PlaceWorks’ Environmental Services
PlaceWorks has over four decades of experience in environmental planning, with a long -term perspective and technical expertise in shaping responses to the dynamic state and federal regulatory environment. We have handled a wide range of project sizes and types, and our reputation is built on our consistent production of effective and defensible environmental documents.
Good environmental analysis doesn’t just tally up impacts but finds opportunities to address and solve serious environmental concerns. We use our expertise to formulate workable plans and programs while remaining objective to ensure environmental documentation withstands legal scrutiny.
Proposal for Services • PLACEWORKS 5
Environmental Strategists. We view ourselves as a client’s environmental strategist, and because CEQA is California’s broadest environmental law and a rapidly changing landscape, it is critical to have a deep understanding of the process and legal requirements. We continually monitor case l aw, legislative proposals, and regulatory guidance, integrating this information to provide the highest level of legal integrity. Our senior staff adds value to our services with decades of CEQA and NEPA experience. We translate this expertise into a varie ty of publications —including our “A Practical Guide to the California Environmental Quality Act” —to make the procedural and substantive requirements of CEQA accessible to decision makers and the public.
The Right Level of Analysis. PlaceWorks understands each project is unique —in both its physical and political context— and we have the experience and skills to identify when projects may be subject to CEQA and/or NEPA. We know the right questions to ask to move toward the right CEQA, N EPA, or joint CEQA/NEPA documentation and process. Our first course of action is always to determine whether any categorical exclusions (NEPA) or categorical exemptions (CEQA) apply to the project. Taking advantage of exclusions and exemptions helps us to optimize efficiencies and reduce redundancies while ensuring legal defensibility for our documents. If no exclusions or exemptions apply, the next step is to determine whether an individual or joint CEQA/NEPA document is requir ed. If a joint document, we have the experience to scope our work for technical studies/analyses that provide the required analysis under both CEQA and NEPA without overkill or redundancy.
Collaborative Approach. PlaceWorks’ approach to all projects focuses on collaboration. Our CEQA/NEPA practitioners confer with our policy planners and designers and technical specialists to create responsive and site-sensitive plans and environmental documents that satisfy regula tory demands. Whether managing public outreach, analyzing environmental impacts, or crafting practical, cost- effective mitigation, we serve as integral partners in a host of environmental and planning processes. Overall, our approac h to CEQA/NEPA environmental documents combines problem solving, accuracy, and attention to detail. Each project requires unique solutions. Even projects that share common elements benefit from a fresh evaluation. We consider each project objectively and u se our experience and imagination to formulate workable plans and programs.
Legal Defensibility. More and more, project opponents attempt to use challenges to environmental documentation and/or the process to delay or kill a project. It is our responsibility to ensure that the City of Santa Clarita’s projects are not hindered by successful challenges to CEQA compliance. Review of documentation by our principals is built into our process. Moreover, PlaceWorks is diligent in staff education so that our environmental staff stay apprised of the constantly updated environmental requirements and statutes. We provide in- depth CEQA compliance management, legal oversight, and careful quality control, particularly when conducting third -party peer review. Whether coming in on a project to help resolve issues, reviewing team members’ work, or s erving as on-call staff at other agencies, we are skilled at reviewing the work of our peers and providing the compliance and quality control to ensure our clients’ projects are successful.
Integrated Disciplines. PlaceWorks takes an integrated and holistic approach to our planning and environmental projects. We are one of the few firms in California that offer services in environmental review as well as comprehensive planning and design. An ability to view projects through the prism of community planning is one of our strengths and a valuable perspective. Our environmental planners have broad planning backgrounds,
6 CITY OF SANTA CLARITA • On-Call Environmental Planning Services understand the regulatory and policy framework, and consistently work closely with our urban and policy planners.
We believe that environmental considerations inform the planning process, and our acclaimed work on hundreds of general, specific, and master plans speaks to the success of such efforts.
In-House Technical Experience. PlaceWorks’ scientists, engineers, designers, and other specialists are experts in the technical aspects of comprehensive environmental review, including air quality, greenhouse gases, noise and vibration, visual impact analysis, geology, and hydrology and water quality. Our staff brings rigorous methodologies to bear on the evaluation process. In the context of increasing litigation of environmental documentation, we believe this expertise is critical to maintaining analytica lly thorough, defensible documents. Further, we can offer ancillary services to our clients, such as environmental due diligence and water quality permitting, drawing from the breadth of this in -house technical expertise.
We Understand Santa Clarita’s Issues . Our understanding of potential issues that may arise during the CEQA process comes from our recent involvement in both planning and environmental analysis in the City.
PlaceWorks’ understands the key challenges facing the City of Santa Clarita —balancing the need for managed growth with the environmental challenges facing the region such as wildfire, water supply, air quality, energy, population and housing, and circulation . As the City moves forward analyzing projects under CEQA, communicating a project’s CEQA impacts and planning impacts will be key. PlaceWorks also recognizes the importance of close communication during the environmental process to ensure that the modeling and analysis are internally consistent across all CEQA documents .
Communication
In this role we will function as an extension of City staff, and to be useful we need to be available. We will
schedule bi-weekly calls when we have an active task
order, and we will ensure you have our contact
information so that you can ask questions as they arise.
Ongoing communication and responsiveness is critical for every project. Jennifer will be your point of contact and will be accountable for each project that may be
underway with a focus on the scope, schedule, and
budget to ensure a successful project. For communication with the public, PlaceWorks has an award -winning public outreach team that we can tap as needed for any project.
Our planners know how to conduct themselves as
representatives of the City in the public arena and
appreciate the vital role that planning plays in providing information to the public. When we work for an age ncy, we represent the goals and aspirations of that agency and help City staff to be the voice of the community. Our role is to support staff.

