BACKGROUND
The 2025-26 Federal Circulation Improvement Program, Phase IV, will implement improvements at the intersection of Valencia Boulevard at McBean Parkway, as shown on the attached Location Map. This project will add triple left-turn lanes on eastbound and westbound Valencia Boulevard to enhance traffic flow. The improvements along Valencia Boulevard between McBean Parkway and Mall Entrance include street widening, relocation of street light and traffic signal poles, and landscape modifications. The proposed improvements will require the removal of six eucalyptus trees. This project supports the Sustainable Public Infrastructure theme of the City’s strategic plan, Santa Clarita Pathway Forward.
As part of the Fiscal Year 2023-24 Congressionally Directed Funding Request, former Representative Mike Garcia supported the City’s request for $2,480,000 to construct these improvements.
The California Environmental Quality Act (CEQA) requirements were previously completed on January 21, 2020, when the City’s Planning Commission adopted Resolution P20-01, adopting the Mitigated Negative Declaration and approving Master Case No. 19-067, Conditional Use Permit 19-008, Development Review 19-006, Architectural Design Review 19-007, and Oak Tree Permit 19-002. Notices of Determination were filed with the Los Angeles County Registrar Recorder (Nos. 2020018829 and 2020077319) and the State Clearinghouse (SCH# 2020060177).
The 2025-26 Federal Circulation Improvement Program, Phase IV, implements the Traffic Mitigation Measure TR-5, included within the adopted Mitigated Negative Declaration.

The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.
Professional Services Contract - Construction Support
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified firms to provide design, survey, bid support, and construction support services for the 2020-21 Circulation Improvement Program, Phase IV, project. The RFP was published and circulated via the City’s e-procurement system BidNet on April 13, 2022. Firms were evaluated based on the entire scope of services outlined in the RFP, including design and construction support services.
The City Council awarded a design contract for design services for a total amount not to exceed $384,753 to Dokken Engineering at the July 12, 2022, City Council meeting. Dokken Engineering is the Engineer of Record for the 2025-26 Federal Circulation Improvement Program, Phase IV, project.
Since Dokken Engineering was originally evaluated and selected based on its qualifications to perform the entire scope of services outlined in the RFP, it is recommended that Dokken Engineering be awarded a contract for a total of $74,712, including contingency, to provide appropriate construction support services throughout construction. This will allow Dokken Engineering to provide construction support, necessary design modifications, and environmental monitoring as the project is constructed. The proposal is available in the City Clerk’s Reading File.
Professional Services Contract - Materials Testing and Geotechnical Inspection The City conducted an RFP to solicit proposals from qualified consulting firms to provide materials testing and geotechnical inspection for the 2025-26 Federal Circulation Improvement Program, Phase IV, project. The RFP was published and circulated via the City’s e-procurement system BidNet on March 2, 2026. The City transmitted the solicitation to 3,145 vendors on BidNet, of which 57 vendors downloaded the RFP. A total of four companies provided proposals for consideration.
These proposals were reviewed and evaluated based on each company’s ability to meet the specific needs of the City. An evaluation panel, comprised of staff from the Public Works department, scored the responses using the following categories of weighted criteria:
• Approach and Recommendations for Testing per the Quality Assurance Program and Plans (Scope of Work) - 40%
• Understanding of Construction Phasing Schedule (Schedule) - 20% • Qualifications of Personnel and Laboratory, Team Experience - 20% • Quality of Sample Daily Inspection & Final Report - 15% • References - 5%
The evaluation panel scored the responses based on a 100-point scale, with the results outlined below.

California Government Code 4526 prescribes the selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Allan E. Seward Engineering Geology, Inc., at a fair and reasonable price.
The requested contingencies will cover the cost of unforeseen design constraints, design modifications requested by the City or other permitting agencies, field investigations including potholing for utility locations and foundations, and coordination with utility companies and other agencies, which is required to address the presence of oil lines and to manage potential impacts to project phasing resulting from concurrent work by other agencies at this location. This includes potential adjustments to the civil and traffic drawings, engineering and landscape drawings, and change orders for additional work requested by the City.
The City Council appropriated $3,100,000 for this project upon adoption of the Fiscal Year 2025-2026 budget. The project budget is $3,100,000, representing $2,602,812 for construction, $74,712 for construction support, $77,961 for materials testing, and $344,515 for project administration costs.
