QC program will include, but not be limited to, the following procedures:
• The project manager will be responsible for being thoroughly familiar with requirements and will be given the authority to direct the project team and call upon our corporate resources, as required, to satisfy the project needs. • An internal “kick-off” meeting will be held with key individuals assigned to the project to clearly define the scope of services, set subtask responsibilities, and establish the schedule.
• Project meetings and decisions will be documented by a “paper trail.” All documents will be supported by appropriate data that will clearly show the choices evaluated and the basis for our recommendations. • Supporting calculations, text, or data used to develop a document will be signed and dated by the individual involved when the services are performed. Also, telephone conversations and meetings that include or affect a project decision will be documented. • Team network review will be undertaken. Team network QC is the day-to-day peer review that is undertaken by the project team.

Documents, analyses, letters, etc. are reviewed by a team member other than the individual preparing the documents and analyses. Review of significant analyses and documents are provided by the task manager for each task. The individual doing the checking will sign and date the documents and prepare a record of the findings. The findings will be resolved by the originator of the document and checked again until corrected. QC review comments will be maintained in a QA file. This network review will be enhanced by weekly or bi-monthly full team meetings with the task manager.

Such obligations to defend, hold harmless and indemnify any Indemnitee shall not apply to the extent such Liabilities are caused by the sole negligence or willful misconduct of such Indemnitee, but shall apply to all other Liabilities. The foregoing shall be subject to the limitations of California Civil Code section 2782.8 as to any design professional services performed by CONSULTANT and in particular the limitation on CONSULTANT’s duty to defend whereby such duty only arises for claims relating to the negligence, recklessness or willful misconduct of CONSULTANT as well as the limitation on the cost to defend whereby CONSULTANT will only be ar such cost in proportion to CONSULTANT’s proportionate percentage of fault (except as otherwise provided in section 2782.8).
