Highlights of our proposal and experience include:

Santa Clarita Experience: Michael Baker has been providing environmental consulting services to the City since 2013, including preparing numerous environmental documents and technical studies. We have undertaken projects ranging from the most unique and complex to the typical and routine. Examples of the unique environmental assignments undertaken by Michael Baker for the City include the Town Center Specific Plan Environmental Impact Report (EIR), Via Princessa Park Project Initial Study/Mitigated Negative Declaration (IS/MND) and NEPA support, Shadowbox Studios EIR, MetroWalk Specific Plan Sustainable Communities Environmental Assessment, Bouquet Canyon Residential and Roadway Realignment Project EIR, and three NEPA Categorical Exclusions for park projects (West Creek Park Inclusive Play Area, Old Orchard Park Rehabilitation, and Valencia Glen Park Rehabilitation).

Proven Contract Manager and Team: John Bellas, Michael Baker’s CEQA Technical Director, will serve as the Contract Manager. John has considerable institutional knowledge of Santa Clarita, having worked on numerous development and capital improvement projects for the City over the past 20 years. John and our Project Managers will be supported by an in-house team of environmental planners, scientists, and other professionals that are leaders in their fields and experienced with the City. In addition, we have supplemented our team with three subconsultants that are experts in their fields and have significant experience: Citadel EHS (Citadel) and Roux, Inc. (Roux) for hazardous material investigations, and Hudson Geotechnics (Hudson) for geotechnical support.

Legally Defensible CEQA Documents: As demonstrated in our previous work with the City, Michael Baker has a deep understanding of CEQA and NEPA legal standards, and we put our documents through rigorous internal reviews for legal defensibility prior to submitting them to the City for review. Because of our in-depth understanding of CEQA and NEPA requirements, we are frequently called upon to provide strategic CEQA/NEPA advice to cities and to peer review documents prepared by other consultants. We are also highly adept at responding to comments, both in writing and verbally at public hearings.

ENVIRONMENTAL SERVICES OVERVIEW
Michael Baker is recognized as an innovative and strategic partner in the preparation and processing of environmental documents and supporting technical studies. Michael Baker has successfully completed environmental documents in
compliance with CEQA and NEPA for numerous public agency clients. We have prepared environmental documents for
virtually any type of project for the City may encounter, from land development entitlement projects to long-range plans and programs to public works and capital improvement

program-level Environmental Impact Reports (EIRs),
Environmental Impact Statements (EISs), Initial Studies, Negative/Mitigated Negative Declarations (ND/MNDs),
Environmental Assessments/Findings of No Significant
Impacts (EA/FONSIs), Categorical Exclusions, Exemptions, Sustainable Communities Environmental Assessments
(SCEAs), and various forms of streamlined CEQA reviews.

COMMERCIAL DEVELOPMENT GEOTECHNICAL

ENGINEERING REVIEW
Confidential Commerical Development, Santa Clarita, California Hudson Geotechnics played a pivotal role in the review of a large-scale commercial development project within the City of Santa Clarita, which involved the construction of six separate high-bay, multi-story structures, each with a footprint of approximately 75,000 square feet. The project site presented unique challenges due to its location on a hillside characterized by both ascending and descending slopes. To accommodate the buildings, modifications to existing pads were necessary, resulting in the addition of retaining walls, cut slopes, and fill slopes. The geotechnical review addressed variable earth material conditions, which included undocumented artificial fill, engineered artificial fill, alluvial deposits, and Saugus Formation bedrock. Notably, the review identified liquefaction potential in some soil types and assessed the risk of seismically-induced settlement. Additionally, the project required overexcavation of uncertified fill and stabilization of existing slopes. The services provided by Hudson Geotechnics included a comprehensive geotechnical engineering review, which focused on constructability assessments for the foundations of the proposed structures. This review evaluated various foundation alternatives and established geotechnical parameters essential for the design of the foundations. Recommendations were made for shallow, intermediate, and deep foundations tailored to the specific conditions of the site. In terms of geotechnical earthquake engineering, a site-specific ground motion evaluation was conducted using the OpenSHA computer program. This analysis included the evaluation of response spectra, seismic design parameters, and seismic disaggregation, which were critical for liquefaction analysis, seismic settlement evaluation, and overall building design. The findings from this analysis resulted in a significant 13% reduction in ground motions for the design of the structures.

