RECOMMENDED ACTION

City Council:

1. Award a one-year contract to West Coast Turf for the purchase and installation of turf sod in the amount of $307,269.

2. Find the 2026-27 Sports Field Replacement Project, P4037, exempt from review under the California Environmental Quality Act (CEQA) pursuant to Title 14 of the California Code of Regulations, Article 19, Section 15301.

3. Authorize the City Manager or designee to execute all contracts and associated documents, subject to City Attorney review.

BACKGROUND

The City of Santa Clarita (City) has 40 parks, including several facilities with athletic and multi- purpose fields. Central Park is one of the City’s most heavily used parks and hosts sports leagues, tournaments, recreational programs, community events, and other activities throughout the year. Due to regular use, the turf on the multi-purpose fields experiences significant wear over time, requiring periodic replacement to maintain safe, high-quality playing surfaces.

The City evaluates field conditions annually and prioritizes turf replacement based on use, condition, and overall need. At Central Park, six fields have been renovated through previous annual field replacement projects, with one or two fields typically completed at a time. This project will replace four fields at one time, bringing the total number of fields replaced through the program to 10. Completing four fields as part of one project allows the City to address fields in need of renovation while minimizing impacts to scheduled programs and activities.

The project will provide for the removal and replacement of the turf on multi-purpose Fields 5 through 8 at Central Park. Work will include removal of the existing turf and excess soil, incorporation of soil amendments, sand cap preparation, pulverization, laser grading, compaction for proper drainage, and installation of large-roll hybrid Bermuda grass sod. The hybrid Bermuda grass will replace older turf varieties and provide a durable playing surface suitable for the level of use at Central Park. This item will allow for the procurement of the large-roll hybrid Bermuda sod approximately 350,000 square feet. The variety of hybrid Bermuda sod, Tahoma 31, is specifically selected to withstand the wear and use experienced at Central Park. This project supports the Santa Clarita Pathway Forward theme of Sustaining Public Infrastructure.

An invitation to bid was published and circulated via the City’s e-procurement system BidNet on July 7, 2026. The City transmitted the solicitation to 1,632 vendors on BidNet, of which 54 vendors downloaded materials. Four bids were submitted and opened on August 6, 2026. The results of the bids are shown below.

Company Location Bid Amount
West Coast Turf Winchester, CA $ 307,269
Marina Landscape, Inc Valencia, CA $ 353,910
Elite Landscape Construction Clovis, CA $ 396,600
Synthetic Grass Showroom Artificial & Nature Landscape Clovis, CA $ 475,000

Staff recommends the project be awarded to West Coast Turf, the lowest responsive bidder. The contractor possesses a valid state contractor’s license and is in good standing with the Contractors State License Board. The contractor’s bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. Additionally, the City has previously worked with West Coast Turf on turf renovation projects and is confident in the quality of their work.

While the City maintains a Support for Local Business policy that can be utilized by the City Council when warranted, the City is governed by the California Public Contract Code with regard to public works project procurement. In this type of procurement, the California Public Contract Code does not permit a city to utilize a Support of Local Businesses policy and instead requires the contract be awarded to the lowest responsive and responsible bidder.

Staff recommends awarding a one-year contract to West Coast Turf in a total amount not to exceed $307,269.

ALTERNATIVE ACTION

Other action as determined by the City Council

FISCAL IMPACT
