BACKGROUND
In 2022, the Santa Clarita Valley Water Agency (SCVWA) notified the City of Santa Clarita (City) of their need to build infrastructure for water filtering purposes adjacent to Bridgeport Park and the Bridgeport Trail. The SCVWA's project will construct a new Per- and Polyfluoroalkyl Substances (PFAS) treatment facility to remove these substances from groundwater produced by three existing groundwater wells located along Bridgeport Lane. The existing groundwater wells extract groundwater from the alluvial aquifer within the Bridgeport

Community and have been inactive due to PFAS detection in the wells. The new filtration facility will remove PFAS from these wells and restore SCVWA's access to local groundwater supplies, which strengthens the long-term sustainability of SCVWA's water supply.

During the preliminary stages of this project, SCVWA assessed several locations along the Santa Clara River for the treatment facility site. The location along the Bridgeport Trail adjacent to Bridgeport Park was ultimately selected due to its proximity to existing groundwater wells (Attachment A). The proposed project site is accessible from Bridgeport Lane and will allow for landscape screening that will be consistent with the adjacent plant material (Attachment B).

The City owns approximately 3.26+/- acres of property identified in Assessor’s Parcel Number (APN) 2811-065-912. Santa Clarita Valley Water Agency will need to acquire approximately 23,362 square feet of City-owned property, not needed for public use, to construct the PFAS treatment facility (Attachment C). Under the California Surplus Land Act (SLA), any public property transfer of ownership must be declared surplus and offered for affordable housing development, or other public uses, unless it qualifies as "exempt surplus land" under specific statutory criteria. This agenda item proposes the adoption of a resolution declaring the subject property as "exempt surplus land" under California Government Code 54221(f)(1)(d). The property qualifies for an exemption because it is surplus land that will be transferred to another public agency for that agency's use.

The SCVWA has offered to purchase the surplus land from the City for an amount of $12,500.

The purchase amount is based on an appraisal of the parcel completed on April 23, 2025.

In addition, SCVWA is requesting an easement on APN 2811-065-912 for the construction and ongoing maintenance of new water pipeline improvements (Attachment D). The new pipeline is necessary to connect the new PFAS treatment facility to SCVWA's existing water distribution system.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT

Approval of the recommended actions would increase the revenue account 100-462106 by $12,500, upon execution of the transfer of property.