Solutions-Oriented Focus
Environmental analysis should address serious environmental concerns, including those from local opposition groups, and find opportunities to solve problems while achieving overall project objectives (i.e., schedule, budget, and legal defensibility). We consider each project objectively and work with our clients and the community to develop workable plans and programs. We find the most effective solutions often involve early input into the building design process so that measures can be incorporated as project features to lessen environmental impacts.
Technical Studies
Air Quality, GHG, Energy, Health Risk
Continued public concern about poor air quality and changing climates due to increased GHG emissions requires a more stringent approach to meeting evolving regulations. PlaceWorks helps clients navigate these critical decisions with individually tailored air quality, GHG, and energy analyses and modeling for environmental processing under CEQA. We obtain and make use of key data from the California Air Resources Board (CARB), the Environmental Protection Agency (EPA), the South Coast Air Quality Management District (South C oast AQMD), the California Energy Commission, and the Energy Information Administration. Our staff also has a strong technical grasp of modeling tools and protocols for quantifying air quality parameters and GHG emissions, including the California Emission s Estimator Model (CalEEMod), CARB’s EMission FACtor (EMFAC) model and Atmospheric Dispersion Modeling (AERMOD), CARB’s Off -Road model, and CALINE.
We beta tested the CalEEMod emissions inventory model for South Coast AQMD and Sacramento Metropolitan AQMD. PlaceWorks is also familiar with the California Air Pollution Control Officers Association’s (CAPCOA) Quantifying Greenhouse Gas Mitigation Measures, which it has regularly applied to community GHG emissions forecasts for the transportation sector.
We are on top of the changing regulatory environment for GHGs, criteria air pollutants, and toxic air contaminants (TACs). We understand the City’s qualified CAP and its applicability to all projects.
PlaceWorks applies our knowledge of the South Coast AQM D CEQA Guidelines and modeling tools (e.g., CalEEMod, EMFAC, Offroad, AERMOD) to all projects we undertake in southern California. We work closely with the lead agency and South Coast AQMD to ensure that the air quality modeling provides a conservative estimate of emissions, follows South Coast AQMD modeling protocols, and addre sses recent case law, including the Sierra Club v. County of Fresno (Friant Ranch, L.P.) (2018) 6 Cal.5th 502. Our staff are members of the Association of Environmental Professional’s (AEP) Climate Change Committee and have been involved in GHG thresholds development since AB 32 was adopted. Additionally, there is new CEQA case law regarding use of an Air Quality, GHG, and Health

For projects that exceed the South Coast AQMD thresholds, we consider use of on-site reductions as well as use of GHG emissions offsets with clearly defined performance standards to achieve GHG reduction goals ( Golden Door Properties, LLC/Sierra Club v. County of San Diego (2020) Fourth District D075328, D075478, D075504).
Noise and Vibration
With more demand for large, multifamily housing projects, mixed -use developments, and repurposed facilities, the increased overlap of residential and industrial land uses seems unavoidable. The need to address noise and vibration during the planning, engineering, and start- up stages of a project is more important than ever. PlaceWorks’ noise specialists have extensive experience in applied engineering acoustics.
Our library of investigative software includes commercial packages such as SoundPLAN as well as powerful in-house, proprietary analysis models to evaluate every possible noise condition.
PlaceWorks uses the SoundPLAN Model to assess noise levels and display the results in noise contours. This model considers varying terrain types, building attenuation, and other factors. The resulting color-coded contour map is far more informative than ta bles of results because it shows the geographic extent of the generated noise. When laid over an aerial map, the noise contours developed by this model illustrate noise exposure and magnitude at surrounding residences.
Visual Impact Analyses
PlaceWorks has skilled staff who prepare graphics for visual impact analyses that help identify opportunities and constraints of existing conditions and proposed projects, both onsite and in the surrounding environment. Physical changes to an area as a res ult of proposed project alternatives, and the resulting change in appearance, are identified, documented, and assessed in terms of their visual impact.
Field studies are also conducted to determine potentially affected viewer groups within and near the pro ject limits. Visual simulations and graphics are used to assess the potential visual impacts of the project, including any blocking or disruption of scenic views or vistas, damage, or removal of any recognized scenic resources, substantially altered visual quality or visual character within the project limits, or creation of a substantial new source of light or glare.

