The Newsletter provides vital information to keep the community informed and engaged with what is happening in Santa Clarita. It is mailed to every residential address in the City, which is approximately 78,000.

The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms for the printing and mailing of the Newsletter. The RFP was published and circulated via the City’s e-procurement system, BidNet, on October 24, 2025. The City transmitted the solicitation to 1,366 vendors on BidNet, of which 59 vendors downloaded the RFP. Four companies provided proposals for consideration.
These proposals were reviewed and evaluated based on each company’s ability to meet the specific needs of the City. An evaluation panel, comprised of staff from multiple City departments, scored the responses using the following categories of weighted criteria:
• Qualifications and Experience (25 points)
• Ability to Provide the Services: Specific information on the company’s ability to deliver the required services; background on the company, including the number of years in business and the completion of similar projects of equal complexity (including sample work submitted) (35 points)
• References (10 points)
• Cost of materials and services provided, as well as discounts offered (40 points)
The evaluation team scored the responses based on a 110-point system, with the results outlined below:
Rank Company Location Cost Score
1 Mellady Direct Marketing Santa Clarita, CA $103,159 101 2 The Dot Corporation Irvine, CA $150,236 89
3 Metro Mailing Service Sacramento, CA $120,165 84
4 Advantage Mailing LLC Anaheim, CA $109,250 77
In reviewing proposals, the evaluation team awarded the highest score to Mellady Direct Marketing (Mellady). The evaluation team determined that Mellady’s proposal offered the best overall value to meet the qualifications in printing and mailing, high-quality service, cost, and adherence to the contract.
Staff has completed a due-diligence review of Mellady’s professional references and determined its work history meets the City’s standards and performance expectations. Based on the above, staff recommends awarding the contract to Mellady.

CITY MANAGER APPROVAL:

SUBJECT: LIBRARY MATERIAL VENDOR CONTRACTS
DEPARTMENT: Human Resources and Library Services
PRESENTER: Gina Roberson
RECOMMENDED ACTION
City Council:
1. Award a one-year contract to Ingram Library Services LLC (Ingram) for physical books and materials for the Santa Clarita Public Library for a total contract amount not to exceed $800,000.
2. Approve a contract authorization increase to the City’s existing agreement with Midwest Tape (Hoopla) to provide audiobooks, eBooks, movies, and music in the amount of $30,000, for a total contract amount not to exceed $79,999.
3. Authorize the City Manager, or designee, to execute up to two additional one-year renewal options for the above-mentioned agreements, not to exceed the annual contract amount, plus an adjustment consistent with the appropriate Consumer Price Index, upon request of the contractor.
4. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney approval.
BACKGROUND
The Santa Clarita Public Library (SCPL) has three branches, including Canyon Country, Valencia, and Old Town Newhall, which have over 93,391 registered users and provide the community with a wide variety of print, audiovisual, and electronic materials for public use. The SCPL’s collection comprises approximately 236,496 print books, 21,235 audiobooks, Blu-rays, DVDs, and 68,872 electronic books and audiobooks. Annually, SCPL circulates an average of
1.2 million physical and electronic items. In order to further develop its collection and meet the community’s growing needs, SCPL is seeking vendors to provide library materials. 5 Packet Pg. 27
Physical Material Vendor
The City conducted a Request for Proposals (RFP) to solicit proposals from qualified vendors to furnish, deliver, catalog, and process SCPL’s print and audiovisual material. The RFP was published and circulated via BidNet on January 10, 2023. On April 25, 2023, the City Council approved contracts based on the highest-scoring RFP responses with Baker & Taylor LLC (Baker & Taylor), Brodart Co., Children’s Plus, Inc., Midwest Tape LLC, and Tsai Fong Books, Inc., as well as EBSCO Industries, Inc., and OverDrive Inc. The total contract amount to be shared amongst these vendors was approved by City Council in an amount not to exceed $2.15 million for a two-year initial term, with the option to renew for up to three additional one-year terms. The City is currently exercising the first year of the three optional one-year renewals for these agreements.
Baker & Taylor, one of the contractors awarded an agreement based on the RFP, has since gone out of business and closed. The closure of Baker & Taylor, SCPL’s largest supplier of physical materials, has caused significant supply disruptions and shortages, creating an unsustainable situation for maintaining the Library’s collection.
Ingram Library Services LLC (Ingram) submitted a proposal in response to the City’s 2023 RFP and was determined to be a qualified proposer. Although Ingram was not included in the original group of vendors awarded contracts, Ingram received high scores during the RFP evaluation, reflecting its competitive pricing and strong service offering. Ingram is a full-service library vendor offering circulation-ready print books for all ages, with an inventory of over 19 million items that includes both back catalog and new release titles. The vendor offers generous discounts on fiction materials, typically ranging between 30-45 percent for adult, children, and young adult fiction, with some variability in discount rates for other material types.
Staff recommends entering into an agreement with Ingram at this time to supplement the remaining vendors and ensure a reliable supply of library materials. Utilizing a proposer from the original competitive solicitation allows the City to address the supply gap created by Baker & Taylor’s closure while remaining consistent with the results of the 2023 RFP process.
The contract with Ingram will allow City staff the flexibility and resources to update outdated materials, meet the needs of the public, and continue to develop a collection appropriate for the size of the community while retaining compatibility and compliance with the City’s existing library system.
Digital Material Vendor
In 2021, Midwest Tape LLC (Hoopla) was approved as a sole-source procurement due to its exclusive content offerings and unique instant-access service model that is not available through other digital library vendors.
Hoopla is an all-in-one digital service for libraries that offers over 935,000 titles in its catalog, which includes popular movies, television shows, eBooks, audiobooks, comics, and music.
Hoopla is the sole library provider for instant, on-demand content from MGM, NBC, Miramax, Lionsgate, and many more. Library customers are able to instantly borrow and view titles with 5 Packet Pg. 28
no waitlists or hold queues, which is not a feature available through the library’s current digital services.
Hoopla does not have a platform fee, and the pricing model allows for access to their entire catalog without having to curate and purchase individual titles to build a collection. Hoopla also offers content in over 70 languages at no additional cost, which is not available through other digital library services.
As part of daily library operations, a contract amendment is needed to support an increase in use of the platforms. Hoopla is a pay-per-use platform, and since 2022, the monthly average has tripled. Staff recommends an amendment to the City’s contract with Hoopla to authorize an expenditure authority increase of $30,000, bringing the total contract amount to $79,999, to provide audiobooks, eBooks, movies, and music.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate Public Library funds have previously been appropriated as part of the Fiscal Year 2025-26 budget to support the recommended actions to expenditure accounts 3098200-511120 (Physical Material) and 3098200-511121 (Digital Material). Funding for future fiscal years will be contingent upon appropriations of funds by the City Council during the annual budget process.

