2. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.
BACKGROUND
The Bridge Preventative Maintenance Program (BPMP) is an annual program that maintains and preserves vehicular bridges in the City of Santa Clarita (City). The BPMP prioritizes bridges for maintenance each year by evaluating their condition and serviceability to identify the repairs that will extend the service life of each structure, minimizing costs and helping to avoid more costly rehabilitation, reconstruction, or replacement of the City's bridges. The BPMP works in association with the Federal Highway Administration's Highway Bridge Program to utilize federal grants for bridge rehabilitation projects.
The 2025-26 Bridge Preventative Maintenance Program includes bridge maintenance improvements at ten bridge locations throughout the City, as shown on the attached Location Map. This project supports the Sustainable Public Infrastructure theme of the City’s strategic plan, Santa Clarita Pathway Forward.
The scope of work for this design contract includes preparation of plans, specifications, and engineer's estimates as well as coordination and permitting with regulatory agencies. Bid
assistance will also be provided to support the solicitation for a construction contract.
The City conducted a Request for Proposal (RFP) to solicit proposals from qualified consulting firms to provide design services for the 2025-26 Bridge Preventative Maintenance Program. The RFP was published and circulated via the City’s e-procurement system, BidNet, on June 26, 2026. The City transmitted the solicitation to 3,532 vendors on BidNet, of which 75 vendors downloaded the RFP. A total of three companies provided proposals for consideration.
These proposals were reviewed and evaluated based on each company’s ability to meet the specific needs of the City. An evaluation panel, comprised of staff from the Public Works department, scored the responses using the following categories of weighted criteria:
• Qualifications and relevant experience (30 points)
• Project understanding and technical approach (25 points) • Project management and staffing (20 points)
• Schedule and availability (15 points)
• References (10 points)
The evaluation panel scored the responses based on a 100-point scale, with the results outlined below:
Rank Company Location Score
1 Tetra Tech, Inc. Irvine, CA 96
2 BKF Engineers Newport Beach, CA 92
3 KPFF, Inc. Los Angeles, CA 91
In reviewing proposals, the evaluation panel awarded the highest score to Tetra Tech, Inc. (Tetra Tech). The evaluation panel determined that Tetra Tech’s proposal offered the best overall value to meet the design needs.
Tetra Tech demonstrated an in-depth understanding of the project needs and provided a detailed scope of work and approach to the project. They analyzed the project locations and identified key design factors that will need to be addressed in the design. Based on their design experience with similar projects, and the completeness of their proposal for this project, staff recommends awarding the design contract to Tetra Tech. The proposal is available in the City Clerk’s Reading File.
California Government Code 4526 prescribes the selection of architectural and engineering services to be based on demonstrated competence and professional qualifications necessary for the satisfactory performance of the services required and does not authorize the selection of professional architect and engineering services based on cost. City staff was able to reach an agreement with Tetra Tech at a fair and reasonable price.
The requested contingency will cover the cost of unforeseen design constraints and account for potential design modifications requested by the City and other permitting agencies during the design of the project. This includes potential adjustments to the engineered plans, specifications, and cost estimates, permits, and change orders for additional work requested by the City.
The City Council appropriated $576,765 for this project upon adoption of the Fiscal Year 2025-26 budget. Of this amount, $245,971 is budgeted for design, representing $195,971 for design services and $50,000 for project administration costs. Project administrative costs include staff time, project management, public works inspections, interagency coordination, permitting fees, and labor compliance monitoring. Staff anticipates receiving additional grant funding for construction on the recommended improvements in Fiscal Year 2028-29. Any unspent design funds, currently estimated at $330,794, will be returned to the fund balance and considered for reappropriation when the construction contract is presented for City Council consideration.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
The amount of $576,765 is available in project expenditure accounts M0162229-516101 (Miscellaneous Federal Grants) and M0162233-516101 (TDA Article 8) to support the recommended action and associated project costs.