PROJECT MANAGEMENT PROCESS
Michael Baker recognizes that delivering a successful high- quality project starts with a management team that possesses superior technical, management, and leadership skills.

Our Contract Manager, John Bellas, has the technical and management experience with the City to ensure continuous commitment of resources for all technical areas across the organization. We have found this to be a highly effective and efficient way to respond to client needs, rapidly ensuring consistency across services in terms of technical aspects, client relationships, project familiarity, and rapid deployment.

This effectively creates a dedicated client team across all technical subjects that will service you. We approach each task efficiently, knowing that our work product must be legally defensible and able to stand up to scrutiny by engaged citizens, active organizations, agencies, and other special interest groups.

Processes for Each Scope of Work:

1.TASK REQUEST: When the City requests a task, John will assemble the team and begin proposal preparation. The team will review project objectives, goals and requirements to develop an accurate scope of work. A detailed cost breakdown listing team members, labor hours, and fees will be prepared for review and approved by the City. Michael Baker’s
subconsultants are an extension of our staff to supplement the team with specific areas of expertise. Michael Baker has trusted working relationships with each of our subconsultants included in this proposal, and our team has experience in coordinating the activities of subconsultants for timely completion of work.

Methods for Managing Subconsultants
Include:
▬ Detailed scopes of work and budgets for each task item ▬ Preparation of a formal subconsultant agreement
▬ Required progress updates from each subconsultant
▬ Regularly scheduled meetings via teleconferences to
discuss progress
▬ Milestone reviews of all work products before submittal

2. PROJECT MANAGEMENT PLAN: Upon receipt of our
Notice-to-Proceed (NTP), the Project Manager will begin preparing a Project Management Plan (PMP) to outline the project and ensure proper completion and delivery. The
PMP is a collection of all pertinent information required to successfully manage a project which can also be used as a resource for team members to quickly gain an understanding of a project. This consistency measure reduces cost and risk.

3. TASK ORDER EXECUTION: Together with the City approved scope of work and fee estimate, the Project Manager will prepare a detailed project schedule to track the project progress, staffing, budget, and status of percent completions for each subtask defined. The schedule will be developed by the City’s timeline for project completion and will be used to ensure that adequate staff is provided to meet or exceed the project completion goals.

Communication and rapid response are key to on-call
success. The Project Manager will provide regular updates of activities for each task order to the City. The frequency of the updates will be developed in coordination with the City and based on the duration and needs of the project. The updates will summarize the status of activities, future work, budget, and schedule for each project. Execution of each task order will vary based on the scope of work and our overall work plan.

QA/QC AND DOCUMENT MANAGEMENT
Producing high-quality work is ingrained into the Michael Baker culture. The Michael Baker QA/QC Program is applied to projects as a continuous process used not just at milestones, but also daily, as workflows from desk to desk, discipline to discipline, and consultant to client. Michael Baker utilizes this QA/QC program on every project undertaken to confirm a high-quality product is delivered on schedule and within budget. Our approach is set up to reduce potential errors in deliverables. Michael Baker’s key organizational elements for QA/QC are adaptable to any project. This quality process will be applied on a task-by-task basis to verify each deliverable is set up to meet the City’s standards for format, technical accuracy, consistency, and readability while being legally defensible.

While QA/QC is carried out by the project team and occurs throughout the project, our QA/QC Manager, Fareeha Kibriya, will ensure the implementation of the QA/QC program on each project and oversee the quality reviews.

