BACKGROUND
The Final Tract Map for Tract No. 83605, a Location Map of which is attached, has been reviewed by City of Santa Clarita (City) staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. Tentative Tract Map 83605 was approved by the City Council on November 12, 2024, under Resolution No. 24-71 for Master Case MC21-205, to allow for the subdivision of one existing lot into five lots located at the former Saugus Speedway site.
Lots 1 through 4 provide for a total of 318 residential units, and lot 5 designated for a light manufacturing building. Lot 5 is currently undergoing the development review process to allow for a proposed residential use under separate discretionary application. The proposed Final Tract Map is approximately 35.44 acres.
The Final Tract Map for Tract No. 83605 was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved tentative tract map. The conditions of approval adopted by the City have been met and fees have been and/or will be paid as indicated on the attached Fact Sheet. Therefore, the Tract Map for Tract No. 83605 is ready for City Council approval.
Pursuant to CEQA Guideline 15162(a) no subsequent CEQA review is required for the actions requested by this agenda item, because there are no substantial changes to the project or the circumstances under which the project is being undertaken, and no new information of substantial importance regarding the project has come to light triggering the need for subsequent review. A separate application, for changes to Lot 5, is under review and will be addressed by the City Council at a future meeting.
Pursuant to Section 66474.1 of the Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative map for the proposed subdivision and if it finds the final or parcel map is in substantial compliance with the previously approved tentative map.
ALTERNATIVE ACTION
Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act.
FISCAL IMPACT
The resources required to implement the recommended action are contained within the City's adopted Fiscal Year 2026-27 budget.
