PROPOSAL FOR PROFESSIONAL ENGINEERING SERVICES

NEWHALL PARK BMP
#C728

SECTION A - SCOPE OF SERVICES:

A. Consultant agrees to perform the following servi ces:

Task 01 – Project Management, Coordination, & Meeti ngs

This task covers future monthly project design team (PDT) meetings and intermittent coordination / meetings with the Client and other project team members as-needed (e.g. PCLD, ECG, etc.). Coordination is anticipated to be needed for the design of onsit e BMP (water quality and 25-yr flood attenuation components) and related drainage features, particul arly where proposed underground BMP/storm drain features interface with the proposed above-ground p ark improvements. PACE shall provide coordination and design support as-needed to develop the BMP des ign and construction drawings, as well as provide input on the on-site storm drain inlet and grading plan to be developed by others. Coordination may be in the form of virtual or in-person meetings, phone calls, or emails.

The level of effort required for this task is unkno wn; therefore, a budget amount has been set assumin g a duration of twenty-seven (27) months, from project kickoff to issuance of final PS&Es for bidding. This task will be billed on a time and expense (T&E) basis no t to exceed the amount shown. If additional budget is needed to complete this task, it will be requested through a separate contract or change order.

Task 02 – Community Engagement Support (T&E)

This task covers efforts by the Consultant to suppo rt the City and other project team members during t he Community Engagement period. Consultant shall atten d one (1) community engagement event, for an assumed duration of eight (8) hours. Consultant shall also prepare exhibits regarding the water quality BMP, detention basin, and any other stormwater or water quality project components, as needed. Exhibits sha ll be provided in a digital format and / or poster boa rd print outs. This task assumes all printed materi als can be produced in-house. For large format or special print needs that require coordination with an outside print shop, a separate change order will be required.

Task 03 – Grant Support (T&E)

Consultant shall provide support to the City, as-ne eded, in pursuing grant application funding for the project’s design, construction, and operations & ma intenance phases. This may include support for a revised application to Safe Clean Water, building o ff the previously submitted and approved Feasibilit y Study. This task also includes support services for other grant funding sources. The efforts for this task assume the City will take the lead on the grant app lication submittal process, with Consultant providi ng technical documentation support as-needed.

The level of effort required for this task is unkno wn; therefore, a budget amount has been set, to be billed on a time and expense (T&E) basis not to exceed the amount shown. If additional budget is needed to complete this task, it will be requested through a separate contract or change order.

Task 04 – Design Alternatives for Stormwater Detent ion Basin

This task covers efforts to design the stormwater d etention component of the underground BMP. The detention basin will be consistent with the water q uality BMP for the 85 th percentile (i.e. using modular
precast concrete structures, sharing the same inver t elevation, and abutting the water quality BMP). T he detention basin will be hydraulically disconnected from the water quality BMP, designed only to fill d uring storm events greater than the 10-yr event. The desi gn of the detention basin will rely on hydrology performed by ECG as described in the report titled Hydrology Study for the Newhall Park Infiltration Project Newhall Park BMP July 29, 2026
City of Santa Clarita / Scope and Compensation for #C728 Page 2 of 10

dated March 13, 2026. The “Q Allowable” provided by LA County Flood Control District can accommodate the 10-yr runoff peak flow rate from the “Hart High School” watershed within the Newhall main storm dr ain line. The 10-yr runoff will be delivered to the Newhall storm drain by upsizing the intermediary storm drains under Newhall Park and in Dalbey Drive. The City’s goal is to protect the park and its proposed features up to the 25-yr flood event. The proposed detention ba sin will be responsible for accommodating the volum e between the 10- and 25-yr storm events, as quantified in ECG’s report.

The detention basin will be designed to drain prima rily via infiltration, but the design will include a sump so that a temporary pump may be inserted to drain down the basin within the LA County LID Manual requirement of 96 hours. This task excludes pump de sign. It is assumed the City will utilize their own portable pump for drawdown.

The detention basin will be provided with a Certified California Trash Capture device upstream of the basin inlet to remove trash and fines 5mm in diameter and greater. No dedicated sedimentation basin is proposed for the detention basin, due to the spatial and cost constraints associated with design for 25-yr storm event peak flow rates.

The design of the detention basin will include desi gn of a high flow bypass weir in a manhole structur e leading from the park storm drain system to the basin.