▬ Assignment of highly qualified technical and management personnel, who have proven experience in compliance
with CEQA, NEPA, the multitude of environmental
regulations across disciplines, and City-related activities and operations.
▬ Assignment of staff with local experience and knowledge of key local issues.
▬ Coordination among team members, including clear
direction on assignments, consistent communication of
project status, and use of standard templates and style guides to ensure efficient review of the documents in
addition to the standard review for numerical accuracy, internal consistency, and conformance to specified
methods and project performance or operational
standards.

Specific to the preparation of legally defensible environmental documents, Michael Baker ensures document quality by
adhering to the following QA/QC steps:
▬ CEQA/NEPA environmental documents are reviewed
by our senior environmental staff, who review them to
improve the quality, readability, and adequacy associated with current case law.
▬ Technical reports and technical sections of environmental documents are reviewed by senior staff knowledgeable in the topic (e.g., biological resources director, principal land use planner) for technical accuracy and completeness.
▬ After technical sections are approved by senior staff, they are reviewed by the project manager and project director, if appropriate, for accuracy in addressing the specifics of the project, meeting client expectations, and compliance with the scope of work.

BRINGING THE CITY A QUALIFIED AND TRUSTED TEAM
With a deep understanding of the City’s unique environmental concerns and a proven track record of successful project execution since 2013, Michael Baker is well-equipped to provide environmental services. RELEVANT EXPERIENCE
Building Additions, Santa Clarita, California.

Henry Mayo Newhall Hospital. PRINCIPAL
GEOTECHNICAL ENGINEER. Provided geotechnical
investigation for hospital building additions.

Existing Hospital Seismic Evaluation, Torrance,
California. Torrance Memorial Medical Center.

PRINCIPAL GEOTECHNICAL ENGINEER. Performed
response spectra and time-series analysis for non-linear seismic analysis of the existing hospital building. Ground motions were developed using ASCE 41-17 criteria.

Westwood Replacement Hospital, Los Angeles,
California. Ronald Reagan/UCLA. PROJECT MANAGER.

Provided geotechnical and seismic engineering, and
geotechnical inspection for the Westwood Replacement
Hospital, the largest single building project in the history of the University of California system. The building is located on a site that is within a state-designated liquefaction hazard zone. Although adjacent buildings had been
supported on costly driven pile foundations, through
the detailed analysis of the conditions at the site, the new hospital building was able to be supported on a mat foundation. This detailed evaluation of foundation conditions and liquefaction thus allowed very large foundation
savings by avoiding the use of deep foundations or ground improvement, and avoided the noise of pile driving in a university environment.

New Hospital Tower, Torrance, California.

Torrance Memorial Medical Center. PRINCIPAL ENGINEER
(GEOTECHNICAL ENGINEER OF RECORD). Served as
geotechnical engineer of record for the entire project.

Responsibilities included the site geotechnical investigation with characterization of the site soils, an evaluation of the geologic and seismic hazards, and development of
strong ground motion criteria for design of the hospital tower. Also performed field permeability testing to provide recommendations for dry wells required for disposal of
storm-water runoff. A methane investigation was also
performed to preclude methane hazards from impacting the design and operation of the new hospital tower.

Saint Joseph Medical Center, Burbank,
California. Providence Health Care. PROJECT
MANAGER (GEOTECHNICAL ENGINEER OF RECORD).

Provided geotechnical and seismic engineering for the
Northeast Tower replacement project, and geotechnical
inspection and testing during construction. The project site is near the Los Angeles river and a detailed liquefaction analysis was necessary. The work resulted in approval of the foundation recommendations by OSHPD.

Health Center Replacement Project (Howard
Keck Building), Santa Monica. Saint John’s Hospital.

