BACKGROUND
The parking lot at Bouquet Canyon Park is in need of refurbishment due to extensive cracking, root intrusion and aged asphalt. Due to the extensiveness of the cracking, the parking lot requires grading work, curb and gutter replacement, and new asphalt. Replacement of asphalt and curb and gutters in the parking lot will address drainage and surface irregularities, and improve parking lot and sidewalk connectivity. The improvements include repairs to the root damaged curb and gutter, replacement of alligator cracked asphalt, overlay of structurally sound asphalt, ADA enhancements along with new striping and signage. Refurbishment will necessitate removal of two pine trees and closure of the parking lot in its entirety for approximately three
weeks.
In an effort to minimize disruptions to park usage, the pickleball court resurfacing project funded through the Fiscal Year 2026-27 Capital Improvement Project process will also be scheduled during the three week-closure. The bid process for the parking lot refurbishment included resurfacing of the pickleball courts as a bid-alternate item for the purposes of streamlining this effort and minimizing the impact to the park users and pickleball community.
An invitation to bid was published and circulated via the City of Santa Clarita (City) e-procurement system, BidNet, on May 19, 2026. The City transmitted the solicitation to 1,723 vendors on BidNet, of which 61 vendors downloaded materials. A total of eight bids were submitted and opened on June 23, 2026. The results of the bids are shown below:

Staff recommends the project be awarded to E&M Constructors, Inc., the lowest responsive and responsible bidder. This contractor possesses a valid contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The bid proposal adheres to the project's plans and specifications and is available in the City Clerk’s Reading File.
While the City maintains a Support for Local Business policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsive and responsible bidder.
The requested contingency will cover the cost of unforeseen site conditions such as potential utility conflicts and fees, abandoned utilities not shown in record drawings, field adjustments, and additional work requested by the City. If approved by the City Council, work is tentatively scheduled to begin on October 5, 2026, and last approximately three weeks.
ALTERNATIVE ACTION
