TETRA TECHCity of Santa Clarita
2025-26 BRIDGE PREVENTATIVE MAINTENANCE PROGRAM
PROPOSAL # CIP-25-26-M0162

1. INTRODUCTION
For nearly two decades, Tetra Tech has been a trusted
bridge design partner to the City of Santa Clarita,
providing bridge planning, inspection, rehabilitation,
replacement design, and construction support services.

During this time, we have successfully delivered
numerous annual Bridge Preventative Maintenance
Programs (BPMP), Paseo Bridge Maintenance
Programs, pedestrian bridge replacements, bridge
inspections, and rehabilitation projects.

This longstanding partnership has provided our team
with an in-depth understanding of the City’ s bridge
inventory, maintenance objectives, design standards,
project delivery processes, and commitment to
preserving critical transportation infrastructure.

Our proposed team has the right qualifications and
experience necessary to ensure successful, on time
completion of the City’ s 2025-26 Bridge Preventative
Maintenance Program with no learning curve.

Project Understanding
The City of Santa Clarita’ s 2025-26 Bridge Preventative Maintenance Program (BPMP) continues the City’ s
long-standing commitment to preserving the structural
integrity, safety, and service life of its bridge inventory through proactive maintenance and rehabilitation.

Based on the Bridge Inspection Reports provided in
Exhibit A of the RFP , the selected structures have been identified for preventive maintenance improvements
intended to address existing deficiencies before they
develop into more significant structural issues. The
City’ s objective is to implement cost-effective repairs that maximize the useful life of each bridge while
minimizing future maintenance costs and disruptions to
the traveling public. The Bridge Inspection Reports serve as the technical basis for identifying eligible repairs in accordance with the Caltrans BPMP Guidelines, ensuring
that recommended improvements remain consistent
with federal funding requirements and current bridge
preservation practices.

Tetra Tech understands that this assignment extends
beyond preparing construction documents. The
selected consultant is expected to evaluate the
inspection findings, verify existing field conditions,
develop practical repair details, prepare complete Plans, Specifications, and Estimates (PS&E), coordinate with
City staff and Caltrans as required, provide engineering cost estimates, and support the City through bidding
and construction. Successful delivery requires balancing structural preservation, constructability, schedule,
and cost while ensuring the completed repairs can be
efficiently maintained over the long term.

Our team has extensive familiarity with many of the
bridges included in Santa Clarita’ s Bridge Preventative Maintenance Programs. We understand the City’ s bridge
inventory, historical repair strategies, design standards, maintenance objectives, and review procedures. This
institutional knowledge allows us to quickly evaluate
previous repairs, identify recurring maintenance needs, and prepare practical rehabilitation solutions that build upon the City’ s successful preservation program rather than approaching each bridge as an isolated project.

Overall Approach
Our approach begins with a detailed review of each
Bridge Inspection Report and supporting records to
understand the condition ratings, recommended repairs,
and funding eligibility associated with each structure.

We will then conduct field verification with City staff to confirm existing conditions, identify any changes since the inspections were completed, verify dimensions and
quantities, and evaluate constructability considerations that may influence the repair design.

Using the verified field information, we will develop
bridge-specific repair concepts that address the
identified deficiencies while maximizing service
life and minimizing maintenance requirements.

Typical improvements may include expansion joint
replacement, bridge deck preservation treatments,
concrete repair, structural crack repair where eligible, bearing rehabilitation, localized steel repairs, and other preventive maintenance measures identified in the
inspection reports and consistent with Caltrans BPMP
eligibility requirements.

Throughout design, our team will coordinate closely
with City staff to review repair recommendations,
confirm priorities, and incorporate City preferences
before advancing the PS&E documents. We emphasize
practical, constructible details that reduce construction risk, maintain traffic whenever feasible, and simplify long- term maintenance.

PROPOSAL # CIP-25-26-M0162

6. PROGRAM MANAGEMENT
Tetra Tech understands that the City of Santa Clarita’ s Bridge Preventative Maintenance Program requires a
responsive consultant capable of delivering multiple
bridge rehabilitation designs while maintaining
strict compliance with Caltrans Local Assistance
Procedures, federal funding requirements, and the
City’ s project delivery schedule. Our management
approach is built on proactive communication,
disciplined quality management, and effective
project controls to ensure each bridge progresses
efficiently from field verification through final Plans, Specifications, and Estimates (PS&E), bidding, and
construction support.

