BACKGROUND
The City of Santa Clarita (City) maintains a fleet of more than 380 vehicles and pieces of equipment that support the maintenance of public infrastructure. To ensure the continued reliability and safety of these assets, the City implements a proactive equipment replacement program that replaces vehicles and equipment at the end of their useful service life or when continued maintenance is no longer cost-effective.
As part of the Fiscal Year 2026-27 Annual Budget, the City Council authorized the purchase of one new mini excavator for the Parks Planning and Open Space Division and the replacement of one skid steer loader for the General Services Division. The mini excavator will be used to maintain the City’s expanding open space system, including the 380-acre Haskell Canyon Bike Park and more than 100 miles of multi-use trails. The skid steer loader will be used for asphalt and pothole repairs, street maintenance, storm cleanup, and debris removal following rain events.
These purchases support the Sustainable Public Infrastructure theme of the City’s strategic plan, Santa Clarita Pathway Forward.
After conducting extensive research to find the most competitive pricing and the highest quality equipment, staff recommends using the City’s “piggyback” purchasing option for these procurements.
The use of “piggyback” purchasing allows the City to place orders against a competitively awarded public agency contract. The City is using the cooperative purchasing contract with Sourcewell, which allows the City to take advantage of an existing competitive process. This contract, which was executed on May 24, 2023, was solicited through a competitive bid process and is valid through April 17, 2027.
After performing a cost analysis and reviewing pricing for comparable equipment from other sources, it has been determined that the Sourcewell cooperative purchasing contract with Quinn Company provides competitive pricing, quality equipment, and the best value to the City.
Additionally, there are no local vendors that provide these types of equipment on a cooperative purchasing contract. Using the Sourcewell cooperative purchasing contract results in a total sale amount of $192,060 for the mini excavator and skid steer loader, inclusive of tax and delivery.
The quotes for the mini excavator and skid steer loader are available in the City Clerk’s Reading File.
