6.0 PROGRAM MANAGEMENT
6.1 Methodology and Work Plan
At AESEGI we recognize that quality geotechnical fiel d and laboratory services provide value to each project. A time line of the materials testing services is not provided since our services are dependent on the contractor work schedule, timing on produc t submittals, and when construction products are on-site for sampling. Below is a discussion on scopes of work and timing to present the results.
1. Submittals.
Contractors’ product submittals as received from the City are reviewed for conformance with the plan specifications. A letter is prepared within a few days detailing the product, specification, supplier and intended use and if the products are in conformance with the project specifications.
2. Materials Testing and Inspection Services During Construction.
The office and field technicians coordinate with the City’s inspector and contractor regarding scheduling of the required field visits to sample co nstruction materials (i.e., soils, road base, asphalt concrete) and density testing of compacted soil, base and asphalt concrete pavements.
Field observation, testing and inspection services are performed by qualified technicians in accordance with our QAP to provide assurance that the materials and workmanship incorporated into the construction project are conformance with the contract specifications. The Acceptance Testing (AT) of the QAP would include sampling of material s from a job-site stockpile or batch plant and associated field and/or laboratory materials te sting and inspection to determine the degree of compliance with contract requirements. Personnel pe rforming these services shall hold certification by ACI, ICC and/or NICET programs. Our field personnel will prepare daily field reports clearly indicating work performed, collection of samples, test locations, and test results that will be provided at the end of each site visit. Approvals will be made in the field based on field test results in accordance with the project plan, specifications and acceptable standards.
3. Laboratory Testing
Laboratory testing and results are performed on construction products to confirm conformance with the plan specifications. A Results of Material Testing Report will be provided with applicable Certificates of Compliance/Delivery Tickets and results of laboratory testing. These reports will include statements that clearly indicate conditions under wh ich material was accepted and will be provided in a written format that is acceptable to the City. Typically, these reports are prepared within 1 week from collection of the field sample. However, th e timing is dependent on the time required to perfume the tests. For example, the final concrete cylinder strength test of 28-days takes longer.

At AESEGI we operate an in-house laboratory capa ble of performing high quality tests to support our Quality Control/Quality Assurance programs during construction. We are an accredited materials testing laboratory with the AASHTO Accreditation Program (AAP) sinc e 2012. The AAP utilizes laboratory assessments and proficiency sample programs administered by the AASHTO Re:Source. As required by the AAP, we have implemented a quality manageme nt system that meets specific AASHTO R18 requirements and receive regularly schedul ed on-site assessments by AASHTO. Our laboratory maintains qualified, trained technicians, calibrated equipment, and a quality management system that meets specific AASHTO R18 and ASTM D3666 (Road a nd Paving Materials) and ASTM D3740 (Soils and Rock) requirements. In order to demonstrate the quality of our test results we actively participate in the AMRL proficiency sample programs. Our tec hnicians and inspectors are trained to provide laboratory and field-testing servi ces for soil, aggregate, concrete, and asphalt, and also maintain certification by ACI and NICET programs. Specialized testing that are lab is not accredited will be sent to accredited laboratories for testing. Project: Street Improvements Plan – Phase 2
Sierra Highway Sidewalk Project
City of Santa Clarita, California
City Project: T3025
Dear Ms. Frazier:
This report presents the results of quality control construction materials testing and inspection services performed by this firm during the placement and compaction of soils, crushed aggregate base (CAB) and asphalt concrete (AC) for sidewalk improvements located along the Sierra Highway between January 26 and March 3, 2022. The improvements were constructed in general accordance with the Street Improvement Plan (Sheets 1 to 5) dated 7/1/21, prepared by Encompass Consultant Group, and the Special Provisions – Technical prepared by the City of Santa Clarita.
1.0 STREET IMPROVEMENTS
1.1 Introduction
The improvements included removal and/or co ld milling of portions of existing asphalt concrete (AC) pavement and Portland cement concrete (PCC) paveme nt and replacement with new AC vehicular pavement, sidewalk pavement, commercial driveway and curb, and new PCC sidewalk pavement, sp andrel and cross gutter, curb and gutter, curb ramp and commercial driveways. The improvements are located alo ng eastbound Sierra Highway from Station 9+10.63 to 16+21.56 (including intersection with Scherzinger Lane) and from Station 17+53.13 to 21+99.93 (including intersection with Adon Avenue).