La Palma Park Improvements | Anaheim
PlaceWorks completed a Categorical Exclusion, pursuant to the National Environmental Policy Act (NEPA) and the Department of Housing and Urban Development (HUD), for the La Palma Park Improvement Project, a capital improvement project in Anaheim. The project aims to improve approximately 10.7 acres of an existing 16 -acre community park. The existing open space lawn area on the northwestern portion of the project site, which is currently used for used for lighted soccer games, special events with amplified sound, and passive recreation, would be graded to create two lighted natural lawn soccer fields. The project would also replace the
existing 10,900 -square-foot recreation center and
restroom, covered picnic area, and playground with a new, 1,300-square-foot building that would include restrooms, utilities, a multipurpose room, a storage room, a
concession area, and an office space, as well as an adjacent 9,500 -square-foot building containing a new open air arena and picnic pavilion.
The project is subject to Section 106 requirements pursuant to NEPA. PlaceWorks is managing the required assessment reports, prepared by subconsultants, to facilitate an efficient and timely review process with the California State Historic Preservation Of ficer.
Westside Area Plan | Los Angeles County
The Westside Area Plan provides policy guidance consistent with the Countywide General Plan but in more detail for the specific conditions in the unincorporated communities and islands of the Westside Planning Area.
The community plan will be delivered on a condensed timeline, during which PlaceWorks is also leading preparation of a program - level Environmental Impact Report (EIR) that will address physical environmental impacts associated with proposed land use, zoning, and policies changes that are identified in the Westside Area Plan .
The impact analysis will rely heavily on the goals and policies implemented by the Westside Area Plan and will serve to help streamline future development projects in the plan area. Key environmental issues unique to this area include wildfire, biologica l resources, historical resources, mineral resources, and demonstrating consistency with the County’s Housing Element EIR, General Plan EIR, and Climate Action Plan EIR. PlaceWorks is preparing this comprehensive analysis to ensure County goals for approva l are met.

Moorpark General Plan EIR | Moorpark
The City of Moorpark selected PlaceWorks to lead the first comprehensive update of the General Plan since 1992, because of our extensive planning experience, innovative approach to outreach, GIS capabilities, CEQA expertise, and reputation for transforming legislatively mandated work products into vehicles for real change. The General Plan update included an analysis of existing conditions, public outreach, development of a shared vision for Moorpark, exploration of land use alternatives, update of all elem ents, revision of the zoning ordinance, and preparation of a program EIR. After three years of community- driven planning, the general plan and program EIR were approved by a unanimous vote of the city council.
PlaceWorks identified a number of major issues that pose conspicuous challenges and opportunities. Some of the significant themes addressed were new mixed -use and industrial -flex land use designations, right- sizing of maximum densities and intensities, transition of underutilized auto -oriented shopping centers, revitalization of the City’s historic core, and protection of natural and scenic resources. The update also facilitates a wider range of housing types and expansion of multimodal circulation networks . A new economic development element was added, and updates to the safety element and preparation of a vulnerability assessment helped to address the increasing threats from wildfire and climate change.