Having provided bridge engineering services to the
City since 2007 , our team has developed a thorough
understanding of Santa Clarita’ s bridge inventory,
design standards, review procedures, and long-
term maintenance objectives. We have successfully
delivered multiple annual Bridge Preventative
Maintenance Programs, pedestrian bridge
replacement projects, and other bridge rehabilitation
assignments throughout the City. This experience
allows us to quickly evaluate bridge conditions,
coordinate effectively with City staff, and prepare
practical, cost-effective rehabilitation solutions that support the City’ s asset preservation goals.

Our project management approach is designed
to maintain clear control of scope, schedule,
budget, and quality throughout every phase of
the assignment. Each bridge will be managed
as an individual task within the overall program,
allowing progress to be tracked independently while
maintaining coordination across the entire design
package. Regular internal coordination meetings,
milestone reviews, and continuous communication
with the City’ s Project Manager ensure issues are
identified early and resolved before they affect
project delivery. Supported by our experienced
bridge engineering team and the depth of Tetra
Tech’ s Southern California transportation practice,
we have the resources to respond quickly to evolving
project needs while providing the continuity and

EXPERIENCED PROJECT

MANAGER
Critical to the success of
completing this program
is our proposed Project
Manager, Mr. Michael
Olsen, PE.

Mr. Olsen is a Structural
Project Manager with 17
years of structural engineering
experience, including 15 years with Tetra
Tech, and has supported the City of
Santa Clarita’ s Bridge Preventative
Maintenance Program since 2009.

He has led the preparation of PS&E
packages for bridge rehabilitation projects,
including field verification, repair design,
cost estimating, QA/QC, and construction
support.

Mike’ s experience also includes pedestrian
bridge replacement, structural evaluations,
seismic retrofit, and rehabilitation of
reinforced concrete, steel, masonry,
and timber structures. His longstanding
relationship with the City and familiarity
with its bridge inventory, standards, and
project delivery process will help ensure an
efficient and successful project.
responsiveness the City has come to expect over
nearly two decades of successful collaboration.

COMMUNICATION METHODS
Clear, consistent communication is fundamental to
successful project delivery. Mr. Olsen will serve as
the City’ s single point of contact and will maintain
- 13 -
City of Santa Clarita
- 14 -
regular communication through scheduled progress
meetings, email updates, and telephone coordination
as needed. We will provide concise status updates
that summarize completed work, upcoming activities,
schedule status, and any decisions requiring City
input. Technical discussions and design review
meetings will be documented with meeting summaries
identifying action items, responsible parties, and target completion dates, ensuring all project participants
remain aligned throughout design.

QUALITY CONTROL PROCEDURES
Quality is integrated into every phase of our design
process. Each bridge repair package will undergo
formal quality assurance/quality control (QA/QC)
reviews independent of the design team prior to
each milestone submittal. Reviews will verify technical accuracy, consistency with Caltrans standards, City
requirements, constructability, quantity calculations,
specifications, and cost estimates. This structured
review process has been successfully implemented on
previous Bridge Preventative Maintenance Programs
for the City and helps minimize review comments,
reduce design revisions, and improve bid readiness.

ISSUE TRACKING
Potential issues are identified and addressed
proactively throughout the project. Design comments,
agency coordination items, utility conflicts, and
technical questions will be documented in an
action-item log that tracks responsibility, status, and resolution. This approach provides transparency,
promotes accountability, and ensures critical issues are resolved early, minimizing impacts to project schedule
and budget.

SCHEDULE MANAGEMENT
A detailed project schedule will be developed at
project initiation identifying key milestones, City review periods, Caltrans coordination activities, and final PS&E delivery dates. Progress will be monitored continuously against the schedule, with updates provided during
regular coordination meetings. Because each bridge
progresses through a common design process, we
can efficiently balance workloads across our team
while maintaining milestone commitments and
accommodating changes in project priorities as
needed.

UNDERSTANDING OF FEDERALL Y FUNDED

LABOR COMPLIANCE REQUIREMENTS
Tetra Tech has extensive experience delivering

The POC is located on the City’ s network of multi-use “paseo” pathways. Constructed in 1979, the timber superstructure showed signs of insect infestation, dry rot, and delamination of the glue laminated girders. The project team was tasked with defining an approach to replace the decaying structure. Tetra Tech initiated the geotechnical investigation and preparation of structural plans, specifications, and estimates to replace the structure. Through continued partnership, Tetra Tech and City engineers delivered a project within cost that increases safety and restores alternative access to schools, neighborhood parks, and local businesses in the City of Santa Clarita. Construction commenced in spring of 2017 and was completed later that summer. The biggest
challenge encountered was the coordination and scheduling of road closures during the demolition of the existing bridge and during final assembly and erection of the new pre-
fabricated bridge Tetra Tech’ s experience in the preparation of traffic control plans within the City helped minimize the impact to the public and allowed the contractor do perform all construction related tasks.