City of Santa Clarita Job No.: 22-2703
April 8, 2022 Page 2
Allan E. Seward Engineering Geology, Inc. Geology and Geotechnology The new vehicle pavement section for Sierra Highway, Scherzinger Land and Adon Avenue is 8.5” AC over 17” Crushed Aggregate Base (C AB). The AC consists of 7-inch Type B base course and 1.5-inch Type C2 finish course. A 2-inch asphalt concrete grind and overlay is shown for existing AC vehicle pavements adjacent to new AC vehicle pavements. A secondary vehicle pavement se ction (behind curb) consists of 4” AC (Type D2) over 6” CAB. Pavement sections for new commercial driveways consist of 4” AC (Type D2) over 6” CAB and 6” PCC over 6” CAB. The sidewalk pavement sections consist of either 4” AC (Type D2) or 4” PCC supported directly on a compacted soil subgrade. The PCC curb ramps and 8” PCC cross gutters and spandrels are supported directly on compacted soil subgrade.
PCC curb & gutter and variable height AC curb (dike mix) are supported on 6” CAB.
Note, the proposed new AC walkway pavem ent adjacent to Sche rzinger Lane was constructed as a PCC walkway.
The street improvements were predominantly constructed by F.S. Contractors Inc. Hardy & Harper Inc. was subcontracted to construct portions of the asphalt concrete paving.
Construction materials testing and inspection services performed by this firm were limited to soil subgrades, base course, and asphalt concrete pavement.
1.2 Preparation and Compaction of Soil Subgrade
In general, geotechnical observation during preparation and compac tion of soil subgrades was not performed. Minor cuts and fills re quired to achieve s ubgrade elevation were performed by the contractor and subsequently tested by our field personnel to verify that the subgrade soils met minimum rela tive compaction requirements as a percentage of the Maximum Dry Density (per ASTM D1557) and that the moisture content was at or near the Optimum Moisture Content. At locations where the minimum relative compaction was not achieved, the subgrade was moistened, as neede d, using a water hose attached to a water truck and compacted using a Mikasa MTX-70 tamper rammer and Mika sa vibratory plate until the minimum required relative compaction was achieved.
1.3 Placement and Compaction of Base Materials
The base materials used to support new PCC curb & gutters and asphalt concrete pavements was a Crushed Aggregate Base (CAB), supplied by Hanson Aggregates.
The base materials were placed using dump tr ucks, spread in horizontal lifts using a Caterpillar 262D skid steer and 420F backhoe, then water-conditioned, as needed, using a water hose connected to a water truck to a moisture content suitable for achieving the required compaction. Each lift was compacte d to at least 95 percent of Maximum Dry Density, per ASTM D1557, using a Mikasa MTX-70 tamper rammer.

1.4 Placement and Compaction of Asphalt Concrete
The AC materials were supplied by Vulcan Materials Company (Sun Valley plant). The materials include Type B PG 64-10 (base course) and Type C2 PG 64-10 (finish course) for new vehicle pavements for Sier ra Highway, Scherzinger Lane and Adon Avenue. A Type D2 PG 70-10 AC was used for secondary ve hicle pavements, comme rcial driveways and sidewalk pavement. Placement and compactio n of the AC dike mix for curb was not observed or tested.
A Type B2 PG 64-10 supplied from Vulcan Materials Company (Sun Valley plant) was used for the first lift of the asphalt concrete base course on Sierra Highw ay between Stations 17+53.96 and 19+54.75. This Type B2 mix type was not specified for any of the proposed improvements and was not accepted for use in our Geotechnical Letter – Review of Contractor Submittals #021.1 and #021.2 dated 2/7/22.
The AC materials were imported to the site, spread in horizontal lifts over the compacted base and/or subgrade, and then compacted. Maximum (Wet) Density values of 150.0 ± 2 pcf (Type B), 151.0 ± 2 pcf (Type B2) and 150.0 ± 2 pcf (Type C2 and D2) were provided by the supplier and were used to determin e a preliminary relative compaction during construction. Representative bulk samples of approved AC material s were subsequently collected and shipped to LaBe lle-Marvin in Santa Ana to verify the laboratory Maximum (Wet) Density of the AC materials imported to the project site and determine the final relative compaction values presented in Table A3.
