BACKGROUND
The annual overlay and slurry seal projects are an integral part of the City of Santa Clarita’s (City) pavement management program. Each year, streets are evaluated and identified for pavement preservation and rehabilitation treatment needs. The 2024-25 Federal Overlay and Slurry Seal Program will resurface Oak Springs Canyon Road from Soledad Canyon Road to the north end of the cul-de-sac as shown on the attached Location Map. The resurfacing treatment will provide a smoother ride for vehicles and extend the life of the roadway. This project supports the Sustaining Public Infrastructure theme of the City’s five-year strategic plan, Santa Clarita 2025.
The California Environmental Quality Act (CEQA) requirements were previously completed when, at its regular meeting on April 22, 2025, the City Council found the Fiscal Year 2024-25 Overlay and Slurry Seal Program (Project numbers M0157 and M0158), State Clearinghouse #2025041130, categorically exempt from review under CEQA pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts maintenance and repair work on existing public facilities, including existing streets and bicycle trails, involving negligible or no expansion of existing or former use.
An invitation to bid was published and circulated via the City’s e-procurement system, BidNet, on May 15, 2025. The City transmitted the solicitation to 2,636 vendors on BidNet, of which 62 vendors downloaded materials. A total of three bids were submitted and opened on June 19, 2025. The results of the total bids are shown below:
Company Location Bid Amount
R.C. Becker, Inc. Santa Clarita, CA $402,604
Toro Enterprises, Inc. Oxnard, CA $512,016
Onyx Paving Company, Inc. Anaheim, CA $534,373
Staff recommends the project be awarded to R.C. Becker, Inc., the lowest responsive bidder.
This contractor possesses a valid contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.
The requested construction contingency will cover the cost of unforeseen conditions such as potential utility conflicts, abandoned utilities not shown in record drawings, and additional work requested by the City.
The City Council appropriated $393,000 for this project upon adoption of the Fiscal Year 2024- 25 budget. The requested budget transfer of $107,000 brings the total project budget to $500,000, representing $442,864 in construction contract costs and $57,136 in project administrative costs.
Project administrative costs include staff time, project management, public works inspections, environmental inspections and support, utility fees, and labor compliance monitoring.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Upon approval of the recommended actions, a total of $500,000 will be available in the project expenditure accounts M0158202-516101 (STPL Fund) and M0158260-516101 (Prop C Local Return) to support the recommended contract and associated project costs.