PlaceWorks’ Method of Program Management
Project Management
Our approach to successful management starts with the right project management. Addie Farrell will be the principal in charge for the City of Santa Clarita’s contract, bringing with her the breadth of experience with similar projects as required for this on -call. Jennifer Kelley will be the key contact for the City and serve as the day -to-day manager of specific projects .
Quality Control
PlaceWorks has established a number of quality control and quality assurance procedures and protocols to ensure accuracy in our documents. All documents are submitted to the firm’s document processing center for standardized formatting and systematic checks. A technical editor reviews it for consistency, readability, grammar, and graphics or typographical errors. The project director reviews technical content and general format before it is sent back to the project manager.
Project Controls
PlaceWorks’ projects, regardless of size or scope, have a designated principal-in-charge responsible for ensuring that products are produced on time, within budget, and of the highest quality. The Principal -in- Charge remains engaged throughout the life of each project/contract. For projects involving a range of issues or components, principals and other senior -level staff from relevant practice areas are often brought on as advisors to provide targeted expertise. Additionally, each project has a designated Project Manager responsible for day -to-day progress and client communications, required coordination with subconsultants, workshop facilitation, and attending project meetings. Depending on the nature of the project, mid -level and junior staff work closely under the Project Manager to develop illustrative materials such as visual simulations, site plans, construction documents, and to draft design policies, complete research, and plan public participation activities. PlaceWorks utilizes Deltek management an d accounting software to predict and track workload, control project costs and provide invoices.
Workload Management. PlaceWorks maintains an internal workload management database whereby we carefully balance staffing assignments to ensure that adequate staff, time, and resources are available to complete projects on schedule. Project Managers forecast hours required by team members each month, resulting in a long -term staffing sheet which allows staff to accurately enter weekly project hours using Deltek. During a companywide staff meeting held on Friday mornings, the project hours for every staff member are projected for all internal teams to review and discuss. Hours are adjusted to ensure full staff coverage for each project. By the end of the meeting, team members understand exactly what their assignments are and how many hours are allotted for the week. This is an inv aluable scheduling tool for project managers .
Program Management and QA/QC
24 CITY OF SANTA CLARITA • On-Call Environmental Planning Services Cost Control and Invoicing. PlaceWorks also maintains a rigorous system of budgeting and invoicing. Our project budget sheets are organized by subtask, and include both hours/budgets used, hours/budget available, and percentage of work complete. Deltek facilitates “real time” budget status information. Based on weekly time entries, the project manager can use Deltek to monitor the budget status by task, in real time.
Monthly invoices are distributed first to project managers for review against available budgets and project progress, then rerouted to the principals-in-charge for a second review and approval. Invoices are then returned to accounts receivable with required revisions, and updated drafts distributed to project managers for final review before release to clients.
PlaceWorks maintains constant communication with our clients. We document decisions in writing to make certain they are clearly understood by team members. Our track record in efficient project management is proven by our ongoing success on projects with c ritical timelines.
Schedule Adherence
Project schedules will be prepared for each task order at the level of detail deemed necessary for project tracking and schedule adherence. We will work with staff to meet individual project objectives. We can prepare Gantt schedules for each project that clearly highlight the critical path for a project and facilitate easy sharing and updating by individual task. Additionally, detailed subtasks can be “collapsed” to generate less-detailed project schedules for personnel or decision makers who may not need or be interested in the minutiae of the project schedule and management.

ALEX REYES
Associate
Alex’s passion is for creating spaces that people enjoy. His keen observation of how people of all ages interact with spaces allows him to put together the individual pieces that create a great community.
Working with PlaceWorks’ planning and design teams, he prepares graphics and models to convey design concepts to clients and the public. His diverse knowledge of computer programs allows him to quickly create a working product and adapt it to individual client needs.
Alex also contributes to PlaceWorks’ environmental team by preparing visual simulations, light and glare studies, and shade/shadow analyses for environmental documents.
Alex is an expert in using drones and drone scanning technology that integrates with GIS, creating base maps, 3D visual simulations, and engaging presentation materials. This was particularly useful for a project in Capistrano Beach, when Google Earth and GIS did not have up to date imagery. Drone use for a Moorpark project created engaging presentation material by placing a conceptual 3D model into a drone video, conveying our concept with context and movement.

Rancho Cucamonga Air Quality/Greenhouse Gas Assessment and Noise Assessment, San Bernardino County, CA
Mr. Schneeberger performed an Air Quality/Green House Gas analysis for the proposed project. The analysis utilize d the California Emissions Estimator Model (CalEEMod) which is used to estimate emissions that may be generated. The estimated pollutants were compared to the Local Significance Thresholds (LSTs) developed by the SCAQMD, recognizing that criteria pollutants such as CO, NOx, and PM10 and PM2.5 in particular, can have local impacts as well as regional impacts. LSTs, defined separately for construction and operational activities, represent the maximum emissions or air concentrations from a project that will not cause or contribute to an exceedance of the most stringent applicable federal or State ambient air quality standard at any nearby sensitive or worker receptor. Data outputs from CalEEMod will be compared to the LSTs following the SCAQMD issued guidance on applying CalEEMod to LSTs. Model outputs and LST compliance evaluation were provided as a deliverable. Mr. Schneeberger performed a traffic noise model for the proposed project. The model supplement ed background information on noise and noise assessment criteria, present existing noise levels in the project area, and examine noise and vibration impacts that could potentially occur with project implementation. Results were compared to the appropriate regulatory compliance criteria. The results of the model and evaluation were used in the project’s noise analysis section of the project environmental document.