PROJECT MANAGER (GEOTECHNICAL ENGINEER OF
RECORD). Provided geotechnical and seismic engineering, and geotechnical inspection services during construction for the replacement of the hospital buildings and associated medical office buildings. Main hospital building is 285,000 square feet, is four stories in height, and has one basement level. The hospital building is entirely base-isolated, and has a “moat” around the perimeter to allow movement of
the building independent of the ground in the event of an earthquake.

Tenet HealthSystem Acute Care Tower
Addition Hospital, Los Angeles, California.

University of Southern California (USC). GEOTECHNICAL
ENGINEER. Responsible for peer review of the ground
motion study performed for the new building by others.

Scope: Geotechnical engineering consultation including
geotechnical inspection and testing services for the 17,000 sq. ft., 9-story Acute Care Tower addition, with 1 basement level.

Phase II Environmental Site Assessment,
Pasadena. City of Pasadena. PROJECT MANAGER.

Project manager for a soil and soil vapor investigation for the City of Pasadena. Objective was to assess impacts
from a previous on-Site service station and an adjacent dry cleaner facility.

Rail to River Project - Corridor Segment A,
Additional Environmental Assessment, Los
Angeles, CA. Los Angeles Metropolitan Transportation
Authority. PROJECT MANAGER. Managed field operations
and reporting for the installation of 119 hand auger
bores along the 6.5-mile alignment. The scope of work
includes advancing each bore to 5-feet below ground
surface and collection of four samples per bore. Soil
samples were analyzed for multiple parameters to assess for contaminants typically found along railroad lines and specific samples were selected for potential point source contaminates based on adjacent properties identified during previous due diligence investigations. Daily draft tech memo reports were provided to Metro and the California
Department of Toxic Substances Control (DTSC) as the
laboratory data became available, allowing collaboration and modifications concerning supplemental laboratory
analyses.

Brownfield Redevelopment, Anaheim,
California. City of Anaheim. PROJECT MANAGER.

Managed the subsurface environmental scope of work
associated with the residential development of a 7-acre property in the city of Anaheim, CA. Scope of work started off as assessment of four former mixed commercial/
industrial parcels to be entitled for residential development.

Work was performed under a voluntary cleanup agreement
under the California Department of Toxic Substances Control (DTSC). Several investigations at all four parcels were performed to test soil, soil vapor, and groundwater. The findings of the assessments along with previous historical assessments performed by others were documented in a
Preliminary Endangerment Assessment Equivalent Report
(PEA-E). The final step was preparation of a Remedial Action Workplan (RAW) that proposed a vapor barrier system
under each building. The proposed systems will include
membranes under the buildings with a ventilation system to divert and mitigate any volatile organic compounds away from the buildings and eliminate risk. Final approval of the RAW was received from DTSC, allowing the developer to
move forward with construction of the Site.

Former Hi-Tech Cleaners - Soil Vapor Plume
Delineation and Soil Vapor Extraction,
Crenshaw/LAX Transit Corridor, Los Angeles,
CA. Los Angeles Metropolitan Transportation Authority.

PROJECT MANAGER. Managed field operations and
reporting for the installation of multi-nested soil vapor probes (SVPs) and soil vapor extraction (SVE) wells to
be utilized for SVE system operation. The initial scope of work includes advancing each SVP bore to approximately
45-feet below ground surface (bgs) and the SVE bores
to 60 and 190 feet bgs, collecting soil samples at 5-foot intervals from each bore, installation of SVPs and SVE wells at prescribed depths, collection and laboratory analysis of soil and soil vapor samples for volatile organic compounds.

A supplemental scope of work includes collection of soil vapor and indoor air samples from occupied adjacent
residential property. Project management tasks also include collaboration and communications with the oversight
agency (DTSC), Metro, and communications with residents.

sampling from soil bores to assess contaminants prior
to Metro’s acquisition of the property. The scope of work includes the installation of multi-nested soil vapor probes and collection and analysis of soil, soil vapor, groundwater, and indoor air samples. Project management tasks also
include collaboration and communications with the DTSC, Metro, and communications with the current property
owner.
