CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 25, 2025
SUBJECT: PURCHASE OF A ZAMBONI FOR THE CUBE ICE AND

ENTERTAINMENT CENTER
DEPARTMENT: Recreation and Community Services
PRESENTER: Noely Allevato

RECOMMENDED ACTION

City Council:

1. Approve the “piggyback” purchase of a Zamboni from Zamboni Company USA, Inc. using Sourcewell contract #120320-FZC in an amount not to exceed $200,625.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

The CUBE Ice and Entertainment Center (Cube) serves over 430,000 visitors annually, offering year-round programming, including tournaments, private parties, seasonal camps, holiday events, and lessons. The three ice sheets are essential to support this diverse range of activities. Industry standards recommend one Zamboni per sheet of ice for optimal efficiency. The Cube maintains three Zambonis: a Mini Zamboni for the smaller "Pond" rink and two large Zambonis for the Olympic and NHL rinks. While one of the large Zambonis was purchased in 2021, the other requires replacement.

The current large Zamboni is well beyond its typical 10 to 12-year lifespan at over 22 years old.

A reliable Zamboni is essential for maintaining multiple ice sheets, which require resurfacing between each session. Despite recent maintenance efforts, the current machine needs replacement to ensure continuous and dependable operation of this facility, as maintenance costs will continue to increase each year as the machine ages.

After conducting extensive research to find the most competitive pricing and the highest quality equipment, staff recommends using the City’s “piggyback” purchasing option for this 6 Packet Pg. 270

procurement. The use of "piggyback" purchasing allows the City to place orders against a competitively awarded public agency contract. The City is using the cooperative purchasing contract with Sourcewell, which allows the City to take advantage of an existing solicitation process. This contract, which was awarded on March 13, 2021, was competitively solicited through a nationwide bid process and is valid through January 8, 2026. The direct one-time purchase cost from Zamboni Company USA, Inc., through the Sourcewell agreement is $200,625, including sales taxes and transportation fees.

ALTERNATIVE ACTION

Other actions as determined by the City Council.

FISCAL IMPACT

The resources required to implement the recommended action are contained within the City of Santa Clarita's adopted FY 2025-26 budget (1205120-520102).

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 25, 2025
SUBJECT: RESOLUTION APPROVING THE UPDATED SEWER SYSTEM

MANAGEMENT PLAN (SSMP)
DEPARTMENT: Public Works
PRESENTER: Amalia Marreh

RECOMMENDED ACTION

City Council:

1. Adopt a resolution approving the updated Sewer System Management Plan.

2. Find that the Sewer System Management Plan is exempt from the California Environmental Quality Act pursuant to California Code of Regulations, Title 14, Chapter 3, Article 19, Class 1, Section 15301, Existing Facilities.

3. Authorize the City Manager, or designee, to make future minor updates as may be required by the State Water Resources Control Board that do not have a financial impact to the City, to comply with Waste Discharge Requirements.

4. Direct the City Clerk to record the certified original resolution in the Los Angeles County Registrar-Recorder’s office.

BACKGROUND

On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted the Statewide General Waste Discharge Requirement (WDR) for Sanitary Sewer Systems, Water Quality Order No. 2006-0003-DWQ. The WDR applies to all public agencies in California that own or operate sanitary sewer collection systems with more than one mile of sewer lines that convey untreated wastewater to a publicly owned treatment facility. One of the requirements of the WDR is that each covered agency prepare, certify, and implement a Sewer System Management Plan (SSMP). City of Santa Clarita (City) staff prepared and the City Council adopted the City’s SSMP on May 26, 2009. The City Council recertified the SSMP on March 24, 2015.

7 Packet Pg. 273

Page 2 ends

The SSMP describes the activities the City uses to manage its sanitary sewer collection system effectively and to reduce sewer overflows in a manner designed to minimize water quality impacts and potential nuisance conditions.