This task includes efforts by the Consultant to con firm the methods and results in ECG’s hydrology rep ort, with modifications to the analysis as-needed. If mo difications are needed, they will be discussed with the City and project team first. The efforts for this t ask are assumed to be consistent with the general methodology used by ECG; no major overhaul or repeat of ECG’s efforts are included in this task.

Several (up to 3) alternative layouts will be provi ded for the detention basin, which will be shaped b y the following constraints:
• Economic suitability
• Constructability
• Flood risk management for park users and nearby re sidents • Integration with the water quality BMP in footprin t, function, and construction processes • Minimize impacts to trees
• Minimize impacts to existing utilities
• Integration with the above-ground park improvement s and anticipated programming needs • Ease of access for O&M personnel

The alternative layouts will be provided to the City for input, including a plan exhibit, profiles (where needed), estimated quantities and construction costs, and co mparative benefits and drawbacks. Only the City’s selected alternative will be carried forward into the following design phases.

Task 05 – Hydraulic Modeling of BMP, Detention Basi n, & Storm Drains

Due to the complex nature of the interconnected drainage systems at the Park, it will be necessary to create a hydraulic model to confirm adequate pipe sizing / configuration, as well as adequate freeboard betwe en the hydraulic grade line (HGL) and finished surface . Hydraulic modeling shall be performed with Water Surface Pressure Gradient (WSPG) software (or equiv alent), developed by the Los Angeles County Flood Control District (LACFCD). WSPG allows storm drains and prismatic channels to be analyzed in either open channel or pressure flow conditions, producing results for water surface elevation, HGL, velocity, and many other parameters.

The model results will be used to design:
• Hart High School inlet (including upsized culvert pipe and headwall) • Upsized / realigned Newhall Park storm drain syste m leading to Dalbey Drive • Upsized catch basin connector pipe in Dalbey Drive
• Connection to Newhall Ave. storm drain at Dalbey D rive Newhall Park BMP July 29, 2026
City of Santa Clarita / Scope and Compensation for #C728 Page 3 of 10

• Routing of park runoff to water quality BMP
• High flow bypass Manhole leading to detention basi n

The results may also be used to refine the design of the water quality BMP and detention basin. This w ork excludes design of the park storm drain inlets and connecting laterals, although coordination will take place with the consultant performing that design work, where needed.

The starting configuration of the park storm drain system is assumed to substantially conform with the City- approved concept as depicted in the PDT meeting Feb ruary 26, 2026.

Design of the storm drain and water quality system will meet relevant City of Santa Clarita and LA Cou nty standards.

Task 06 – Construction Drawings
The City-approved layouts for the water quality BMP, detention basin, and park site storm drains (excluding inlets and laterals) shall be developed into a cons truction drawing set. The previously submitted plan set will be revised to reflect the updated plan element s. Primarily, any references to the Avenida Ignacio BMP system will be removed from the plan set, which will result in deletion and modifying / rearranging the layout of other sheets.

In addition, the plan set will include added sheets , details, and notes for the detention basin, desig ned to accommodate runoff from Hart HS, protecting the par k from flooding up to the 25-yr event.

The plan set will be updated and submitted for each of the major project design milestones:

• 30%
• 60%
• 90%
• 100%
• Final

LA portal. This will also include assisting the Ci ty with responses to comments. The efforts for thi s task assume three submittals (for each connection point) total. Each subsequent submittal will include responses / revisions based on County comments from the prior submittal. If additional submittals are required, or additional analyses are required outside of the sta ted assumptions, the work will be billed on a time and expense basis or requested through a separate contr act or change order.

Task 12 – CEQA Support
The Project is expected to satisfy the requirements for a California Environmental Quality Act (CEQA) Class 32 Categorical Exemption. PACE’s subconsultant, Mic hael Baker, shall prepare a Notice of Exemption (NOE) with a memorandum substantiating the appropri ateness of the Class 32 Categorical Exemption, supported by technical studies to address CEQA Guidelines Sections 15300.2 (Exceptions) and 15332 (In- Fill Development Projects). Michael Baker shall prepare a cultural resources evaluation, air quality analysis, and noise assessment to support the NOE, predicated upon the results of the analyses demonstrating that the Project would not result in any significant environmental impacts.