Placement and spreading of the AC base course material were performed in two lifts using a John Deere 210L skip loader, a Caterpillar 247B skid steer, a Terex CR300 Asphalt paver and manually with shovels. Placement and spreading of the AC finish course material were performed using a Terex CR300 Asphalt paver, skip loader, skid steer and manually with shovels. Initial breakdown of each base cour se lift and the finish course was performed using a 2.9- to 3.0-ton vibratory smooth drum roller (Dynapac CC122 & Caterpillar CB24B).
Compaction was subsequently performed for each lift using 10.8-ton vibratory smooth drum roller (Caterpillar CB10).
2.0 PROCEDURES FOR TESTING OF COMPACTED MATERIALS
Density testing of compacted soil subgrades, base materials and asphalt concrete were performed during construction by a representative of Allan E. Seward Engineering Geology, Inc. The in-place dry density and water content of compacted soil and base materials was measured using the Sand Cone (ASTM D1556) and using the Nuclear Gauge (ASTM D6938) City of Santa Clarita Job No.: 22-2703
April 8, 2022 Page 4
Allan E. Seward Engineering Geology, Inc. Geology and Geotechnology Test Method. Density of the AC material was measured using the Nuclear Gauge (ASTM D6938) Test Method.
The minimum compaction requirement for soil subgrades was generally 90 percent of Maximum Dry Density (MDD), except beneath AC sidewalk where the minimum compaction requirement was 95 percent of MDD. The minimum compaction requirement for the base materials was 95 percent of MDD. The minimum compaction requirement for asphalt concrete was generally 95 percent of Maximum (Wet) Density, except for paved areas not subjected to vehicular traffic the minimum compaction requirement was 90 percent.
At locations where the measured dry density of the soil subgrade or base material was less than the minimum required compaction as a percentage of the Maximum Dry Density, the material was reworked, or removed and re-compacted, a nd then retested until at least the specified percentage of Maximum Dry Density was achieved.
Maximum Dry Density and Optimum Moisture Content for soil and base materials were determined in accordan ce with ASTM D1557 Test Method. The appended Laboratory Compaction Curve Reference Table in Appendix A (Table A1) summarizes the laboratory compaction test data used (in c onjunction with field density test data) during the grading for evaluation of relative compaction of the soils and base materials. Laboratory test data used (in conjunction with field density test data) to de termine final relative compaction of the asphalt concrete is presented below in Section 3.0.
Results of the field density testing are presented in the appended Field Density Tests Results Table in Appendix A (Tables A2 and A3). The Compaction Test Location Maps (Plates I through III) show the identification numbers and approximate locations of the field density tests for the street improvements soil subgrade and base grade. These maps are based on the referenced Street Improvements Plan – Phase 2 (Sheets 3 thru 5). We make no representations regarding the accuracy of the plan that was used to prepare the Compaction Test Location Maps.
3.0 LABORATORY AND QUALITY CONTROL TESTING
During the course of the gradi ng and construction operations bul k samples of on-site soils, imported base materials and imported asphalt conc rete were collected for laboratory testing.
Laboratory compaction testing (ASTM D1557 Te st Method) was perfo rmed on the soil and base materials to assess thei r compacted moisture-density relationship for use during the grading operations. Compaction Test Reports for on-site soils (Curves “A”, “C” and “D”) and imported CAB (Curve “B”) are included in Appendix B. Laboratory compaction testing (CT 308 Test Method) was also performed by LaBelle-Marvin on samples of Type B, Type C2 and City of Santa Clarita Job No.: 22-2703

4.0 CONCLUSIONS
During construction, our field representative at the site provided professional and technical opinions and recommendations to the designated representatives of the City of Santa Clarita based on the results of testing and observation of the Cont ractor’s work and on subsurface conditions observed during construction operations. The presence of our personnel during the construction operations did not include direct supervision of the Contractor, subcontractors, or their personnel, and does not relieve the Contractor of the primary responsibility to perform all work in accordance with the project specifications and code requirements.
Placement and compaction of base material and asphalt concrete materials was observed and periodically tested by a representative of Allan E. Seward Engineering Geology, Inc. in order to check compliance of the work with the project plans and specifications. It should be understood that field data, including density te st locations, are only approximately located.
