SUBJECT: PARCEL MAP FOR PARCEL MAP NO. 84435 (LYONS AVENUE) DEPARTMENT: Public Works

RECOMMENDED ACTION
City Council:
1. Approve Parcel Map for Parcel Map No. 84435.
2. Find Parcel Map for Parcel Map No. 84435 exempt from review under the California Environmental Quality Act pursuant to Guideline 15301 Class 1 because the subdivision is an existing commercial building/property where no physical changes occur.
3. Make findings as follows: This project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved.
4. Instruct the Director of Administrative Services to endorse the Special Assessment Statement on the face of Parcel Map for Parcel Map No. 84435, which indicates all special assessments levied by the City of Santa Clarita are paid.
5. Instruct the City Clerk to endorse the City Clerk’s Statement on the face of Parcel Map for Parcel Map No. 84435, which embodies the approval of said map.
6. Instruct the City Surveyor to endorse the City Surveyor’s Statement on the face of Parcel Map for Parcel Map No. 84435, which provides for verification that the map is technically correct.
7. Instruct the City Engineer to endorse the City Engineer’s Statement on the face of Parcel Map for Parcel Map No. 84435, which provides for verification of substantial conformance with the Tentative Parcel Map and all provisions of local ordinances and state laws applicable at the time of approval.
BACKGROUND
Parcel Map for Parcel Map No. 84435, a location map of which is attached, has been reviewed by City of Santa Clarita (City) staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Tentative Parcel Map 84435 was approved by the Planning Commission on July 16, 2024, under Master Case MC24-052, to allow for the subdivision of one existing commercial lot into two commercial lots located at the northwest corner of the intersection of Lyons Avenue and Orchard Village Road. The proposed Parcel Map is approximately 9.94 acres. No new development or construction is proposed at this time.
The Parcel Map for Parcel Map No. 84435 was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved tentative parcel map.
The conditions of approval adopted by the City have been met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Parcel Map for Parcel No. 84435 is ready for City Council approval.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative map for the proposed subdivision and if it finds the final or parcel map is in substantial compliance with the previously approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act.
FISCAL IMPACT
The resources required to implement the recommended action are contained within the City's adopted Fiscal Year 2026-27 budget.