On December 6, 2022, the SWRCB adopted an updated WDR to regulate wastewater collection system management as General Order No. 2022-0103-DWQ. It became effective on June 5, 2023, and superseded the previous State Water Resources Control Board Order No. 2006-0003- DWQ. Pursuant to the updated WDR, enrollees are required to present the SSMP to their governing board for re-adoption every six years following the date of its original approval or whenever there is any significant change in the document, as determined by the SWRCB.

The City utilizes the services of Los Angeles County Department of Public Works Consolidated Sewer Maintenance District (County) for the maintenance and operation of the City’s sewer system. As such, the City’s SSMP was prepared in coordination with the County’s SSMP. In accordance with the WDR, the updated SSMP incorporates all required elements, including identification of the City’s legal authority, operation and maintenance program, pipe design and performance standards, overflow emergency response plan, system evaluation and capacity assurance plan, monitoring and audit program, and communication program.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

DATE: November 25, 2025
SUBJECT: TAX-SHARING RESOLUTIONS FOR SANITATION DISTRICT, ANNEXATION NOS. 1134, 1137, and 1143
DEPARTMENT: Public Works
PRESENTER: Amalia Marreh

RECOMMENDED ACTION

City Council:

1. Adopt the Santa Clarita Valley Sanitation District's resolutions approving and accepting the negotiated exchange of property tax revenues resulting from Santa Clarita Valley Sanitation District Annexation Nos. 1134, 1137, and 1143.

2. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

The Santa Clarita Valley Sanitation District (District) provides wastewater treatment services within the District’s service area. To provide wastewater treatment service to properties located outside the District’s service area, the boundary must be expanded through the annexation process. As part of this process, a tax-sharing resolution to provide the required funding to the District is adopted by the public agency responsible for providing services to the subject property.

Local agencies receiving an apportionment of the property tax from the annexing area, including cities and utility districts, must determine the percentage of tax revenues to be exchanged between the affected agencies. Listed below are the annual tax increment percentages attributable to the land area involved in the corresponding annexation and to be transferred to the District:

0.9987298 percent for Annexation No. 1134

0.9515166 percent for Annexation No. 1137
8 Packet Pg. 277

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 25, 2025
SUBJECT: SANTA CLARITA VALLEY WATER AGENCY EASEMENT ON

CITY PROPERTY
DEPARTMENT: Neighborhood Services
PRESENTER: Mariela Delgado

RECOMMENDED ACTION

City Council:

1. Approve an extension of the existing temporary construction easement with the Santa Clarita Valley Water Agency on City-owned Assessor’s Parcel Numbers 2811-063-904, 2811-063- 905, 2811-063-906, and 2811-063-907 (Rye Canyon Industrial area).

2. Authorize the City Manager or designee, to execute all documents, subject to City Attorney approval.

BACKGROUND

The Santa Clarita Valley Water Agency (SCVWA) requested an extension of a temporary construction easement that was approved by the City Council on June 28, 2022. The temporary construction easement is set to expire on December 31, 2025, and the SCVWA is requesting an extension until December 31, 2032. The easement allows for the construction of a pipeline across a portion of Assessor Parcel Numbers (APNs) 2811-063-904, 2811-063-905, 2811-063-906, and 2811-063-907, located parallel to San Francisquito Creek (Creek) in the Rye Canyon industrial area. The parcels were dedicated to the City by Newhall Land and Farming Company in 2001.

The temporary construction easement supports the SCVWA Castaic Conduit Bypass Pipeline Project (Project), which will create a more secure and flexible water supply throughout the Santa Clarita Valley.

Construction of this Project has not begun, as SCVWA has experienced significant delays due to permitting issues and executing necessary easements with property owners within the Project’s proximity. Construction will have a minimal impact on the trails on both sides of the Creek. It is the responsibility of SCVWA to manage all construction and associated impacts related to 9 Packet Pg. 315

barricades, detours, signs, public safety, and restoration of the trails upon completion of the project to the satisfaction of the City Engineer.