BACKGROUND
The annual overlay and slurry seal projects are an integral part of the City of Santa Clarita’s (City) Overlay and Slurry Seal Program. Each year, streets are evaluated and identified for the need for pavement preservation and rehabilitation treatments. The 2025-26 Overlay and Slurry Seal Program is divided into four projects: Overlay A, Overlay B, Overlay C, and Slurry Seal to resurface streets, seal cracks, and coat the surface of streets in various areas of the City. These treatments will provide a smoother ride for vehicles and reconstruct or extend the life of the roadway, depending on the type of treatment applied. If approved and awarded, staff anticipates that construction of the Overlay A and Overlay B projects will begin in April and be completed by November. A list of streets included in the Overlay A and Overlay B projects is shown on the attached Project Street List. The Overlay C and Slurry Seal projects will be presented to the City Council for consideration of award at a later date. These projects support the Sustainable Public Infrastructure theme of the City of Santa Clarita’s (City) strategic plan, Santa Clarita Pathway Forward.
The 2025-26 Overlay and Slurry Seal Program is not subject to California Environmental Quality Act (CEQA) review pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts from CEQA review projects that consists of the operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. Examples include, but are not limited to, existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities. This project meets the criteria for this exemption because the 2025-26 Overlay and Slurry Seal Program will be performing repairs and maintenance to existing streets.
Solicitation Process - Overlay A Construction Contract
An invitation to bid was published and circulated via the City’s e-procurement system, BidNet, on February 3, 2026. The City transmitted the solicitation to 43 vendors on BidNet, of which 43 vendors downloaded materials. A total of eight bids were submitted and opened on March 3, 2026.
Each bid included pricing for the base bid and one alternate bid schedule. Purchasing conducted a selection process in accordance with California Public Contract Code section 20103.8(d) which states that “The lowest bid shall be determined in a manner that prevents any information that would identify any of the bidders or proposed subcontractors or suppliers from being revealed to the public entity before the ranking of all bidders from lowest to highest has been determined.” This process was followed to ensure fairness when opening, reviewing, and determining the 6 Packet Pg. 31
lowest responsive and responsible bidder.
After review of the bids by the project manager, the basis for award was made on the total for the base bid and alternate combined. The results of the bids are shown below:
Company Location Bid Amount
Vance Corporation Beaumont, CA $7,549,302
Toro Enterprises, Inc. Oxnard, CA $7,626,548
Calmex Engineering, Inc. Bloomington, CA $7,764,660
Sully-Miller Contracting Co. Brea, CA $7,916,186
Onyx Paving Company, Inc. Yorba Linda, CA $8,293,000
R.C. Becker, Inc. Santa Clarita, CA $8,427,103
C.A. Rasmussen, Inc. Santa Clarita, CA $8,522,526
All American Asphalt Corona, CA $9,915,022
Staff recommends the project be awarded to Vance Corporation, the lowest responsive and responsible bidder. This contractor possesses a valid contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project’s plans and specifications and is available in the City Clerk’s Reading File.
While the City maintains a Support of Local Businesses policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsive and responsible bidder.
Solicitation Process - Overlay B Construction Contract
An invitation to bid was published and circulated via BidNet on February 3, 2026. The City transmitted the solicitation to 44 vendors on BidNet, of which 43 vendors downloaded materials.
A total of four bids were submitted and opened on March 4, 2026.
Each bid included pricing for the base bid and one alternate bid schedule. Purchasing conducted a selection process in accordance with California Public Contract Code section 20103.8(d) which states that “The lowest bid shall be determined in a manner that prevents any information that would identify any of the bidders or proposed subcontractors or suppliers from being revealed to the public entity before the ranking of all bidders from lowest to highest has been determined.” This process was followed to ensure fairness when opening, reviewing, and determining the lowest responsive and responsible bidder.
After review of the bids by the project manager, the basis for award was made on the base bid only. The results of the bids follow:
6 Packet Pg. 32
Company Location Bid Amount
All American Asphalt Corona, CA $1,898,546
Toro Enterprises, Inc. Oxnard, CA $1,901,783

