BACKGROUND
The annual overlay and slurry seal projects are an integral part of the City of Santa Clarita’s (City) Overlay and Slurry Seal Program. Each year, streets are evaluated and identified for the need for pavement preservation and rehabilitation treatments. The 2025-26 Overlay and Slurry Seal Program is divided into four projects: Overlay A, Overlay B, Overlay C, and Slurry Seal to
resurface streets, seal cracks, and coat the surface of streets in various areas of the City. These treatments will provide a smoother ride for vehicles and reconstruct or extend the life of the roadway, depending on the type of treatment applied. If approved and awarded, staff anticipates that construction of the Overlay C and Slurry Seal projects will begin in June and be completed by November. A list of streets included in the Overlay C and Slurry Seal projects is shown on the attached Project Street List. The Overlay A and Overlay B projects were presented to the City Council and awarded on March 24. These projects support the Sustainable Public Infrastructure theme of the City of Santa Clarita’s strategic plan, Santa Clarita Pathway Forward.
The California Environmental Quality Act (CEQA) requirements were previously completed when, at its regular meeting on March 24, 2026, the City Council found the 2025-26 Overlay and Slurry Seal Program (project number M0164), State Clearinghouse #2026031071, categorically exempt from review under CEQA, pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301, which exempts maintenance and repair work on existing public facilities, including existing streets and bicycle trails, involving negligible or no expansion of existing or former use.
Solicitation Process - Overlay C Construction Contract
An invitation to bid was published and circulated via the City’s e-procurement system, BidNet, on March 27, 2026. The City transmitted the solicitation to 2,270 vendors on BidNet, of which 62 vendors downloaded materials. A total of four bids were submitted and opened on April 27, 2026. Each of the bids included a base bid and an alternate bid. The basis for award was the base bid only. The results of the base bids are shown below.
Company Location Bid Amount
Toro Enterprises, Inc. Oxnard, CA $1,244,989
Sully-Miller Contracting Co. Brea, CA $1,815,265
All American Asphalt Corona, CA $1,998,554
Granite Construction Company Lancaster, CA $2,136,536
Staff recommends the project be awarded to Toro Enterprises, Inc., the lowest responsive and responsible bidder in the amount of $1,244,989 for the base bid. While the bid alternate was not included in the basis of award, staff recommends its inclusion at a cost of $739,345, as it provides additional improvements within the available project budget, bringing the total contract amount to $1,984,334. This contractor possesses a valid contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project’s plans and specifications and is available in the City Clerk’s Reading File.

All American Asphalt Corona, CA $493,181
Staff recommends the project be awarded to Union Pavement Services, Inc., the lowest responsive and responsible bidder.
The requested contingencies will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings that are often discovered during construction, field adjustments, and additional work requested by the City or other permitting agencies. Additional streets from the City's pre-designed inventory and streets that may need treatment due to unforeseen weather conditions will be added to the project if funds are available after construction of the original scope of work.
The City Council appropriated $17,000,000 for this project upon adoption of the Fiscal Year 2025-26 budget. The project budget is $17,000,000, representing $14,256,410 for construction, $2,402,920 for professional services, and $340,670 for administrative costs. Project administrative costs include staff time, project management, public works inspections, environmental inspections and support, utility fees, and labor compliance monitoring.
