BACKGROUND

Valencia Heritage Park was constructed in 2004 and consists of three tennis courts, two multi- use sports fields, a playground, a restroom building, and a picnic gazebo.

The tennis court facility hosts various programming activities for the City of Santa Clarita’s (City) Recreation Division and is heavily used by the tennis community. Over the years, the demand for tennis use at this site has increased significantly. By constructing an additional tennis court, the City will expand its programming capability, meet the growing demand for additional tennis play, and provide the capacity to host sanctioned tennis tournaments, as most tournaments require four tennis courts. In addition, refurbishment of the existing courts is necessary to ensure quality and consistency between all courts.

The new tennis court will be constructed adjacent to the existing tennis courts, on the northeast side, and is designed to flow seamlessly with the existing park landscape. The new tennis court amenities include lighting, fencing, windscreen, and seating areas. Additionally, the new tennis court will also include pickleball striping, maximizing the use of space. Four pickleball overlays will be added to the court, using a contrasting color for ease of play. This project will also include improvements to the existing three tennis courts, including resurfacing, striping, new netting, and replacement of the existing windscreen. Construction is anticipated to have a duration of approximately 20 weeks.

Supporting the theme of Sustainable Public Infrastructure in Santa Clarita Pathway Forward, the City’s five-year strategic plan, the proposed contract will provide vital repairs to the existing tennis courts at Valencia Heritage Park and will provide an additional amenity for community enjoyment.

Solicitation Process - Construction Contract
An invitation to bid was published and circulated on the City’s e-procurement system, Bid Net, on February 24, 2026. The City transmitted the solicitation to 2,821 vendors on BidNet, of which 107 vendors downloaded the materials. A total of six bids were submitted and opened on March 24, 2026. The results are shown below.

Company Location Bid Amount
Estate Design and Construction Los Angeles, CA $573,240 R.C. Becker, Inc. Santa Clarita, CA $637,853
All-American Construction Solutions Chino, CA $655,379
Western States Builders Escondido, CA $724,250
E&M Constructors Inc. San Fernando, CA $800,038
Angeles Contractor, Inc. City of Industry, CA $1,239,000

Upon reviewing the bids, staff determined the response from the apparent low bidder, Estate Design and Construction, to be non-responsive for failure to provide required documentation at the time of bid submission, as specified in the solicitation. Therefore, staff recommends awarding the project to R.C. Becker, Inc., the second lowest bidder. This contractor possesses a valid contractor’s license and is in good standing with the Contractor’s State License Board. The

contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project’s plans and specifications and is available in the City Clerk’s reading file.

The requested contingency will cover the cost of unforeseen site conditions, field adjustments, additional work requested by the City or other permitting agencies, and field investigations.

Solicitation Process - Design Services & Construction Support Contract The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to provide design services for the Valencia Heritage Park Tennis/Pickleball Court Improvement Project. The RFP was published and circulated via the City’s e-procurement system, BidNet, on August 15, 2024. The City transmitted the solicitation to 1,733 vendors on BidNet, of which 55 vendors downloaded the RFP; however, no proposals were received.

Pursuant to City of Santa Clarita Municipal Code (SCMC) Section 3.12.215, when no formal solicitation responses are received, the Purchasing Officer or designee is authorized to proceed with direct negotiations. Accordingly, staff contacted qualified consultants and solicited informal proposals for the project's design. Hirsch & Associates, Inc., (Hirsch & Associates) submitted a proposal that met the City’s needs and was determined to be fair and reasonable in cost and consistent with the project budget. On November 11, 2024, the City Council awarded a design contract for the Valencia Heritage Park Tennis/Pickleball Court Improvement Project to Hirsch & Associates based on their technical expertise and design experience with similar projects.

As the original design consultant, Hirsch & Associates possesses in-depth knowledge of the project and its technical requirements. Accordingly, staff determined that Hirsch & Associates represents the most efficient and cost-effective option to provide construction support services.

As the project advances into the construction phase, City staff recommends awarding a professional services contract to Hirsch & Associates in the amount of $17,060, inclusive of contingency, to provide construction support, necessary design modifications, and related services during the project construction phase. Pricing for these services was requested as part of the original RFP process, and Hirsch & Associates will maintain the same pricing as originally proposed.

Utilizing the original design consultant for construction support maintains continuity, promotes efficiency, and ensures appropriate technical oversight throughout project delivery. The proposal is available in the City Clerk’s reading file.

The City Council appropriated $695,076 for this project upon adoption of the Fiscal Year 2025- 26 budget. The requested transfer of savings in the amount of $134,865 brings the total project budget to $829,941, representing $701,639 in construction costs and $128,302 in project administrative costs. Project administrative costs include project management, materials testing, and construction support.

The Valencia Heritage Park Tennis/Pickleball Court Improvements Project is exempt from review under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations, Article 19, Sections 15301 and 15303. These sections exempt

projects involving repair, maintenance, or minor alteration of existing public facilities, involving negligible or no expansion of existing or former use, as well as the construction of limited small facilities not using significant amounts of hazardous substances and having all necessary public services available. This project meets the criteria for these exemptions because the Valencia Heritage Park Tennis/Pickleball Court Improvement Project will be performing repairs and maintenance to existing tennis court facilities, as well as constructing one new tennis court facility which will not be using significant amounts of hazardous substances and will have necessary public services available.

ALTERNATIVE ACTION
Other action as determined by the City Council.

FISCAL IMPACT

Upon approval of the recommended actions, $134,865 project savings from the North Oaks Sewer Replacement Project (P3038601-516101), will be transferred to the Valencia Heritage Tennis/Pickleball Court Improvements Project (P1021601-516101). The total project budget in the amount of $826,941 will adequately fund the construction and project administration.
