BACKGROUND
The City of Santa Clarita (City) received a request to address pedestrian safety on Catala Avenue during peak arrival and dismissal periods at Highlands Elementary School. The request includes evaluating potential improvements to the student pick-up and drop-off area and assessing traffic conditions around the school during these periods.
In June 2026, City staff met with representatives from Highlands Elementary School and the Saugus Union School District to assess existing traffic conditions, the student pick-up and drop- off area, and student access points to the school. Staff reviewed the existing Loading/Unloading zone and determined that it could be expanded to better accommodate school-related pick-up and drop-off activity, as shown on the attached Location Map and Exhibit A.
Staff recommends adopting the attached resolution to establish loading/unloading and no parking restrictions on Catala Avenue during school peak hours. The proposed restrictions would direct parents to queue along the easterly side of Catala Avenue, south of Empino Lane, and utilize the
designated loading/unloading zone north of Empino Lane. This approach will help maintain traffic flow within the surrounding neighborhood, enhance access to the school-monitored student entrance gate, and improve pedestrian safety.
Representatives from Highlands Elementary School and the Saugus Union School District are in support of the proposed restrictions.
ALTERNATIVE ACTION
Other action as determined by the City Council.
FISCAL IMPACT
Adequate funds are available in Street Maintenance Traffic Signs and Markings Expenditure Account (2304504-514108) to support the recommended action.
