Michael Greer January 22, 2026 Dokken Engineering Subject: Proposal for Pre-construction Surveys and Monitoring for the 2025–26 Federal Circulation Improvement Program, Project C1018 Dear Mr. Greer: Thank you for the opportunity to provide you with biological services. Pursuant to your request, the following is a proposal to provide biological consulting services for the 2025–26 Federal Circulation Improvement Program, Project C1018 in the City of Santa Clarita. One pre-construction nesting bird survey will be completed prior to construction at Location #1 and Location #2 (34.413198, -118.559833). Construction monitoring is proposed is a nesting bird is identified during the pre-construction surveys. Attached is a Scope of Work with associated costs that outlines the required tasks for the project site. CJ Biomonitoring will conduct the tasks outlined in the scope of work below. To facilitate initiation of the project, please sign in the space provided below as acceptance of the scope of work and estimated costs and return a copy with signature by email or mail. All work will be invoiced to the client. Feel free to contact me if you have any questions. You can reach me by phone at (949) 285-7096, at the letterhead address, or email me at [email protected]. Sincerely, Courtney McCammon Owner/Principal Biologist CJ Biomonitoring, LLC ___________________________ Authorizing Signature/Date ___________________________ Print Name SCOPE OF WORK Task-1, Pre-Construction Survey Location #1 • Complete pre-project nesting bird surveys no more than 72-hours before construction. • Email the City at the conclusion of the survey to provide the status of active nesting. • Provide a simple letter report which includes: description of bird species observed, whether any species had active nests observed in the trees to be removed and nearby, the species of the trees, the effects of vehicle traffic upon the nesting activities. • If nesting birds are identified which require a protective buffer, provide a map showing the approximate nest location(s) and the protective buffer(s). Task-2, Pre-Construction Survey Location #2 • Complete pre-project nesting bird surveys no more than 72-hours before construction. Task-3, Construction Monitoring (Optional) Should an active nest(s) be identified during Task – 1 or Task – 2 above and regular monitoring is required: • Provide demarcation of the nest area in the field. Provide periodic monitoring appropriate to the situation until the young have fledged the nest. • Provide a simple letter report which includes: description of species observed, protective measures employed, time period of monitoring, and any other necessary details to demonstrate the nesting activities were adequately protected. Based on the RFP of one nest for four weeks, it is recommended that monitoring occur every other day during construction activities (Monday, Wednesday, and Friday). This would equate to twelve (12) half day visits. However, due to the developed and disturbed nature of the site, the monitoring should be a half day/spot check. Note CJ Biomonitoring will be happy to assist you with the additional tasks with an understanding that all additional work, beyond the nesting bird survey and optional monitoring will be at an additional cost. Any such work shall first be approved in writing.
Task 1 and Task 2 will be billed on a task basis, and invoices will include time and dates of office and field work. A minimum of four (4) hours will be charged for site visits under Task 3. For this project, the hourly rate for the Biologist is $130/hour. For each 4-hour (half day) monitoring visit, a minimum of two (2) hours of drive time will be charged at the hourly rate detailed above. Table 1.
