BACKGROUND

The City of Santa Clarita (City) administers 17 Drainage Benefit Assessment Areas (DBAAs). A DBAA is a funding mechanism used to construct, operate, and maintain drainage improvements that manage stormwater and groundwater conditions within a defined area. Annexed from the County of Los Angeles in September 2018, DBAA 24 drainage facilities consist of 21 monitoring wells located within the vicinity of David March Park, as shown on the attached Location Map. The monitoring wells are equipped with pumps and control panels designed to prevent groundwater from rising and to maintain slope stability with the area. The pump equipment and control panels are evaluated quarterly.

In 2022, a City consultant reviewed the quarterly inspection data and determined that further evaluation of the monitoring wells within the area was needed to address discrepancies between construction records and existing conditions. Based on the evaluation, redevelopment was recommended for ten monitoring wells, including video inspection, disinfection, and site restoration as part of continuing maintenance. This project supports the Sustainable Public Infrastructure theme of the City’s strategic plan, Santa Clarita Pathway Forward.

The DBAA 24 Well Redevelopments project is not subject to California Environmental Quality Act (CEQA) review pursuant to Title 14 of the California Code of Regulations, Article 19, Sections 15301 and 15302, which exempts from CEQA review projects that maintain, repair, rehabilitate, and replace existing facilities within the same location while having the same capacity and performing equivalent functions. This project meets the criteria for this exemption because the project proposes to rehabilitate ten wells, all at their existing locations and with the same capacity.

An invitation to bid was published and circulated via the City’s e-procurement system, BidNet, on December 30, 2025. The City transmitted the solicitation to 1,711 vendors on BidNet, of which 46 vendors downloaded materials. A total of three bids were submitted and opened on January 30, 2026. The results of the bids are shown below.

Company Location Bid Amount
ABC Liovin Drilling, Inc. Signal Hill, CA $371,250
Nor-Cal Pump and Well Drilling, Inc. Yuba City, CA $472,000 Yellow Jacket Drilling Services, LLC Rancho Cucamonga, CA $512,500

Staff recommends the project be awarded to ABC Liovin Drilling, Inc., the lowest responsive and responsible bidder. This contractor possesses a valid contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.

The requested contingency will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings, field adjustments, additional work requested by the City or other permitting agencies, and field investigations.

The City Council appropriated $477,000 for this project upon adoption of the Fiscal Year 2025- 26 budget. The project budget is $477,000, representing $408,375 for construction, $33,000 for construction support, and $35,625 for project administrative costs. Project administrative costs include staff time, project management, public works inspections, environmental inspections and support, utility fees, and labor compliance monitoring.

ALTERNATIVE ACTION
Other action as determined by the City Council.