ALTERNATIVE ACTION

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 25, 2025
SUBJECT: FRANCHISED WASTE HAULER ANNUAL RATE ADJUSTMENT DEPARTMENT: Neighborhood Services
PRESENTER: Darin Seegmiller

RECOMMENDED ACTION

City Council adopt a resolution approving the annual rate adjustment request for Burrtec Waste Industries, Inc., contingent upon the implementation of Los Angeles County’s proposed residential rate in the unincorporated areas of the Santa Clarita Valley effective January 1, 2026.

BACKGROUND

Burrtec Waste Industries, Inc. (Burrtec), provides solid waste management services to the City of Santa Clarita (City) in accordance with the Agreement for Provision of Garbage, Recyclable Materials, and Organic Waste Collection Services (Agreement) dated July 1, 2023. Per the Agreement, Burrtec retains the exclusive right to provide all solid waste handling services in the City including commercial, single-family, and multi-family properties. The term of the current agreement is ten years, with an expiration date of June 30, 2033.

Annual Rate Adjustment

Per section 6.0 of the Agreement, Burrtec is entitled to an annual rate adjustment, effective January 1, 2026. The rate adjustment is calculated using the percentage change between the 12- month average of the Consumer Price Index for All Urban Consumers (CPI-U) from August 1, 2023, through July 31, 2024, and the 12-month average of the CPI-U from August 1, 2024, through July 31, 2025, not to exceed 4 percent. The requested 2026 annual rate adjustment is

3.10 percent, which is consistent with the rate adjustment formula in the agreement.

For a standard 3-cart bundle, the increase equals $1.16 per month for single-family home waste collection services. The current monthly rate is $37.39, and the new rate, if approved by the City Council, would be $38.55, effective January 1, 2026. For commercial and multi-family properties with a standard 3-yard bin bundle serviced once per week, the increase equals $7.03 per month, adjusting the current rate of $226.80 to a new rate of $233.83 per month. All other 10 Packet Pg. 319

Page 2 ends

residential and commercial rates will also be adjusted by 3.10 percent, effective January 1, 2026.

Relationship to Unincorporated Los Angeles County Rate

Section 6.04.2 of the Agreement requires that the City’s maximum residential rate remain below all jurisdictions in the Santa Clarita Valley, including unincorporated Los Angeles County (County) areas that have franchised collection services for garbage, recycling, and organics. At this time, the County is still in the process of establishing its new rate, which is expected to take effect January 1, 2026. The County’s current rate for a standard single-family dwelling is $37.49 per month, and its proposed new rate, anticipated to be approved by the Los Angeles County Board of Supervisors on December 9, 2025, is $44.67 per month.

Although the City’s proposed rate of $38.55 per month would temporarily exceed the County’s current rate, it will remain below the County’s new rate on January 1, 2026, when both new rates would take effect, if approved. If the County’s new rate is not implemented on or before January 1, 2026, Burrtec will defer implementation of the new City rate until the County rate is in effect.

The City is presenting this item in advance of the County’s formal action to meet the City’s 30- day customer notification requirement for any rate adjustment. The County does not require a 30-day notice for rate adjustments in the unincorporated Santa Clarita Valley. If the City waited until after the County rate is approved on December 9, the City would be unable to implement the adjustment that Burrtec is entitled to on January 1, 2026.

ALTERNATIVE ACTION
Other action as determined by the Council.

FISCAL IMPACT

None by this action.

CITY OF SANTA CLARITA

AGENDA REPORT

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 25, 2025
SUBJECT: SPECIALIZED ELEVATOR CONTRACT RATIFICATION
DEPARTMENT: Neighborhood Services
PRESENTER: Bryan Peck

RECOMMENDED ACTION

City Council ratify payments in the amount of $22,646 to Specialized Elevator for emergency repair services to city-wide elevators.

BACKGROUND

On November 4, 2023, the City entered into a two-year maintenance contract with Specialized Elevator for an amount not to exceed $47,436 over the contract term. Specialized Elevator was selected through a competitive procurement process in accordance with the City’s purchasing policies. The scope of services includes routine maintenance, safety checks, and emergency response as needed to ensure the City's seven elevators city-wide remain operational and in compliance with applicable safety standards.

