NOTICE OF PUBLIC HEARING
APPLICATION: Master Case 26-038: Unified Development Code Amendment 26-002

PROJECT APPLICANT: City of Santa Clarita (City)
PROJECT DESCRIPTION: The City of Santa Clarita is requesting adoption of multifamily residential and mixed-use housing Objective Design Standards (ODS) and amendments to Title 17 of the Santa Clarita Municipal Code, commonly referred to as the Unified Development Code (UDC), to address state housing legislation. The proposed UDC amendments include amendments to project findings, administrative permit procedures, and specific plans to implement Housing Element Policy HP-2.2.
PLANNING COMMISSION ACTION: On July 7, 2026, the Planning Commission voted 5-0 to recommend that the City Council approve the proposed amendments and ODS. The City Council will conduct a public hearing on this matter on the following date:

A NOTICE OF EXEMPTION was prepared for the proposed project. The project is exempt from the California Environmental Quality Act (CEQA) under Article 5 Section 15061(b)(3), the common-sense exemption. The activity is covered by the general rule that CEQA applies only to projects that have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.
If you wish to challenge the action taken on this matter in court, you may be limited to raising only those issues you or someone else raised at the public hearings described in this notice, or written correspondence delivered to the City at, or prior to, the public hearings. If you wish to have written comments included in the materials that the City Council receives prior to the public hearing, those comments must be submitted to the Community Development Department by Friday, August 14, 2026.
