BACKGROUND
On October 10, 2023, the City Council approved the acquisition of a facility located at 26330 Citrus Street, as shown on the attached Location Map. The facility was acquired as a long-term investment for the City of Santa Clarita (City) and for the purpose of relocating the operations of the City’s public television channel, SCVTV. On December 29, 2023, the grant deed transferring ownership of the facility to the City was recorded with Los Angeles County.
The City Council awarded a design contract to Wolcott Architecture on November 26, 2024, to
design approximately 4,400 square feet of tenant improvements. The scope of work includes a new 1,900 square-foot sound stage and approximately 2,500 square feet of support space, including a control room, editing suite, engineering office, production equipment storage, private offices, podcast broadcasting area, and information technology room. The improvements also include a new structural support frame over the stage for a lighting grid, a new mechanical air conditioning unit on the roof, electrical, and plumbing work. This project supports the Sustaining Public Infrastructure theme of the City of Santa Clarita’s (City) five-year strategic plan, Santa Clarita 2025.
An invitation to bid was published and circulated via the City’s e-procurement system, BidNet, on September 23, 2025. The City transmitted the solicitation to 2,992 vendors on BidNet, of which 158 vendors downloaded materials. A total of five bids were submitted and opened on November 5, 2025. The results of the bids are shown below.
Company Location Bid Amount
Waisman Construction, Inc. Canoga Park, CA $1,586,000
Monet Construction, Inc. Tujunga, CA $1,751,116
RAMSA Construction, Inc. Sherman Oaks, CA $2,089,000 CSI Services San Pedro, CA $2,676,300
Caltec Corporation Irvine, CA $2,832,800
Staff recommends the project be awarded to Waisman Construction, Inc., the lowest responsive and responsible bidder. This contractor possesses a valid contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.
Procurement of Office Furniture
After conducting extensive research to find the most competitive pricing and the highest quality office furniture, staff recommends using the City’s “piggyback” purchasing option for this procurement.
The use of “piggyback” purchasing allows the City to place orders against a competitively awarded public agency contract. The City is using the cooperative purchasing contract with OMNIA Partners, which allows the City to take advantage of an existing competitive process.
The OMNIA Partners cooperative agreement utilized for this procurement is held with AllSteel, LLC. The City’s purchase will be facilitated through Corporate Business Interiors (CBI), a certified and authorized AllSteel dealer, through whom the City will execute the contract.
Corporate Business Interiors is authorized to provide AllSteel products and related services under the OMNIA agreement. This contract, which was awarded on December 17, 2024, was solicited through a competitive request for proposals process and is valid through December 31, 2027.
After performing a cost analysis and reviewing pricing for comparable office furniture services from other sources, it has been determined that the OMNIA Partners cooperative purchasing
contract with AllSteel, LLC/CBI provides competitive pricing, quality services, and the best value to the City. Using the OMNIA Partners cooperative purchasing contract results in a total contract amount of $90,376, including contingency.
The requested contingencies for this project will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings, field adjustments, additional work requested by the City or other permitting agencies, and field investigations.
The City Council appropriated $2,500,000 for this project upon adoption of the Fiscal Year 2025-26 budget. The project budget is $2,500,000, representing $1,903,200 for construction, $90,376 for office furniture, $120,000 for studio and control room equipment from various vendors, $50,000 for fiber optic connections, and $336,424 for project administration costs.
Project administrative costs include staff time, project management, public works inspections, environmental inspections and support, utility fees, and labor compliance monitoring.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds in the amount of $2,500,000 are available in project expenditure accounts F1030130-516101 (Citrus Facility Fund) and F1030330 (Public Education & Government Fund) to support the recommended action and associated project costs.