Solicitation Process - 2025-26 Overlay and Slurry Seal Program Inspection, Materials Testing, and Construction Support Services Contract
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to provide inspection, materials testing, and construction support services for the 2024-25 Overlay and Slurry Seal Program project. The RFP was published and circulated via BidNet on February 5, 2025. The City Council awarded a professional services contract for inspection, materials testing, and construction support services for a total amount not to exceed $1,520,365 to Twining, Inc., at the April 22, 2025, City Council meeting. Twining, Inc., was selected through an RFP process, which provided up to three annual renewal options, subject to City approval.
Staff recommends using the first renewal option to award the contract for inspection, materials testing, and construction support services to Twining, Inc., in the amount of $1,287,125 for the Overlay A, Overlay B, Overlay C, and Slurry Seal projects and authorize a contingency in the amount of $128,713, for a total amount not to exceed $1,415,838. The proposal is available in the City Clerk’s Reading File.
California Government Code 4526 prescribes the selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Twining, Inc., at a fair and reasonable price.
Solicitation Process - 2025-26 Overlay and Slurry Seal Program Surveying and Monument Preservation Services Contract
The City conducted an RFP to solicit proposals from qualified consulting firms to provide surveying and monument preservation services for the 2024-25 Overlay and Slurry Seal Program. The RFP was published and circulated via BidNet on February 6, 2025. The City Council awarded a professional services contract for surveying and monument preservation services for a total amount not to exceed $821,110 to Hunsaker and Associates, Los Angeles, Inc., at the April 22, 2025, City Council meeting. Hunsaker and Associates, Los Angeles, Inc., was selected through an RFP process, which provided up to three annual renewal options, subject 6 Packet Pg. 33
to City approval.
Staff recommends using the first renewal option to award the contract for surveying and monument preservation services to Hunsaker and Associates, Los Angeles, Inc., in the amount of $133,000 for the Overlay A, Overlay B, Overlay C, and Slurry Seal projects and authorize a contingency in the amount of $13,300, for a total amount not to exceed $146,300. The proposal is available in the City Clerk’s Reading File.
City staff was able to reach an agreement with Hunsaker and Associates, Los Angeles, Inc. at a fair and reasonable price.
The requested contingencies will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings that are often discovered during construction, as well as change order requests. Additional streets from the City's pre-designed inventory and streets that may need treatment due to unforeseen weather conditions will be added to the project if funds are available after construction of the original scope of work.
The City Council appropriated $17,000,000 for this project upon adoption of the Fiscal Year 2025-26 budget. The project budget is $12,899,555, representing $11,337,417 for construction and $1,562,138 for professional services. The remaining budget will be allocated to the Overlay C and Slurry Seal projects that will be presented to the City Council for consideration of award later this year.