Cultural and Historic Resources Evaluation:
• Conducting a records search with the South Central Coastal Information Center with a 1/4-mile search radius of the Project site to identify previ ous cultural resources reports and records of the Project area and surrounding vicinity;
• Performing a literature and historic map review to identify cultural resources within the project vicinity; and,
• Requesting a search of the Sacred Lands File (SLF) from the Native American Heritage Commission (NAHC).

Additionally, this effort would include conducting a built environment and archaeological survey of th e Project site. Based on preliminary review of histor ic aerial imagery, Newhall Park is shown to have be en construction sometime prior to 1953. Therefore, the park would be evaluated for eligibility as a histo ric resource, which would be documented on one set of Department of Parks and Recreation (DPR) 523-series forms. The archaeological sensitivity assessment an d effects analysis to determine if the project may adversely affect historical resources as defined by CEQA.

Air Quality and Noise Assessment:

The Project is located within the South Coast Air Basin (SCAB), which is under the jurisdiction of the South Coast Air Quality Management District (SCAQMD). Fed eral, State, Regional, and Local air quality regulations will be discussed. The analysis will de scribe and address the requirements set forth by th e SCAQMD CEQA Air Quality Handbook.

Construction-Related Emissions . Based on data provided by the Project Applicant, emissions generated during construction activities will be quantified u sing the California Emissions Estimator Model versi on 2022.1 (CalEEMod). A general description of the maj or phases of construction and their timing will be required. The air pollutant emissions during constr uction will be compared to SCAQMD’s Regional Thresholds of Significance. Naturally occurring asbestos impacts will also be qualitatively discussed.

Long-Term Emissions . Operational (i.e., area, mobile, and energy source) emissions will be quantified with CalEEMod and compared to the SCAQMD regional thresh olds of significance. Emission reductions due to project design features will be incorporated into t he operational emissions inventory. Primary sources of emissions will be related to area sources and local/regional vehicle miles traveled. Project consistency with the 2022 Air Quality Management Plan (AQMP) will be addressed.

Localized Emissions . The project is located within the SCAQMD’s Source Receptor Area (SRA) 13, Santa Clarita Valley. Based on localized meteorological data for SRA 8, Localized impacts will be analyzed based upon the SCAQMD’s Localized Significance Thresholds (LST) methodology.

Newhall Park BMP July 29, 2026

Air Emissions Health Impacts . As a result of the California Supreme Court decis ion for Sierra Club vs.

County of Fresno (Friant Ranch L.P.), the resultant human health impacts from the project’s short-term construction and long-term operational air emission s will be qualitatively analyzed.

Noise Assessment . The noise assessment applies, and models applicable noise and land use compatibility criteria for the Project construction and operation al activities. This task includes conducting a site visit to measure short-term noise level measurements along the Project area. The noise monitoring survey will be conducted at up to four separate locations to estab lish baseline noise levels in the Project area. Noi se recording lengths are anticipated to require approximately 10 minutes at each location. This scope excludes long-term (24-hour) noise measurements.

Construction-Related Noise and Vibration . Noise impacts from construction sources will be analyzed based on the anticipated equipment to be used, length of a specific construction task, equipment power type (gasoline or diesel engine), horsepower, load factor, and percentage of time in use. The construction noise impacts will be evaluated in terms of maximum levels (Lmax) and hourly equivalent continuous noise levels (Leq) and the frequency of occurrence at adjacent s ensitive locations. An analysis of vibration impact s will be based on the Federal Transit Administration’s vibration analysis guidance. Analysis requirements will be based on the sensitivity of the area, anticipated construction activities, and Noise Ordinance specifications.

Operational Noise and Vibration . The project-generated off-site traffic noise leve ls will be compared to the applicable Noise Ordinance specifications and/or la nd use compatibility criteria for off-site uses. On -site noise generating activities will also be addressed and analyzed for potential impacts to the adjacent uses and will be assessed against the Noise Ordinance sp ecifications. Compliance with applicable noise standards will be evaluated.

CEQA Notice of Exemption and Technical Memorandum:

The CEQA NOE documentation will be prepared in accordance with Article 19, Categorical Exemptions, of the CEQA Guidelines. It is anticipated the analysis will find the Project is in conformance with the Class 32 Exemption criteria, and that no exceptions per CEQA Section 15300.2 apply to the Project. The supporting technical memorandum will address how the Project meets the criteria for the Categorical Exemption class type. An administrative Draft and Final NOE and su pporting memorandum will be provided to the City fo r review, to comment, and for approval.
