3. Continue project funding for HSIP Class II Buffered Bike Lanes, Project C3022, from Fiscal Year 2024-2025 to Fiscal Year 2025-2026 in project expenditure accounts C3022229-516101 (Miscellaneous Federal Grants Fund) for $192,457 and C3022233-516101 (TDA Article 8) for $35,361.

4. Authorize a one-time appropriation of funds in the amount of $37,225 in Miscellaneous Federal Grants (Fund 229) to HSIP Class II Buffered Bike Lanes, Project C3022, expenditure account C3022229-516101 and increase Miscellaneous Federal Grants Fund Revenue Account 229-442409 by $37,225.

BACKGROUND

This Highway Safety Improvement Program (HSIP) project will install Class II buffered bike lanes along Kelly Johnson Parkway, Hercules Street, and Constellation Road, as well as Golden Valley Road between Claremore Way and Plum Canyon Road, following the City of Santa

Clarita’s (City) Non-Motorized Transportation Plan. The proposed striping will enhance safety and provide connectivity to existing bicycle infrastructure, nearby schools, local businesses, and other City facilities. This would close a significant gap from an existing bike facility on Golden Valley Road and the Santa Clara River trail to Plum Canyon Road. This project supports the Santa Clarita 2025 theme of Sustaining Public Infrastructure.

The HSIP Class II Buffered Bike Lanes project is not subject to the California Environmental Quality Act (CEQA) review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review projects that consist of minor alterations of existing public facilities for the addition of bicycle and pedestrian facilities that do not create additional automobile lanes. A Notice of Exemption was filed with the Los Angeles County Registrar Recorder who posted the notice between May 16, 2024, through June 17, 2024. This project meets the criteria for this exemption because the HSIP Class II Buffered Bike Lanes project will add bicycle facilities and safety devices to existing streets.

An invitation to bid was published and circulated via the City's e-procurement system, BidNet, on May 6, 2025. The City transmitted the solicitation to 1,306 vendors on BidNet, of which 40 vendors downloaded materials. Seven bids were submitted and opened on June 2, 2025. The results of the bids are shown below:

Company Location Bid Amount
Specialized Pavement Markings, LLC Sun Valley, CA $230,470 Cat Tracking Inc. Riverside, CA $232,924
AZAS Engineering Inc. Glendale, CA $246,981
Chrisp Company Santa Paula, CA $269,579
Toro Enterprises, Inc. Oxnard, CA $299,010
WGJ Enterprises Inc., dba PCI Azusa, CA $315,128
Superior Pavement Markings, Inc. Cypress, CA $615,922

Staff recommends the project be awarded to Specialized Pavement Markings, LLC, the lowest responsive bidder. This contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.

The lowest bid amount for this project is higher than the engineer’s estimate, as a result of significant increases in cost for equipment and material. The requested one-time appropriation of $37,225 is additional HSIP grant money and will provide the funds needed to address the project budget shortfall. The requested contingency will cover the cost of unforeseen conditions, including additional work as requested by the City.

The City Council appropriated $239,004 for this project upon adoption of the Fiscal Year 2023- 24 and Fiscal Year 2024-25 budgets. The requested budget appropriation of $37,225 brings the total project budget to $276,229, representing $253,520 in construction contract costs and $22,709 in project administrative costs. Project administrative costs include staff time, project management, public works inspections, and labor compliance monitoring.