Since the start of the contract, the City has experienced an unusually high number of emergency service calls, twenty-two in total, which has resulted in contract expenditures exceeding the original contract authority by $22,646. The recommended action will allow for ratification of this amount to cover the unanticipated emergency services provided.

ALTERNATIVE ACTION

Other actions as determined by the City Council.

FISCAL IMPACT

Sufficient budget is available to cover the contract overages with Next Level Elevator in Fiscal Year 2025-26.

CONSENT CALENDAR
CITY MANAGER APPROVAL:

DATE: November 25, 2025
SUBJECT: CITY HALL & VALENCIA LIBRARY WINDOW SEAL & WALL JOINT REPAIR - PROJECT M1044 CONSTRUCTION CONTRACT

MODIFICATIONS
DEPARTMENT: Neighborhood Services
PRESENTER: Cassidy Skelton

RECOMMENDED ACTION

City Council:

1. Authorize an increased expenditure authority for construction activity with Angelus Waterproofing and Restoration, Inc., in the amount of $93,000 for a revised total contract amount not to exceed $477,777.

2. Appropriate $93,000 from General Fund Capital Projects Fund (Fund 601) to expenditure account M1044601-516101. Increase transfers out from General Fund (fund 100) account 1009500-710601 and increase transfers in to General Fund Capital Projects Fund (Fund 601) account 601-600100 in the amount of $93,000.

3. Authorize the City Manager or designee to execute all documents, subject to City Attorney approval.

BACKGROUND

The City of Santa Clarita (City) City Hall was constructed in 1986 and acquired by the City in 1991. The building is approximately 74,000 square feet and serves as the central facility for several City departments. In 2011, the City Council approved the acquisition of the public libraries from Los Angeles County, which included the Valencia Library. The Valencia Library is roughly 24,000 square feet and provides public, office, and meeting space serving the Valencia and Saugus communities. In June 2025, the City Council awarded a contract to Angelus Waterproofing and Restoration, Inc., following a formal competitive bidding process, to complete the City Hall & Valencia Library Window Seal & Wall Joint Repair Project, which focuses on replacing deteriorating seals and addressing long-standing moisture issues at both 12 Packet Pg. 335

Page 2 ends

facilities.

As work has progressed, additional repair needs specific to the City Hall portion of the project have been identified that were not included in the original scope. Once the project started, the first application of the new sealant system, the required pull tests failed to meet the manufacturer’s specifications. To ensure the project qualifies for the full 20-year warranty and provides long-term protection against water intrusion, the failed test requires additional preparation work, sealant removal, and re-application measures across multiple locations.

These issues could not have been identified when City staff initially created the project scope because the testing only happens once the old material is taken off and the new sealant material is applied, then tested. The revised application detail from the manufacturer to rectify the issues requires two applications rather than the originally identified single application. This requires the contractor to mobilize elevated staging twice in each area to allow time for the first application to cure before the second application is installed. This correlates to extended labor hours to effectively install the sealant, as well as additional rental costs for the equipment being used. To confirm the need for the additional work and validate the contractor’s findings, City staff brought in a third-party specialist to review the results and verify that the corrective measures are necessary to achieve proper adhesion and long-term performance.

The additional work totals approximately $93,000 and is required to correctly complete the City Hall repairs and prevent future leaks, particularly during storm events. The requested budget appropriation, combined with the existing project budget, will fully fund the revised scope of work.

ALTERNATIVE ACTION

Other action as determined by the City Council.

FISCAL IMPACT

Upon approval of the recommended action, adequate funds in the amount of $496,436 are available in the City Hall & Valencia Library Window Seal & Wall Joint Repair, Project M1044, expenditure accounts M1044309-516101 (Public Library Fund) and M1044601-516101 (General Fund - Capital) to support the recommended contract and associated project costs.
